All fingers point to a second Raising Cane’s in Costa Mesa

Eight years ago, Costa Mesa earned the fast-food distinction of being home to California’s first Raising Cane’s drive-through chicken chain restaurant on Harbor Boulevard.

Now, with lessons learned and 88 more openings statewide under their belts, owners of the popular establishment are looking to take another bite at the proverbial chicken finger, proposing a second in-town location near the functionally wonky juncture of Old Newport Boulevard and East 16th Street.

Applicants presented their case Monday before the Costa Mesa Planning Commission, where they sought a minor conditional use permit to operate a drive-through and entitlements allowing for a reduction in required parking, narrower driving lanes and a 4-foot encroachment into a 20-foot setback at 1595 Old Newport Blvd.

In a 4-2 vote, commissioners ultimately approved plans for the roughly 1-acre lot in the former site of Von Hemert Interiors, which shuttered in 2020 after a century of business.

The decision effectively greenlights a 2,913-square-foot restaurant, large covered outdoor patio and a parking lot that can accommodate 34 vehicles and a split-lane drive-through configuration that promises to keep cars from spilling onto busy surface streets.

“We’ve been working on this project in earnest for about three years,” Jay Riggins, a consultant for Raising Cane’s told commissioners Monday, explaining how plans initially submitted in February 2022 were completely reimagined at the behest of city planners, who urged a more pedestrian friendly site.

Placing a 1,303-square-foot patio at the front of the property and reducing ingress and egress points from three to just one took months to accomplish, Riggins added.

“The added patio … is that really strong connection to the street,” he said. “It’s an inviting opportunity for pedestrians and motorists to look at something that might not otherwise be viewed as a destination for outdoor enjoyment.”

At the heart of an hours-long discussion were potential noise, traffic and parking effects on those who live and work, including adjacent business owners and the residents of Sea Breeze Villas, a 62-unit mobile home park situated about 90 feet westward.

Despite its proximity to those residences — which, according to city law, would limit business operation hours to go no later than 11 p.m. — Raising Cane’s would operate from 9 to 2 a.m. Sunday through Wednesday and from 9 to 3:30 a.m. Thursday through Saturday.

No exception is required, however, because Sea Breeze Villas, built in 1992 on a commercially zoned plot, is a nonconforming use and is not technically zoned for residential use.

Steve Schwimer, who spoke Monday on behalf of its 100-plus residents, urged the commission to deny the project as a “disruptive land use.”

“Although grandfathered in commercial zoning, it has always been a residential use property, and its residents should be availed of all the protections of the city’s general plan,” he said of the mobile home park. “This development [would bring] us disruptive noises of vehicle traffic, loud mufflers, brakes, loud music, barking, maintenance and the potential disturbances to our community for up to 22½ a day.”

Commissioners hashed out whether the popular fast-food chain, which has attracted long lines of vehicles to the first Harbor Boulevard site, was a good and compatible use for the area.

Though it’s currently zoned for commercial uses the parcel sits within the city’s newly formed Measure K overlay zone, an arrangement of lots where higher density residential developments are being encouraged to help alleviate a statewide housing crisis.

For that reason, some questioned whether a Raising Cane’s with late-night hours might potentially conflict with future housing plans proposed in proximity to the chain.

Commissioners consequently tossed around the idea of requiring an 11 p.m. closure but ultimately decided to approve the plan with one modification, shrinking the 36-foot driveway down to the city’s maximum 25-foot width allowance.

To ensure the opening and operation of Raising Cane’s is problem free, officials required the project’s applicants to return to the commission within one full year of opening to determine whether further adjustments need to be made.

“I do see the benefit in revitalizing an area that maybe for some years has been sitting vacant and not really contributing to the character of the community,” said Commissioner Jimmy Vivar. “I believe it is worth approving, and I’m confident the applicant will work with city staff regarding any future problems that may happen.”

Chair Adam Ereth and Commissioner Johnny Rojas opposed the project, expressing their concerns for potential safety and traffic impacts it could bring, although it passed the muster of a traffic analysis conducted in the light traffic month of February. Commissioner Angely Andrade Vallarta was absent Monday.

San Clemente city leaders are pushing back on a plan proposed by Governor Gavin Newsom’s administration to redevelop a mental health campus spanning over 100 acres owned by the state in Costa Mesa into housing.

The opposition comes as the state is rolling out mental health courts, dubbed CARE Courts, that will begin ruling next week in Orange County on court-mandated treatment plans for homeless people wrestling with mental health issues or drug abuse problems.

Yet there’s still lingering questions on where homeless people in CARE court will be sent.

The Fairview Developmental Center has sat in the city since 1959, serving residents with developmental disorders but was closed by state leaders after multiple deaths at the facility.

This week state officials are set to hold a community meeting to discuss the project on Thursday at the Fairview Center’s auditorium at 6 p.m. to answer questions on a newly proposed emergency center and the construction’s impacts on the area.

Most recently, San Clemente City Council members publicly called for the state to turn Fairview into a regional homeless center, sheltering the unhoused and offering services to help get them into more permanent living situations.

