LOS ANGELES, CA — The Los Angeles City Council voted 10-2 Tuesday to advance a proposal extending protections under its 2024 Fair Work Week Ordinance to fast-food workers, including predictable work schedules and paid labor-rights training.
The council instructed city attorneys to draft an ordinance extending the protections and directed relevant departments to develop and report back on a framework for a Know Your Rights training program.
Both items are expected to return to the City Council for a final vote before being implemented.
Council members John Lee and Traci Park voted against the matter.
"Right now corporations have all the power and they're using it to make record profits at the expense of working people," City Councilman Hugo Soto-Martinez, who introduced the proposal alongside Councilman Curren Price in 2024, said. "This is about leveling the playing field and making sure workers have the information, the protections and the power to stand up for themselves on the job."
The proposal aims to extend protections under the city's 2024 Fair Work Week Ordinance to fast-food workers. The ordinance requires large retailers to provide employees with their work schedules at least two weeks in advance and give workers at least 10 hours' rest between shifts or provide extra pay.
Fast-food workers would be able to better plan around their work schedules. Additionally, the Fast Food Fair Work Week ordinance would establish an annual six-hour paid, in-person or virtual Know Your Rights training covering wage and hour laws, Fair Work Week protections, worker misclassification, meal and rest breaks, and workers' rights under the California Fast Food Council, among other topics.
Several fast-food workers attended Tuesday's City Council meeting to express support for the proposal. Among them was Silvia Galvez, an LA Yum Yum Donuts worker and member of the California Fast Food Workers Union.
"Getting a more stable schedule means real stability for fast food workers and our families," Galvez said. "We are happy to see this measure move one step closer to the win we need, and we will keep fighting to ensure LA's 50,000-plus workers also secure the in-person `Know Your Rights' training that will give us the tools we need to protect ourselves on the job."
The Koreatown Immigrant Workers Alliance, the Alliance of Californians for Community Empowerment Action, Unite Here Local 11, Move LA and other organizations supported the proposal.
The California Restaurant Association and some local restaurant owners opposed the proposal, arguing the requirements would impose additional costs on businesses.
In a letter to the City Council, the association said the proposed ordinance would create duplicative and costly requirements.
"California already has some of the most extensive workplace rights notices and training on topics such as workplace violence, sexual harassment, health and safety, food safety, and other workplace rights. By mandating rights training by groups that are not neutral parties, the (proposed law) would not only duplicate existing law but also force neighborhood restaurants to pay thousands of dollars so groups with ulterior motives can hold team members as a captive audience."
"This is especially inappropriate considering that it would raise operating expenses dramatically, and since the $20 fast food minimum wage took effect, more than 1,150 restaurants have shut down in the City of Los Angeles," the association wrote in its letter.
The association also argued the mandated six-hour training would give third parties access to workers' data amid heightened fears of immigration enforcement.
Juan Carlos Copeland, who owns fast-food restaurants in LA and employs more than 200 workers, urged the City Council to oppose the ordinance.
"The state's minimum wage law has already forced me to cut hours and eliminate positions just to keep my doors open. These decisions hurt both my employees and the customers," Copeland said. "This ordinance adds more weight onto businesses that are already struggling to survive."
A report commissioned by McDonald's and compiled by Beacon Economics and Pepperdine University found that about 70.6% of some 1,200 workers surveyed opposed the proposed paid training, while 29.4% supported it.
The survey also found that most workers preferred shorter training formats and flexible and online training options.
According to Soto-Martinez's office, fast-food workers are among the city's most vulnerable low-wage workers, facing unpredictable schedules, wage theft, unsafe working conditions and a lack of knowledge about their workplace rights.
Research cited by his office from Harvard, Northwestern University, UCLA and UC Berkeley found the fast-food industry is among the "most toxic" sectors in L.A., with about 91% of California fast-food workers experiencing at least one type of labor violation and 88% not knowing their workplace rights.
Households with fast-food workers are also twice as likely to fall below the federal poverty line, according to a 2021 report published by the UCLA and UC Berkeley labor centers.

