Easton Area School Board set on 3.5% tax hike to support new high school, avoid deeper cuts

EASTON, Pa. — Easton Area School District residents may have to pinch some pennies for a prospective tax increase in the 2025-26 budget, but officials said the bump is much milder than it could have been.

The board pushed the $214,105,899 final General Fund Budget forward at Tuesday evening’s meeting with the 3.5% tax increase still standing.

But administrators and board members appeared pleased to make ends meet without dipping into the district's general fund.

“We need to have that extra money, so that the increases aren't going to be 4 percent or 5 percent or something. That’s why we’re doing it.”

The final budget is set for a vote at the board’s next meeting, set for June 25.

Schools Superintendent Tracy Piazza and board President Jodi Hess commended Chief Financial Officer Jack Trent on his work bridging the budget gap faced by the district, which originally showed a $7 million deficit.

At the same time, EASD has pursued plans for a new high school priced at $298 million, which raised concerns among some residents about more drastic tax increases.

Trent said the 3.5% overall increase includes just a bit over 1.5% to go to the surplus that ultimately will help fund the high school project via the bond purchasing process.

That figure amounts to $3.3 million for the high school.

Locking down the funds now is integral to keeping the district functioning while funding the new school, he said.

“We need to have that extra money, so that the increases aren't going to be 4 percent or 5 percent or something," Trent said. "That’s why we’re doing it.”

Trent said the district’s financial advisers pushed the concept to avoid more substantial spikes in the near future.

'Produce an even budget'

Overall, the increase is not as drastic as in some other Lehigh Valley school districts, some of which — such as Whitehall-Coplay — are facing increases of more than 5% to address deficits.

Hess said Trent and the advisers “hit the ground running,” and in a time of uncertainty when it comes to federal funding and material costs for capital projects made significant accomplishments.

“I’m not thrilled to be raising taxes," Hess said. "It’s not something we want to do, but I do definitely think that right now, it’s really important to take that extra money to be able to do the high school.

"I don’t think a lot of people understand the disrepair that [the old high school] is in, and the money that we’ve already put into that building. Over the last five to 10 years, we’ve put millions of dollars into it.”

She said roof repairs alone have reached about $5 million.

According to Piazza, the budget will be the first in many years for which the district has not had to dip into its general fund balance to bridge a budget gap.

“That was a promise that I made to the board when I was trying to limp my way through doing that," Piazza said. "And so Jack was able to pull that off with everybody else who had to contribute to that effort.

"And that's my expectation for the rest of my term here, is that we produce an even budget."

No expectation of unanimous vote

Piazza said she still does not expect a unanimous vote on the matter.

“There will be a few board members who say ‘no’ based on the tax increases, and I respect that,” she said.

And while the increase is substantial compared to previous years — which largely fell around 2% — Piazza said the move is being conducted with intention and careful spending.

“As a taxpayer in this district as well, nobody likes to see their taxes go up. But we also can’t do a new project and move forward if we don't increase taxes as one of our largest funding bases."

BETHLEHEM TWP., Pa. — The U.S. arm of Turkey’s largest gummy, licorice and marshmallow candies producer on Thursday broke ground on a new facility in the Lehigh Valley.

Kervan, which expanded to the United States in 2011 with its bulk candy operation, plans a new warehouse, manufacturing, and office space at 142 Commerce Park Drive at the border of Bethlehem and Lower Nazareth townships.

With heavy equipment running in the background and bright sunlight bearing overhead, Kervan Chief Financial Officer Gokhan Kacmaz and Chief Executive Officer Burak Cezik welcomed local partners who helped get the operation off the ground.

"Hopefully, once we complete this project here in this beautiful location in Lower Nazareth Township and Bethlehem Township, we will create more value for the towns. We will create more jobs, hopefully here, and we will contribute to the society."

The 90,000-square-foot building will consolidate the company’s warehouse, storage and packaging operations, and eventually build out even further.

Kacmaz said the project started about two years ago.

He thanked local politicians, the Lehigh Valley Chamber of Commerce, the Lehigh Valley Economic Development Corporation, Community Bank, county and township officials and Alloy 5 and Forge 39 Construction for their help.

“It's a key milestone event for us, and it was not possible without them," Kacmaz said.

"Hopefully, once we complete this project here in this beautiful location in Lower Nazareth Township and Bethlehem Township, we will create more value for the towns.