“Orange County, specifically South OC, doesn’t have a regional center,” said San Clemente Councilman Mark Enmeier, one of the four who voted in favor of pushing for Fairview’s redevelopment.

“We desperately need all the help we can get.”

OC Supervisor Katrina Foley, also former mayor of Costa Mesa and whose district includes much of South County, said it’s the individual cities’ responsibility to address the homeless issue with help from the county.

“Why is that fair to Costa Mesa? To shoulder the burden of residents who are not from the area?” Foley said in an interview. “It doesn’t solve the problem. It would give Costa Mesa more beds, but it wouldn’t help San Clemente.”

San Clemente City Council members have resisted a shelter in their city for years and most recently hired security guards to monitor homeless people on the beach.

The Fairview Developmental Center opened in 1959, originally sitting on over 750 acres that was later whittled down to a 109 acre property, which was largely left alone until state leaders closed the facility in 2016.

At that point, Costa Mesa and other cities in the county began to question what the land should turn into after the closure, with some calling for the county to take advantage of a large, empty parcel of land to create a homeless services center.

San Clemente repeated that call last month, when a majority of city council members sent a letter to the city asking for the site to be converted to housing for the homeless, along with supportive services.

“With this being a state facility, it would seem to make sense when the facility is closed and repurposed it should benefit all the communities in the county rather than a single community,” said San Clemente City Manager Andy Hall at the council’s Aug. 15 meeting.

But plans for a regional homeless facility never materialized, and Costa Mesa City Manager Lori Ann Farrell Harrison said the city fought hard to keep any kind of homeless service facility out of the city at Fairview.

“Our first engagement with the state was regarding that issue, and our desire for the site not to be used in that fashion,” Farrell-Harrison said during last Tuesday’s city council meeting.

She echoed an argument made by city officials throughout Orange County.

“We didn’t want Costa Mesa to take the brunt of the entire county,” Farrell-Harrison said.

Under the proposed plan, roughly 94 of the 109 acres will be converted into housing, while the leftover 15 acres will go to a new emergency operations center run by the California Office of Emergency Services, which would help coordinate disaster relief across Southern California.

City staff are aiming to find a developer for the site by 2025, and will help the city meet its state-mandated housing goals, with estimates that it will bring 2300 new housing units to the city, satisfying nearly 20% of the city’s housing requirements on its own according to the city’s approved housing plan.

Farrell-Harrison added that Foley – when she was mayor – was a big help to their efforts, traveling to Sacramento to push state leaders away from turning the site into a homeless shelter, and that Gov. Gavin Newsom put a “kibosh,” on any discussion of a homeless shelter at the site.

“That was a successful lobbying effort,” Farrell-Harrison said.

Newsom’s press office did not respond to a request for comment.

Foley said while Costa Mesa set up a shelter in partnership with Newport Beach for those two cities, other South OC cities have yet to find a solution.

Foley pointed out that while there are homeless shelters in both North and Central Orange County, South OC cities have yet to agree on where more shelters should go, claiming that until they bring an option to the county there isn’t much that can happen.

“When we moved forward with the Costa Mesa shelter, we had some foundational sort of parameters that we all agreed on as a council,” Foley said. “I think what the cities in South County need to do is do the same thing – come together, create some guidelines for where a shelter in south county would be appropriate. Then…I can help them get the funding.”

County supervisor Don Wagner, who also represents parts of south OC, did not respond to requests for comment.

Kathy Esfahani, chair of the San Clemente Affordable Housing Coalition, agreed with Foley that it was on South County to figure out its own problems.

But she also said that San Clemente had been opposing a shelter in their own city for years.

“The city is looking to export its own homeless problem,” Esfahani said. “For the city council to vote 4-1 to say ‘Oh we’ll just ask the state to take care of all the unhoused people in south county up in Costa Mesa’ it’s a typical dodge.”

When asked what it would take to set up new shelters in south Orange County, Esfahani only saw one option: a lawsuit.

“I think they’ll have to get sued. That’s how shelters got opened in Costa Mesa, Anaheim and Fullerton. It was because Judge Carter forced them,” she said. “There’s a long held attitude in San Clemente that unhoused people are an inconvenience, an eye sore, and they just need to be swept away.”

When asked if that was a common thought in south Orange County, she said “Actions speak for themselves.”

San Clemente Councilman Enmeier said that while Foley’s idea for cities working out a site was good in theory, none of the cities are willing to take the leap out of a fear they’d be stuck funding the shelters.

“The fear is that if your city sets up a regional center, well that will be a magnet for everyone else,” Enmeier said. “We don’t know if we’re going to get continual support, or is some of that funding going to dry up? Who’s left with the bill?”

Enmeier asked for the county to take a bigger leadership role on the process and help cities take that next step, pointing out that cities with shelters actually saw a drop in their unhoused population.

“Cities that actually get something done and put something forward are the cities that actually tackle homelessness,” Enmeier said. “If each of our smaller communities were to take a smaller piece of the pie, then we could get it done, but everyone’s afraid of being the first one to do it out of a fear of being the magnet.”

