The city, which had weighed a 180-day moratorium, is one of several Southern Nevada governments considering changing data center regulations.
The Henderson City Council decided against imposing a 180-day moratorium on data center construction Tuesday evening, opting instead to explore additional code changes.
Henderson Mayor Michelle Romero, who proposed the moratorium last month, said during the meeting that city staff would develop regulations for future licensing of data centers in city limits. Any future data centers would be subject to an individually negotiated development agreement between the city and the developer.
"There has to be a framework of laws and ordinances for us to refer to," Romero said. "A development agreement proactively gives us the ability to change the codes now and adaptively update them as technology changes."
City attorney Nicholas Vaskov said that code changes would be more permanent and more effective in the long run than a moratorium. There are not any pending data center applications currently in front of the council, according to Romero.
"A moratorium is temporary to some degree, they are only defensible for up to a certain point, usually that's up to 12 to 18 months before you have to make some permanent changes to your code," Vaskov said.
In a text message to The Nevada Independent, Sierra Club Toiyabe Chapter Director Olivia Tanager said the group was "very disappointed."
"While requiring development agreements provides additional oversight beyond the city's standard development process, it falls far short of the temporary pause residents requested to allow the city time to develop comprehensive regulations before additional projects move forward," the Sierra Club said in a follow-up statement.
Neighboring Southern Nevada municipalities Boulder City and Clark County are considering new regulations on data centers amidst the artificial intelligence (AI) buildout, while other local governments, including Reno and several rural counties, have passed moratoriums on new data center construction. The issue is playing out nationwide as the additional infrastructure, which can be resource intensive, is built to handle the demands of the AI-boom.
Last month, Henderson issued a staff report that said, "Additional criteria and deeper analysis are needed to properly evaluate items under current conditions." It suggested looking at the potential environmental impacts, land use compatibility and increased electrical demand in the area.
At the meeting, around 20 people spoke about the need for regulating data centers; several called for a yearlong moratorium extension while others asked for an outright ban on data centers in the city. Major topics of concern included excessive energy use, noise pollution and environmental impacts.
"As a regular guy who lives here and really cares about this area, it alarms me how little time we've been given to prepare the proper regulations to protect people," Drake York, a Henderson resident, said. "I'm a big tech nerd so I'm not one of those dudes who are like 'Screw tech,' it just needs to be working for everybody."
Many residents spoke about data center water usage — Henderson is currently home to a Google data center that is one of the "thirstiest" in the state. However, the center, created in 2019, uses water intensive evaporative cooling methods that were banned by the Southern Nevada Water Authority in 2023. The moratorium would not have affected current data centers in the city.
There are 43 data centers in Clark County, some of which have been there for decades. Switch, one of the oldest data center companies in the country, has been in Las Vegas since 2000 and employs approximately 1,200 people in the county — Councilmember Carrie Cox cited its use of renewable energy as a bonus for Clark County.

LAS VEGAS (FOX5) — Third baseman Hudson Cowley delivered a walk-off single in the bottom of the sixth inning to lift the Mountain Region champions from Henderson, Nevada, to a thrilling 6-5 comeback victory over the Great Lakes champions from Hamilton, Ohio, in their Little League Baseball World Series opener Friday morning.
The walk-off capped a dramatic, six-inning seesaw matchup at Lamade Stadium, sending the Paseo Verde Little League squad into the winner’s bracket.
Before the win in Williamsport, Pennsylvania, the team had to secure multiple wins out west to qualify.
“We put in a lot of work to get here,” Paseo Verde first baseman Brooks McFarland said. “We deserved it.”
The victory was especially sweet for Southern Nevada fans who woke up before dawn to watch the game. First pitch was thrown just past 6 a.m. Pacific Time (9 a.m. Eastern Time), serving as the first of eight games scheduled Friday after a torrential downpour Thursday washed out the entire opening day of the tournament.
Paseo Verde fell behind early as West Side Little League from Hamilton, Ohio, jumped out to a 2-0 lead. After Henderson fought back to tie it, Ohio exploded for three runs in the top of the fourth to build a 5-2 lead.

Paseo Verde answered with two runs in the bottom of the fourth and another in the fifth to tie the score at 5-5, setting up Cowley’s sixth-inning hero move.
For the players, the journey to Pennsylvania has already exceeded expectations both on and off the field.
“It’s amazing,” McFarland said of the historic complex. “It’s like the best field I’ve ever played on.”
Cowley agreed, emphasizing that the tournament is about more than just the final score.
“Win or lose up here, I mean, it’s just a great experience,” Cowley said. “Get a bunch of free stuff. Get to see the beautiful fields, all the trees, the fog, the rain, all the kids, the campus.”
In between games, players have spent their time trading commemorative pins—the unofficial currency of the tournament—to meet peers from across the globe.
“You have a bunch of little pins that you can put in a book or in a bag,” McFarland explained. “And you go around and you trade people.”
The pin trading has even helped bridge language barriers with international teams.
“I like Japan, and I like Ohio. I met with them. I was trading pins with them,” Cowley said. “I had to try to communicate. Just like, pointing and head nods and whatnot. But the kid was cool. He had a big pink mohawk.”
Paseo Verde is carrying a heavy mantle of success for Southern Nevada youth baseball. Last year, Summerlin South captured the U.S. Championship, and another Paseo Verde group made a deep tournament run the year before that.
“I don’t think people realize that Vegas Henderson is a baseball city,” Paseo Verde coach Cory Edwards said. “We play baseball year-round because of the weather.”
Edwards credits the year-round playing conditions with developing his team’s mental and physical toughness.
“I think everybody’s been inspired to put the work in, not just during baseball season, but all year round,” Edwards said. “It’s really developed the ballplayers to be tough to beat.”
Paseo Verde advances to play on Sunday in the winner’s bracket. They will await the conclusion of Friday’s remaining games to find out who their next opponent will be.

