Flash flooding in the Dickinson area on Friday left drivers and neighbors stranded, with the bayou spilling its banks following heavy rain.

DICKINSON, Texas (KTRK) -- Widespread heavy rain on Friday caused some streets in Dickinson to be completely flooded, catching many drivers off guard.

ABC13's Courtney Fischer was in the area and saw some vehicles being pushed to higher ground.

Abel Garcia was in need of a tow after he flooded out trying to go down Highway 3 in Dickinson before dawn. He was one of several drivers who got stuck when the hard rain came down.

"When I was coming, I couldn't tell how high it was because it's kind of dark," Garcia said. "I thought it was gonna make it."

Off Dickinson Avenue, neighborhood after neighborhood, no one could get in.

Homes were islanded off, like Nehemiah Solis'. His driveway and car flooded out.

Watch out for high water on these Houston-area roads

Solis said firefighters arrived to cut the power because their electric boxes were underwater.

"It came out about to right here, and it's at the bottom of our RV. It's pretty high," Solis said, adding that he wasn't expecting any of it. "We woke up around 5 in the morning. We go outside and see the whole place flooded."

Meanwhile, Dickinson Bayou spilled its banks.

"The ground is so wet, and so the water has nowhere to go," Solis said. "The bayou over there is actually just overflowing, and that's where all this water is coming from."

ABC13's storm tracker, Jaime Garcia, captured video of the bayou over the banks early Friday morning.

Over 6 inches of rain were reported, and multiple flood warnings were issued.

Texas City Emergency Management urged drivers within the area to stay off the roads until the water recedes.

Beryl strengthened into a Category 1 hurricane Sunday night, ahead of its anticipated arrival on the Texas coast, where it could bring a life-threatening storm surge and strong winds, U.S. forecasters said.The storm's maximum sustained winds increased to 75 mph late Sunday, upgrading it from its status as a tropical storm, according to the National Hurricane Center, citing National Weather Service radar and reports from an Air Force Reserve hurricane hunter aircraft.Beryl was about 65 miles south-southeast of Matagorda, Texas, ...

Beryl strengthened into a Category 1 hurricane Sunday night, ahead of its anticipated arrival on the Texas coast, where it could bring a life-threatening storm surge and strong winds, U.S. forecasters said.

The storm's maximum sustained winds increased to 75 mph late Sunday, upgrading it from its status as a tropical storm, according to the National Hurricane Center, citing National Weather Service radar and reports from an Air Force Reserve hurricane hunter aircraft.

Beryl was about 65 miles south-southeast of Matagorda, Texas, and moving north-northwest at 10 mph, according to an 11 p.m. local time update from the hurricane center.

The storm, which was a Category 4 hurricane when it devastated parts of the Caribbean island nations of Grenada and St. Vincent and the Grenadines, had weakened to Category 2 by the time it made landfall Friday on Mexico’s Yucatán Peninsula. It weakened further to a tropical storm as it moved across the peninsula.

Beryl could make landfall in Texas along a stretch of coast from Baffin Bay northward to San Luis Pass, according to the hurricane center. That stretch is covered by a hurricane warning.

The National Weather Service office in Dickinson, Texas, said a likely area of landfall is the east side of Matagorda Bay, an area nearly halfway between Corpus Christi and Galveston. Timing for landfall from the hurricane center and the weather service has not been any more precise than "overnight" and "early Monday."

Early on Sunday evening, Beryl's spinning outer bands began to brush the Texas shoreline, according to the Corpus Christi office.

"Rain bands associated with the west side of Tropical storm Beryl will continue along the immediate coast just east of Port Aransas this evening," the office said on social media platform X.

The storm is forecast to bring “life-threatening” storm surge up to 7 feet and “damaging hurricane-force winds” to an area along the coast from Padre Island National Seashore to Sabine Pass.

Flash flooding is also possible along parts of the middle and northern Texas coast, inland to eastern Texas, through Monday night.

“Rip currents will cause life-threatening beach conditions through Monday across much of the Gulf Coast,” the hurricane center said in an update Sunday. “Beachgoers should heed warning flags and the advice of lifeguards and local officials before venturing into the water.”

Rainfall of up to 15 inches is possible along parts of the middle and upper Texas coast and eastern Texas starting Sunday into Monday night, which may cause flash flooding.

A combination of storm surge and tide might bring dangerous flooding to normally dry areas near the coast, the center said. Matagorda Bay and the area from Port O'Connor to San Luis Pass could get 4 to 7 feet of storm surge, while Galveston Bay could get 4 to 6 feet.

“The deepest water will occur along the immediate coast near and to the right of the center, where the surge will be accompanied by large and destructive waves,” the hurricane center said. “Surge-related flooding depends on the relative timing of the surge and the tidal cycle, and can vary greatly over short distances.”

Troopers from the Texas Department of Public Safety were filling sandbags in south Texas for residents Friday in preparation. A TikToker shared images of houses with boarded-up windows in south Texas.

Acting Gov. Dan Patrick said Sunday that 121 counties are under state disaster declarations in anticipation of damage.

"Now is the time for Texans to make their final preparations to protect themselves and their property," he said in a statement.

The Houston Independent School District announced that it is closing all campuses Monday and Tuesday because of Beryl.

Beryl is expected to take a turn northeastward Monday “and move farther inland over eastern Texas and Arkansas late Monday and Tuesday,” according to the hurricane center.

