NAPOLEON, Ohio — Officials in Napoleon and Henry County hope to attract more new businesses to the area with the region's newest "spec building."

Elected officials and Henry County community leaders gathered Tuesday to mark the beginning of construction for a new, $6.5 million 150,000-square-foot building that they hope will be filled with new employers once it is complete.

Five years ago the city's first spec building was quickly occupied by JAC products, creating hundreds of new jobs in the area.

Local officials said building speculatively -- before a user is even in the picture -- gives the region an advantage because the building and other infrastructure is ready.

"So when we get these projects leads on what a business or a site selector might be looking for, we're one step ahead of them by having this building ready and available." said Jennifer Arps, executive director of the Henry County Community Improvement Corporation.

And along with having the building and infrastructure in place, leaders are expecting this new building to be filled quickly with such close proximity to US 24.

"Obviously the three most important things in real estate: location, location, location. And we have that right here just off of 24. Easy on, easy off. We're really looking forward to it," Napoleon Mayor Jason Maassel said.

"For Napoleon, we're lucky because you can be one hour to Fort Wayne, Indiana, or an hour to downtown Toledo, Ohio," Arps said. "And of course that connects you throughout the U.S.. So, this is really a nice little gem of an industrial park right here with easy access."

Keller Logistics, which is expanding their operations from logistics services into real estate development, paid for the building.

CEO Bryan Keller hopes making investments like these back into the community and region can help continue to grow the area's economy.

"To build a foundation for ourselves and the community of these industrial buildings that bring jobs to northwest Ohio," Keller said. "We look at is as an investment in the area just to grow the region."

Construction is expected to be completed by mid 2023. Keller said the building could be built to suit if interested parties begin the process now.

"The best location to view it from is the roundabout, although there is not anywhere to pull over and get a proper look. Overall it was a fairly underwhelming sight, and so if you are passing through Napoleon it might be worth a drive by, but I wouldn't go out of my way to visit the Giant Can."

If you're going north on state highway 110 (also called East Maumee) from Perry Street you will go a little further north past the entrance to the visitor parking lot, and you will see it shortly after on your right side. If you get to Country Road 12, you passed it. It will not take you long to get from U.S. 24. If you enter Napoleon on Industrial Dr from U.S. 24, and the trees are bare, you'll be able to see the can through the trees across the Maumee River

NAPOLEON, Ohio (WTVG) - Non-profit organizations are suing Campbell’s Soup Supply Company for allegedly polluting the Maumee River.

Environment Ohio and Lake Erie Waterkeeper filed a lawsuit Wednesday alleging the company committed thousands of violations of the Clean Water Act at its Napoleon canning factory. The groups say the company has been illegally discharging wastewater into the Maumee River for years that flows downstream to Lake Erie, according to a statement from the the groups suing the company.

The lawsuit claims Campbell’s routinely discharges wastewater with “illegally high” levels of phosphorous, a chemical that can contribute to algal blooms, as well as E. coli and other pollutants.

“Western Lake Erie is plagued annually by toxic algal blooms, and pollution flowing into the lake from the Maumee River is a primary culprit,” said Sandy Bihn, who serves as Lake Erie Waterkeeper. “Campbell Soup’s persistent violations of its legally mandated limits on discharges of phosphorous and other organic pollutants are only making the problem worse.”

A statement from the groups said the DOJ filed its own lawsuit over the same alleged violations and expect the two lawsuits will be consolidated to a single case. It also said negotiators from the groups, the federal government and Campbell Soup began meeting with intentions of reaching a settlement after the groups sent a notice of intent to sue last year. They expect negotiations will continue despite the lawsuit.

“We take this matter very seriously,” a statement from a Campbell’s spokesperson said. “We will continue to take immediate action to address this and have capital investments planned to resolve this issue permanently. We will continue to work with regulators and other stakeholders to improve our operations and comply with all environmental regulations.”

The Campbell’s spokesperson said the company retained an expert engineering firm to put short-term and long-term fixes in place to improve wastewater treatment at the Napoleon facility and that it is committed to implementing a permanent resolution.

March 20 (Reuters) - The U.S. Department of Justice on Wednesday sued Campbell Soup (CPB.N), opens new tab, alleging the company's plant in northwestern Ohio has for years illegally released too much bacteria, phosphorous and other contaminants into a river that feeds into Lake Erie.

