Youngsville developing new vision as population grows

How do you balance growth and preserving history? That's the challenge one small town is facing in central North Carolina as its population booms.

The small town of Youngsville sits a little more than 22 miles from Raleigh. Over recent years, the town’s population has steadily grown.

“No matter what we do, the market pressures that are at bay around Youngsville mean the population is going to increase,” town administrator Nathan Page told WRAL.

In turn, the town is evaluating what its future looks like.

“It's just hubris to say we know what's going to happen 30 years from now ... but you can try. We can plan for it. We can hope we have some stuff right,” Page said.

The town is in the process of creating a new Comprehensive Land Use and Transportation Plan (CLUTP), which maps out zoning and the vision for the future of the town, looking out to the year 2050. Currently, the town is seeking out the community’s feedback about what new development should look like.

“Our current plan was adopted in 2018. Its horizon year was also 30 years ... however, we've already exceeded the population estimates that were done in our 2018 comprehensive plan. We knew that we needed some robust investigation into what the future would look like,” Page said.

Youngsville could exceed 20,000 people by 2050. That’s based on trends in line with other municipalities around Raleigh, according to an analysis.

“The pace of growth, disruption of existing natural areas and development patterns will be a function both of market demand and local growth management decisions,” it reads.

WRAL asked Page how the town can balance its boom in population and new developments and the small town history.

Page said the downtown area is one that both town leaders and developers have their eyes on.

"One of the things we're finding is folks really love to be able to walk through a place, stroll through a place, and really experience a place. We're not going to try to be North Hills; we're not downtown Raleigh,” he said. “What [community feedback] said was new construction to fit into what's already there."

She said the decision to grow her business there just felt right.

"It's been crazy," she said. "It's been incredible, though. You can really tell a big difference. I've lived in Youngsville for 11 years, and I never came downtown. Who would've thought I would end up downtown with my business? It's a fun little town now. Years ago, I wouldn't have said that."

Page says he expects a new plan with policy recommendations and a map to be presented to the commissioners in the fall.

While Page said he can't predict the future, it’s important to plan for the growth while still keeping Youngsville’s charm.

YOUNGSVILLE, N.C. (WNCN) — A new indoor-shooting range in Youngsville is gaining attention after recently opening its doors.

“The range needs to feel open and it needs to feel friendly to welcome everybody — that’s not something we see across this industry,” said Kurt Lieberman.

Liberman, the president and owner of Youngsville Gun Club & Range and Tar River Arms, said after a year of construction, they opened the facility to the community on Franklin Park Drive. He said the shooting range is open to all ages but it is unlike what people might have experienced before.

“It is very unique and it’s different. It’s the only place in North Carolina that has digital live-fire targets,” said Lieberman.

The owner of the club added, “Everyone’s been asking us, does it use real guns? Yes, it’s using real firearms and ammo and what it’s using is heat.”

Lieberman said the facility is using cutting-edge gun range technology that can display digital targets and track where a bullet hits infrared cameras. It can be used to inform users to make better decisions and correct how they’re using the firearm.

“Safety before entertainment is what we’re all about. And that’s what is one of my missions is there are lot of firearms and people with firearms. When Tar River Arms was by itself, we were selling a lot of firearms but were frustrated because we weren’t able to train them after,” said Lieberman. The owner of the club said people can now buy, rent and practice with their firearms all under one roof.

For Michael Nordozzi, a veteran who traveled from Rolesville, using the shooting range is an opportunity to spend time with his son.

After a few minutes of practice, Nordozzi laughed, “He seems to be doing really well — better than me!” The father said it was his son’s second time using a firearm.

He added, “I think that a lot of it has to do with the people who are here, they are really professional… I think it’s the family environment and the education to shooting safely.”

In addition to 20 shooting lanes, the club also includes two classrooms that are used for gun safety education, a VIP room, and a simulator that can be used for anything from golf to target practice. Staff said they even have simulator training for law enforcement.

“We’ve got some excellent trainers, 30-year military veterans, those type of folks that really know what they’re doing. They’ll help anybody who is willing to learn from the basic to the most seasoned,” said Lieberman. He said trainers can help teach everything from the basics to hunting and even self-defense.

While recent events have created controversy for the sport, Lieberman said he hopes to change that and wishes to highlight the importance of education.

He said, “It’s a right of every American citizen… One of the biggest fears that I have — before I got into all of this — was not my kids because I trained my kids how to use firearms. That training aspect of it is important whether you have a gun or not because they are going to go to places that do, and to understand how they pick it up, not to pick it up…. All that stuff is important.”

Lieberman said they hope to make the sport more inclusive and offer memberships starting at $35/month. The owner also said anyone who wishes to use a firearm at the indoor range must be at least 10 years old.

A development company out of Raleigh is targeting Franklin County for a new housing community.

ARS Development purchased 64.41 acres in Youngsville for $5.7 million, according to a deed filed Feb. 17. The purchase price comes out to about $88,500 an acre and the land sits near the intersection of U.S. Highway 1 and N.C. Highway 96 West behind a Food Lion-anchored shopping center.

On the land, ARS is planning to develop a housing community with 434 new residences, said Hampton Smith, president of the company.

Those new residences are comprised of Wrenn apartments (72 garden-style apartments), Wrenn Villas (179 townhomes) and Wrenn Farms (183 townhomes).

ARS purchased the land from members of the Wrenn family.

Smith said the plan is to partner with NVR Inc. (NYSE: NVR), the parent company of Ryan Homes, on the townhome portion of the project. A general contractor is still being sought for the apartments.

The first townhome lots and apartment building are expected to be delivered by summer 2024. The projected price range for the townhomes is the upper $200,000s to mid $300,000s, Smith said.

"This site proximity to U.S. 1 and short drive to Raleigh was very appealing when looking from a commuter's perspective, as well as the growing downtown scene of Youngsville that will provide residents with dining and entertainment," Smith said.

ARS has been developing land around the Greater Triangle since 2020, working on projects in Youngsville, Durham and Garner. The main focus of the company has been single-family residential development, but Smith said the company is looking to do more mixed-use communities such as this one in Franklin County.

Another managing member of the company is Alisa Smith – the wife of Fred Smith III, who goes by Jule and is CEO of Construction Partners Inc.

The Youngsville area of Franklin County is attracting major interest from homebuilders. This week, the Youngsville Town Council is considering an annexation request for 362 acres that developers want to turn into a huge new subdivision with 1,088 single-family homes and townhomes.
