International students at California universities get an education in fear

Dana and her family have had the conversation many times now. Her parents want her to come home when her spring university term in Southern California ends — to leave the United States, even at the risk of not being allowed to return from her Middle East country when school resumes in the fall.

“They’d rather I get denied (trying to return to California) and get put on a plane and sent back home, than for someone to pick me up in the middle of the street in the U.S. one day and I just kind of disappear for a couple of days,” Dana said this week.

Dana herself is torn. The best option for her chosen profession of journalism is to remain in California through the summer on her student visa, work at an internship and continue gaining experience and making the connections that could set her up for a successful career — which, too, could unfold fully in this country, she says.

But the complication is obvious. In light of the Trump administration’s whipsawing policies on international student visas and detention of foreign students on shaky legal grounds, there’s no way to know whether the 21-year-old would get through the summer without an immigration issue — or, potentially, being either detained or ordered to leave.

Though she said she is not fearful, Dana requested that her real name and identifying details not be used for this story. When asked whether she feels safe as a foreign student in the U.S., she replied, “I don’t think so, no.”

“My family says, ‘This is not worth any of it,’ ” Dana said. “They want me to get on a plane and come home.”

In addition to the immediate chaos on the ground for international students in the U.S., a longer-term story is unfolding. That story will be devastating for colleges and universities, as many of the world’s highest performing students — and their families — decide that this country is no longer the place for them to be.

“We’re going to see a reduction in the number of international students and scholars coming to the U.S.,” said Kevin Johnson, an immigration expert and former 16-year dean of the law school at UC Davis. “These students have options all over the world. They’ll choose places where they don’t face the kinds of risks that this administration has made clear will be posed to them if they come here.”

Johnson mentioned Canada and the United Kingdom as potential beneficiaries of the U.S. student brain drain, just as he says they were during the first Trump administration, when the president’s anti-immigrant policies drove foreign students elsewhere.

International students contributed more than $50 billion to the U.S. economy in 2023.

Will the impact be long-lasting?

“Generations,” Johnson said. “But the short-term impact is declining numbers of international students, declining international tuition and more tightening of budgets at universities.”

Those dynamics lead to a “constriction of the pipeline,” as Johnson put it. Fewer international students means fewer people later choosing to remain in the U.S. as professionals — in tech, science, health care, finance — and add to the economy here.

International students contributed more than $50 billion to the U.S. economy in 2023, according to Department of Commerce research cited by the Institute of International Education. Research at UC Davis, meanwhile, has found that international graduate students create a far higher proportion of business startups in this country than do U.S.-born grad students.

In short, the Trump administration’s ham-handed attempts to drive foreign students out of the country amount to a lose-lose-lose. California universities will fail to attract top international students and scholars. Their budgets, which are boosted significantly by “nonresident” tuition payments, will suffer from the steep drop in foreign student tuition. And those students will go on not only to get their education but make their careers elsewhere, depriving the U.S. of their productivity and economic contributions.

“Our workforce needs workers with graduate degrees,” said Suzanne Ortega, president of the Washington, D.C.-based Council of Graduate Schools. “We should be doing more to support international students who want to get graduate degrees, not enact policies that will make it impossible.”

Before Trump’s administration recently rolled back its terminations of foreign student visas in the face of multiple court challenges, California universities had seen scores of international visas revoked. A spokesperson at UC Berkeley put that campus’ count last week at 23; at UCLA, it was nine current and 10 former students, with the former students participating in the Optional Practical Training program. That program allows international students with F-1 visas to work in the U.S. for up to 12 months during or after their studies.

Those numbers, though, will pale in comparison with the total of international students who are likely to rethink their plans to study here at all because of Trump’s policies, Johnson said. The highly publicized — and, in one case, since overturnedarrests of students who are in the U.S. legally has sent a chill through the academic community.

“We have had two high-profile cases of students who were lawful permanent residents of the U.S. who nevertheless were placed in immigrant detention,” Johnson said. “The so-called shock and awe of these measures are making it pretty clear to people around the world that this country currently is not particularly sympathetic to foreigners, or willing to fully accept them.”

Dana, who is still deciding what she’ll do this summer, has experienced that sensation firsthand. She noted that she’s begun hearing odd and sometimes out-of-nowhere comments — from a bouncer at a club, from a security detail at an event — disparaging her status as an international student.

“I guess people are becoming more comfortable about being just openly discriminatory or insulting sometimes,” she said. “I love my school. It’s a great place for me to study. But I’ve come to this weird mindset of thinking, ‘Well, I just won’t stay here, then.’ ”

It is also clear, that whatever is happening at this exact moment is most likely subject to change. Dana and other international students with whom she’s spoken believe Trump’s administration backed off only because it had clumsily overstepped its bounds, not because it changed its mind about going after foreign students.

“A lot of us are on the same page right now,” Dana said. “Why force ourselves to be somewhere where we feel this unsafe, this targeted, this vulnerable? We could just not be here.”

The Ravens completed an improbable perfect regular season Friday night with a 25-20, 25-22, 20-25, 25-19 win over visiting Torrey Pines.