"We will create more jobs, hopefully here, and we will contribute to the society."

'We like the area'

Initially, the building will focus on warehousing and packaging, in addition to housing the company’s domestic headquarters.

Full-fledged manufacturing could be coming soon.

The facility will bring in about 50 jobs, including 40 positions for warehouse and packaging and 10 for office duties.

"We like the area: it’s growing, and it is attracting a population to here. The workforce is good, so we would like to invest in here instead of going to another place.”

Kacmaz said Kervan is among the top vendors for Walmart, Dollar Tree, Dollar General and Trader Joe’s, and the Commerce Park facility will help to grow the company even further.

“We are right now exceeding a $50 million revenue threshold, and we are planning to distribute all of the products and package some of the products here in this facility,” Kacmaz said.

“But our midterm target is to reach to $200 million of revenue, and I think it will happen in the next three years. And this investment will also contribute a lot to this ambition.”

Asked why Kervan selected the Lehigh Valley for the new operation, Kacmaz said the proximity to ports such as Newark was a key component, along with a strong local workforce.

“So all this made this location in the Lehigh Valley a really great place to make this investment," Cezik said. "Plus, we had our headquarters since 2011 in the Lehigh Valley.

“In 2017, we moved to Whitehall [Township]. Before that, we were in downtown Bethlehem, so we were in the area.

"And we like the area: it’s growing, and it is attracting a population to here. The workforce is good, so we would like to invest in here instead of going to another place.”

'Trust and partnership built up'

The company’s candy is largely produced in Turkey, Poland and Egypt, and distributed to 90 countries across the globe.

Kervan produces plenty of standard fare — gummy bears and worms, sour gummy candies, fruit rings — and some more unusual designs, including peach penguins, red lobsters and dinosaurs.

It also produces seasonal specialties for Halloween, Christmas, Valentine’s Day and Easter.

Kervan also has partnered with Sunkist and Crayola to produce branded gummy products.

Community Bank's Vice President Market Leader for Commercial Banking Joseph Madison said the choice to work with Kervan on the new project was an easy choice, based on eight years of work together.

"So it's a level of trust and partnership built up," Madison said. "This project hits a lot of buttons for us, and we found a great value.

"Number one, we support the company, the growth division and also the strong management team. And this worked out well for the bank. And it's, again, it's a partnership, and bank relationships matter."

Northampton County Director of Community and Economic Development Tina Smith commended the company for its investment in the community, welcoming a fruitful (gummy) partnership.

“We're happy for the new creation and some new jobs coming forward, and we'll do whatever we can to help and welcome you into the community," Smith said.

"And thank you for making the county a little bit sweeter.”

EASTON, Pa. — When officials reframe cities as part of the environment, they can improve the quality of life for both people and wildlife, Brandon Sullivan said Tuesday.

“We have that social responsibility and moral responsibility to take care of every living being in the city of Easton,” Sullivan, the city’s sustainability coordinator, said.

“Bird Town not only focuses on that wildlife, but it also focuses on the people within each city. Its main purpose is to improve the quality of life for birds, wildlife and people.”

Easton late last month became the third major city in the Lehigh Valley to seek certification through Bird Town Pennsylvania, an annual designation focused on community-based conservation.

While still in the beginning stages of the five-step certification process, the effort has received support from City Council, and environmental officials are seeking residents interested in getting involved.

“We actually are forming a Bird Town Committee, and that committee does need three to five [community] members that are active in it,” Sullivan said.

He said he and City Forester Robert Christopher both will be members.

“And then, from there, we just submit the application with whatever files and documentation they require, and we're off to the races,” he said.

Bird Towns in the Lehigh Valley

Active in the commonwealth for more than a decade, Bird Town Pennsylvania is part of the Pennsylvania Audubon Council.

The certification process includes: scheduling a meeting to discuss the process, creating a Bird Town Committee, passing a Bird Town municipal resolution, completing the application and paying a one-time $100 fee, which helps offset costs for two Bird Town street signs.

Once municipalities complete the initial steps, they automatically receive a green level designation.

From there, municipal officials each year will check off projects and tasks from the program’s Goal and Activity Worksheet. Depending on how many are completed, points are calculated to determine an annual designation.

In the four-tier program, municipalities can move up from green to bronze, then silver and, finally, gold.

