KHOU 11 Investigates first exposed consumer complaints in February against Health Matching Account Services, or HMA, which has offices along Woodway Drive between Sage Road and South Post Oak Lane.
On its now-shut-down website, the company promised the “ultimate medical savings product” for people looking to pay bills not covered by insurance. HMA claimed that if customers made monthly contributions into their account, the company would double that money over time.
But customers like Alvaro Ledesma said he put nearly $5,000 into his account but routinely had trouble getting claims paid. He added that he felt “held hostage” because of fine print in the contract stating that if customers failed to pay their monthly contributions, their account would be terminated and the account balance forfeited.
“They’re just forcing you to do something that you don’t want to do,” Ledesma said. “Now that the FBI is involved, that’s very good news for me.”
Alex Loftus is a Chicago-based attorney who filed a class action lawsuit against HMA.
“There was never any matching," Loftus said. “It was entirely fraudulent. It was a false promise.”
Loftus added that the scope of the alleged scheme is massive.
“There were approximately 40,000 customers in HMA,” Loftus said. “That would mean that $200 million went into HMA, of which very little apparently was paid out in claims.”
Loftus said he has been working with federal law enforcement, and since KHOU 11 Investigates’ initial story, company insiders have come forward.
“Thanks to your reporting, people were very aware of the work I was doing, and an employee that was terminated came to me,” Loftus said.
“And I was able to connect that employee with the Department of Justice, and then she actually gave them the keys to the facility so they could raid it,” Loftus said.
The FBI's involvement gives customers like Ledesma new hope of getting at least some of their money back.
“Before I had doubt. Now I’m hoping, yes,” he said.
KHOU 11 Investigates requested comment from HMA and its attorneys defending the civil lawsuit, but has yet to hear back. The company previously said that it denies the allegations in the civil lawsuit and will vigorously defend itself in court.
An FBI spokesperson said the agency is prohibited from responding to routine inquiries until the government shutdown is over.
Loftus said he was informed that HMA employees were told to go home after the FBI arrived and no longer have jobs.

According to authorities, 72-year-old Horace Davis was traveling in a northbound Infiniti SUV on Eastex Freeway in the vicinity south of Greens Road when the accident took place.
Officials indicate that, for reasons yet to be confirmed, a collision occurred between the back left quarter of the Infiniti and the front-right of a northbound Dodge Charger. Davis reportedly sustained serious injuries over the course of the accident. It does not appear that anyone from the Charger was hurt. When a high-speed highway crash results in serious injuries—especially during morning traffic—it’s rarely enough to note which vehicle hit which. The real insight lies in how and why the impact occurred, and whether the full picture was captured while evidence was fresh.
1. Did the authorities thoroughly investigate the crash?A collision between the side of one vehicle and the front of another raises important questions about lane changes, relative speed, and driver awareness. Did the Infiniti move into the Charger’s path, or did the Charger fail to adjust in time? Was there any effort to reconstruct the exact positions and movements of the vehicles? On a fast-moving stretch of freeway, even a small error in timing or space estimation can result in serious consequences—but those details don’t explain themselves unless someone digs into them early.
2. Has anyone looked into the possibility that a vehicle defect caused the crash?If either vehicle drifted, failed to respond to driver input, or exhibited delayed braking or throttle behavior, a mechanical issue might be to blame. That’s especially relevant if the Infiniti’s lane positioning or the Charger’s responsiveness seemed unusual. Steering sensors, braking systems, and electronic assists can all fail in subtle ways. Unless both vehicles were inspected promptly, those kinds of failures may have gone unnoticed.
3. Was all the electronic data relating to the crash collected in time?Both vehicles likely had event data recorders that captured speed, brake use, and steering inputs in the moments before the crash. That information could establish which driver changed lanes, how quickly, and whether either attempted to avoid the collision. Without that data, conclusions are often drawn from damage patterns alone—which may not tell the whole story. If the data wasn’t downloaded shortly after the crash, that chance may have passed.
Crashes on the freeway don’t allow for long reaction windows. But when a driver is seriously hurt, the only way to truly understand what happened is by reviewing everything—not just where the damage is, but how the vehicles got there.