The U.S. government said in its lawsuit filed in Toledo federal court that since 2018 the company has violated pollution limits set out in its permits thousands of times at its soup and beverage production plant in Napoleon, Ohio, which is one of the company's largest facilities in North America.

Under the federal Clean Water Act, facilities are required to obtain permits before discharging pollutants into U.S. waterways in order to ensure that water quality standards are met.

The lawsuit, brought on behalf of the U.S. Environmental Protection Agency was filed hours after two environmental groups filed their own lawsuit in the same court making similar claims. It said wastewater containing E. coli, phosphorous and other contaminants is discharged directly from outfalls at the plant into the Maumee River or its tributaries and contributes to dangerous algae blooms downstream in Lake Erie.

The environmental groups, Environment America and Lake Erie Waterkeeper, said in their lawsuit that the contamination also makes things like recreational boating and fishing in the river unsafe for people.

The lawsuits, which are likely to be consolidated, are asking the court to force the company to upgrade the plant's wastewater treatment facility, and for fines for more than 5,000 violations. The permit violations can carry penalties as high as $64,618 each.

A spokesperson for Campbell Soup said in a statement that the company takes the concerns very seriously and is acting to permanently resolve the concerns. The spokesperson said the company has and will continue to work with regulators and other stakeholders to improve operations at the plant and comply with environmental regulations.

The facility in Napoleon is roughly 50 miles upstream from Toledo and Lake Erie, and includes what the company has called a “city-size water treatment plant.”

E. coli can cause severe abdominal cramps, vomiting and even death when ingested by humans, and can be found in undercooked meat products, raw dairy and vegetables. Phosphorus is a naturally occurring nutrient that can be found in fruits and vegetables, but can feed dangerous algae blooms if present at too high a concentration in water.

Other contaminants allegedly discharged at rates that exceed the plant’s permits include oil and grease, dissolved oxygen and nitrogen, according to the lawsuits.

Joshua Kratka, an attorney for the environmental groups, said the plant sits along a stretch of river near numerous cattle farms, which also discharge phosphorous and other chemicals into the waterway. Kratka said the company is not solely responsible for the river's contamination, but that it is a “major source.”

The cases are United States v. Campbell Soup Supply Co and Environment America v. Campbell Soup Supply Co, both in the U.S. District Court for the Northern District of Ohio, Nos. 3:24-cv-00523 and 3:24-cv-00515.

The Ohio High School Athletic Association playoffs began Friday night with 448 teams vying for a state championship across seven divisions, with 64 teams in each divisions broken into 16 teams per region.

In Division IV, the 14 of the 16 top four seeds in each region - Canton South, Lake Catholic, Poland Seminary, West Branch, Perkins, Glenville, Shelby, West Holmes, Steubenville, Sheridan, Bishop Hartley, Clinton-Massie, Taft and Archbishop Alter all advanced to the next round with home wins and will host again in the second round.

Meanwhile, No. 13 Indian Valley upset No. 4 Logan Elm in Region 15 and No. 15 Urbana defeated No. 2 Unioto in Region 16.

Napoleon, the No. 10 seed in Region 14, scored 20 straight points to take a 34-12 lead early in the third quarter and then added a touchdown late to ice the game.

The lower seed never trailed and will now play No. 2 Glenville, the defending Division IV state champions, in the second round.

Indian Valley 48, Logan Elm 27

Grady Kinsey ruched for three touchdowns and Kolten Thomas ran for a pair of scores as Indian Valley, the No. 13 seed in Region 15, scored a road upset win.

Indian Valley never trailed in the game and took a 28-7 lead into the half before extending it to 35-7 in the third quarter.

Indian Valley will be back on the road in the second round for a game against No. 5 Bishop Ready.

Urbana 56, Unioto 21

Austin Hill ran for four touchdowns and Will Donahue threw three touchdown passes as Urbana, the No. 15 seed in Region 16, upset No. 2 seed Unioto.

Urbana scored the first two touchdowns of the game but Unioto was able to tie the game by the end of the first quarter.

And then Urbana ran off 35 straight points to pull away to set up a game against No. 7 Shawnee in the second round.