Coastal communities across Southern California on Wednesday continued to assess astounding damage from powerful surf and coastal erosion generated by Tropical Storm Marie, which forced evacuations and damaged or threatened homes, including one owned by actor Nicolas Cage.
The storm’s large south swell battered beaches, seawalls and oceanfront properties this week, stripping away sand berms and undermining coastal infrastructure in several communities. The dramatic toll is a prelude to the winter battering the California coast is expected to face as a super El Niño takes shape.
Although the swell from Marie was subsiding Wednesday, the National Weather Service warned that coastal impacts could continue through Thursday, particularly around evening high tides.
“Expect continued beach erosion, flooded sandy beach areas, bike paths, and parking lots, as well as low-lying roads,” the National Weather Service warned.
A beach hazards statement remained in effect through Thursday evening for portions of the Los Angeles County coast, where dangerous rip currents and lingering southerly swell were expected. A coastal flood advisory remains in effect for Orange and San Diego counties through Wednesday night.
In Malibu, pounding waves opened a massive sinkhole at Cage's beachfront property along Sea Level Drive, prompting the city to declare a local emergency Tuesday. The waves also ruptured a gas main, prompting Southern California Gas Co. crews to shut off service.
An evacuation order remained in effect Wednesday along Sea Level Drive as officials warned that high tides and rain associated with Marie, formerly a hurricane, could further destabilize the area.
The private beachfront road was closed as city building officials and SoCal Gas assessed the damage. Five homes were red-tagged, barring entry, officials said.
Malibu officials said they were also monitoring erosion near Pacific Coast Highway in the Palisades Fire burn area and at Westward Beach as strong waves and high tides continued to affect the shoreline.
Farther south, the surf inflicted even more extensive damage along Beach Road in Dana Point's Capistrano Bay District.
Eight homes there have been deemed uninhabitable and three others were yellow-tagged, which means access to them has been restricted, as of 10:50 p.m. One home partially collapsed into the ocean.
Truckloads of boulders were being placed along the shoreline Wednesday in an emergency effort to protect the remaining structures.
“As of now, the city will continue to collaborate with the Capistrano Bay District community in a support role,” Dana Point city spokesperson Jessica Spaulding told Patch, noting that the city is neither the property owner nor the agency responsible for emergency coastal permits.
“In the meantime, the interim emergency work currently underway includes installation of a boulder revetment behind the homes to protect them from wave action,” Spaulding said.
Orange County Board of Supervisors Vice Chair Katrina Foley visited the area Tuesday and said homes with piers appeared to be faring better than older structures built directly on the sand.
“Those homes built on the sand in the 1950s — those homes are just trashed,” Foley said. “One house was completely demolished.”
Foley said the destruction underscored the need for long-term beach replenishment projects that could create a wider buffer between homes and breaking waves.
Residents described the damage in stark terms.
Donal Russell, general manager of the Capistrano Bay District, called the situation “a disaster."
“We’re playing chase, which is the worst way to deal with the situation,” Russell told the Orange County Register. “It kind of snuck up on us.”
In Long Beach, roughly 20 oceanfront homes along Seaside Walk between 63rd and 67th Place were placed under mandatory evacuation orders Monday evening after surf damaged the boardwalk and compromised a seawall.
Officials found cracked and damaged concrete around several homes and ordered residents out as a precaution while building inspectors evaluated whether erosion had threatened their structural integrity.
The Long Beach Post reported Tuesday that residents remained unable to return while inspections continued and the boardwalk was closed to pedestrians.
Waves had removed much of the sand that normally shields the Peninsula homes, leaving about a 15-foot drop from the boardwalk to exposed rocks at low tide, according to the publication.
The loss of sand and damage to the seawall raised concerns that water could move beneath the boardwalk and erode soil supporting nearby homes.
Dennis Poulsen, who built his beachfront home in 2005, told the Long Beach Post he had never seen the back side of the seawall exposed before.
“It just has no muscle left to fight,” Poulsen told the publication.
NBC Los Angeles reported that at least 12 garages were damaged while crews inspected homes for structural problems and soil erosion.
