Trump will join a round table discussion at 1:10 p.m. that's also expected to including Gov. Greg Abbott, U.S. Sens. Ted Cruz and John Cornyn along with Kristi Noem, the secretary of Homeland Security, which oversees the Federal Emergency Management Agency (FEMA).

Noem has come under fire for implementing a new rule intended to stymie FEMA spending, which delayed the agency's deployment to the Texas Hill Country by several days. Cruz has also taken heat for inserting language into Trump's "Big, Beautiful Bill" slashing spending on weather forecasting, and for vacationing in Greece while the flood hit his home state.

Further, Abbott is fielding criticism saying at a Tuesday press conference that asking which officials share blame for the scope of the flooding tragedy is the "word choice of losers."

For his part, Trump has said he wants to "wean off [of] FEMA," ultimately closing down the agency.

Even though Texas is one of the biggest recipients of FEMA disaster-relief funding, Abbott is helping the White House phase out the agency. The Lone Star State received more than $7 billion in FEMA relief over the past decade, the Houston Chronicle reports. Only Florida and Louisiana got more.

Trump is expected to deliver remarks about the natural disaster before leaving Kerrville at 2:15 p.m. and returning to San Antonio to board Air Force One before his final departure.

A 67-year-old Texas man died while hiking at the Grand Canyon National Park amid extreme summer temperatures, according to a news release from the National Park Service (NPS) on Wednesday, July 9.

The Grand Canyon Regional Communications Center received a report of an unresponsive hiker on the South Kaibab Trail, below Cedar Ridge, around 11:50 a.m. on Tuesday, July 8. Bystanders immediately initiated CPR while NPS medical personnel and volunteers responded on foot, according to park officials.

Attempts to resuscitate the man were unsuccessful, NPS said.

The hiker, who was from Alvarado in North Texas, was attempting to reach the Colorado River for an overnight stay at Phantom Ranch, according to NPS. The hiker had turned around at Skeleton Point and was making his way back up the South Kaibab Trail when the medical incident occurred.

In the summer, officials said temperatures on exposed parts of the trail can exceed 120 degrees. The triple-digit temperatures can create extremely hazardous conditions for hikers. In addition to the heat, pre-existing medical conditions can compound physical stress, making summer hiking particularly risky, especially during the peak heat hours between10 a.m. and 4 p.m., NPS noted.

Park rangers advise against hiking in the inner canyon during those hours and urge all visitors to take extreme caution when planning hikes during the summer months.

NPS is working with the Coconino County Medical Examiner to investigate the incident. The cause of death and the hiker's identity have not been released as of Friday morning.

What's a New York native and former Los Angeles Laker doing in a Central Texas city? Finalizing plans for a future move — and a youth sports academy in development.

Two-time NBA champion and Kardashian ex Lamar Odom was spotted visiting several Killeen city leaders in early July amid plans in the works for the Lamar Odom Academy, a youth sports academy centered around basketball, e-sports and STEM programming, NBC affiliate KCEN reported on July 3. The academy is expected to serve children from kindergarten through 12th grade, with the hopes of keeping kids off the streets and helping them build up their educational and extracurricular skills.

The former Laker said he wanted to provide those resources for students, noting his own struggles with substance abuse, including a publicized overdose in 2015, KCEN reported.

As for why Killeen? He said he felt drawn to the community.

"I love it," Odom said in praise of the Central Texas city. "No offense to anyone, this is a Black city. So, me being a Black man, if I could have an imprint in that community, I'd be stupid and I'd be sinful not to do it."

While Odom hasn't solidified an official site for the academy, he said he's considering locations off State Highway 190 and State Highway 195. With the planned academy underway, he confirmed he's moving full-time to Killeen — and is poised to bring his reality TV past with him. Alongside the upcoming youth facility, Odom detailed plans for a Mayor of Killeen reality show, with the Killeen Daily Herald reporting the show title isn't just a tongue-in-cheek quip, but a potential mayoral run in the future.

"Odom hasn’t officially announced a run for mayor, but Amaris Hines, who has connections with Odom, said that was potentially a goal, remarking that they knew the mayoral election was coming up soon," Herald government report Kevin Limiti wrote in an Inside City Hall column on July 6. "If this is true, it is very interesting because, as a lot of people are aware, the city of Killeen typically has an abysmally low voter turnout. Based on that alone, it’s possible that Odom might actually win, based on name recognition alone."

Odom played in the NBA from 1999 to 2013, including with the Los Angeles Lakers from 2004-11. In that time span he won back-to-back NBA titles in 2009 and 2010 and was featured on the reality TV show Keeping up with the Kardashians from 2009 to 2016 during his marriage to Khloe Kardashian

The Federal Emergency Management Agency did not deploy search and rescue teams to the Texas Hill Country until Monday, more than 72 hours after the deadly floods, per CNN.

The big picture: The July Fourth flooding, which left at least 120 people dead, offers a first look into how FEMA could handle catastrophes as President Trump has pushed to dismantle the agency and put emergency response in the hands of states.

How it works: Homeland Security Secretary Kristi Noem, whose department oversees FEMA, recently enacted a rule that requires her personal permission on spending over $100,000, a measure aimed at saving costs, per CNN. She has vigorously defended the response in Texas.

By the numbers: By Monday night, there were 86 FEMA staffers in Texas, per CNN. That grew to 311 staffers by Tuesday night.

State of play: Spokespeople for Gov. Greg Abbott and the Texas Division of Emergency Management declined to answer questions from Axios this week about how many FEMA staff are on the ground in Central Texas and what they are doing. They instead referred inquiries to the federal agency, which did not respond to questions.

What they're saying: "FEMA is shifting from bloated, DC-centric dead weight to a lean, deployable disaster force that empowers state actors to provide relief for their citizens," per a Department of Homeland Security statement to Axios.

Flashback: In October, under the Biden administration, FEMA said it deployed more than 1,000 FEMA staff in North Carolina in response to Hurricane Helene, with more than 250 search and rescue personnel.

Between the lines: Trump signed an executive order in January aimed at revamping FEMA and has spoken about "getting rid of" it altogether.

What's next: Democratic U.S. Reps. Bennie Thompson (D-Miss.) and Julie Johnson (D-Texas) on Thursday requested a hearing to learn more about the federal government's response to the flooding.
