RANCHO CORDOVA, Calif. —Residents of a neighborhood in Rancho Cordova are fed up and fearful after they said thieves have broken into mailboxes.People who live in the Anatolia community said the issue has gone on for months. RANCHO CORDOVA, Calif. —

Residents of a neighborhood in Rancho Cordova are fed up and fearful after they said thieves have broken into mailboxes.

People who live in the Anatolia community said the issue has gone on for months. One woman, who only wanted to be identified as Jennifer, said thieves broke into the cluster mailbox on her street in May and took her new credit card.

“Whoever stole my card and ended up with it was on a two-day spending spree,” Jennifer said. “They went to Burger King. They went to a liquor store. They went to T.J. Maxx. So, it was about $4,200.”

Jennifer said this is not just happening to her mailbox or just to mailboxes in her area. She said it is happening all across Anatolia, and she said the break-ins are becoming more frequent.

“Every other night, the mailboxes are getting broken into,” Jennifer said.

Christyne Mills, who lives on the other side of Anatolia, said she was a recent victim. She said in early November, thieves stole her mail, which included important medical documents.

“There are certain areas in here that are getting hit really hard, and my mailbox is one of them,” Mills said. “It’s very scary, and it’s very frustrating that honest people can’t even have mail come to their house.”

Mills said in October, she spotted who she believes could be the people responsible for the thefts. She took photos and sent them to the authorities.

Both women brought their stories and their concerns to the U.S. Postal Inspection Service but said that officials are not doing enough to address the issue.

“It’s so frustrating that it doesn’t seem like anything is being done,” Mills said.

Jennifer added, “I’m not sure what the answer is, whether it be re-keying all the mailboxes or a mailbox that’s more high-tech or something, but definitely we need help. It seems like nobody is wanting to help us.”

KCRA 3 reached out to the U.S. Postal Inspection Service multiple times to learn if the alleged mail thefts in the Anatolia community were being investigated, but as of Thursday night, there was no response from officials.

Rancho Cordova Vice Mayor and Mayor-Elect David Sander has been sworn in as President of the National League of Cities. The ceremony took place during NLC’s City Summit 2023.

Sander most recently served as NLC’s First Vice Mayor. He has been part of Rancho Cordova’s city council since incorporation in 2003.

Sander is a Founder and Past Chair of the Rancho Cordova 4th of July Committee, an active member and Past President of the Board of the Cordova Community Council, and a past Board Member of the Rancho Cordova Chamber of Commerce, past chair and board member of Regional Transit, Paratransit, the Friends of the Sacramento Library Board, the Cordova Community Planning Advisory Council (CORPAC), Sacramento County Airports Master Plan Commission, and the Sacramento County Sheriff’s Department’s Citizen’s Advisory Panel.

He has been recognized with several awards, including being named to the prestigious National Academy of Public Administration (NAPA) in 2012. Previously, he was named as the Sacramento Region’s Elected Official of the Year (2006). In 2002, he was named “Volunteer of Year” by both the Rancho Cordova Chamber of Commerce and the Cordova Community Council. He has been a delegate to the National Summit on Retirement Savings at the White House and was a member of the California State Franchise Tax Board’s Technical Advisory Committee. In 2001-02, he co-chaired a successful ballot measure (Rancho Cordova Kids First) that funded $49 million in school improvements in the city.

Sparkz, a company planning to manufacture batteries for electric vehicles, is in discussion about opening a battery plant at the former corporate headquarters of rocket manufacturer Aerojet Rocketdyne in Rancho Cordova.

Sparkz officials did not respond to email and phone requests for comment.

But the California Energy Commission is examining whether Sparkz can transfer two grants it gave Sparkz, one for $2.6 million in 2021 and another for $12.6 million in 2022, to manufacture the batteries at the Aerojet Rocketdyne site, commission Communications Director Lindsay Buckley said.

The grants were specifically for a manufacturing plant at the Sparkz corporate headquarters in Livermore, she said.

That has all changed.

“We are aware of the Rancho location and aware that’s where they want to site the location,” said Buckley of the company’s change in plans.

Energy staff are in negotiation with the company on moving the grants for Sparkz to use at Rancho Cordova, Buckley said. The grants are on hold because of the potential change in location.

Buckley said the grants are given competitively, taking into consideration factors such as the number of jobs created in a community.

Given those factors, she said a change in location means a new review.

Buckley could not provide the details as to when the review would be complete.

Separately, Sacramento County Planning officials have said that they have no objections to the location of the battery manufacturing plant at the Aerojet Rocketdyne site.

Rocket maker Aerojet Rocketdyne moved its corporate headquarters to Southern California in 2016.

Sacramento County spokesman Kenneth Casparis said Sparkz officials met with county planning officials in June to determine if their plans to locate a battery manufacturing plant met area zoning requirements.

The answer was yes.

County Planning Director Todd Smith in a June 22 letter to Sparkz Chief of Staff Abby Smith said that a lithium manufacturing plant is permitted and is not subject to an environmental review.

The letter, released by Casparis to the Bee, details that Sparkz wants to build an approximately 850,000-square-foot plant and plans to employ 850 to 1,000 persons.

The letter does not detail a timeline for the Sparkz plan.

On Nov. 9, the Sacramento Business Journal quoted Sparkz CEO Sanjiv Malhotra as saying that Sparkz hopes to sign a lease with an option to purchase the old corporate headquarters of Aerojet Rocketdyne in the coming weeks.

He said Sparkz plans to spend $1 billion to convert the site to a battery plant.

