BLOUNT COUNTY, Tenn. (WATE) – The City of Alcoa, City of Maryville and Blount County are in the early stages of acquiring the Alcoa South Plant site for development. Local officials said the deal has been in the works for years, now the property could finally change hands.

“A long time,” said Maryville City Manager Greg McClain. “At least 15 to 20 years, probably.”

Now, the Industrial Development Board could purchase around 160 acres of land around the former aluminum smelting facility.

“One of the advantages of owning this land are that the counties get to decide what gets put on there,” said Jeff Muir, the Communications Director for the Blount Partnership. “They get to the zone it the way they want to. It is heavy manufacturing, heavy industrial right now.”

The site is located in Alcoa, but all three localities would invest in the property.

“I worked there for 15 years, so I was I’ve had the privilege to be on both sides of this property,” said McClain. “I’ve spent much of my career there, and so I’m very familiar with how great the site is.”

The City of Alcoa and City of Maryville will each shoulder 30% of the cost, and Blount County will cover the remaining 40% of what is expected to be a $20 million purchase.

“It’s been that way for well over 100 years when Alcoa Aluminum Company was using that site. We just want to keep making sure that the way it is set up now is continue to use for future investment.”

It’s too soon to say how the property would be developed, but local officials remain confident the site is ready for business.

“It’s graded very flat. It has two rail services to it. It’s got four-lane roads right in front of it. It has an airport less than a quarter mile away. So literally all of the infrastructures are there,” said McClain.

Alcoa City Manager Bruce Applegate said that if the property is purchased, it could then be rezoned by local governments to prevent a data center from being built in Alcoa. Applegate added that if the site is purchased, the City of Alcoa, City of Maryville, and Blount County will work together to develop a master plan for the site.

What is South Plant?

A proposal for Blount County and the cities of Alcoa and Maryville to fund an estimated $20 million purchase by the Industrial Development Board of the former ALCOA South Plant is coming before the legislative bodies of those governments over the next week. With the sprawling assets the Aluminum Company of America held in the area before its split into ALCOA and Arconic it can be difficult to know exactly what property the IDB is pursuing.

When the company split, various properties in Blount County were divided between the two entities. Arconic Tennessee owns multiple properties, most tied directly to its current casting, milling and reclamation operations. ALCOA Corporation titled its properties into Alcoa Business Park LLC, a wholly-owned subsidiary of the Pittsburgh based company which no longer has operations in the area. The LLC is used to manage and hold more than 50 individual properties in the city of Alcoa.

According to Blount Partnership, the property the IDB is pursuing the 162.5 acre tract listed by the State of Tennessee as Aluminum Avenue 100 and owned by Alcoa Business Park. The tract is on the southern end of the former smelter site, bordered by North Hall Road to the west, East Lincoln Road on the south and North Wright Road to the east with a border against Arconic’s 172 acre reclamation and casting center to the north.

The property contains residual roads with AluminumAvenue and Old Main Gate Road on the site and has two sets of railroad tracks running from its southern tip back to the northeast corner owned by CSX Transportation and Norfolk Southern.

There are three other parcels on the other side of the Arconic property but they are not included in the current proposal. Listed as the Springbrook Road tracts they encompass 91.56, 16.86 and 10.56 acres.

Under the proposed agreement, the county would buy in at $8 million for a 40% stake. Each city would commit $6 million for 30% stakes. The Industrial Development Board would then develop and market the location as an industrial park, similar to how it operates several other such parks in the county. Because of its history and the proximity to rail lines, it has been suggested that the primary interest would be by industrial and manufacturing entities. In several videos posted by Blount Partnership in May and June, Bryan Daniels, president and CEO, has stated that the Partnership does not view data centers or crypto-currency as a good fit to the area’s economy.

According to information provided to the Blount County Commission on Thursday, the cities and county would split any future tax revenues from the site on the same 40-30-30 split as the funds contributed to the purchase.

Earlier this year, the ALCOA issued a memo that included the former smelting site in Alcoa as one of its potential locations to form a joint venture for an AI data center operation. That announcement prompted a vocal community pushback during public input portions of various city and county meetings.

The outcry against the possibility lead to Blount County Commission voting in June to request a series of zoning changes from the county’s Planning Commission to severely toughen the county’s regulations in regards to data centers or crypto-currency mining operations. Any future changes made by the county only impacts the areas outside of town or city limits. It would not impact the Aluminum Avenue 100 tract or the other Alcoa Business Park properties located within the Alcoa city limits.

County Commissioner Mike Akard, who represents the Alcoa area, informed commissioners on Thursday that his understanding was that Alcoa can not regulate the site with new data center restrictions of its own. With the company already announcing its intent to partner, any new restrictions from the city limiting the property’s use for that purpose could be grounds for a lawsuit seeking damages for lost value. Purchase of the property by the Industrial Development Board for a business park would allow the county and two cities to control what happens next on the site.

The current proposal, including the commitment to the agreement and funding, needs to pass the Blount County Commission, Alcoa City Council and Maryville City Council. Alcoa had the item on its agenda Tuesday night. County Commission advanced the resolution from its workshop session to its July meeting at 6 p.m. Thursday, July 16, in Room 430 of the courthouse. Maryville City Council met July 7 with the item not on its agenda. The South Plant Acquisition Agreement is on the agenda for a workshop session scheduled for 8 a.m. Friday, July 17. The next regularly scheduled council meeting for Maryville is Tuesday, Aug. 4.

