Kilani has seven unique concepts under its roof, according to a press release, and aims to provide a fast-casual experience. A promotional video about the food hall shows that customers will order food from a digital kiosk and pick it up. The website listed the following vendors at the moment:

The marketed "twist" of Kilani is that all the concepts share the same kitchen, not unlike a ghost kitchen setup wherein the restaurants exclusively sell pick-up and/or to-go meals. The food hall seats 75 customers.

"Kilani Food Hall was created as a place where the community can come together to enjoy bold flavors, diverse dishes, and a shared love of great food," a representative for Kilani said in a statement. "Whether you're craving tacos, wings, shawarma, or burgers, there’s something here for everyone."

The concept sounds similar to what the owners of the old Railway Heights Market were trying to do when they rebranded it Junction HTX. The vendors who were already there said they were told they'd be part of an upstairs ghost kitchen. The promoted plan was for customers to order food via a QR code. Those plans were eventually scrapped, and Junction HTX has since closed.

As the Sugar Land and Missouri City area begins to reach build-out with only 4% and 9% of developable land remaining, respectively, city officials are looking to bring in more housing variety with middle, or compact, housing options, such as townhouses, duplexes, cottages and small-lot homes.

Sugar Land has about 1,000 middle housing units, while the concept is emerging but “limited” in Missouri City, officials said.In May, Sugar Land City Council approved a concept plan and up to $24.3 million in incentives for Lake Pointe Green, a new development to replace the former Fluor Corp. campus, aimed at redeveloping the area and providing up to 350 middle housing units.

The city also approved rezoning 30 acres of land near Constellation Field to allow the development of housing options tied in with offices, shops and restaurants, Planning Manager Ruth Lohmer said.

Meanwhile, with Missouri City’s comprehensive plan update underway, city officials said they’re looking to bring more housing variety, including middle housing to areas such as the FM 1092, Cartwright Road and Independence Boulevard corridors.

Why it matters

With interest rates and home prices on the rise, the market has begun to shift to building these smaller-scale homes to meet residents where they can afford to live, said Kunal Seth, team lead for The Seth Brothers Real Estate Team.

“The trends are more about building smaller, more affordable homes than building mansions, which are [4,000, 5,000] or 6,000 square feet, because those price out [many people],” he said.Breaking it down

In addition to affordability, Seth said residents are moving to smaller homes seeking less maintenance and more accessibility with the emergence of mixed-use developments as cities work to make the most out of their remaining land.

“The trend I’m seeing is that inner city strategies of building vertically are now bleeding into the suburban part of Houston, especially in the Sugar Land area, because the land is almost saturated,” he said. “We don’t have any more land to build single-family [homes].”

Director of Redevelopment Devon Rodriguez said Sugar Land officials also hope the housing options will help grow the city’s population, which declined 7.15% from 2018 to 2023, according to the U.S. Census Bureau.“Sugar Land is beginning to see a decline in population, largely because many longtime residents who moved here in the ’80s and ’90s have stayed, while their children have grown up and moved elsewhere,” she said.Going forward

Although middle housing is on the way, several projects will take time to develop or still need to find developers, officials said.

The Lake Pointe Green project is set to begin this year, with the first housing deliveries in 2027, followed by final completion in 2034, Lovett officials said.

Additionally, Rodriguez said the city has begun to see renewed interest on the rezoned property near Constellation Field, although no contracts are underway.

However, there is no timeline for middle housing in Missouri City with the comprehensive plan still underway, Director of Development Services Jennifer Thomas Gomez said. The final plan is tentatively scheduled for approval in July or August.

MISSOURI CITY, Texas – The Missouri City senior apartment complex, Jubilee at Texas Parkway, which KPRC 2 has been covering for several weeks, continues to face scrutiny over its ongoing elevator issues but may soon see some progress.

On Friday, the Texas Department of Licensing and Regulation (TDLR) issued a $381,400 fine to Jubilee for failing to meet Texas elevator standards and codes.

Residents have endured non-functioning elevators as well as safety and maintenance concerns since early May. Some reported being trapped in their apartments for weeks, while others had to climb multiple flights of stairs for everyday activities and medical appointments.

Following the fine’s issuance last week, KPRC 2 reached out to TDLR for clarification. The department stated that Jubilee’s owners, Gardner Capital, have until July 25 to either pay the fine or appeal through the State Office of Administrative Hearings. If paid before July 25, the fine would be reduced to $286,050.