CCA, criticized by some after not playing in some of the top tournaments in the region, finished the campaign by defeating the defending Open Division champions.

“I can’t even put it into words,” said coach Noly Mon, who was hired two weeks before the season began. “This group of guys is so special. They all want it. They work hard every day. I’m super proud of them. Tonight really showed it all. It’s been something we’ve been looking forward to, and they balled out and did it for each other.”

The Ravens (38-0) did it behind its core of senior leaders — specifically outside hitter Henry Garewal, setter Justin Zhang and outside Andrew Chen — and a near-capacity home crowd that was louder than any boys volleyball match in recent history.

“Unbelievable environment for boys volleyball,” Torrey Pines (30-7) coach Nick Rubacky said. “This is what high school sports should be. Credit to the school and the program for getting the fans out here. I can tell you it rattled my guys for sure.”

Garewal wasn’t sure if it was a career high, but his 25 kills made the difference Friday.

“Being able to beat Torrey Pines in the last regular-season game of my senior year solidifying our undefeated season is just incredible,” Garewal said. “I’m speechless. Playing with these guys for two to three years and seeing it pay off this season and be so successful means everything.”

Chen finished with 16 kills and two aces, and Zhang had five stuff blocks.

The Falcons were down a huge part of their starting lineup as senior middle blocker Bjorn Hawe is still nursing an ankle injury. He was replaced by junior David Kim.

The Falcons took a 3-2 lead in the first set behind Kim’s kill on an overpass. It would be their only lead of the entire match. The Ravens jumped out to a 16-10 lead on junior opposite Vuong Nguyen’s kill. Torrey Pines closed to 20-17 and then Andrew Chen took over. The senior outside hitter wiped a ball off the block, got another kill off the block in transition, then had kills at 24 and 25 for the set win.

The second set showed the firepower that exists on both sides. After the Falcons tied it 7-7, the deficit was more than three points only once the rest of the set. Ravens senior setter Justin Zhang had two stuff blocks in the set, including one late for the 19-15 lead and some space. Ben Soudak had a kill and an ace on back-to-back plays to keep it close, but Henry Garewal’s two kills and Chen’s one closed it out for the 25-22 win.

Showing the grit of the defending champions, the Falcons refused to be swept. Down 6-4, junior outside hitter Declan Flanagan put away a huge kill on the right side to end a long rally for the 9-7 lead that would begin an 8-1 run and end with Mimi Mascaro’s kill. The Ravens made a late 5-0 run, but the visitors closed it out on Flanagan’s kill.

The Ravens, who lost only 10 sets all season, will most likely enter the Open Division as the No. 2 seed behind Carlsbad, the No. 4 team in the nation.

“Little by little, match by match, we kept winning,” Mon said. “I don’t know. It’s hard to put it into words.”

The first major challenge of Varas’ Major League Soccer head coaching career has arrived, a job made even more complicated by SDFC’s expansion status. The 42-year-old is leaning into it, trying to push the right buttons and manage disparate personalities even as he establishes a style of play and culture to last the next decade.

“All these guys are different,” Varas said. “(Some players), they hate even the thought of an arm around them. Other guys, they need that a lot more. …

“You treat people fairly,” he added, “but you don’t treat them the same.”

SDFC (4-4-2) has lost three matches in a row heading into Saturday night’s match against FC Dallas at Snapdragon Stadium. A .500 record might be enough to make the postseason in a league in which 18 of 30 teams advance, but it’s not where Varas wants to be following a stellar start.

Making things tougher, SDFC remains at a strategic disadvantage. While most clubs have run the same attack for years, Varas is still installing his system.

SDFC’s starters have played together for months, not years; the chemistry that’s so important in soccer comes and goes.

“We are putting wrinkles in there, but you can’t start painting the walls of the house before you finish the foundation, you know?” Varas said Thursday. “While we’re getting ready for all that stuff, and we’re definitely putting wrinkles in, we are still 100% focusing on what is the foundation and who we are.”

Said midfielder Anibal Godoy: “We have one style. We have one structure. We have to follow that structure.”

SDFC can no longer sneak up on its opponents. Opposing teams have 900-plus minutes of video to study. They’re quick to jump on mistakes.

Varas was particularly upset with the way his team played in the second half of last week’s 3-1 loss to Real Salt Lake at Snapdragon.

Things began to go sideways in the 54th minute, when Luca Bombino was called for a penalty that led to a free-kick goal by Diego Luna and a 2-1 RSL lead.

Though Varas was bothered by both the penalty — “three weeks in a row, (there were) calls in the gray that changed the game,” he said — and the goal Sam Junqua scored 12 minutes later, that wasn’t why he was angry after the game.

“After the game, I was really upset because we veered away from our style of play and our identity in the second half,” he said. “That’s, for me, the most important thing.”

The coach must walk a fine line. Saturday’s match is just SDFC’s 11th in a 34-game regular season. San Diego has scored 16 goals, a figure that’s tied for fourth in the 15-team Western Conference. The club has allowed nine goals in its last three matches after giving up just six in the previous seven matches combined. SDFC plays an exciting style in front of a mostly packed stadium.

