The VACCN Homemaker/Home Health Aide & Respite Care is a benefit offered to Veterans who require assistance with activities associated with daily living. How To Enroll In

Always Best Care's VA Community Care Network

Gaining access to VA senior care requires a three-step enrollment process. Those steps include the following:

First, request an Assessment for Community Care Network (CCN) services from your VA Physician. From there, the VA Physician will conduct an assessment and write an order accordingly (based on eligibility and needs). After that step, request that your VA Physician specifies which VA home care provider you would like to use, such as Always Best Care.

  • Stuart VA Clinic

During this step, a Community Care Coordinator from the VA will contact you after the VA Physician writes your order. After making contact, the Community Care Coordinator will inform you of the type of care and quantity of hours per week authorized by the VA.

If you have not selected a specific provider, the Community Care Coordinator will provide options in your area. Once a Community Provider like Always Best Care is selected, the Community Care Coordinator will send the authorization to the selected Community Provider that you request.

Should you choose Always Best Care as your Community Care Provider, a home care claims manager will call you to arrange a care consultation, complete the intake paperwork, and schedule in-home care services. After the care consultation, the Community Care Provider performs a final assessment of your needs.

After the final assessment is complete, a Care Plan is created for you by the Community Provider. The Community Care Provider will arrange for a caregiver to come to your home for the number of authorized hours allowed each week.

STUART, Fla (CBS12) — Brightline trains speed through the Treasure Coast every day, but residents who want to ride the passenger rail service still have to drive nearly 45 minutes south to West Palm Beach to catch one.

For years, Martin County officials have been working to change that.

County leaders remain committed to bringing a Brightline station to downtown Stuart, despite recent setbacks that include a missed federal grant opportunity and opposition from the railroad company that owns the tracks.

"We still have an agreement with Brightline," Martin County officials told CBS12 News. "We still have a proposed location, and we're still pursuing funding opportunities."

The proposed station would be built at 500 SE Flagler Ave., across from the Martin County Courthouse in downtown Stuart.

Current plans call for a 10,200-square-foot station on just over two acres, significantly smaller than Brightline's major hubs in South Florida and Orlando. Supporters say the station would provide Treasure Coast residents with direct rail access to destinations including Miami, Orlando, sporting events, concerts and major attractions.

Many residents say the convenience alone would make a difference.

"I'd love to see a station here," one Stuart resident told CBS12 News. "That would be amazing."

Another resident, Dawn Flynn, said having to travel to West Palm Beach before boarding a train is frustrating.

"Well, I would have to go all the way down to West Palm," Flynn said. "That's kind of annoying."

Local businesses see potential benefits

Some downtown business owners believe a station could generate new economic activity by bringing visitors directly into Stuart.

Michelle Davis, who has owned Island Cotton Company in downtown Stuart for 17 years, said additional tourism could help small businesses compete in a challenging retail environment.

"It's already getting a little difficult for small business with online shopping to compete with these big stores," Davis said.

"If we have people coming from all over the place and hopping off the trains to come and check out our downtown, that would be great for business."

Kim Coleman, a downtown employee, echoed that sentiment.

"I just feel like downtown Stuart has a lot to offer," Coleman said. "The Lyric Theatre, tons of restaurants with water views and great shops. I would love for other people throughout Florida to see it."

Major hurdles remain

While local support remains strong, the project faces significant challenges.

Earlier this year, Florida East Coast Railway, which owns the rail corridor used by Brightline, announced it does not support a passenger station in Stuart, citing operational concerns.

Despite that opposition, county officials say discussions with Brightline continue.

Funding remains one of the largest obstacles.

Martin County has pledged up to $15 million toward construction of the station, but officials say the project will require substantial federal assistance to move forward.

Rep. Brian Mast recently questioned why taxpayers should shoulder most of the cost.

"One of the things that Brightline hasn't really examined is why do they need to build a station for $60 million, $70 million, $80 million when they're asking the taxpayers to totally fund that," Mast told CBS12 News. "They wouldn't be looking to put a dollar into that themselves."

Brightline itself has also faced questions about its long-term financial outlook.

In a recent interview with 60 Minutes, a company executive acknowledged that passenger growth has been slower than originally projected.

"The business has been built slower than we originally expected it to," the executive said. "We expected to be carrying more passengers today than we are."

Other communities seeing progress

Stuart is not the only community seeking a Brightline stop.

In Brevard County, local leaders have pursued plans for a station serving the Cocoa Beach area. Earlier this year, the Federal Railroad Administration awarded nearly $57 million toward that project.

Meanwhile, Martin County recently secured a major transportation victory when the U.S. Department of Transportation awarded nearly $79 million to replace the aging St. Lucie River railroad bridge.

