LIBERTY, S.C. (FOX Carolina) - Multiple topics were brought up during the city of Liberty Planning Commission meeting on Tuesday night, including a controversial rezoning request originally on the agenda that was later taken back by the applicant.
“On a scale of one to ten, I think it’s a nine that (everyone’s) concerned,” said Ricky Fowler.
Fowler’s property touches 175 Airport Road, a little more than 12 acres zoned industrial that a rezoning applicant wanted changed to residential. Planning commission members say the application was withdrawn on Tuesday morning. Fowler says he and his neighbors weren’t given what they felt was proper notice about the rezoning request in the first place.
“I think they’re trying to rush things through,” said Fowler.
The area was annexed by the city of Liberty from Pickens County earlier this year. Annexation is a topic of worry for Pickens County Councilman Roy Costner, who represents the Liberty district and attended the meeting.
“You’ve got to plan on all of those things that are going to affect that development. If you don’t, it’s going to wind up costing the taxpayers or the constituents a lot of money. I mean it could be incredible amounts of money,” he said.
Another item on the agenda was the city’s comprehensive plan, which hasn’t been updated in over a decade.
“My concern was since they haven’t looked at it in ten years, we may need to make sure we’re aligned in our thinking,” explained Costner.
South Carolina law states a city’s comprehensive plan must be updated at least every 10 years. Planning Commission Chair Bo McDonald says it will take about six months to update.
“We have to figure it out. We have to plan for it. What do we want Liberty to be? So we don’t end up like some other cities that don’t plan for growth, and it’s just a mismatch of everything, and you end up with meetings like we had tonight of people who don’t know what’s going on,” he said.

Liberty third baseman Cam Foster hit his first two home runs of the season and had three RBI, while Aidan Sweatt and Brian McClellin each hit their first home run of the year in the contest. NEW DELHI: Keeping an accused in custody without trial is akin to detention which hampers liberty, the Supreme Court said on Wednesday while deprecating the Enforcement Directorate's (ED) practice of filing supplementary chargesheets in money laundering cases to defeat the accused's right of getting default bail.
A bench of Justices Sanjiv Khanna and Dipankar Datta took exception to the ED filing four supplementary chargesheets, the latest on March 1, 2024, in a money laundering case arising from alleged illegal mining in Jharkhand.
The top court was hearing the default bail plea of Prem Prakash, an alleged associate of former Jharkhand chief minister Hemant Soren.
Prakash was arrested in August, 2022 after raids during which two AK-47 rifles, 60 live rounds and two magazines were claimed to have been found at his home in Ranchi. He was booked for the offences of money laundering and under the Arms Act.
The bench told Additional Solicitor General SV Raju, appearing for the ED, about the investigation in the case still continuing despite four supplementary chargesheets having been filed.
"We are putting you (ED) on notice. (Under the law) You cannot arrest a person without the investigation in the case being complete. A person cannot be put in custody without the commencement of trial. It is akin to detention and affects the liberty of an individual. In some cases, we have to settle this issue," the bench told Raju.
Justice Khanna said an accused cannot be denied the benefit of default bail by filing supplementary chargesheets.
"The whole object of default bail is that you do not arrest until investigation is complete. You cannot say that a trial will not commence unless the investigation in the case is complete. You cannot keep on filing supplementary chargesheets and keep the person in jail without trial," he said.
Justice Khanna said the petitioner has been behind bars for 18 months and supplementary chargesheets are being filed one after the other, which is eventually delaying the trial.
"This is what is bothering us. Trial has to begin when you arrest an accused. You cannot deny the benefit of default bail for delayed commencement of trial. Default bail is a right of the accused and it cannot be denied by filing supplementary chargesheet," Justice Khanna said. He said even section 45 of PMLA does not bar the grant of bail on grounds of long incarceration.
"We have held this in the Manish Sisodia case (Delhi excise policy scam case), if there is long incarceration and undue delay in commencement of trial, the court can grant bail. Section 45 does not bar grant of bail because this right flows from Article 21 (protection of life and personal liberty) of the Constitution," Justice Khanna said.
The bench posed various questions to Raju, who sought a month's time to respond to the queries, saying the accused is an influential person, and if released on bail, he may influence the witnesses and tamper with the evidence.
The top court asked Raju to respond to all questions put forth by the bench within a month and posted the matter for further hearing on April 29.
Advocate Siddharth Agarwal, appearing for Prakash, said when the initial FIR was lodged, his client's name was not there and no transaction had been found between him and the co-accused.
He said the statements of two crucial witnesses do not directly implicate him.
The top court directed the special PMLA court, where Prakash is being tried, to expedite the hearing.

