Investigation opened into drowning death of N.J. firefighter

The Camden County Prosecutor’s Office has opened an investigation into the death of a firefighter who drowned in the Delaware River on Thursday.

Howard Bennett, a longtime Camden Fire Department firefighter, died at the hospital on Thursday after he was removed from a boat marina on the Delaware River, authorities said.

The veteran firefighter fell through the ice and became submerged in the freezing cold water for several minutes, officials said.

The Camden County Prosecutor’s Office said on Friday that it had opened an investigation into the death.

“Our hearts are with the family, friends, and firefighters of the Camden City Fire Department as they mourn the loss of this brave fireman,” a statement from the office said.

The circumstances surrounding his death do not appear suspicious, prosecutors said. He was performing maintenance on a fire boat with at least three other firefighters at the time of the incident.

The New Jersey Department of Labor and Department of Community Affairs (DCA) are also conducting investigations.

A spokesperson for the Department of Labor said its investigation will determine whether any measures could have prevented the incident or what actions can be taken to prevent similar tragedies in the future.

The DCA said its Division of Fire Safety is required to investigate all firefighter line-of-duty deaths and provide information and guidance to the affected department.

Bennett was removed from the water around 11 a.m. on Thursday. First responders attempted life-saving measures on the scene before he was transported to Cooper University Hospital.

On Thursday, Gov. Mikie Sherrill said she was devastated to hear about Bennett’s death.

“My thoughts are with his family and the Camden Fire Department during this difficult time,” Sherrill said.

As mounting economic pressure pushes more New Jerseyans into homelessness, resource fairs like one at Cathedral Kitchen in Camden offer critical tools to rebuild lives.

For Daniel Waterfield, the support goes far beyond a meal.

“I’m riding buses to stay warm — and I just don’t come here to eat, I come here to network and stay educated,” Waterfield said Thursday.

Stories like his are becoming more common. New Jersey homelessness is on a five-year upswing, according to Monarch Housing Associates, and advocates expect another increase. State unemployment in December and November was 5.4%, outpaced only by California, the New Jersey Business and Industry Association reported.

Linda Geise, who uses the kitchen’s services, says its three annual fairs offer nothing short of survival — especially now, while New Jersey is in the grip of a dangerously cold weather pattern that shows no sign of easing.

“We could get hurt out there — like, really bad trouble,” Geise said. “Just the weather and my age and everything — it really helps. It’s just lifesaving.”

At least 15 vendors on Thursday offered housing assistance, job support, legal aid and mental health resources. That was in addition to the kitchen’s hot breakfast, lunch-to-go meals, hygiene kits, winter clothing — and a service that many don’t expect: free haircuts.

Those details matter, Cathedral Kitchen leaders say.

“Haircuts are small things that we take for granted that give us dignity and makes us feel presentable, and we feel fresh and cool after we get a haircut,” said Cait O’Donnell, director of social services and data management for the nonprofit, whose founders started serving free meals in 1976. “That is out of reach for people in this situation who are coming to get food here.”

‘Where did you stay last night?’

This event coincided with NJ Counts, the annual Point-in-Time homelessness census mandated by the U.S. Department of Housing and Urban Development. A year ago, volunteers identified nearly 14,000 people experiencing homelessness statewide, an 8% increase from the previous year and highest in a decade.

The kitchen asked clients to complete the Point-in-Time survey before dining and talking to service providers. O’Donnell said the survey’s results help inform the kitchen’s operations, and the resource fair offers a comfortable environment for clients to participate.

“Otherwise, it’s hard to incentivize people to take that survey, which is personal,” she said. “The questions on that survey ask about the housing situation, how old are you and where did you stay last night?”

Camden County has “shelter for everyone” amid subfreezing temperatures, according to county Commissioner Jennifer Cooley Fleisher. As it serves roughly 600 people, though, the county is witnessing families “right on the verge of losing everything.”

The county’s goal by 2030 is “functional zero,” when housing placements outpace the number of people becoming homeless. For now, the work is day to day with clients like Pedro Plaza, who identified himself as a disabled veteran who had lost his job, had a car accident and was on the street when Cathedral Kitchen came to the rescue.

“They are going to help me get housing,” Plaza said. “I see the work they do and how they help me and other people.”

A surge in demand during the snowstorm made the county rethink its free snow-shoveling service for seniors and disabled residents.

CAMDEN COUNTY, NJ — Camden County's free snow-shoveling service for seniors will now be limited to residents with urgent medical needs, officials said Tuesday.

The county program offered snow removal for residents who are 65 and older or physically disabled.

Due to a surge in demand from the recent snowstorm, the county has added new eligibility requirements. The program will be limited to elderly and disabled residents with medical needs that require leaving home or having someone come to their home, such as dialysis or chemotherapy.

"It is imperative for us to reach the most vulnerable, and the way the program is set up currently will not allow us to do that," said County Public Safety Director Vincent Jackson.

Jackson reiterated that the service is meant for residents who have exhausted all other options for snow removal, such as asking a neighbor or family member for help.

Crews will shovel the sidewalk and accessibility ramps in front of the home. They do not shovel driveways, salt walkways or remove snow from vehicles.

Here are the eligibility requirements (*denotes newly added requirements):

Commercial properties, rental properties and HOAs are not eligible.

The program takes effect after each snowfall of at least 4 inches. Eligible residents can call the Senior Snow Removal Hotline in the 24 hours after each qualifying storm.

To be added to the list, call 856-783-4808 ext. 5035 from 8 a.m. to 4 p.m. Calls to other extensions won't be answered, and neither will emails.

Residents must call in the 24-hour timeframe after each snowstorm. Requests don't carry over from one storm to the next, and you can't request service ahead of the storm.

When leaving a voicemail during unstaffed hours, include your full name, home address, age, and a call-back number. You will receive a call-back during staffed hours to confirm eligibility, officials said.

Once the snow has stopped, crews will shovel during the hours of 8 a.m. to 3 p.m.

Snow removal is based on location, not the order that calls are received. There is no guaranteed timeframe for when crews will arrive at each home. It could take several days, and crews might not be able to aid every home, officials said.
