CRESTVIEW, Fla. -- A Crestview property up for sale is causing some concerns for neighbors.

Okaloosa County commissioners are considering buying the 70-acre property for more than $1 million.

The issue is it could soon be the future site of the county jail.

The property is located on Highway 90 near Mount Olive Road in Crestview. The main concern is it's nestled into a residential development.

The county administrator shared documents with WEAR News, saying a 70-acre property in Crestview is the ideal location for a new jail.

"Strategically, this piece of property offers a lot of opportunities," Trey Goodwin, Okaloosa County commissioner said. "I think opportunities that would really lend themselves to something along the lines of that would support the future plans and vision for the shoal river ranch and to do things that would help support bringing in businesses and help grow Okaloosa's economy."

County commissioners also looking at other plans for this property, like realigning the Mount Olive and Jericho Road intersection and addressing storm water issues.

Goodwin says the county is interested in long term planning for how to meet the county correctional facility's needs.

"Frankly what might look like a potential negative I think we can really look at this project or this property rather as a potential opportunity to help the residents in that area actually develop their property values and quality of life," Goodwin said.

Narissa Jenkins is the founder of Healing Hoof steps, a non-profit organization offering mental health counseling and a therapeutic riding program. Her business is next door to the property in question.

Jenkins says the thought of having a correctional facility next door just doesn't make sense.

Her worry is a jail next door could create a barrier in care for patients seeking mental health treatment.

"Being that close. You know if I've dealt with domestic violence. If I've dealt with any kind of abuse or anxiety or depression to pull up and see a 12 foot razor wire. Or I'm bringing my child who is non-verbal and might run or might you know. What would happen?" Jenkins said.

Jenkins isn't only concerned for the future of the organization and her clients .

Neighbors are also questioning the financial, economic development, and environmental impacts this decision could have.

As inmates are released, residents fear for their safety.

"Being that it's a 15 minute drive to get into Crestview from here these individuals would be on foot. And that would mean the possibility of the inmates coming onto our property when we have sessions going on with some of these vulnerable sensitive populations. They might be asking for assistance from staff or volunteers or even clients," Jenkins said.

CRESTVIEW — Updates will be coming to Twin Hills Children's Park in Crestview as the City Council approved a $1.2 million project to give the park its first update since 2001. The city will be working with Struthers Recreation to work on the redesign.

Here's what we know.

Why does the park need an update?

The new upgrades will modernize the park with a new splash pad and playground equipment. It will also have more accessibility options for visitors who have disabilities.

According to Wayne Steele, the city's director of operations, it was trendy for cities to have water features in playgrounds. With 23 years of an almost constant flow of water in the area, the rubber surface has deteriorated to the point that holes and other signs of deterioration are apparent.

What updates will be added?

The new upgrades will move the splash pad out of the playground and into a designated location. The new splash pad will measure approximately 2,000 square feet. It will include a water dumping bucket, rain tunnels, splash animals, shade and additional seating.

As for the playground, there will be new equipment that will be nature-themed. The new additions will include ages 2-5 play structure, ages 5-12 play structure, swings, rope climber, musical instruments, agility active play units, creative play freestanding structures, rubber surfacing, shade and additional seating.

How much will this cost?

The playground proposal was originally quoted at $1.041 million. But through an OMNIA Grant, a $237,606.87 discount will be applied toward the projects. To receive those discounts, the city must have a down payment on the equipment of $271,402 and a signed proposal by Oct. 20.

Some $100,000 will go toward other site improvements tasks such as repainting existing pavilions, restrooms and swing sets, restriping the parking lot, extending the sidewalk, and new park signs.

These funds will be provided by money that was either allocated in the 2024 budget or reallocated from other city projects, such as the remodeling of the council chambers.

Timeline of events

Construction will take at least four months once the site is ready. Officials plan to keep the playground operational during construction, as the project comes in two phases.

The first phase will see the completion of the new splash pad sometime during fiscal year 2024. The second phase will work on the new playground and site improvements during fiscal year 2025.

Central Moloney Inc. will build its second Florida facility in as many years, but the CEO of the transformer manufacturing company said no jobs would be lost at its Pine Bluff headquarters.

Central Moloney and One Okaloosa Economic Development Council announced Thursday the company would build a 302,000-square-foot facility on 48 acres of the Shoal River Ranch Gigasite in Crestview, north of Destin in Okaloosa County, Fla., becoming the first tenant of the 10,500-acre industrial park. Central Moloney and the Okaloosa County Board of Commissioners also agreed to a three-year purchase option for 10 more acres in order to accommodate future company growth, according to a news release.

