NEWPORT BEACH, CA — A Mexican national who was deported from the United States in 2017 but gained illegal re-entry was taken into custody Thursday after being suspected of embezzling $7 million from his Orange County employer.

Alexander G. Ramos, 62, of Newport Beach, was charged with wire fraud by a federal magistrate judge who ordered Ramos jailed without bond.

The felony carries a statutory maximum sentence of 20 years in federal prison if convicted, according to the U.S. Attorney's Office, Central District of California.

According to an affidavit filed with the complaint, Ramos was working in the Risk Management Department at the "victim company" since 2017 until his termination in Sept. 2024.

Ramos had knowledge of his employer's loans and developed relationships with title agents and other business partners nationwide, at times submitting unauthorized payment requests to the company's accounting department on behalf of the title and risk department.

According to the affidavit, he allegedly orchestrated the issuance of company checks to multiple parties, including the Nevada Department of Motor Vehicles.

"The checks were supposed to cover expenses for tax, titling, and licensing associated with car purchases," the U.S. Attorney's Office said in a statement.

"However, Ramos purposely caused his employer to send too much money to the outside entities."Ramos allegedly directed those entities on how to dispose of the excess funds, including instructing them to send money to bank accounts he controlled, prosecutors said.

"A law enforcement review of financial records revealed that approximately $7 million in checks and wires were deposited in Ramos-controlled bank accounts from the outside entities in the car industry," the U.S. Attorney's Office said.

"The origin of some of the funds deposited into Ramos' bank accounts showed the checks and wires were made out to the victim company and were intended as refunds to that company's clients who had overpaid for vehicle registration fees."

Ramos allegedly transferred funds to other accounts for personal use, buying a home in Irvine instead of returning the funds directly to his employer. According to the affidavit, the illegal transactions date back to at least January 2020.

Before we dive into where Orange County residents can score free doughnuts and other deals, a bit of history: National Donut Day was created in Chicago in 1938 as a tribute to the volunteer corps of 250 women who traveled overseas during World War I to provide support to frontline troops. They distributed clothing and supplies and planned to hand out baked goods, a logistically difficult task.

Two of the women, Ensign Margaret Sheldon and Adjutant Helen Purviance, began frying doughnuts in helmets, and the “tasty treats boosted morale and won the hearts of many soldiers,” according to an account by the U.S. World War One Centennial Commissionand Doughboy Foundation.

We have 19th-century Dutch immigrants to thank for bringing “olykoeks,” or oily cakes, to New Amsterdam, as Manhattan was known at the time. OAKLAND — California Attorney General Rob Bonta and California Department of Housing and Community Development (HCD) Director Gustavo Velasquez today announced that the Orange County Superior Court has granted their application to file amicus briefs in support of the City of Newport Beach’s efforts to comply with state housing law. Last year, two local organizations sued the City for taking steps to update and implement its housing element, or housing plan, as required under the state’s Housing Element Law. Specifically, the City amended its land use element to allow residential development in more of the City, adopted new overlay zoning districts to create more residential development capacity in six focus areas, adopted a set of objective development standards, and amended the City’s Local Coastal Program to be consistent with the City’s housing element. The local organizations suing the City contend that these changes must be approved by voters before they are effective because of a provision in the City’s charter. In their amicus briefs, Attorney General Bonta and the Newsom Administration agree with the City’s position that the City’s charter provision cannot be used to obstruct the state’s Housing Element Law.

“Too often, my office finds itself needing to hold local governments accountable for failing to follow our state’s housing laws. Right now, Newport Beach is attempting to do the right – and legal – thing, and I want to commend them for it,” said Attorney General Bonta. “In partnership with the Newsom Administration, we sought, and have received, court permission to file amicus briefs supporting the City’s efforts to build its fair share of housing. California is continuing to deal with a housing crisis of epic proportions. Now is the time for leaders at every level of government to say yes to cooperation and yes to more homes.”

“Newport Beach has done the work needed to adopt a compliant housing element, which is foundational to ensuring we meet state housing need for all income levels,” said HCD Director Gustavo Velasquez. “HCD is proud to stand with the City against efforts to stall implementation of its housing plan, and to help ensure the City remains compliant with Housing Element Law.”

The state’s Housing Element Law creates a comprehensive framework for statewide and regional coordination to ensure that each local government accommodates its fair share of new housing. Local governments must adopt general plans, and those general plans must include housing elements that substantially comply with the state’s Housing Element Law. Those housing elements must accommodate the housing “needs of all economic segments of the community.” At issue is Section 423, a provision in the City’s charter that subjects any major amendment to its general plan for voter approval before it can take effect. Critically, Section 423 also states that it “shall not apply if state or federal law precludes a vote of the voters on the amendment.”

A nearly half-mile segment of coastline in Huntington Beach and Newport Beach at the Talbert Channel reopened to surfers and swimmers Monday morning after a large sewage spill caused a weekend cessation of water activity.

Orange County Health Care Agency officials on Saturday called for the temporary closure along beaches 1,000 feet to the north and south of the channel, near the mouth of the Santa Ana River, to protect visitors from potential exposure to bacteria.

The spill stemmed from a blockage discovered Friday evening in a sewer line on Costa Mesa’s Mesa Verde Drive East, near Golf Course Drive, according to Scott Carroll, general manager of Costa Mesa Sanitary District.

Carroll said a roughly 4,000-gallon spill was detected on the 1500 block of Mesa Verde Drive East shortly after 4:45 p.m. Friday, when a resident in the area noticed water issuing from a 5-inch cleanout accessing the sewer line and contacted the district directly.

“We were notified by a resident in the area who called us,” he said Monday. “The sewage was coming out of a cleanout, not a manhole.”

Crews arrived at the scene just before 5:30 p.m., checking points upstream and downstream of the leakage to pinpoint the location of the blockage and to ultimately prevent the spill from reaching further into the storm drain network.

Working with a vehicle armed with both a vacuum and a high-pressure water hose, sanitary district employees captured about 3,000 gallons of spilled sewage.

The blockage was determined to have been caused by a combination of tree roots and grease, possibly from a residence in the area, according to Carroll. The affected segment of sewer line, which is annually inspected for blockages, was last checked May 9, 2024.

“It was due for a cleaning any day now,” he said. “But having that much grease build up in one year is pretty uncommon.”

To mitigate the effects of the remaining 1,000 gallons of sewage, Orange County Health Care Agency officials on Saturday began testing water samples, according to Environmental Health Director Darwin Cheng.

Cheng said the spill likely traveled through the Fairview and Banning channels to the Santa Ana Riverbed, eventually reaching the Talbert Channel.

“During the closure on Saturday and on Sunday we took samples at various locations to monitor the bacteria levels,” he added, indicating the readings had fallen within acceptable standards by Monday.
