Members of Broomfield's City Council Tuesday night authorized a move forward with seeking bids on demolishing 1stBank Center in 2024. City staff has been working on finding a re-use for the facility for several years, including re-purposing it as a convention space, retail or office space among other ideas, but does not believe there is any move that would work. The council voted to move toward demolition in May of this year.

Staffers Tuesday night brought drawings of potential re-use of the property as well as a nearby parcel, including mixed use development, but told the council such development will take time.

Economic forecasts have shown a downturn ahead in demand for office and retail space in Colorado.

"We were waiting and all the events to start and they, never started," said Tomas Zatloukal, co-owner of the Vinca wine bar and restaurant, which he opened in 2020. At the time, a 1stBank Center manager told him there were events that would put potential customers nearby.

"That would be every week if you have fifty per year," said Zatloukal. "But then the reality is different. But that's how it works in life sometimes."

1stBank Center was constructed in year between 2005 and 2006. Initially its backers claimed it would draw concerts and sporting events. A report prepared for the city council indicates, the arena was, "Underutilized, never realizing the estimated 180-190 annual events for which it was constructed."

Now, maintenance and repair continues to cost the city and county of Broomfield money. The bonds issued to construct it 17 years ago are still not paid off and staff reported Tuesday night that there is still over $40 million to pay off in addition to the costs of demolition which probably start in the range of $2 million. Staffers will seek estimates on disassembly as well as demolition. The former will take longer, but there may be recyclable materials that could be salvaged.

"It's never been really much of anything. Maybe a little bit of a nuisance during some of the louder concerts," said Trent Thompson who lives in a building directly across the street. "I've always said that my best hope would be some sort of a park."

City staffers told the council there was also interest in recreation on the land. No decisions have been made on what should replace it, but so far it has not been easy for council to undo what has become a failure of the past.

"Nobody ran on demolishing the 1st Bank Center," said Ward 1 council member James Marsh-Holschen.

The Broomfield City Council authorized the first steps of demolishing the 1stBANK Center as well as adopted new bicycle and off-street parking requirements and created new zoning districts for city and county-owned land.

The council approved a resolution that will allow the Broomfield Urban Renewal Authority to begin searching for a contractor to demolish the defunct 1stBANK Center as well as begin finding contractors to develop a portion of land near the building.

The event center land that will eventually be redeveloped is broken into two parcels; the first is a 10.2-acre lot where the event center building is located and the second is 10.6 acres that was used for overflow parking and is south of the event center.

The city and county staff explained that the two lots are being developed separately because developers have little interest in the land beneath the event center building in the current market. Demolishing the event center building as soon as possible while beginning to find developers for the parking parcel would also mean that the Arista community would only have one large construction project at a time, as opposed to the increased truck traffic, noise and other disturbances two simultaneous projects would cause.

City and County Manager Jennifer Hoffman said in the Tuesday night city council meeting that over the past four years, Broomfield has explored numerous reuse and repurposing options but ultimately found the building’s design to be inflexible and the potential costs too high.

The city and county staff explained that it’s still too early to provide an accurate cost estimate for demolition or deconstruction, but that basic demolition would be approximately $2 million. By the time the bonds used to finance construction are paid off, Broomfield will have spent approximately $135 million on the event center.

There are also no plans yet for what will be built on either parcel of land, but it will likely focus on mixed-use development including retail, restaurants, commercial buildings and recreation.

The council also unanimously approved new bicycle and off-street parking requirements after a discussion regarding possible amendments and concerns about the timing of the changes. The amendments, presented by Ward 2 Councilmember Austin Ward, aimed to reduce the focus on vehicle parking in new developments.

“The intent behind these (amendments) is to get Broomfield planning for the future, not where we currently are,” Ward said. “If that future is a sustainable Broomfield that has a reduction in greenhouse gas emissions and vehicle miles traveled, we need to start thinking differently about how we develop the city and county.”

Currently, Broomfield is stuck in what Ward 4 Councilmember Jean Lim referred to as a “chicken and the egg” situation.

