City of Richardson Anticipates Early Afternoon Announcement Regarding Boil Water Notice

The North Texas Municipal Water District (NTMWD) has informed the City of Richardson that water sample testing results from the area affected by the boil water notice are expected to be available by early afternoon. Once made available, results will be reported to the Texas Commission on Environmental Quality (TCEQ), which will determine if the boil water notice can be lifted.The City will continue to operate a water distribution center located at the Heights Recreation Center (see below for location and times) until the conclusion of...

Once made available, results will be reported to the Texas Commission on Environmental Quality (TCEQ), which will determine if the boil water notice can be lifted.

The City will continue to operate a water distribution center located at the Heights Recreation Center (see below for location and times) until the conclusion of this incident, and has provided an estimated 4,500 cases of water to people who have visited the center, so far. Inclement weather is expected later today, and further information will be provided if there are impacts at the water distribution site.

Why Boil Water Notice Was IssuedThe Texas Commission on Environmental Quality requires a boil water notice to go into effect for any public water supply that drops below 20 pounds per square inch, for any amount of time. The TCEQ requires the order to stay in place until laboratory test results indicate the water is safe for human consumption.

When Will The Notice Be LiftedThe boil water notice will stay in effect until the TCEQ confirms lab results of water samples taken from the impacted area show the public water supply is safe for human consumption.

Where Boil Water Notice Is In EffectThe impacted area is located in a portion of the City’s 767 water distribution zone (see map) that services approximately 17,000 customers. This includes residential properties, school campuses, and businesses. All customers in this area fall under the boil water notice.

RICHARDSON, Texas — The City of Richardson has lifted a Boil Water Notice for residents in the southwest region of the city, indicating the water is now safe to drink after an equipment malfunction Wednesday.

In a statement issued Friday, the city said the public water system took the necessary actions to restore water quality, and provided TCEQ with laboratory test results showing the water no longer requires boiling as of Friday.

"I would like to thank the community for its support, patience, and understanding on behalf of our water crews and all the additional teams brought in to assist in responding to this incident," said Richardson City Manager Don Magner in a statement. "We are committed to conducting a thorough after action review to identify any improvements that will help us avoid and prevent similar issues in the future."

As the notice is lifted, the city says the operations of the water distribution center have ended.

Magner previously said they received complaints about water pressure from residents and other users Wednesday afternoon and discovered a water tower between Mimosa Drive and Dogwood Drive had completely emptied despite sensors reporting water levels in the tower of about 10 feet.

"Because of that misinformation, we weren't able to activate our tanks to begin to refill the water to keep that pressure," Magner said. "The pressure was completely lost."

The city said the water pressure was at zero for about five minutes before the issue was identified and the pumps were restarted.

Magner said he doesn't believe there was any immediate threat to anyone who drank the water in the affected area before the boil water notice was issued.

He said the city hasn't had a similar sensor malfunction before and he's unsure when it was last tested.

The city said this notice affected about 17,000 customers, including residential areas, schools and businesses.

On Wednesday, Richardson ISD decided to close the following five campuses on Thursday:

Richardson ISD announced on Thursday that it would reopen the campuses on Friday, even without drinking water.

According to a letter to parents, water fountains and bottle refill stations at the schools will be covered and may not be used by students. The campuses have been stocked with water bottles and the cafeteria staff will be serving cold meals that don't require water to prepare, rinse or clean up.

“We have seen a tremendous outpouring of support during this incident, and I would like to thank the community for its patience and understanding as we continue work to bring our water service back to normal,” said Magner. “If there is a silver lining it is this incident has brought neighbors even closer together. I thank our local news partners and the community for their help in spreading the word quickly and hope we will soon be able to lift the boil water notice so people can return to their normal routines as soon as possible.”

City Issues Boil Water Notice

Notice issued after an equipment malfunction and operations oversight allowed the water level in a tower located in the City’s 767 water distribution zone to drop to zero. Due to the drop in water pressure in a portion of the City’s 767 water zone (see map), the Texas Commission on Environmental Quality has required the City of Richardson to notify all customers to boil their water prior to consumption (e.g., washing hands/face, brushing teeth, drinking, etc). Children, seniors, and persons with weakened immune systems are particularly vulnerable to harmful bacteria, and all customers should follow the protective measures provided below.

What HappenedEarlier today, the City’s Holly Water Tower (located between Mimosa Drive and Dogwood Drive) lost all water pressure. The loss of pressure was due to a malfunction of telemetry equipment that failed to notify operators of the drop in water level of the tower. The tower was at zero pressure for approximately five minutes before teams identified the issue and restarted the pumps.

While telemetry equipment monitors the water level in the tower, the City also has Supervisory Control And Data Acquisition (SCADA) personnel staffed around the clock to monitor the system and respond when issues arise. The staff on-duty at the time did not recognize the technology malfunction, which, when combined with the equipment failure, allowed the water levels in the tower to drop.

The impacted area is located in a portion of the City’s 767 water distribution zone (see map) that services approximately 17,000 customers. This includes residential properties, school campuses, and businesses. All customers in this area fall under the boil water notice.

Water Distribution CenterThe City of Richardson has bottled water available for all residents impacted in the area of the boil water notice. Bottled water will be available for pickup at the Heights Recreation Center throughout the duration of this incident.

Help Share Information Regarding the Boil Water NoticePlease share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

When Boil Water Notice Will Be LiftedCity crews are gathering water samples from the impacted area overnight and will send them to the North Texas Municipal Water District (NTMWD) in the morning for testing. Test results of the samples are expected sometime Friday, at which time the City hopes to be able to lift the boil water notice.

When it is no longer necessary to boil the water, the City of Richardson will notify customers that the water is safe for human consumption.

Need to Boil WaterTo ensure destruction of all harmful bacteria and other microbes, water for drinking, cooking, and ice making should be boiled and cooled prior to use for drinking water or human consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes.

Restaurants May Continue to Operate As Long As They Meet Safety GuidelinesRestaurants operating within the affected area under the boil water notice may continue to operate, provided they follow proper guidelines to disinfect water and ensure it is safe for human consumption.
