ARLINGTON, VA — Quantum algorithms company Phasecraft plans to establish its U.S. headquarters in Arlington’s Ballston neighborhood, creating 19 jobs through a $113,000 investment, Virginia officials announced.
The United Kingdom-founded company develops algorithms designed for quantum computers, with potential applications in materials simulation, chemical reaction modeling and optimization.
Phasecraft said the Arlington office will help the company expand its work with U.S. government agencies and private-sector clients while giving it access to Northern Virginia’s technology workforce and proximity to federal agencies.
“Phasecraft’s new Arlington HQ represents a significant milestone for the company,” Phasecraft co-founder and CEO Ashley Montanaro said in a statement. “As our work with agencies across the U.S. government and the private sector continues to grow, so too will our American workforce.”
Arlington County Board Chairman Matt de Ferranti said Phasecraft selected Ballston for its U.S. headquarters.
“Phasecraft will join a growing number of international companies that have recently made Arlington their home due to direct access to unique assets like specialized talent, key federal agencies, and strong transit infrastructure,” de Ferranti said.
Phasecraft was founded by researchers from the United Kingdom’s quantum science community. The company works on quantum algorithms intended to move quantum computing research toward practical industrial applications.
Earlier this year, Phasecraft joined the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative, a federal program examining whether utility-scale quantum computing could be possible by 2033.

Under that program, Phasecraft is using its software and algorithms to support verification and validation work.
The company was also selected for the Advanced Research Projects Agency-Energy’s Quantum Computing for Computational Chemistry program. That work focuses on developing quantum algorithms to simulate and discover advanced catalysts that could be used in the energy sector.
Gov. Abigail Spanberger said Phasecraft’s investment adds to Virginia’s efforts to attract technology companies.
“I’m thrilled to welcome Phasecraft to the Commonwealth and look forward to seeing all they accomplish as they grow and build on Virginia’s world-class innovation ecosystem,” Spanberger said.
The Virginia Economic Development Partnership worked with Arlington County to secure the project, according to the governor’s office.
Phasecraft will receive support through the Virginia Jobs Investment Program, a state-funded economic development program that provides services and funding to companies creating jobs to help with employee recruitment and training.
State Sen. Barbara Favola and Del. Patrick Hope also welcomed the company’s decision to establish its headquarters in Arlington, pointing to the county’s workforce, transportation system and technology sector.
The Phasecraft announcement comes as Arlington continues to attract technology and government-focused companies. Earlier this year, Innovative Defense Technologies announced plans to expand its Ballston headquarters and create 210 jobs, while Spatial Front announced plans to relocate its headquarters to National Landing.

“We’re seeing a market where inventory is growing in some segments while remaining incredibly constrained in others,” said Ryan McLaughlin, CEO of the Northern Virginia Association of Realtors.
Arlington’s year-over-year sales decline of about 5% to 227 properties in July was par for the course statewide. Only 48% of counties and cities saw a sales increase, while the remainder were flat or posted declines.
Commenting on Aug. 20, McLaughlin said recent sales figures “reinforce that Northern Virginia is entering a new phase of the housing cycle.”
“The market is still moving, but the dynamics vary significantly depending on the type of home buyers are seeking,” he said. “Buyers are finding more choices among condos and attached homes, while the supply of single-family detached homes remains very limited.”
At the state level, “July’s data points to a housing market that remains active but is becoming increasingly sensitive to borrowing costs,” said Ryan Price, chief economist of the Virginia Association of Realtors (VAR).
Consummated transactions statewide in July totaled 10,362, up 1.8% year over year and the highest total for the month since 2022 — but the smallest year-over-year increase so far this year.
The median sales price statewide was also up modestly, rising 3% to $448,000. In Arlington, which represented 2.2% of all statewide sales in July, the median sales price was $823,000, while in Northern Virginia as a whole, it was $750,000.
Despite economic headwinds and affordability challenges, current conditions offer opportunities for those willing to participate.
“Buyers who stay in the market are benefiting from a growing selection of homes, while sellers continue to see strong home values and interest from motivated purchasers,” VAR president Curt Reichstetter said.
In July, market activity was up slightly in the Richmond and Hampton Roads areas, and down — sometimes sharply — in communities like the Roanoke Valley, Lynchburg and Winchester.
Listings coming to the market in Virginia rose sharply in July, according to VAR, but the total still represents a relatively balanced 3.1 months of supply.
At the national level, the market has been holding relatively steady despite the challenge of higher mortgage interest rates.
“Home sales have been remarkably stable, even amid the rising mortgage rate environment of the past few months,” National Association of Realtors chief economist Lawrence Yun said.
“Year-to-date sales are up 2.4% and there’s no doubt that the housing market would be thriving if average mortgage rates were to return near 6%,” Yun said.
Nationally, the total number of sales in July marked an increase of 0.7% year-over-year, and the median sales price of $434,100 was up 2% — its 37th consecutive month of increases.
In the South, the median sales price for July was $371,700, up 0.9% from a year before, the National Association of Realtors reported.