So while it’s important to correct sloppy play, “you need to make sure you don’t carry that like a bag of bricks all week,” Varas said. While Saturday’s match feels like a must-win, there’s still the big picture to consider.

“You can be upset, you can hold each other accountable, hold myself accountable,” Varas said. “But then you’ve got to wake up the next morning, shower, and you’ve got to put your best foot forward to make it better and to get better. You have to do that when you’re winning, too.”

If there’s something working in SDFC’s favor, it’s the schedule.

Saturday marks the club’s second home match in as many weeks, part of a stretch in which SDFC plays six of eight at Snapdragon Stadium.

SDFC’s next seven opponents are a combined 20-30-20 this season; only three — FC Dallas (4-3-3), the Colorado Rapids (4-2-4) and Austin FC (5-4-1) — have winning records.

Godoy called the next five home games “crucial to us,” but offered a caveat.

“We have to take these five at home,” he said. “It’s crucial for us if we want to think about making the playoffs, but we can’t lose our style.”

Whether the state remains at this high, bragging-rights perch is very much in doubt.

California businesses produced $4.1 trillion worth of goods and services in 2024, according to the latest gross domestic product estimates from the U.S. Bureau of Economic Analysis. GDP is a broad measurement of economic production and is useful for comparisons of business heft.

When California’s economy is put on a global scale, only three nations were more productive last year, according to GDP stats from biannual reports from the International Monetary Fund.

The U.S. is easily No. 1 with $29 trillion, and it would still be tops without California. Next is China at $18.8 trillion. And there’s Germany at $4.66 trillion.

The “big news” is that California managed to bump up from its long-standing No. 5 ranking on this global totem pole by edging past Japan, which produced $4.03 trillion in GDP last year.

California is an economic powerhouse because its 18-million-people-strong workforce isn’t just the nation’s largest, it produces highly valued products. For all the talk of California’s “anti-business” policies, no state comes close to the Golden State in business output.

Texas is the nation’s No. 2 in GDP at $2.7 trillion. My trusty spreadsheet, using California’s bragging-rights calculations, found Texas ranks as the world’s No. 8 economy, on par with Italy.

New York’s $2.3 trillion GDP is No. 9 globally. That’s Canada’s ballpark. Florida, at $1.7 trillion, is No. 16, or roughly the size of Indonesia. And Illinois, at $1.1 trillion, is No. 19, comparable with Saudi Arabia.

Big headaches

Think about the challenges California’s lofty global ranking economy faces.

Start with the strength of the U.S. dollar. Its rise has been a relative economic norm for over a decade.

These economic rankings are made possible by converting the worldwide business output into its top currency, the American one. A strong U.S. dollar makes domestic output pricier to our global trading partners. It also devalues foreign production.

So ponder how currency gyrations affected the calculations of Japanese growth.

Throughout 2024, the Japanese yen lost 11% of its value compared with the U.S. dollar. That’s a key reason why Japan’s GDP growth was 2.9% for the year in yen, but only 0.1% in dollars.

That story is different today. In 2025’s first four months, the two currencies flip-flopped. The yen has appreciated 10% against the dollar as currency traders weigh trade wars started by the Trump administration and what they will do to the world’s business production.

It’s possible that California would lose the No. 4 spot on the GDP scorecard if output were priced at today’s currency rates.

Then there’s India, with an economic competition I’ve previously mentioned when writing about California’s GDP rank.

India is the world’s most populous nation with 1.46 billion people. California has “only” 40 million. India is blooming into one of the world’s economic superpowers that will surely surpass California’s output some year soon.

India’s $3.91 trillion GDP in 2024, just behind Japan. The IMF projects then Indian economy to grow 6.2% in U.S. dollars in 2025. Assuming California’s GDP can grow at the estimated 1.8% U.S. rate, the Indian economy could surpass the Golden State this year.

Of course, the immense wildcard in any chat about the world’s economy today is the business turmoil created by the Trump administration. Its ever-changing attempts to right what it perceives as the world’s unfair trading practices makes any business forecast a raw guestimate, at best.

We see new U.S. tariffs and ensuing retaliation by the targeted nations – plus talk of ripping up existing trade deals. Which national economies will win or lose these trade wars – not to mention California’s globally focused business climate? Who ends up where on the 2025 global GDP ladder?

It’s a big unknown.

Slow ending

California’s No. 4 global ranking is a fun fact, but it can’t hide a decidedly cooling economy.

Look at the state’s GDP growth against its domestic competition.

Last year, California’s business output grew 6% using the same GDP math. That was ninth-best among the states and topped the 5.3% national expansion.

However, the year’s end was worrisome.

GDP growth in California cooled to a 4% annual rate in the fourth quarter. A key factor is that the state’s information industries – from Silicon Valley to Hollywood – faced steep challenges.

That end-of-the-year expansion ranked No. 40 among the states and trailed the 4.8% U.S. pace.

So, California’s economic growth cooled by 33% when comparing all of 2024 to its finish. The nation’s growth shrank only 9%. And only four states slowed more than the Golden State.
