MONTREAL — A government push to steer Canada Post and the union representing 55,000 mail workers toward common ground hit a big pothole Monday.
As an increasingly acrimonious impasse drags on, Canada Post rejected a framework put forward by the union for a binding arbitration process, which Jobs Minister Patty Hajdu asked the parties to work toward just five days earlier.
Canada Post spokeswoman Lisa Liu said the Canadian Union of Postal Workers has effectively refused to take heed of a federally commissioned report that called for major reforms to the 158-year-old institution, including more flexible routes and part-time weekend positions with similar pay rates and benefits.
“The union’s refusal to recognize the IIC (industrial inquiry commission) report and its recommendations in their proposed terms of reference for arbitration is unacceptable,” she said in a statement.
The Canadian Union of Postal Workers said its goal remains a return to the bargaining table to hammer out a new contract.
“However, Canada Post’s actions suggest it does not want to negotiate. It wants to rewrite our agreements — and is seeking to use government interference to further its goals,” the union said in a release Monday.
Canada Post questioned that claim, noting that the union has not responded to its latest offer from May 28.
The two sides exchanged some information on Thursday and Friday through federal mediators, but have had little contact since, the Crown corporation added.
Meanwhile, the union called on members to sign a letter to the minister opposing the prospect of a forced vote on Canada Post’s “final offers.”
The letter says that such a move — requested by Canada Post — would amount to government interference, tip the scales in the employer’s favour and potentially sow division in the ranks of employees.
“The issues will remain contentious among some, most or all of the membership, depending upon how the vote goes,” the Sunday missive states, adding that resulting resentment would undermine labour peace.
Union president Jan Simpson hinted at possible rifts within the membership last week, saying in an update that “although tensions are high, let’s not forget our fight is with the employer, not one another.”
Canada Post’s last proposal includes an end to compulsory overtime, signing bonuses of between $500 and $1,000 and cost-of-living payments that are triggered at a lower inflation threshold.
Management’s earlier offer of a nearly 14 per cent cumulative wage hike over four years remains unchanged, as does a plan to hire part-time staff for weekend parcel delivery — a major sticking point in the talks.
Last Wednesday, the jobs minister called on Canada Post and the union to return to the bargaining table and hash out terms for binding arbitration, with the two sides acres apart on key issues.
Hajdu also asked the Crown corporation and union to continue to work toward a deal outside of that process in a dual-track approach to reach a new contract. Progress along both tracks is now stalled.
The union backed down from the threat of a strike last month, but imposed an ongoing overtime ban instead on May 23.
A strike would mark the union’s second work stoppage in six months, after mail carriers went on strike for 32 days at the height of the pre-holiday shipping season in November and December.
That action was part of the same contract negotiations at issue now.

A recent class instruction period at James Logan High School in Union City turned into a lesson on ducking and dodging after a rodent dropped from the ceiling.
A parent sent cell phone video of the incident to KTVU, showing the small critter walking on the ceiling, then losing its grip and falling to the floor below. It narrowly missed a handful of students and staffers.
"I've had a child here at this school for the last seven years," said parent Mike Maine, as he waited in his car to pick up his daughter, a junior, from school. "That's the first negative thing I've seen about this school in the seven years that we're at. We've had some fighting and some bullying, but to see that, it's like wow."
New Haven School District Superintendent Dr. John Thompson said this sighting took place the week of April 14, but the actual report didn't make its way to his office until Friday.
"I was horrified. We never want students in any position where they're around any kind of pest, particularly a rodent falling from the ceiling. It's a terrible thing to watch," he said.
Thompson said he immediately called one of the rodent control companies under contract with the district to do remediation work.
"They were out on Monday and we think they resolved the problem. We work with them regularly to make sure that we don't have any problems," said Thompson.
The superintendent, in his sixth year at the district, has launched an investigation as to the rodent's origins.
He said the classroom in question is next to an area under renovation, on a campus of roughly 3,100 students.
That construction could have unearthed varmint, now affectionately called "Spidey," from a previously unknown lair.
Signs about a missing dog were posted in a San Rafael neighborhood, asking residents to help reunite the pet with its family in Oregon.
"We're doing some construction in the area and that screws up critters from the outside. That could be it, I'm not sure," said Thompson.
No students were injured during the unscheduled classroom excitement and the rodent was ultimately caught in a bag and carried off.
District officials said they'll keep an eye out for other rodents, although right now, there's just one confirmed sighting.

Union City, CA – On the morning of Monday, April 14, 2025, a single-vehicle crash resulted in fatal injuries, according to CHP Fatal.
The California Highway Patrol (CHP) reports that the accident took place around 6:08 AM near the Interstate 880 North off-ramp at Alvarado Niles Road.
Initial reports indicate that a black sedan exited the off-ramp and veered onto the right-hand shoulder, where it came to a stop. Witnesses observed an individual outside the vehicle on the ground.
Emergency medical services were dispatched immediately. Responding units from the fire department and sheriff’s office initially had difficulty locating the crash due to confusion over the exact ramp and location.
By approximately 6:43 AM, personnel had located the scene north of the off-ramp and confirmed that the individual was unresponsive. Rescue crews broke into the vehicle to gain access and assess the occupant. Despite life-saving efforts, the victim was pronounced dead at the scene. The coroner was notified and dispatched shortly after 7:00 AM to take over the investigation and recovery of the deceased.
Authorities are continuing to investigate the cause of the crash and whether any medical emergency, mechanical failure, or environmental factors may have played a role. The identity of the deceased has not been released pending next-of-kin notification.