If Broomfield does not develop land in a way that encourages the use of public transportation, RTD has little incentive to provide transportation infrastructure. Simultaneously, if RTD does not first supply a more robust transit system for Broomfield, the city and county has no need to develop land with public transit in mind.

Ward explained that by beginning to develop land in a way that prioritizes walking, biking and public transportation, the city and county could “take the first step” and be a leader in moving away from development centered around cars.

The City Council passed the ordinance with one amendment directing staff to study possible changes to parking reduction areas and plan to hold a study session next year to discuss further amendments.

The council also unanimously passed an ordinance that will make changes to open space zoning districts, with the intent of transparency around allowed uses for city-owned properties. The changes include the addition of an Open Space District, where land is used for the preservation of open space such as natural areas and pedestrian paths.

The ordinance will also create a Parks, Recreation and Open Lands District for properties dedicated to parks, recreation and other open lands. Lastly, it would modify and rename the Open Lands and Public Facilities District to the “Public Facilities District,” and will dedicate land to multiple uses including municipal office buildings, libraries, police facilities, wastewater treatment facilities, open space and water reservoirs.

The city and county staff explained that these designations were already being followed, but were not clarified in the code. The clarification will allow developers and residents to clearly understand how Broomfield-owned land can be used.

The Broomfield Veterans Museum installed a new exhibit this week that tells the story of America’s first mountain warfare division.

Inspired by the success of mountain-trekking and ski-trained Finnish and Greek soldiers, the 10th Mountain Division was created in the early ’40s as a way to combat the Axis powers in mountainous regions.

“(The exhibit) is a way of letting people know about the 10th, because outside of Colorado, not very many people know about them,” Flint Whitlock said.

Whitlock is on the museum’s board of directors, where he uses his expertise as a Vietnam veteran and decades of work as a military historian to help put together new exhibits, including the exhibit being displayed throughout ski season, “Skiing Off to War with the 10th Mountain Division.”

“The 10th is such an important part of Colorado, with the training area at Camp Hale up near Leadville and with so many of the veterans coming back after the war to start ski areas,” Whitlock said. “They were really involved in promoting skiing and making skiing an American family sport.”

Camp Hale was where the division trained before heading overseas. Recruitment efforts for the group focused on men who already knew how to ski, so much of their training was dedicated to becoming soldiers specialized in fighting in mountainous terrain.

The division would earn its place in history late in 1944 when the men sailed to Italy to combat German forces in the Apennine Mountains. The 10th spent months among the peaks, launching a series of attacks to push the Germans back and cut off their supplies.

In April 1945, the division broke through Germany’s defenses and advanced into the valley where they had been stationed. Germany surrendered in Italy shortly after, and the war ended by the end of the year.

After the war, many veterans of the division returned to Colorado and opened some of the state’s most iconic ski areas. Arapahoe, Aspen and Vail were all founded by 10th division skiers, and the mountain near Camp Hale where they trained, Cooper Hill, was opened to the public after the war as Ski Cooper.

Whitlock’s father served in the 10th Mountain Division, and his service sparked his son’s interest in military history. A pursuit that Whitlock says is important for many veterans in Broomfield and beyond.

“The artifacts (on display) all tell a story. When something on display relates to a veteran, we tell his story, and I think it makes us unique in Colorado because nobody else is doing what we’re doing,” he said. “We consider ourselves Broomfield’s best kept secret.”

He explained that the museum dedicates itself to telling the stories of veterans, instead of the stories of the wars they served in. In addition, everyone at the museum is dedicated to fostering a sense of community and support among veterans.

“We’ve had a lot of veterans who have come and said ‘I’ve never really talked about my wartime experiences but I feel it’s time to do that, I don’t want to take it to my grave, I want people to know what I went through,’” Whitlock said. “It’s a wonderful sharing atmosphere that veterans have when they come here.”

The Broomfield Veterans Museum, 12 Garden Center, is open Tuesdays and Thursdays from 10 a.m. to 2 p.m. and Saturdays from 9 a.m. to 3 p.m.