The total investment in the new facility is projected at about $50 million, with 350 higher-wage jobs to be created as the company scales to full production.

Central Moloney's Pine Bluff headquarters employs about 600 people, CEO Chris Hart said Saturday. But the company is struggling to fill other positions with those qualified to do the job.

"I simply cannot staff any more than what we've got going on in Pine Bluff," Hart said. "We've committed to growth in Jefferson County. We are expanding our components facility by 20,000 square feet, but we are only fully staffing one shift in Pine Bluff at the transformer operation. [It's] a function of not being able to find people that are qualified to come work for us, and by qualified, I mean showing up for work on time every day and understanding they've got to learn a little bit while we're here."

Nathan Sparks, executive director of One Okaloosa EDC, said his council first connected with Central Moloney in early 2021 and later paid a visit to the Pine Bluff headquarters, adding "it was obvious" the company values people and the communities they call home.

"As they have already proven with their initial investment in Bay County last year, CMI is committed to becoming part of the fabric of northwest Florida," Sparks said. "We enthusiastically welcome them to Okaloosa County."

The new Crestview facility, projected to open within 24 to 36 months after groundbreaking either later this year or early in 2024, will produce single-phase pads, Hart said. In January 2022 Central Moloney invested $20 million into a 140,000-square-foot facility already built at Venture Crossing Enterprise Center in Panama City Beach, 82 miles southeast of Crestview in Bay County, Fla. That facility, Hart said, produces single-phase, pole-mounted transformers and is ramping up production at the moment.

"A large part of the ramp has to do with getting people on, getting them trained," Hart said. "We don't hire transformer builders off the street. We hire good people, and we realize the burden it takes to get those good people trained and to be able to produce at the level of quality that Central Moloney expects of itself and our customers expect of us. It's moving along. We are getting closer to staff one shift there and get that staff trained, ready to rock and roll. We're in good shape and getting ready to ramp up production right now."

The Pine Bluff facility produces single-phase and three-phase pad mounts, power poles, pads and submersibles, Hart said. But he added establishing the two Florida locations allows the 74-year-old company to tap into a labor market Central Moloney is struggling with in Pine Bluff.

It also has not impacted daily production at the headquarters, Hart said, only alleviated a burden to meet customer demands.

"The only way for Central Moloney to grow is going to be by looking outside the borders of Jefferson County," Hart said. "I still continue to beat the drum that I need help from elected officials to do anything we can possibly do to enhance the ability to find people. We've made hundreds of thousands of dollars of commitments in the last two years to beef up [vocational-technical] training in local schools – and I promise you there's more local news of the money we're committing there – but we can't sit back and wait on the community to save us. We think the best direction for us is to tap into a new labor pool."

CRESTVIEW, Fla. -- A combat wounded veteran and his family were given a new, mortgage-free home Wednesday in Crestview. It's the 86th time the Gary Sinise Foundation has built a specially adapted smart home for a severely wounded veteran.

To anyone's eyes, it's pretty much a dream home. But for retired Army Sergeant First Class Ian Prescott, his wife Carrie and their children, it's beyond their wildest dreams.

Prescott said, "This house is light years beyond what I expected or pictured in my head, and it is just breathtaking seeing the hard work and everything come together."

The home is a solution to day to day challenges; like a bathroom where Ian can finally shower, safely, without Carrie's help. And a kitchen where they can once again cook together, as they did before he was injured in Afghanistan.

He continued, "Being able to get back into the kitchen with my wife and cook, and argue a little about cooking... and you know, smile and laugh, that was a big thing for us before, and the injury kind of took that from us."

They're symbols in a way no one chooses to be, bearing the load with lots of Ian's humor and the grace often given to those who are called.

Carrie Prescott said, "Every single person took the time to get to know us to understand our family, and we can't even express our thanks for that, our gratitude for what they've done. We wanted a home built on community and love, and we feel that as soon as we come in the door."

The last time they saw the house was in February during a "Walls of Honor" ceremony, when friends and supporters wrote messages of inspiration on the beams. They'll serve as constant reminders of the community and love that surround the family now.

Ian said, "We have all those personal messages, just barely hiding beneath the paint, to support us and keep us going into old age."

The Gary Sinise Foundation is in various stages of home projects for twenty more families right now.

It's part of their initiative called "RISE": Restoring Independence Supporting Empowerment.