Mercado González, the newest store from Mexican grocery chain Northgate Market, isn't really a grocery store. It's part hipster food hall, part traditional Mexican mercado, part watering hole, part cultural center, and yes, part grocery store.

Here you can grab a margarita from bar Entre Nos and then stroll through the produce section. You can eat fresh ceviche, menudo, tacos, birria or chilaquiles at one of the many food stalls, or puestos. You can pick up housemade mole or, if you prefer, the ingredients to make it at home.

But there's more! You can buy a piñata, snack on churros from Mexico City favorite El Moro — the churrería chain's first U.S. franchise — or sit down for an elegant, modern Mexican meal at Maizano (I'm eyeing the pulpo encacahuatado (fresh octopus with peanut mole).

I spent several hours exploring — and eating at — Mercado Gonzalez during its grand opening just before Thanksgiving and a few more hours earlier this week. Here's what you can find, and what makes it unique.

Joshua González, one of the third generation members of the González family who owns and operates the Northgate chain, told me the new market is inspired by the great mercados of Mexico, like Coyoacán in Mexico City and 20 de Noviembre in Oaxaca.

"We wanted to bring that to the United States," he said.

Mercado González is the upscale, American strip mall version of these markets. But hey, you gotta work with what you have.

The first thing shoppers see when stepping through the doors is a massive, open tortilleria. On one of my visits, I counted 14 people working behind the tortilla counter — one stirring corn in giant vats, others working the machines that grind up the cooked corn into masa, flatten it, cut it into perfect discs, and then bake the tortillas.

The tortilla operation, like much of the food prep at Mercado Gonzalez, is on public display for shoppers. Behind the window at the carnitas stand, pork butts boil vigorously in a trio of huge copper pots.

Murals commissioned from local and Mexico-based artists brighten the inside and outside of the store. All around, colorful signage explains to newbies — in English and Spanish — how traditional foods like tortillas are made and the origins of regional dishes. If your Spanish is rusty, or non-existent, it's a great place to learn, and to practice using Spanish — the vast majority of Northgate's employees are bilingual.

Atole, tamales y tortas

For breakfast, I headed to the stand offering tamales and atole, a hot, comforting corn-based drink. I was hoping for one of the tamales wrapped in banana leaves, which are much less common in Southern California than their usually drier, corn husk-wrapped cousins, but they were out.

Still, the pork tamales were flavorful and moist. The atole de nuez, which was new to me, was perfectly sweet and nutty. I've been craving it every day since.

Most of the market stalls are part of Northgate, but a few are run by outside restaurateurs. These include Chiva Torta, which has a popular food truck that specializes in tortas ahogadas, sandwiches drenched in hot salsa, and other specialties from Guadalajara.

Chiva Torta used to set up its truck outside of the now-shuttered Northgate supermarket in downtown Santa Ana. "We finally convinced them to come in here," Northgate's Teresa Blanco told me as she gave me a tour of the store.

I had my heart set on a torta ahogada for lunch, but the line on opening day was too long so my husband and I headed to the shortest line we could find. He ended up with pozole, which was good, but missing the crushed oregano that's typically offered as a topping. My chicken flautas were OK.

It would take a year to sample everything Mercado González has to offer so I'll reserve further judgment on the food (plus, I'm no food critic).

Chiles, salsas y ambiente

With so many food stalls (did I mention the sushi? The carne asada? The aguas frescas?) I kept forgetting I was in a grocery store. But I did need to pick up some things for home.

The aisles of packaged food that dominate a typical American grocery store are relegated to a back corner at Mercado González. There are only a few of them. Everything else is fresh.

To my delight, I found fresh Salvadoran cream, Guatemalan beer and wine from Baja's Valle de Guadalupe. Also, fresh hojas de mashan for my family's holiday tamales (we usually have to get them frozen from a Central American specialty store).

The meat counter is extensive. It includes chorizo made in-house and marinated meats that you can throw right on the grill for tacos.

The bulk section includes giant towers of cinnamon sticks, barrels of dried chiles, and different types of beans spilling out of giant clay pots.

There's a stall for Mexican cheeses and creams and another for red and green salsas and several types of mole. Reportedly, they'll mix up guacamole however you like it (hold the tomatoes?), but when I asked, they were out of avocados. Instead, I picked up a freshly packaged batch, and it was delicious.

Sitting at a table in the store's pleasant back patio, I heard one woman call the market "like a Mexican Whole Foods" — not the first time I've heard this description of Northgate.

Lisa Sandoval, as we were chatting in line for churros, said the store had the feel of a plaza, a place for people to gather, eat, shop, and listen to music (there's a stage in the food court area). "I feel like I'm in Mexico," Sandoval said. "And the first grocery store with a bar, so that made it fun."

Veronica Tomasina Flores could hardly contain her enthusiasm as she exited the store with bags full of tamales, nopales, chorizo and a candle emblazoned with the image of the Virgen de Guadalupe. "I wanted to cry," she said in Spanish. "The atmosphere, the people, the food, the smell, the energy … se pasaron de lanza" — they outdid themselves, she said.