“During this pivotal moment in Jersey City’s history, we are clearly making our mark in establishing Jersey City as a sought-after destination for transformative science and technology, and we welcome BioNJ as our newest partner on this front,” said Jersey City Mayor Steven Fulop, who also noted how grateful he was for the work of the JCEDC team and LSC President and CEO Paul Hoffman in making this partnership a reality.
“We look forward to welcoming BioNJ’s preeminent 2024 BioPartnering Conference to the Liberty Science Center and introducing attendees to SciTech Scity, the 30-acre innovation campus we are now building that will focus on home health care, biomedical science, planet care, and artificial intelligence (AI),” said Hoffman.
New Jersey Economic Development Authority (NJEDA) CEO Tim Sullivan said that Jersey City is quickly becoming a premier destination for inventive companies, which makes LSC the ideal location for this event.
“BioNJ’s annual BioPartnering Conference offers incredible opportunities to innovative New Jersey entrepreneurs and highlights the pioneering work of life sciences and technology companies in the state,” said Sullivan.
“BioNJ is honored to move this meeting to the Liberty Science Center which will allow us to showcase New Jersey’s innovative spirit and spotlight all that Jersey City, Liberty Science Center and SciTech Scity have to offer,” Hart added.
Also, this week, BioNJ announced details for another one of its marquee events – the Annual Dinner Meeting & Innovation Celebration, which will be held Feb. 8, 2024, at the Hilton East Brunswick.
At this year’s event, William Lewis, chair and CEO of Insmed, will be honored with the 2024 Dr. Sol J. Barer Award for Vision, Innovation, and Leadership. Named for the founder and former chairman and CEO of Celgene, and also a former BioNJ chairman, the distinction recognizes outstanding researchers and business leaders who have made significant contributions to the growth and prosperity of the life sciences industry in New Jersey and throughout the world.

Liberty Science Center (LSC) and Ernst & Young LLP (EY US) announced a new and expansive collaboration this week to transform health care in the United States.
As part of that partnership, EY US will assume the role of lead orchestrator of a unique interdisciplinary Healthcare Innovation Engine at SciTech Scity, the 30-acre “Science City of Tomorrow” innovation campus being developed by LSC adjacent to its main facility in Jersey City.
SciTech Scity aims to galvanize world-changing, scientific research, developing breakthrough technologies and catalyzing businesses that use science and technology to address humanity’s greatest challenges. The first $450 million phase of the project is scheduled to open in 2025 and 2026.
The project includes: Edge Works – a business creation hub; Scholars Village – residential housing available for the SciTech Scity community; Liberty Science Center High School – a new public magnet STEM high school for Jersey City and Hudson County; and Public Commons – a 5-acre outdoor park.
In its role as the leader of this new Healthcare Innovation Engine, which will start its work in advance of SciTech Scity’s physical opening, EY US will engage with a diverse group of stakeholders on the quest to find a more proactive, effective – and less expensive – approach to address the underlying causes of illnesses, to catch them early on, manage them more effectively and prevent them before they even arise.
In a press release announcing the collaboration, Paul Hoffman, president and CEO of LSC, who is spearheading the SciTech Scity project, said that the overwhelming driver of the enormous health care costs in the U.S. is “sickcare” — reactive, mostly hospital-based, point-in-time interventions and a challenge that is especially pronounced in Hudson County.
“We feel a strong shared responsibility to our community,” said Hoffman. “Everyone will benefit from the transformation of our current SICKcare system to a true HEALTHcare system that detects illnesses in their infancy, or prevents illnesses entirely, through cost-effective digital home health technology. But underserved neighborhoods that lack access to specialized medical care will benefit the most from health care that meets people where they live.
“SciTech Scity will work to foster the development and adoption of digital and home health technology,” he continued.

Hoffman said to advance that mission, LSC is building an ecosystem of diverse partners.