The Los Angeles Times reported that protective sand berms had been washed away and concrete slabs between some homes were cracking or buckling, with some fissures extending toward or beneath homes.
Resident Paula Attina told ABC 7 that the force of the waves caused her house to shake.
“The entire house — it feels like an earthquake,” Attina told the station.
“We just hope we will still have a house at the end of this,” she said.
Long Beach Assistant Fire Chief Jake Heflin told reporters that water was already reaching the boardwalk before high tide, calling the conditions serious. He said sand carried inland by the surf also entered storm drains and quickly overwhelmed them, contributing to localized street flooding.
Metrolink said tracks between Laguna Niguel/Mission Viejo and Oceanside remain closed because of high tides and hazardous conditions along the coastal rail corridor.
Orange County and Inland Empire-Orange County Line trains are continuing to begin and end service at the Laguna Niguel/Mission Viejo Station, with no confirmed timeline for when the tracks will reopen.
High tides are expected to persist through Thursday, Sept. 10, according to the agency.
The South Orange County rail corridor has repeatedly faced service disruptions in recent years because of coastal erosion, landslides and other instability along the bluffs and shoreline.
The coastal damage comes as experts have warned that Southern California could face heightened erosion and flooding risks in the coming months.
Patch reported last month that a strengthening El Niño is expected to push already elevated sea levels even higher along the California coast this fall and winter. Scripps Institution of Oceanography scientist Mark Merrifield said California could experience some of the highest sea levels ever recorded along the coast during the event.
Signs of erosion were already emerging before Marie arrived. Earlier this month, part of Point Dume Beach in Malibu was closed after high tides and large swells created unstable bluff edges and steep drop-offs.
The latest damage in Malibu, Dana Point and Long Beach has now provided a more immediate example of what powerful surf can do when waves reach homes, roads and other infrastructure built close to the shoreline.

The formerly nightlife-loving Los Angeles area city has recently endured a brutal wave of beloved spots closing — and now it’s been revealed that last call has officially been set for one of WeHo’s most high profile addresses, Employees Only LA.
The moody cocktail bar and restaurant, which brought a taste of NYC after dark to Santa Monica Blvd. and attracted plenty of celebrities, announced it will permanently close on Sept. 27, ending nearly a decade of service.
The shock announcement dropped over the holiday, via the bar’s social media.
Owners thanked staffers and customers for helping turn the dimly-lit haunt into a local fixture.
“From behind the bar and in the kitchen to the floor and the many familiar faces who came back again and again, each of you helped make this place what it became,” the post read.
“We’re incredibly grateful for the people who worked alongside us, supported us, celebrated with us, and brought so much life and joy into this space. There are countless memories within these walls, and even more people we’re thankful to have shared them with.”
No reason was given for the closure. An representative declined to comment further when contacted by the California Post.
The Left Coast outpost of the long-running Manhattan bar opened in April 2018 as an art-deco inspired den decked out in dark wood and banquettes, plus a speakeasy-inspired space called Henry’s Room in the back, hidden behind a secret panel.
It wasn’t all that difficult to run into a famous person at the bar, but an added part of the Employees Only LA appeal was its location directly next door to A-lister magnet Delilah — a chic supper club where Drake, Kendall Jenner, and Justin and Hailey Bieber have all been spotted partying over the years.
Combined, the block became a fertile hunting ground for paparazzi and A-list people watching.
News of the impending demise caught longtime fans off guard — with some seeing the closure as an ominous sign for the area’s battered nightlife and restaurant scene.
“West Hollywood in a death spiral,” one commenter declared on Instagram.
“This is awful,” another wrote, while someone else lamented: “So many bars have closed this years it’s absurd.”
Recent high-profile closures in the city include The Belmont bar, the train-themed Electric Owl and long-running seafood hotspot Connie & Ted’s.
Others pointed fingers at the increasingly expensive economics of doing business in WeHo.
Even Craig’s — the nearby celeb-studded restaurant on Melrose — chimed into the debate after a local reporter also announced the Employees Only closure on Instagram.
