Rockwall officials say risk of spread is low after county confirms first measles case

Officials said the individual who contracted measles is now out of the hospital.

ROCKWALL COUNTY, Texas — Health officials in Rockwall County have confirmed the first reported measles case, but they do not believe the infected individual visited any public places while contagious.

Despite the low risk of exposure, places like daycare centers are remaining vigilant, ensuring they take all necessary precautions to prevent the spread of illnesses.

At Kiddie Academy Daycare Center in Rockwall, cleanliness is a daily priority.

“Today’s germs are going to stay with today, and tomorrow, it’s all new, everything squeaky clean,” said Alaura Wilson, director of the center.

Wilson said deep cleaning is done before and after every day to help prevent the spread of any illness.

“Any illness, we’re not going to want to spread. We tend to take a preventative approach at all times,” said Wilson.

On Tuesday, the Texas Department of State Health Services confirmed the first measles case in Rockwall County.

Jim Barto, a county spokesperson, said the infected person is an unvaccinated adult who recently traveled internationally, which is how officials believe they contracted the disease. Barto said there’s no indication that others were exposed, and they don’t believe the individual traveled anywhere while contagious.

“Right now, we are not worried about any other people being exposed outside of our emergency personnel,” said Barto.

The individual has since been released from the hospital.

Rockwall ISD sent a letter to parents and guardians.

Dear Rockwall ISD Parents, Guardians, Teachers, and Staff,

Rockwall ISD is aware of the confirmed adult measles case in Rockwall County. Our Health Services staff actively monitor illnesses daily and maintain communication with the Rockwall County Local Health Authority and our Regional Health Department. At this time, there are no reported cases within our schools.

We remain committed to the health and safety of our students and staff and will continue to follow guidance from health officials, including notifying families and staff of any confirmed cases in our schools. If you believe you or your child has symptoms of measles or has been exposed to someone with measles, please contact your healthcare provider immediately and notify the school nurse.

Measles typically begins with mild to moderate fever (up to 105?) and malaise. Usually, within 24 hours, there is the onset of a cough; eye inflammation or red eyes (conjunctivitis) and eyes may be sensitive to light; sneezing, nasal congestion, runny nose (coryza); Koplik’s spots (bluish-white specks inside the mouth on the lips or cheeks usually opposite the molars). The rash usually appears within 3-4 days of the initial symptoms and begins as flat, faint eruptions. Then, it becomes more raised and rapidly spreads over the entire face, neck, upper arms, and chest. The rash can be severe, forming large rash masses, or can be mild, appearing as a pinpoint rash.

Again, if you believe you or your child has symptoms of measles or has been exposed to someone with measles, please contact your healthcare provider immediately and notify the school nurse.

An "unvaccinated young male" became sick with measles after traveling through Asia, Rockwall County Judge Frank New said in a Facebook video posted Friday. The man was hospitalized but has since made a full recovery, New said.

The case, announced Wednesday, is not tied to the outbreak in West Texas and New Mexico that has resulted in at least 130 cases and one death.

State health officials told Rosson they believe the adult Rockwall County resident contracted the disease during a trip abroad and came into contact with few people while contagious.

“We’re in a little bit of a different boat than everyone else is right now because we actually know where [the case] came from and ours isn’t a community spread,” Rosson said.

A DSHS spokesperson added the man did not appear to visit public places while contagious.

Still, Rosson and public health officials across North Texas are monitoring cases locally and encouraging people to get vaccinated.

Dr. William Brian Byrd, Tarrant County public health director, said the county will develop a written plan this week to address measles cases if they arise. That plan could include setting up vaccination sites.

“We think that there’s a moderate-to-high likelihood that we’ll have a case eventually here in Tarrant County, so we’re planning accordingly,” he said.

Steve Love, president and CEO of the Dallas-Fort Worth Hospital Council, said hospital providers are ready to handle the disease if cases spread in North Texas.

“We’re watching it. We’re monitoring it, and we’re going to do everything we can to help prevent it,” he said. “But vaccination would be the best way to prevent it.”

Measles is highly contagious, but preventable through vaccination. One dose of the measles, mumps and rubella (MMR) vaccine is 93% effective against measles, according to the Centers for Disease Control and Prevention. Two doses are 97% effective.

Cases in West Texas began among unvaccinated Mennonite communities and spread across under-vaccinated communities in the region, according to the Associated Press.

“It’s these pockets of people who are not vaccinated that are really some of our biggest dangers now,” said Dr. Philip Huang, director of Dallas County Health and Human Services.

Just under 91% of Texas children born in 2020 have received at least one dose of the MMR vaccine, according to data from the CDC.

Parents in Texas who do not want their children to be vaccinated can apply for what’s known as a conscientious exemption. The percentage of school-aged children with an exemption has more than doubled over the last decade, from 1.35% of children reporting an exemption in 2013-14 to 3.63% in 2023-24. In Rockwall County, the number of students with a conscientious exemption grew from 1.87% to 8.22% over the decade.

Huang said he has sent letters to area superintendents to promote vaccinations.

“We’re doing everything we can to educate and get people vaccinated, working with health care partners to be attuned to everything going on, to know the proper procedures,” he said.