ALCOA, Tenn. — A group of students from Alcoa Intermediate School returned home as national champions after winning the Presidential AI Competition in Washington, D.C.

The competition started with more than 20,000 teams from across the country, but only 40 advanced to the finals. The Alcoa team was among them.

The competition encouraged young people to develop artificial intelligence solutions for real world problems. The Alcoa students designed an app to help with homework.

Ayden Taverna, a fifth grader on the team, said about 90% of students were struggling with their homework.

“We found a big problem in our community. We did surveys. We did all of this research. And we found out that about 90% of students struggle with their homework,” Taverna said. “And we just thought that we could better the community by making an app that helps with that.”

The app has two functions. The first creates scaffolding or leading and guiding questions to help students complete answers. It adapts to individual learning styles, providing graphs or charts instead of word problems based on how a student learns best.

The second part deals with time management. Students insert their assignments and due dates, and AI analyzes them to create a schedule with recommendations on when to begin work. If students fall behind, the app adapts and creates a new schedule.

The team also designed an alert system to remind students when to begin work and when assignments are almost due.

“We found that there are other apps that help with homework, but they’re not successful because people either forget about them or choose not to use them,” Taverna said.

Ryker Cochran, another fifth grader on the team, said he is excited about the possibility of helping more students.

“I feel like we could help more than just ourselves. We could help a lot of people and a lot of students that really need help,” Cochran said.

Hope McDonald, a fourth grade teacher at Alcoa Intermediate School who heads the school’s team, said the students did the work largely on their own.

“It’s kind of funny to say that I did very minimal guidance with them. They really just did this on their own,” McDonald said.

The team had six days to work on the project initially. After winning state, they added more features, then continued refining the app through regionals before advancing to nationals.

McDonald said the students have applied for a grant through the NSF.

“It goes to show that it doesn’t matter your age. You can always achieve big, big things,” McDonald said. “And these kids have worked hard, and they have learned that through hard work, big things can happen.”

On Thursday, Alcoa planning commissioners unanimously approved a concept plan and replat request to prepare Lot 4R3 of Springbrook Farm for development.

In-N-Out is interested in a 2.6-acre subdivision of the roughly 8-acre lot where, according to site plans, developers would build a small restaurant with indoor and patio seating. The California-based burger chain’s signature drive-thru lanes and several rows of parking north of the site would occupy most of the lot.

Lot 4R3 is located along Franck Street and borders Tesla Boulevard to the north and North Hall Road to the south. It sits at the southwestern edge of Springbrook Farm in what the master vision plan identifies as the Tesla Boulevard Commercial District.

Jeremy Pearson explained to planning commissioners during a Wednesday briefing that the lot must be subdivided and a Franck Street extension studied for traffic impacts before In-N-Out or any other commercial entity can move in.

“This splits one lot into four lots: three that are developable and a fourth lot for the extension of Franck Street,” Pearson said. “This was part of that Marconi corner that has been incrementally developing as prospects have come online.”

The Franck Street extension would be constructed by the developer, creating a private road running perpendicular to Tesla Boulevard and North Hall Road. A connection to Tesla Boulevard is expected, and a joint private easement has been proposed for the segment between the new private road and North Hall Road. The shared internal driveway would help In-N-Out manage traffic circulation around the building and limit traffic exiting onto the major arterial to the south.

Commissioners did not vote on the site plan Thursday after action was deferred at the developer’s request. Approvals specific to In-N-Out remain subject to city staff approval of a traffic impact analysis for Franck Street and the new private roadway.

If all goes according to plan, the Alcoa In-N-Out would be the first in East Tennessee and the fifth in the state. In December, the first three Tennessee locations opened in Lebanon, Antioch and Murfreesboro. A fourth location opened in Franklin in February.

After an unsuccessful appearance before the Board of Zoning Appeals, GCC Development returned to the city Thursday with a hotel site plan that meets most of Alcoa’s development guidelines.

LivSmart Studios by Hilton is a new brand that debuted in Tullahoma last July. The concept is similar to a long-term rental, such as an Airbnb. Developers plan to purchase the remainder of the Burkharts’ property on Payne Avenue to construct the 119-key hotel. Total square footage is estimated at just under 60,000, and plans include 121 parking spaces.

The submitted plans fall short of the city’s glass material requirements, meaning developers must amend that portion before construction. Otherwise, the project received planning commission approval.

Commissioners also unanimously approved the following business items:

A request to create Lot 4 of CMH Properties Inc. at Clayton Headquarters, 5000 Clayton Road, which was previously approved by the planning commission in 2021 but never finalized;

A request to replat an interior property line between lots 1650 and 1658 Aberdeen Drive;

A request to replat three lots into one on Johnathan Court;

A request to annex four lots located at 134 Sam Houston School Road and 117 and 121 Liscom Drive into the city, with a second reading and public hearing to be held after necessary infrastructure upgrades are completed at the petitioners’ expense; and

A request to zone the four above plats as Limited District “I” if annexed into the city.