In the Lehigh Valley, there already are five Bird Towns. In addition to Allentown and Bethlehem, others are Lower Macungie, Whitehall and Salisbury townships.

All received gold status this year, except for Salisbury, which achieved bronze.

‘We already have a lot of points’

Getting the city designated through Bird Town Pennsylvania has been a goal for Sullivan since he was hired as the city’s first sustainability coordinator this year, he said.

And the work officials are already doing in the city, including the micro-forest, 1900 Wood Ave., as well as installing pollinator gardens, can contribute to the certification.

“When I was looking through the checklist of sections where points are applicable, a lot of those already kind of applied,” Sullivan said.

“We already have a lot of points on the table that we can acquire just for continuing to do the programs we are already doing.”

Using a template from Bird Town, edited to fit the city, Sullivan crafted a resolution and submitted it to the governing body. It was passed unanimously during the May 28 City Council meeting without discussion.

‘A fantastic measurement of life'

Sullivan said that, “When you end up passing these resolutions and joining these organizations, you get access to different funding or different opportunities that aren't just designed for these birds.

“But these birds are a wonderful indicator of the quality of our city and air quality … So typically, when you see bird populations fall, you also have more pollutants being introduced, and as they rebound or increase, you start to see a reduction in those pollutants.

"I want to be able to educate residents about our Climate Action Plan, be able to educate individuals on what projects we're doing, both in green space preservation or wetland restoration or protection, and also just on how to lessen your electricity bill.

“So, they're a fantastic measurement of life, literally and metaphorically.”

While the certification process is underway, projects are already in development, including a webpage devoted to sustainability on the city’s website.

“I want to make that as in-depth as possible,” Sullivan said. “I want to be able to educate residents about our Climate Action Plan, be able to educate individuals on what projects we're doing, both in green space preservation or wetland restoration or protection, and also just on how to lessen your electricity bill.

“But part of that website will be devoted to Bird Town and providing information on Bird Town — why it matters, how it helps residents and just events that we'll be doing.

"Whether that be maybe a possible bird-watching walk in the future, or whatever other events we may come up with.”

The city is planning to make upgrades to those spots, in addition to other waterfront areas.

In a community Zoom meeting this past week, Environmental Planning and Design introduced Easton’s Waterfront Master Plan. It aims to update the city’s Delaware and Lehigh riverfronts with upgraded trails, recreational spaces and stronger ties between neighborhoods, parks and the natural environment.

The project proposes to expand the city’s trail network. The goal is to create a continuous loop for pedestrians and bicyclists along both the Delaware and Lehigh rivers, closing existing gaps and connecting to regional trails like the D&L Trail and the Two Rivers Trailway.

“A key focal point was to really determine how to connect some of the gaps along the trail system,” AJ Schwartz, director of design for EPD, said.

The plan aims to make the waterfront safer with more activities for pedestrians and cyclists.

“We have four key aspirations, which are to enhance tourism and visitor experience, achieve connectivity with the local trail systems, provide public amenities for a growing community, and to celebrate the history, community, and culture of Easton,” Emily Bernhardt, landscape designer for EPD, said.

The plan is estimated to cost a total of $24,376,886, and it could take 10-12 years to fully implement.

It upgrades existing boat ramps and proposes the addition of new access points, especially for non-motorized boats such as kayaks, canoes and paddle boards. Some current access locations may be relocated to more functional spots for recreational users and emergency services.

The plan recommends both enhancements to existing parks and the creation of recreational spaces. Scott Park and Riverside Park, for example, are slated for upgrades to their amphitheaters, river access points, and pedestrian infrastructure.

Other additions are proposed to include a rock-climbing park, skate park, swing benches by the river, an elevated green space that overlooks the city, picnic tables, lounge chairs, a community lawn and more.

After gaining feedback from the community in October, Bernhardt said many residents “prioritized environmental caution and conservation.”

The designers said the design keeps potential flooding in mind and maintains the ecological health of the riverbanks. Proposed features include riparian buffers, native plantings, and educational signage focused on wildlife and conservation.

The project is divided into four zones, or “rooms,” each defined by natural and man-made boundaries like bridges, roads, and topography.

Room 1 includes Riverside and Scott parks along the Delaware River, Room 2 spans the Lehigh River near Downtown Easton, Room 3 extends upstream along Lehigh Drive, and Room 4 runs along the Delaware River south of its confluence with the Lehigh River.
