The D.C.-based home builder Highcrest has proposed redeveloping the low-lying offices at 6816 and 6824 Elm Street with a single mixed-use building that could include 115 residential units as well as some retail and office space.
The existing properties, which date back to the 1980s, reflect “aging development patterns” and fail to take advantage of their “prominent location” in the heart of McLean’s Community Business Center (CBC), argues the rezoning application, which is currently under review, but not yet formally accepted, by Fairfax County staff.
“The Property is located within walking distance of numerous community amenities and is ideally situated to support the County’s vision for a more active, pedestrian-oriented downtown environment,” Wire Gill LLP attorney Evan Pritchard wrote in a June 30 statement for the application.
Representing Highcrest, Pritchard noted that “substantial portions” of the approximately 1.17-acre parcels are devoted right now to vehicle parking and circulation. In contrast, the proposed redevelopment would add street trees, landscaping, wider sidewalks, and both ground-level and rooftop amenities.
According to county property records, an affiliate of Highcrest acquired the three-story office building at 6824 Elm Street on Feb. 19 for $4.5 million, a price that reflected “anticipated redevelopment.” Constructed in 1980, the property’s tenants include Ekko Title McLean and an Allergy and Asthma Center.
The building at 6816 Elm is occupied by the real estate firm Keller Williams Realty. Constructed in 1984, the two-story building has been owned since June 2020 by a limited-liability company under the name 6820 Elm LLC, which acquired it in an exchange for over $5.5 million.
The proposed residential building would still include approximately 16,371 square feet of office space. According to Highcrest President Colin Dean, that space will serve as a new office for Keller Williams, which would move out during construction and then return once the building is completed.
“The office component will retain opportunities for employment-generating uses within the CBC while creating a balanced mix of residential and commercial activity,” the application said.
The developer also plans to provide around 4,520 square feet of ground-floor retail space along Elm Street “to accommodate neighborhood-serving commercial uses.”
Dean says the company hasn’t determined yet whether the future housing will be rental apartments or for-sale condominium units. But some will be designated as workforce dwelling units (WDUs) in keeping with the county’s requirements, per the application.
A mix of studio, one-bedroom, two-bedroom and three-bedroom units is proposed, with a den included in some of the one and two-bedroom units.
Instead of the existing surface parking lots, the seven-floor building would be served by a three-floor underground parking garage with 223 spaces, including spots for the retail and office visitors.
The development plan also features 0.3 acres of urban park space, stormwater management upgrades, and an interim restriping of Elm Street to allow an 8-foot-wide parking lane, pending the Virginia Department of Transportation’s approval.
In the application, Pritchard characterizes the proposal as “an important opportunity” to further the county’s vision of a revitalized, more walkable downtown McLean with a mix of residential and commercial uses, as laid out in the comprehensive plan adopted by the Board of Supervisors in 2021.
Earlier this year, the county board approved plans for an apartment building to replace an office on the adjacent block at Elm Street and Beverly Road, and efforts to draw more visitors to the CBC got a boost with the opening of the MPA Berlage Arts and Education Center in the spring.
“By replacing an aging office property and surface parking with a thoughtfully designed mixed-use development … the project will enhance the public realm, support local businesses, provide new housing opportunities, and contribute meaningfully to the ongoing revitalization of the McLean Community Business Center,” Pritchard wrote.

Metro: Metrorail and Metrobus will operate on regular Sunday schedules. Metrorail will operate from 6 a.m. to midnight. Regular fares will be in effect, and parking at Metro-owned garages and lots will be free for Metro riders.
MetroAccess subscription trips will be canceled for the holiday. Customers who need MetroAccess service Monday should make a separate reservation.
Fairfax County Park Authority: Recreation centers will be open from 5 a.m. to 6 p.m. Monday. The George Washington Rec Center will be open from 6:30 a.m. to 11:30 a.m.
Closer to McLean, the carousel at Clemyjontri Park will be open from 9:30 a.m. to 1:30 p.m. Riverbend Park's visitor center will be open from noon to 5 p.m.
Fairfax County historic sites, including Colvin Run Mill, will be closed. Nature centers and Green Spring Gardens' Horticultural Center and Historic House will also be closed.

The Eden Center welcomed an upscale restaurant to its collection of Vietnamese eateries on July 22. Owners Thao Tran and Tin Truong are no strangers to the restaurant industry. They opened Pho 7 in Vienna (now under new ownership), Gao in Fairfax and Viet Gourmet, a specialty market that adjoins TamTam. The husband-and-wife team are also working on a fast-casual pho and banh mi place called the Clay Bowl, which will open in Tysons Corner. The bagel takeover in Arlington continues with the opening July 7 of this beloved local chainlet. Husband and wife owners Andrew Dana and Daniela Moreira opened the first location of the “Jew-ish deli” in 2018 in D.C.’s Park View neighborhood after sell-out performances at farmers markets. Today, their playful pink concept has nearly 20 locations and a devoted fanbase for bagels they describe as “a New York-Montreal mashup.” The dough is fermented for at least 24 hours, then boiled in malt for a shiny, chewy exterior and given a kiss of honey for a slightly sweet finish before being baked fresh in the shop daily. 4000 Wilson Blvd., Arlington (Ballston)