In addition to recommending vaccination, Byrd said he also recommends people stay vigilant – especially if they’ve traveled to parts of the state where cases have been reported.

“We need to know as soon as we can whether or not we’re dealing with measles because it’s so contagious," he said. "It’s a serious disease."

The CDC recommends vaccination for children starting when they’re 12-15 months old. The second dose is recommended for children 4-6 years old, but children can receive the second dose as soon as 28 days after the first dose.

Adults who cannot prove they are immune to measles should get at least one dose of the MMR vaccine. Health care personnel, international travelers and students at colleges and universities should get two doses. Older adults should also consider getting a booster.

Women who can become pregnant should receive the vaccination at least one month before becoming pregnant. Breastfeeding women can receive the MMR vaccination.

Rockwall, TX (March 11, 2025) – The Rockwall County Strategic Plan 2050 was presented during the Rockwall County Commissioners Court regular meeting on March 11, 2025. The county collaborated with two strategic planning firms, Baker Tilly Advisory Group and Freese and Nichols, Inc., incorporating strong community involvement across Rockwall County to develop a plan that effectively guides us into the future.

This plan is based on a comprehensive set of data, which includes input from a Citizen Steering Committee, public and employee surveys, an extensive review of public records, and an analysis of existing plans. Numerous public forums were held to capture diverse perspectives and build countywide consensus. Thousands of hours were dedicated to in-person and small-group collaborations for this initiative.

“The purpose of the strategic plan is to create a roadmap for the development of Rockwall County as a safe, low-density, thriving, family-friendly community that serves as an oasis from the urban sprawl of the North Texas region,” said Commissioner Lorne Liechty. “I am proud to have been part of the steering committee that has worked to bring our community’s intentions into focus through this plan!”

The plan aims to:

– Promote responsible and sustainable growth and development while protecting against unnecessary government interference.

– Enhance government transparency and create better channels for communication between citizens and the county government.

– Foster collaboration among local governments and our representatives in Austin and Washington, D.C.

– Preserve our quality of life by developing high-quality transportation networks, improving critical infrastructure, and safeguarding natural resources and open spaces, all while enhancing economic opportunities and maintaining a safe, law-abiding community.

To ensure the strategic plan remains relevant and effective, the county will measure progress toward its goals quarterly and revisit the plan at least every three to five years.

During the Commissioners Court meeting on Tuesday, March 25, 2025, at 9 AM at the historic courthouse, the court will accept public comments regarding the strategic plan.

The plan will be presented to the Commissioners Court for formal adoption in April.

Festivities begin with the Rockwall Farmers Market, which takes place on the downtown square from 8 a.m. to noon. The farmers market has become a popular destination for locals to purchase fresh produce and specialty foods such as grass-fed meats, fresh-baked artisan pastries, seafood, honey, jams, pasta and tamales – plus, there’s live music!

From 11 a.m. to 3 p.m., join Rockwall Art League for a Founders Day pop-up exhibit and sale downtown in San Jacinto Plaza. The pop-up will feature fresh new works from 15 local artists in a variety of media, plus plein air demonstrations and hands-on art activities for all ages.

From noon to 4 p.m., a wine walk will take place Downtown Rockwall, sponsored by Downtown Rockwall Association. Guests will purchase wine glasses at San Jacinto Plaza, then go from shop to shop across downtown sipping samples from each merchant. Proceeds will benefit the Downtown Rockwall Association.

Founders Day continues at Harry Myers Park starting at 1 p.m. with fun for the whole family. Expect bounce houses, a rock-climbing wall, a ninja course and a food court featuring local food trucks. A vendor market will keep shoppers entertained till 5 p.m. Throughout the event, live animal shows will introduce exciting creatures to festivalgoers. A DJ will spin tunes all day, keeping the festival energy going.

Starting at 5:30 p.m., guests will see why Rockwall is widely recognized as one of the greatest live music cities in Texas. The city has been named the “Free Live Music Capital of North Texas” by the Texas House of Representatives.

Two up-and-coming country acts will open the stage at Harry Myers Park to warm up the crowd. Kicking off things at 5:30 p.m. is Will Jones, whose sound is rooted in the country and bluegrass music that he grew up listening to in the foothills of the Blue Ridge Mountains. Jones draws inspiration from greats including Keith Whitley and Tony Rice. At 6:30 p.m., William Beckmann takes over. Hailing from Del Rio, Texas, a small border town, the singer-songwriter is influenced by classic country and the mariachi and Norteño sounds of northern Mexico.

Headliner Josh Turner takes the stage at 8 p.m. Known for songs like “Long Black Train” and “Why Don’t We Just Dance,” Turner’s global reach includes nearly 6 billion streams. Turner’s five No. 1 singles also include “Your Man,” for which the official music video has 226 million views. Turner released his first “Greatest Hits” album in 2023, which features 11 of his biggest songs from seven studio albums.

“We’re one of the fastest-growing cities in North Texas, but we love to celebrate Rockwall’s origins that stretch back to the 1850s,” Mayor Trace Johannesen said. “The array of activities – ranging from the farmers market, art pop-up and family fun to great music from Josh Turner and other up-and-coming country artists – will allow everyone in Rockwall and its surrounding areas to have a great Founders Day experience.”
