Lafayette voters will fill four at-large City Council seats this November, and recent campaign finance filings show varying levels of spending and contributions among the candidates.

As of Oct. 9, candidates Kyle Beaulieu, Josh Beryl, Adam Gianola, Annmarie Jensen and Saul Tapia Vega had registered formal candidate committees with the city.

The most recent filing deadline was Oct. 6, covering the reporting period from Sept. 1 to Sept. 30. The next deadline is Oct. 20, followed by a final filing on Dec. 4. The previous filing date was Sept. 5, covering financials up to Aug. 31.

The maximum amount of contributions that a candidate committee can accept from one person per election is $400, the Lafayette candidate handbook says.

Candidate filings

• Luke Arrington has not submitted campaign finance documents for either the Sept. 5 or Oct. 6 filing periods.

• Kyle Beaulieu filed as a standalone candidate in September and registered a candidate committee in October. For the Oct. 6 report, he logged about $8 in expenditures and no contributions. In September, he reported $25 in personal spending.

• Josh Beryl reported $2,100 in total contributions and $285 in expenditures for the Oct. 6 filing period, spent primarily on flyers and yard signs.

• Crystal Gallegos reported no contributions and no expenditures for the most recent filing period. Her September filing listed $77.50 in personal spending for website services and yard signs.

• Adam Gianola’s Oct. 6 filing showed $1,550 in contributions — including a $1,500 loan and a $50 contribution — and $1,004 in expenditures for signs and other campaign materials. In September, he reported no contributions or expenditures.

• Rob Glenn reported about $1,450 in personal spending on campaign materials for the Oct. 6 filing period. His September filing listed no contributions or expenditures.

• Annmarie Jensen reported $2,154 in contributions and $1,725 in expenditures for the Oct. 6 period, with about 20 contributors. Her Sept. 5 filing reported $5,542 in contributions and $1,680 in spending, with over 50 contributors dating back to June.

• Eric Ryant has not submitted campaign finance filings for either the Sept. 5 or Oct. 6 deadlines.

• Saul Tapia Vega reported $1,490 in contributions and $25 in expenditures for the Oct. 6 filing. His Sept. 5 filing showed no contributions or spending.

• Michael Watson reported $13 in personal spending for the Oct. 6 filing period. His Sept. 5 filing listed no contributions or expenditures.

The filings are required under Article XXVIII of the Colorado Constitution and the Colorado Fair Campaign Practices Act. Under the Lafayette Code of Ordinances, candidates who fail to submit required campaign finance reports can face civil penalties of $50 per day until the reports are filed, although city spokesperson Natalie Miller said the city’s priority is compliance and transparency rather than imposing penalties, so fines are not automatically applied.

Candidates who neither accept contributions nor make expenditures are not required to file reports, Miller said.

Candidates who spend only their own money and do not receive contributions can file as “standalone” candidates. In that case, they can submit a Statement of Personal Expenditures by a Candidate form, as outlined in state rules.

Candidate committees must be registered before accepting contributions. No candidate may accept a contribution until they have a candidate committee registered, according to the Colorado secretary of state’s website.

LAFAYETTE, La. – DMR Technologies announced it will establish its first full-scale U.S. manufacturing facility in Lafayette Parish, where the company will produce and deploy its flagship Field Ranger X50 unmanned aerial systems (UAS) for the American market.

The company is expected to create 521 direct new jobs over the next 10 years with an average annual salary of $85,000, 151% of the parish average wage. Louisiana Economic Development estimates the project will result in an additional 766 indirect new jobs, for a total of 1,287 potential new job opportunities in the Acadiana Region.

“Louisiana is competing to win in next-generation industries like aerospace, defense and advanced technology,” Governor Jeff Landry said. “DMR’s decision to manufacture here is a vote of confidence in Louisiana’s workforce, our pro-growth policies and the momentum we are building statewide. This is exactly the type of project that delivers lasting opportunity for our people and communities.”

