The Town of Dumfries, Virginia, which is led administratively by Town Manager Tangela Innis and politically by Mayor Derrick R. Wood, announced on Oct. 22 that S&P Global Ratings has assigned the municipality a credit rating of “AA-plus stable outlook.”

This marks the first time in the town’s history that Dumfries— led by Innis and Wood, both African American, and is majority-minority with a 22% Black population— has received a credit rating, a milestone that underscores its evolution from Virginia’s oldest continuously chartered municipality to one of the most fiscally disciplined and forward-thinking communities.

“This rating from S&P is both validation and motivation,” said Innis. “Since my arrival in April 2023, it recognizes our disciplined budgeting, transparent financial practices, and the tremendous efforts of our team to build a sustainable future for the Town of Dumfries. We will continue working to ensure our financial health remains strong and our community thrives.”

Dumfries has roughly 5,300 residents and is located in central Virginia. The rating will bolster the Town’s capacity to access capital markets on favorable terms as it moves forward with key infrastructure and community-enhanced projects.

Wood said the rating is a reflection of the Town’s pro-growth strategy.

“Receiving an AA-rating speaks volumes about where our town stands and where we are going,” said Wood. “It’s the result of collaboration, vision, and hard work by our Council, staff and residents. For the first time in our history, Dumfries has earned a credit rating, and it is a strong one. We don’t borrow to patch potholes: we borrow to build the future. The data center developer behind the forthcoming Four Seasons at Historic Virginia data center rezoning proposal is suing Prince William Board of County Supervisors Chair Deshundra Jefferson over her town halls on the project earlier this year.Atlantic Funding Limited LLC, based in West Palm Beach, Fla., filed a federal complaint in September in the U.S. District Court for the Eastern District of Virginia following several meetings in recent months where county officials and project representatives outlined plans for the rezoning....

The data center developer behind the forthcoming Four Seasons at Historic Virginia data center rezoning proposal is suing Prince William Board of County Supervisors Chair Deshundra Jefferson over her town halls on the project earlier this year.

Atlantic Funding Limited LLC, based in West Palm Beach, Fla., filed a federal complaint in September in the U.S. District Court for the Eastern District of Virginia following several meetings in recent months where county officials and project representatives outlined plans for the rezoning.

William O. Cooley, the company’s principal owner and a key developer behind the Four Seasons rezoning, alleged Jefferson had engaged in “a sustained campaign of misinformation and obstruction,” per the complaint.

Jefferson declined to comment on the lawsuit, citing the pending litigation.

The property marked for rezoning in eastern Prince William occupies just over 61 acres adjacent to the Four Seasons 55-and-over retirement community in Dumfries.

The project, dubbed “Lexora Park,” could include as many as five data centers, according to an April 9 concept plan.

In the complaint, Cooley alleges Jefferson made several false and misleading statements during recent town halls, namely:

Regarding the allegation about contacting Jefferson, the complaint indicates Cooley and fellow Atlantic Funding representatives have repeatedly attempted to contact Jefferson’s office via traditional mail, email and in-person visits.

To this end, the complaint also included several email attachments – with Cooley also claiming that Jefferson’s town hall statements caused financial harm both to him and fellow developers.

The Lexora Park developers are hoping for an eventual special use permit to allow the application to move forward under its longstanding M-2 zoning given its location outside the county’s Data Center Opportunity Zone Overlay District – though it was initially located within the overlay through 2021.

County staff has yet to review the land-use application for the project – and it has yet to appear in the county's development ePortal or on a Planning Commission agenda.

The Publix at Ashland Square will cover 50,325 s.f. and employ roughly 150 associates. It will be built at the northwest corner of Dumfries Road and Spriggs Road.

“We are excited to continue our growth across Virginia with new location in Manassas,” said media relations manager, Jared Glover. “We look forward to making grocery shopping a pleasure for our new customers soon.”

No timetable has been set for the opening of the new Publix yet.

As regular readers of The Burn know, Publix has slowly been moving northward ever since it opened multiple stores in the Richmond area several years ago. First Fredericksburg, then Stafford, now Manassas.

In the meanwhile, Publix has also announced two stores are coming to the Winchester area, west of Loudoun County and Northern Virginia.

Stores are usually built in proximity to one another. It makes sense from the standpoint of warehouses and shipping routes to have stores built along a “path” so to speak.

With stores moving north from Richmond along I-95 and more stores coming to the west in Winchester, it only makes sense that more locations could be coming to Northern Virginia – which sits right in between these two areas along major highways.

Stay tuned and we’ll see if The Burn’s hunch is correct.

A new grocery store will serve as a gateway to Potomac Shores, which is seeing progress on its town center construction.

DUMFRIES, VA — Plans for retail in the growing Potomac Shores community are taking shape with town center construction progress and a future grocery store.

Developer Biddle Real Estate Ventures announced that the Station House retail building and Central Park have been completed in the future town center area of Potomac Shores. In late 2024, the parking garage of the future Potomac Shores Virginia Railway Express station was completed.

The 20,000-square-foot Station House can host up to five retail tenants, including an anchor restaurant. It includes a pass-through to the future VRE station and two levels with a combined 15,000 square feet of retail space. The second floor will be the restaurant space with indoor and outdoor space, two terraces and waterfront views. The remaining four retail spaces on the first floor will serve train passengers, residents and visitors. The developer says the Station House completion has increased retail interest.

In addition to the Station House completion, a new 49,000-square-foot grocery store has been leased by KLNB Commercial Real Estate at Route 1 and Route 234 in Dumfries. The specific grocery store will be formally announced after zoning approvals and site upgrades. The developer says the grocery store will serve as a gateway to the Potomac Shores community.

"We have achieved a number of project milestones that will benefit residents here at Potomac Shores and throughout Prince William County, including the expansion of retail opportunities in the community," said Peter Chavkin, managing member of Biddle Real Estate Ventures. "We’re excited to be working with a best-in-class supermarket operator to bring a market to Potomac Shores, while at the same time, completion of the Station House adds compelling new options in the Town Center."

In September, Prince William County Public Schools broke ground on the new Potomac Shores Elementary School to serve up to 1,050 students. Construction could be completed by the 2027-2028 school year.

Next up will be the construction of the VRE station on the Fredericksburg Line. The station design has received final approval, and the development team expects construction to start on the station platform in 2026. The transfer of land from CSX to the Virginia Passenger Rail Authority must occur before construction can begin.

In addition, a Kiddie Academy child care center is expected to start construction at the town center in 2026.

The Potomac Shores development, located east of Dumfries proper and south of Woodbridge along the Potomac River, includes thousands of single-family homes, townhouses, and townhouse-style condos. Residents have access to amenities like a Shore Club, golf course and recreation center. Biddle Real Estate Ventures says over 2,500 homes have sold in Potomac Shores, which contributes to increased demand for commercial uses in the community.