DICKINSON, Texas – The Mayor of Dickinson is responding to allegations of illegally withholding public information affecting taxpayers.

We first told you about a massive newly amended lawsuit filed by Dolcefino Consulting, accusing city officials of illegal secrecy and Open Meetings Act violations.

Dickinson Mayor Sean Skipworth says those claims are unfounded and one red flag is that Wayne Dolcefino who filed the lawsuit refuses to reveal who paid him to do so. He says if he had to guess, it’s someone with a hidden agenda to oust him as mayor.

“My first question is to go ask the city attorney; did we do what we were supposed to do? And the city attorney assures me that yes, we did turn over what we’re supposed to,” he said.

Skipworth fired back at allegations of illegal secrecy mentioned in the 38-page newly amended lawsuit. Claims include Skipworth and other city officials withheld public information. This includes a report about the dilapidated Creekside Apartments complex KPRC 2 covered back in 2022, before the city shut it down that December. After shutting Creekside down, Skipworth says the landlord threatened to sue.

“There was a threat of pending litigation, so we went to the Attorney General’s office. The Attorney General agreed and allowed us to redact the documents, so we turned over what was allowed,” he said.

Skipworth says the public has a right to transparency, but the city must also be able to prepare for a lawsuit.

Dolcefino also mentioned millions of dollars worth of unused land he claims the city’s Economic Development Corporation bought, but hasn’t said what it’s being used for.

Skipworth says many of the plans were laid out in a town hall meeting last fall.

“One. we are looking to get a grocery store on the east side over there so there are parcels of land that would include that. Perhaps a nicer apartment building as well with some retail shops out there,” Skipworth said

Skipworth is bracing for a recall petition to try and oust him as mayor that he says is being fueled by his political opponents. He believes this lawsuit isn’t really about illegal secrecy or alleged violations, but more so politics.

“It’s almost as if someone is attempting to manufacture a controversy under the guise of news, but really has a political purpose only,” Skipworth said.

After the original lawsuit was filed about a year and a half ago, Skipworth says that the city filed to begin the discovery process to move the lawsuit along, but Dolcefino refused to produce any discovery on his end.

Dolcefino later responded saying the only thing they didn’t produce is why they asked for discovery and for whom. Dolcefino adds he agrees to a joint motion to get in front of a judge Thursday.

From Fr. Kurtz: "Mass schedule at Queen of Angels back to normal. 8:00 am Saturday Mass will be Requiem Mass for faithfully departed flood victims."

Many are facing the total loss of their homes - which insurance may only partially cover. Please continue to pray for these fine people and support as you are able - the full scope of the resoures needed to repair / rebuild will likely rise in the coming weeks.

UPDATE Wednesday 8/30, 2pm CT:

Spring, TX chapel is dry. Waters have receded from Queen of Angels Church. We thank Divine Providence that the chapels have mostly been spared, but please know that the damage sustained at the Dickinson school and faithful's homes is still large. We are just starting to get word that deductibles will be overwhelming - we will update as we know more. In the meantime, the SSPX in Texas continues to rely on your generosity!

Noon Mass moved back to Queen of Angels church today! It seems the storm surge warning has moved to our East and outside of the bay. Now the cleanup and damage assessment begins...

Fr. Kurtz has reported that they are in the lull of the storm while Harvey is back out into the Gulf, redeveloping.

He reports on damage to the church, which he describes as minimal compared to the surrouding devastation, but is still unknown in this yet-developing storm.

From Fr. Kurtz:

We had a full nights sleep for first time since Friday night. County Constable checking in church right now. Priest and brothers safe at two guest houses. Fr Haenny and Fr Post safe at San Antonio chapel where they went on Thursday afternoon."

Father was able, with permission from local law enforcement, to enter the chapel to assess damage. Water has sadly entered the chapel, and the level is rising, as shown in the video above.

The National Weather Service showed a single day rainfall record for the Queen of Angels Church area of 16+ inches yesterday alone. The Army Corps of Engineers is releasing water from spillway, but Father says this is on the other side of the Houston Metro.

More faithful of our Texas chapels are becoming affected by the rising flood waters, but have, for the most part, been able to be evacuated. We request your continued prayers for the situation, and the repose of the souls of the two in the Queen of Angels family who have lost their lives.

It has been raining all day. The Bayou is coming back up. Mandatory evacuation for the area around the chapel.

Flooding Affects US District Chapel:

Dickinson, TX was an early center of extreme flooding. They received 15-20 inches of rain from 10pm Saturday night to 6am Sunday morning, and rain continues to fall through Monday.

Some water entered the school and bookstore, flooding the floors, carpets, and lower shelves. Thankfully, the church still remains dry with water coming inches from the floor level.

The faithful were not so fortunate. Fr Keiser's family was flooded very badly and had to evacuate to the church hall via boat, along with other families. There has also been great loss of life, including one of the faithful of the DIckinson parish, who drowned as he was attempting travel to Sunday Mass.

The U.S. District asks for prayers because the damage around Houston will be considerable, and rain is falling in the area still, possibly through Thursday.

The Society is working to find out information about Corpus Christi, which is close to where the storm came ashore. While the SSPX doesn't have a physical church there, a number of faithful who attend Society chapels live in the area.

There was no apparent damage to the church in Spring, Texas, but this could change because the weather is generally worse in the northern part of the city right now. There is no word yet concerning the faithful there.

Please pray for all of this afflicted during this difficult time.