The Acadiana site will serve as DMR’s primary domestic production hub, integrating advanced flight control printing, rotor manufacturing, assembly, quality control and logistics staging all under one roof. In its initial phase, the facility is expected to assemble 500 to 1,000 drones within its first year of production.

Lafayette plans to buy old Chase Bank property as part of Old Town revitalization effort

The city of Lafayette is moving forward with negotiations to buy the vacant Chase Bank building and an adjacent parking lot on Public Road, in a potential deal that would come after years of the Lafayette Urban Renewal Authority having its eye on the parking space — and amid broader efforts from the city to fill vacant commercial properties downtown.

JPMorgan Chase, the property owner, listed two lots — the 200 N. Public Road building and the 108 N. Public Road parking area — for sale together with a price tag of $2.7 million. The city had already submitted a letter of intent for $2.6 million, which the company preliminarily accepted, according to city staff’s presentation during the council meeting. The city manager approved the drafted purchase agreement Aug. 28, and City Council gave staff the go-ahead during a Sept. 2 meeting.

Both Public Road pieces of land sit at the intersection of Geneseo Street.

City staff said the acquisition of the 200 N. Public Road building would be a “strategic purchase” to bring a sales-tax-generating business to the space. Although the building was previously a bank, city staff noted the space presents opportunities for “adaptive reuse,” including the potential for additional parking and a street patio.

Following the acquisition’s completion, officials would issue a request for proposals in late 2025 to identify a business or developer to purchase the 200 N. Public Road building.

The urban renewal authority has leased the 108 N. Public Road parking lot since 2016, and officials have envisioned using it as a community space for “probably over 10 years at this point,” city staff said in their presentation.

When Chase announced plans to vacate the building in 2024, the authority approached the company to purchase the parking lot, according to city staff. But Chase indicated the properties would be listed together for sale as a single transaction, according to city staff.

To facilitate the deal, the authority requested that the city initially fund the purchase, according to city staff. The authority would reimburse the city for the cost of the 108 N. Public Road parking lot, and the parking lot would remain a city-owned asset, according to the presentation.

A community event space

City staff also noted that Lafayette ownership of the lot could open it up for community events, including “farmers markets, makers markets and food truck nights.” The parking lot includes 35 car spaces, which could continue to be used for free public parking in the Old Town area. Acquiring the property “has been a long-standing priority,” city staff added.

“I just want to say I’m very excited about this purchase,” Mayor Pro Tem Brian Wong said before council unanimously greenlit the deal.

Staff said the acquisition aligns with the “Old Town Tomorrow: Action Plan,” which aims to support business in the district.

The Old Town action plan was approved February this year.

Jack Calhoun, general manager of William Oliver’s Publick House on Geneseo Street, said he would welcome new business on the block.

“We’re open until 2 a.m. So when they close their places, we love them all because then people come here,” Calhoun told Colorado Hometown Weekly.

Expanding business incentives

At the Sept. 2 meeting, city staff also presented the proposed “Vacant to Vibrant Permit Fee and Use Tax Rebate Program,” designed to reduce vacancies at commercial properties.

The program would provide rebates of up to 50% of building permit fees and use taxes up to $10,000 for businesses opening or relocating within the city that need tenant improvements, upgrades or new construction. If a “significant public benefit” is identified in a new business plan, the city manager may provide even higher rebates.

Staff noted Erie, Louisville and Superior have similar incentive programs, and a Lafayette program could “level the playing field” by making the city a more competitive option for businesses.

“I think it’s a fantastic program and I’ve been saying for years we have so many wonderful spaces along South Public, and they’ve just been vacant for too long,” Councilmember Crystal Gallegos said.

With council’s support, staff will finalize the program’s details and bring forward a resolution anticipated to be on the Sept. 16 City Council meeting agenda, according to Lafayette spokesperson Debbie Wilmot.