Paseo Verde reaching a second Little League World Series is impressive enough. Still, one other stat shines an even brighter light not just upon Paseo Verde, but its hometown, Henderson, Nevada as well.
Because since 2022, Paseo Verde has either captured the Mountain Region championship and come to South Williamsport or been eliminated by the team which did. This is the fourth straight year a Nevada team has reached the Series.
Any guesses on the team which started the streak? It’s Henderson Little League. One town has produced three of the past four Mountain champions. Talk about impressive baseball being played there.
Just call Henderson, Nevada’s Little League capital these days. And Paseo Verde continues enhancing its reputation, winning its first two Series games and reaching Wednesday’s winner’s bracket final.
"Henderson is a great city. It’s a credit to the talent that we have here," Paseo Verde Little League president Mike Fairweather said. "A lot of kids in Henderson; they pride themselves on their baseball. They do a great job developing as players and putting themselves in a position to be here."
Paseo Verde is the latest example. It won the 2022 state championship before losing to Utah in the Mountain Final. A year later, Henderson knocked out Paseo Verde in districts on its way to the Series before Paseo Verde came back a year later and made history, playing at Lamade Stadium.
Last year, Paseo Verde won another district championship, but ran into Summerlin South from nearby Las Vegas. Summerlin South knocked out Paseo Verde at states before capturing the U.S. Championship and reaching the world title game.
Throw in Spring Valley which Paseo Verde defeated to win this year’s state championship and that Henderson/Las Vegas region has become quite a juggernaut.
"People don’t realize that the Vegas/Henderson area is a baseball city. These kids see each other and compete against each other and there’s definitely competition to kind of one-up each other in terms of leagues," Paseo Verde manager Cory Edwards said. "We always say it’s going to be a fight in districts against Henderson and we anticipate playing Summerlin or Spring Valley in states. It’s good baseball year-round and people are just getting after it."
They have no choice. The competition is so stiff there that one must be dedicated and committed if it hopes to make a deep run. Just getting out of districts proves difficult.
After all, it’s not often one district can say it has sent three teams to the Series during a four-year span. That stiff competition has brought the best out of both Henderson and Paseo Verde. Now, they represent 60 % of the Nevada teams to ever reach the Series.
"When you go through districts and play Henderson Little League and some other good leagues and get through there, that in itself is a big deal because baseball in Southern Nevada is very underrated but very great," Fairweather said. "Then you go to states and play Summerlin South and leagues like that, so once you make it through the state you feel pretty good about being able to compete with anybody at regionals. There’s a lot to be excited about getting out of states."
Despite it having not won a state championship at the younger levels, there was a lot for Paseo Verde to be excited about as it started constructing its 12U all-star team. The talent pool was deep but what Edwards, managing this group for the first time, wanted most was a group which played for the team and not themselves.
It’s hard enough navigating the District 2 field and getting past Henderson Little League without being an excellent team. It’s nearly impossible if that team is focused on anything but team goals and winning.
Through practices when it was 113-degrees outside, 12 players formed one tight connection. This became a selfless team with players not caring where they batted or played. If they had to bunt instead of swing away, that was fine.
Whatever it takes to win is what players embraced. Along the way, Paseo Verde grew into a tough-minded team which continued moving forward even when things went wrong. Doing so made them state and regional champions and one of the world’s best Little League teams.
"I wanted to change the tone and I appreciate the kids flexibility and adaptability in changing the style and the way they perform. To do that in a 2 ½-month time frame is impressive," Edwards said. "We talk about how we control our emotions. If you’re emotional range stops production from you being the best version of yourself then it’s not the right call. We challenge the players to not get in their own heads and move onto the next moment and they have done a great job with that."
Staying cool through both the literal and proverbial heat has brought Paseo Verde back to South Williamsport. Paseo Verde entered the Series undefeated which speaks volumes about its talent and character, considering the challenges it faced immediately at districts.
Nevada teams have played well at the Series throughout their Series appearances which is not surprising considering all have come from Henderson or Las Vegas.
"Give credit where credit is due. Summerlin South is the defending U.S. Champion and because of them, that helped turn us into the team we are," Fairweather said. "It helped us build for the future. All the success throughout the area has definitely helped us grow."
It’s a 15-minute drive between the two cities but what really connects Henderson and Las Vegas is some tremendous baseball.
Paseo Verde has proven it yet again. It also has proven to be the area’s and state’s biggest winner this decade. That is quite an honor.
And now this group will soon pass the torch to the next one. What lessons they have provided; what mountains they have climbed. And Paseo Verde sure enjoys the view.
"It feels very surreal. I grew up watching this with my dad, but I grew up in a town without Little League, so I never got the chance to play," Edwards said. "I’m excited for the families and the kids to be on the biggest stage possible in Little League. It’s all a lot to take in, but in the best way possible."
