What Is An Assisted Living Facility?

Put simply, assisted living facilities provide housing for elderly or disabled people who need some support with their daily care, but not as much help as a nursing home provides.

Going by the book, Chapter 92.11 of the Texas Administrative Code defines an assisted living facility as an establishment that:

  • Furnishes, in one or more facilities, food and shelter to four or more persons who are unrelated to the proprietor of the establishment;
  • Provides personal care services, including help with activities of daily living (ADLs)
  • Provides administration of medication by a person licensed or otherwise authorized in this state to administer the medication

Who Are Typical Assisted Living Residents?

According to Chapter 92.6 of the Texas Administrative Code, assisted living residents typically:

  • Need some help with movement, skin care routines, medication, and the activities of daily living (ADLs), such as bathing, dressing, eating and grooming
  • Show symptoms of mental or emotional disturbance, but do not pose a risk to themselves or others
  • Live with hearing or speech impairments
  • Require daily reminders to encourage toilet routine and prevent incontinence, or may live with incontinence, but without pressure sores

But not all assisted living residents fit this definition. Many continue to enjoy independent lifestyles, but choose to move into assisted living for peace of mind, knowing they’ll have appropriate quarters and support services ready when their care needs increase down the line.

What Type Of Assisted Living Facility Is Right For My Loved Ones?

Chapter 92.3 of the Texas Administrative Code defines 3 types of assisted living facility:

  • Type A facilities care for residents who are physically and mentally capable of evacuating the facility unassisted, do not require routine attendance during sleeping hours, and are capable of following directions in an emergency.
    In other words, Type A facilities cater to El Paso’s mostly-independent seniors, those who only require the occasional helping hand but who may find their current family home unsuitable for their long-term aging goals.
  • Type B facilities care for residents who would require staff assistance to evacuate, are incapable of following directions under emergency conditions, require staff attendance during nighttime sleeping hours, and require assistance transferring to and from a wheelchair.

    If your loved ones are living with serious mobility restrictions, cognitive impairment, or disability, you will likely be seeking a Type B facility during your assisted living placement.
  • Type C facilities are four-bed housing complexes that meet the Texas Department of Aging and Disability Services’ standards for adult foster care, providing 24-hour support services for those who are no longer able to live independently, including meal preparation, housekeeping, minimal help with personal care, help with activities of daily living and provision of or arrangement for transportation.