It’s unclear if Sparkz has signed up any vehicle manufacturers for the batteries it plans to manufacture.

Aerojet Rocketdyne had employed around 1,600 employees when it announced it was leaving Rancho Cordova.

At its peak in the 1950s, the company had more than 30,000 employees at its Sacramento County facilities.

A startup making batteries for electric vehicles is looking at moving into the vacant buildings at Aerojet Rocketdyne’s former headquarters campus in Rancho Cordova.

Eventually, Livermore-based Sparkz Inc. hopes to build 1.5 million square feet of office and manufacturing space at the 60-acre former aerospace site, CEO Sanjiv Malhotra confirmed to the Business Journal Wednesday. The company plans to lease the property, under an agreement that includes an option to purchase it. Sparkz has signed a letter of intent, and plans to close on the lease-to-purchase agreement in the coming weeks.

Ultimately, Malhotra said Sparkz plans to have 1,100 employees working out of the site, and invest up to $1 billion in bringing the facility fully online.

“This is going to be Sparkz’s main facility in the United States,” Malhotra said.

Sparkz will be taking four of Aerojet’s former buildings, and some empty land where Sparkz can expand in the future.

"These are very sturdy buildings, given that Aerojet had been doing some hardcore manufacturing," Malhotra said. "The buildings satisfied a lot of our needs in terms of being very robust structures."

The missile and rocket propulsion company Aerojet was based in Rancho Cordova until 2016, when it announced plans to move its headquarters to El Segundo. At the time, it was the largest publicly traded company based in the Sacramento region, with about 1,600 employees here. Since then, Aerojet has also moved manufacturing operations to other parts of the country. Aerojet was ultimately acquired by Melbourne, Florida-based L3Harris Technologies Inc. (NYSE: LHX) in a deal that was completed in July.

As Aerojet has moved operations out of the Sacramento area, the future of its former headquarters, as well as many of the thousands of acres of nearby land it owned and used for testing rockets, has been unclear. L3Harris representatives declined to comment on the potential new tenant.

“We lost a rocket-maker and replaced it with a company that’s going to help save the planet," said Barry Broome, CEO of the Greater Sacramento Economic Council. "It’s a nice pivot."

Broome said GSEC has been working with Sparkz for a few years to bring the company to the Sacramento region.

“Obviously, we were thrilled that they were taking down that much space,” Broome said.

He said the Sparkz facility will replace the high-paying jobs that were lost when Aerojet left, and also help build the region’s reputation as a zero-emissions vehicle hub.

“Now it has a chance to be a catalyst for changing the economy, and it has a chance to be a catalyst for changing the environment, too,” Broome said.

He acknowledged, however, that Sparkz's plans are high-risk, given the high upfront capital costs of building a facility like the one Sparkz wants to develop.

“These things can become Tesla, or they can become a bloody nose,” he said.

But, he thinks Sparkz has the credentials to see it through.

“It’s a big bet, but a good bet that there’s a big chance that they will be wildly successful,” Broome said.

Malhotra said Sparkz plans to start pilot-scale production out of the facility next year.

It's starting off by building a workforce development center in an existing 50,000-square-foot space, with classrooms and an actual production line.

“We’ve set up a very detailed workforce training protocol,” Malhotra said.

Scale production could start for manufacturing the battery material components in 2025. By 2026, the company plans to scale up manufacturing of the power cells as well. Eventually, the facility will produce full, completed batteries.

“We’re moving very quickly,” Malhotra said.

Currently, the U.S. relies heavily on material components from Asia to make EV batteries.

“This will be the first factory in the United States making the material,” Malhotra said.

He said the material components make up almost 80% of the cost of the batteries, and making them in the U.S., without costly cobalt, will reduce the cost of the batteries, as well as allow auto parts manufacturers to collect higher tax credits for domestic production. Sparkz's innovation is the development of lithium batteries without cobalt. Cobalt-free batteries are considered the next generation of EV batteries. Tesla Inc. (Nasdaq: TSLA) is already making some of its cars with cobalt-free batteries, and other major automakers are looking at following suit.

“This is going to help auto OEMs to be very competitive on the mass market,” Malhotra said.

Malhotra founded Sparkz in 2019, after leaving the U.S. Department of Energy, where he served as the inaugural director of the Clean Energy Investment Center. The company incubated in Tennessee and partnered early on with Oak Ridge National Laboratory in Tennessee on research and later licensed its technologies to produce lithium-ion batteries made without cobalt, that can be used in zero-emissions vehicles and for grid storage.

Last year, it opened its headquarters and pilot facility in Livermore, after getting support from the California Energy Commission. In total, Sparkz has received more than $15 million in grants from the CEC. Last year, it won a $5 million grant from the Governor’s Office of Business and Economic Development’s California Competes program for a full-scale facility. Although the CalCompetes program usually gives awards in the form of tax credits, last year it began giving grants to pre-revenue startups and other companies that wouldn't benefit from a tax credit. This year, the CalCompetes program is intending to give Sparkz a $11.2 million grant.

“The state of California has been very favorable to Sparkz,” Malhotra said.

He said the Sacramento region was also welcoming while the company was looking for a site for its full-scale plant.

“Our requirements were plentiful,” he said. “We need a lot of power, and we must have a sufficient amount of water, and we must have a building that was already built because that shortens the path to starting manufacturing.”

The Rancho Cordova site had all that, Malhotra said, and access to light rail, and a plentiful supply of skilled workers from before Aerojet's local manufacturing shut down.

“The city of Rancho Cordova, Sacramento County, folks from SMUD have all welcomed us with open arms,” he said.