MCLEAN, VA — Fairfax County health inspectors cited 10 McLean-area food establishments for violations between July 1 and July 16, according to public inspection reports. Findings included a dish machine with no detectable sanitizer, fruit flies, food stored at unsafe temperatures and raw food above ready-to-eat items.
Inspectors also reported missing employee health policies, plumbing problems and unavailable food-safety equipment. Several establishments discarded, reheated or relocated food during their inspections.
Inspection reports reflect conditions observed at the time of each visit. Many violations were corrected before inspectors left and do not necessarily represent ongoing conditions.
Brue Coffee8000 Westpark Drive, McLean, VA 22102 Inspection date: July 1
Inspectors found a gallon of milk held overnight at 48 degrees in a display cooler. The milk was discarded during the inspection. The cooler was operating at 44 degrees and could not maintain food at the required temperature of 41 degrees or lower. Staff were told not to store food requiring temperature control in the unit until it was repaired and to provide proof of service within 10 days.
Magic Crepes & Ice Cream1961 Chain Bridge Road, Kiosk 60U, Level 3, McLean, VA 22102 Inspection date: July 1
Inspectors saw the certified food manager crack an egg and then begin cooking without first washing hands and changing gloves. The manager washed and changed gloves during the inspection.
The establishment lacked a complete employee health policy and written procedures for responding to vomiting or diarrhea; inspectors provided the necessary documents.
Milk stored overnight in a cooler measured between 44 and 45 degrees and was discarded. The cooler was operating at 44 degrees and required service.
Inspectors also found no air gaps between the three-compartment sink’s drain lines and the grease trap; cups blocking the gaps were removed during the inspection.
The menu lacked a required warning for egg dishes that could be served undercooked, and fruit flies were observed in the food-preparation area. Pest-control service and a revised menu were required within 10 days. A coffee mixer stored in 73-degree standing water was moved to water measuring 183 degrees.
TGI Fridays7855E Tysons Corner Center, McLean, VA 22102Inspection date: July 1
Inspectors cited a repeat cooling violation after finding boneless wings at 52 degrees and cooked wings at 44 degrees after each had been stored for five hours. Both were discarded. A nine-drawer preparation cooler was operating at 52 degrees and required urgent service. Staff were told not to use it for food requiring temperature control until it was repaired. Inspectors also found a defective faucet at the three-compartment sink. Both equipment violations were repeat findings.
Scolapasta2001 International Drive, McLean, VA 22102 Inspection date: July 2
Chicken held at 116 degrees in a steam table for about an hour was reheated to 172 degrees. Inspectors also cited the restaurant for failing to provide signed employee health-policy documents, a repeat violation; English and Spanish reporting agreements were provided. A kitchen hand sink had leaking plumbing, and no chemical sanitizer was available for equipment and utensils. The sanitizer violation was corrected when the manager ordered quaternary ammonia during the inspection.
Chef Lin’s7945L Tysons Corner Center, Level 1, McLean, VA 22102 Inspection date: July 7
Inspectors cited repeat cooling violations involving cooked chicken at 47 degrees after being stored overnight, seaweed salad at 54 degrees after four hours and bean sprouts at 48 degrees after about five hours. All three foods were discarded. The walk-in cooler was operating at 46 degrees and required urgent service. Staff were told not to use it for food requiring temperature control until it was repaired.
Chef Tan132 Branch Road SE, Vienna, VA 22180Inspection date: July 8
The restaurant’s chlorine dish machine produced a sanitizer reading of zero parts per million, and inspectors also obtained zero readings from both containers of chlorine sanitizer. Staff were directed to stop using the machine and instead wash, rinse and sanitize equipment in the three-compartment sink with bleach until the machine was serviced and reached at least 150 parts per million.
Inspectors also found raw eggs stored above sauces, onions and celery, along with raw pork above cooked chili peppers. The report marked the repeat violation corrected during the inspection. Other findings included a repeat incomplete employee health policy, missing written procedures for vomiting and diarrhea, and no thermometer capable of measuring cold food. A hose splitter without an approved backflow-prevention device was removed from the mop sink.
Boxes of frozen meat thawing beneath a preparation counter were moved to the walk-in refrigerator. Cardboard lining a shelf was removed, and staff were directed to post a handwashing sign at a cook-line sink. The establishment was scheduled for a follow-up inspection concerning the missing cold-food thermometer.
Roaming Rooster Tysons Corner1500 Cornerside Blvd., Vienna, VA 22182Inspection date: July 13
Inspectors reported that no certified food manager was present, a repeat violation requiring a follow-up inspection. Recently sliced tomatoes at 50 degrees were cooling in the top of a preparation refrigerator, an inadequate cooling method. Inspectors found sliced cheddar, American, pepper jack and provolone cheeses that had been prepared July 7 and kept for more than seven days. The cheeses, which measured between 45 and 47 degrees, were discarded.
The club also discarded lettuce, salad greens, cream cheese and sliced cheeses that had failed to cool to 41 degrees within the required time. Three coolers were operating at temperatures ranging from 43 to 48 degrees. The units required urgent service, and staff were told not to use them for food requiring temperature control until they were repaired.
Inspectors also found that the menu did not properly identify Chinese five-spice tuna as raw or undercooked and lacked a consumer warning for the All-American breakfast. Menu revisions were required within 10 days.