As of Monday, June 30, Gardner Capital has neither paid nor appealed the fine, nor have they repaired the elevators.

Over the weekend, KPRC 2 reporter Rilwan Balogun, who has covered this story since May, learned that one elevator briefly operated for the first time in two months but were not functioning again as of Monday.

“Some of the people that were on the fourth floor, they were so happy that they came down to the community room Saturday because it was just a relief for them to get out of their apartments,” said Myrtle Welcome, who lives on the second floor. “Then for me to tell them the next day, hey, the elevator’s not working, so you’re stuck up there again.”

In a June 20 statement to KPRC 2, Gardner Capital announced the deployment of a full-time onsite care team at Jubilee, assigning at least one person per floor to assist residents with errands, care, and daily needs. They also offered alternative housing accommodations to residents who requested them. It remains unclear if any residents have taken up this offer.

Gardner Capital has also given its property management company, Asset Living, a 15-day emergency deadline, ending July 5, to complete the elevator repairs.

Residents at Jubilee at Texas Parkway are frustrated as a newly repaired elevator breaks down again, just days after regaining service.

MISSOURI CITY, Texas — Two days after one of the elevators at the Jubilee at Texas Parkway senior apartment complex was repaired, residents say it’s already stopped working again.

A resident contacted KHOU 11 News shortly before 9 p.m. Sunday to report that the elevator on one side of the property had gone down again.

KHOU 11 reporter Orko Manna had been at the complex earlier in the evening, working on a story about the elevator finally being back online. Video captured just hours before showed residents using the elevator, which had been out of service for nearly a year.

Residents were thrilled to see it moving again, even inviting KHOU to ride it up to the fourth floor to prove it was functioning smoothly.

But that progress didn’t last long.

By Sunday night, the elevator was once again out of service. A new video taken around 9:40 p.m. confirmed it had stopped working.

According to Elevators of Beaumont, the company hired last month to address the long-standing issues at the complex, the outage is a minor glitch and not connected to the original year-long problem.

They said the elevator may experience intermittent issues now that it’s back in use after being idle for so long.

A technician has been dispatched to restore service, but as of the latest update, the elevator remains offline.

The complex's second elevator, which has been down for nearly two months, also remains out of service.

Earlier in the day, Manna spoke to residents about the ongoing issue.

The sound of the elevator doors opening was a welcome change for Helen Gomez, who lives on the third floor and struggled to get to her unit.

“Too much terrible, before, the past one year on the stairs, my knees in pain,” Gomez said.

Fourth-floor resident Renee Hill also had to use the stairs while the elevators were out, which has been especially difficult for seniors with mobility issues.

“Just feeling like you were trapped in your apartment, especially for people who have health issues, like myself,” Hill said.

Missouri City Council Member Jeffrey L. Boney said the city’s code enforcement division has issued approximately 60 citations to the property, totaling more than $10,000. KHOU 11 News noticed violation notices from Saturday and Sunday on the apartment’s office door. Despite one elevator being fixed, Boney said the city’s enforcement action will continue until the second elevator is operational.

“Even today, our code enforcement team has been out here, another citation, because we still have one elevator here in Jubilee that is down. And so, of course, those are going to continue, until all elevators on the property are fixed,” Boney said. “We have to stay on top of these individuals to make sure they’re doing the right thing.”

Last week, the Texas Department of Licensing and Regulation announced that the property could face $381,400 in fines if full elevator service was not restored.

As of Sunday, there is still no timeline for repairing the second elevator. Boney noted the delay is not entirely the building management’s fault.

“UNITECH Parts is the company that sent wrong parts multiple times, including to Elevators of Beaumont, defective parts. They sent a different voltage drive that needed to be put into the elevator that was requested. You had one situation where a cable was missing,” Boney said.

According to its website, UNITECH Parts is a distributor of Otis elevator parts. Otis sent KHOU 11 the following statement about the elevator issues at Jubilee at Texas Parkway:

Residents, meanwhile, said that they were thankful KHOU 11 News stepped in to push for solutions. Now, they just want consistent progress and fewer delays.

“I hope that things will still continue to be fixed for them, in a timely manner, and they won’t have to call people as yourself to come out and get things rolling for them,” Hill said.