County leaders hope the new double-track bridge could eventually strengthen the case for a Stuart station by improving rail operations along the corridor.

For now, however, both projects remain works in progress.

The county expects another major federal grant cycle this fall and hopes to secure the funding needed to advance the station project.

Without federal support, officials acknowledge the proposal could face further delays or potentially be shelved altogether.

And if Stuart's plan stalls, other Treasure Coast communities, including Fort Pierce, could emerge as contenders for a future Brightline stop.

Martin County officials say they remain committed to the project but acknowledge that, for now, the county is waiting on both a bridge and a station.

STUART, Florida -- The Martin County Sheriff's Office rescued 92 animals, including 80 cats and 12 dogs, from a home in the Foxwood community of Stuart, in what Sheriff John Budensiek described as the worst case of animal hoarding he has seen in the county.

Body camera footage from the Martin County Sheriff's Office shows the conditions inside the home in the Foxwood community, which Sheriff John Budensiek described as "horrific."

"These are squalor conditions; this is a nice house, nice neighborhood, but the conditions are horrific," Budensiek said. "We're talking about in some places a foot of animal feces in that house. There is no air conditioning in that house. So when we cracked the door on it earlier today, the stench was unreal, the air was stifling hot."

The sheriff's office said animal control had been trying to access the home for about a week, but the homeowner, Gail Giustino, 77, refused to cooperate. Court records show Giustino was issued over 40 citations in 2015 for improper care or treatment of animals, though the case was dismissed. Investigators now believe Giustino, a U.S. Postal Service mail carrier since 1997, collected many of the cats while working her route in the Port Salerno and Coral Gardens areas.

Early Tuesday morning, all 92 animals were transported to the Humane Society of the Treasure Coast, where they are now receiving medical attention and evaluations.

"A lot are underweight. Some are missing fur. They do that when they are under a lot of stress," said Sarah Fisher, of the Humane Society of the Treasure Coast.

Fisher added that while some of the animals appear to be feral, others are friendly and could potentially be adopted. "Half [are] very friendly. Those who can't go to a normal home [will need] a lot of land area [to] live their happiest lives," she said.

Residents in the area are now wondering if their missing pets could be among the rescued animals. Megan Remick, a Martin County resident, said her cat Savannah went missing three years ago.

"I saw one of the rescuers, animal control officers, bring out a cage with a tiny white cat in it," Remick said. "I know there's other white cats in the world, but man, something just hit me, and just the thought that she could have been sitting in that filth, not being able to breathe in a cage for three years is just absolutely horrifying."

Another resident, Shannon, said her cat Tux disappeared two weeks ago.

"I didn't really even know about the news story until about two random people called me and said, 'You live next to Sunshine Mobile, right? The mail lady got arrested,'" Shannon said.

She added, "I looked on the news and saw a video of one of the tuxedo cats inside the cage that they were taking out of the house. And I'm very hopeful that it's my cat. And I'm really hoping to be reunited with my cat."

The sheriff's office has so far identified the owners of five of the animals and is asking anyone who believes one of the 80 cats could belong to them to file a missing pet report and schedule a time to be reunited with their pet.

Stuart city commissioners voted Monday night to fire City Manager Michael Giardino, just months after he was hired in April, and are now working to bring back former City Manager Michael Mortell.

For Giardino, the vote came as an unexpected turn.

"I was shocked, and my reaction is: I became a political pawn in a game of politics," Giardino said.

Giardino’s removal opens the door for Mortell’s return. Mortell was fired last year following a multi-hour packed meeting, during which Commissioner Sean Reed raised concerns about Mortell’s conduct and called for his resignation. Mortell denied the allegations and defended his record before his dismissal.

Commissioner Campbell Rich, who pushed to rehire Mortell, emphasized that Monday night's firing was not a critique of Giardino’s performance.

"This is not a negative. This is not to cast negative aspersions on the job Mr. Giordano has done. It's to recognize who is clearly the most capable of doing this job at this time. And we were in a bit of a mess," Rich said.

Reed, the sole dissenting vote, opposed Mortell’s return, again citing concerns over an investigation into Mortell’s past conduct.

"Mr. Reed was deeply disturbed by the events documented in this report and states he feels violated, hurt and offended," he said.

Speaking over the phone to WPBF 25 News, Giardino said the decision was ultimately up to the city commission and defended his record during his tenure.

"It's their mess, not my mess. I presented a balanced budget on my first budget workshop. We purchased new fire apparatus. We had new plans for upgrades to water systems. There is nothing on my part. I was doing my job," Giardino said.

At this time, city commissioners have appointed an interim city manager as they work on negotiations to rehire Mortell. Mortell has not yet responded to requests for comment.