Parking: Permit parking restrictions remain in effect unless signs indicate otherwise. Parking meters will not be enforced on the holiday.

This New York-born concept known for its Chinese hand-pulled noodles (which we mentioned in our story about dining in Queens) opened its first Northern Virginia storefront Aug. 7 at The Crossing Clarendon. For the family-owned chain with a James Beard Award-nominated chef, the Clarendon spot will be the biggest one yet. That means you’ll have plenty of space to slurp Stewed Pork Hand-Ripped or Cold-Skin noodles and pop Spicy & Sour Spinach Dumplings. 2800 Clarendon Blvd., Arlington (Clarendon)
Craving Uyghur and Turkish dishes? As of Aug. 3, there’s another spot to get your fix. The local chainlet opened its fifth location in Crystal City to dish up kebabs, hand-pulled noodles and savory stews. According to the menu, chef’s specialties include Arlash Korma (stir-fried lamb with onions, black wood ear mushrooms, cucumbers, oyster sauce and tomatoes) Red Chili Chicken with white rice. In the mood for bite-size fast food? This food truck serves mini burgers made with Halal meat on freshly baked buns, chicken tenders and fries loaded with breaded beef-fried steak or shaved parmesan and truffle mayo. For something green, there’s the Leafy Crispy or Blaze Garden salads. Two signature dishes are the Crispy Bites (seven mini fried chicken sammies topped with cheddar cheese) and Ducky’s Original Bites (seven itty bitty cheese-topped beef patties). 1200 W. Ballston’s bagel takeover marches on. The second location for owner Chad Breckinridge opened there July 28; the first opened in Del Ray in 2019, four years after he began selling boiled-and-baked small-batch bagels at the Four Mile Run Farmers & Artisans Market. The new spot has additional house-made items, such as babka and hash browns. “This isn’t a chain store,” Breckinridge says. “It’s a second shop aimed at becoming part of the Ballston community, just as we have in Del Ray.” 901 N. The Le Méridien Arlington is now home to this American brasserie restaurant, which opened July 27 on the hotel’s fourth floor. On the menu are steak frites, chopped salads, club sandwiches and flatbreads. Stop by during the weekday happy hour from 4-7 p.m. to enjoy $6 beers and $8 wines while watching planes land at Reagan National and gazing at iconic D.C. spots, such as the National Cathedral. 1121 19th Street N., Arlington (Rosslyn)
The Eden Center welcomed an upscale restaurant to its collection of Vietnamese eateries on July 22. Owners Thao Tran and Tin Truong are no strangers to the restaurant industry. They opened Pho 7 in Vienna (now under new ownership), Gao in Fairfax and Viet Gourmet, a specialty market that adjoins TamTam. The husband-and-wife team are also working on a fast-casual pho and banh mi place called the Clay Bowl, which will open in Tysons Corner. The bagel takeover in Arlington continues with the opening July 7 of this beloved local chainlet. Husband and wife owners Andrew Dana and Daniela Moreira opened the first location of the “Jew-ish deli” in 2018 in D.C.’s Park View neighborhood after sell-out performances at farmers markets. Today, their playful pink concept has nearly 20 locations and a devoted fanbase for bagels they describe as “a New York-Montreal mashup.” The dough is fermented for at least 24 hours, then boiled in malt for a shiny, chewy exterior and given a kiss of honey for a slightly sweet finish before being baked fresh in the shop daily. 4000 Wilson Blvd., Arlington (Ballston)

D.C.-based Duke’s Grocery, which has been recognized for having the best burgers around, began serving its patties in Water Park on July 1. It’s the first Virginia location for the London-inspired spot, and yes, it will have menu items specific to the location, but also the signature Proper Burger, an angus burger with gouda and red onions. 1621 Crystal Drive, Arlington (National Landing)
Bobby Lee, who opened the beloved bar in 1977, died at the end of August, and the restaurant closed permanently. Originally situated in D.C., Lee moved it to Clarendon in 1999.
