Florida Secretary of State Cord Byrd announced today that the East Stuart Historic District and the Downtown Stuart Historic District in Stuart, Martin County, have been listed in the National Register of Historic Places.

“I am pleased to announce that the East Stuart and Downtown Stuart historic districts have been listed in the National Register of Historic Places,” said Secretary of State Cord Byrd. “Both of these districts bring much needed recognition to the history of Stuart and mark the culmination of a successful multi-year preservation project in the community.”

The community of Stuart began in 1894, as a small railroad stop along what became the Florida East Coast Railway (FEC). A settlement soon developed with residents relying heavily on pineapple cultivation and commercial and recreational fishing. By the early 20th century, the community experienced significant growth and in 1914, Stuart was formally incorporated as a municipality. The community saw further expansion as a result of the Florida Land Boom during the 1920s. Stuart transformed into a highway community as the automobile replaced the railroad and the horse as the principal means of transportation. The residents of Stuart led a campaign for the creation of a new county from the surrounding portion of Palm Beach County. The Florida legislature created Martin County in 1925 with Stuart as the county seat. From the beginning, Stuart was the largest community and the political and economic hub of Martin County.

The East Stuart Historic District comprises the core of the historic Black community of East Stuart. Prior to World War II, East Stuart was the largest and the most important of the Black communities in Martin County and served as its residential, commercial, religious, and educational hub. East Stuart was one of the original five wards of Stuart when the city was formally incorporated in 1914. East Stuart was home to important Black institutions such as the Stuart Training School (STS). The present STS building, which dates to the 1930s, was the first masonry building constructed in East Stuart. For much of its history, STS was the only public high school for Black children in Martin County.The district also contains several prominent churches, including St. Paul AME, Macedonia Baptist, Mt. Calvary Baptist, and St. Monica Episcopal Church. These congregations have long served as major support organizations and sources of community identity in East Stuart. Following World War II, the churches and the surrounding community became the planning grounds for countywide civil rights activities that resulted in the desegregation of white businesses in Stuart in the 1960s.During the 1960s, one of the largest public housing projects in the county, the Stuart Housing Authority, was constructed in the heart of East Stuart. This project led to the destruction of several blocks of the community. Although most of the surviving residential buildings in East Stuart postdate World War II, there are several examples of rare surviving residences dating back to the 1920s.

The Downtown Stuart Historic District represents a collection of resources that comprise the historic commercial and governmental core of Stuart. This district is the oldest section of Stuart and contains a mixture of commercial and residential properties dating primarily to the early to mid-20th century.

This district was historically the white business district for Stuart, with distinctive commercial block buildings consisting of two primary facades along SW Flagler Avenue and SW Osceola Street. Among the major historic businesses still present are the Stuart Feed Store, the Lyric Theatre, the Stuart Bank, and the Feroe Building.

The Downtown Stuart Historic District also contains several governmental landmarks, including multiple city hall buildings and the historic Martin County Courthouse. The district contains a number of significant architectural landmarks in the community, including the unique vernacular wood frame Owl House, the Art Deco Martin County Courthouse, and the Post Office Arcade, which is an excellent example of Mediterranean Revival architecture.

Stuart city commissioners voted Monday night to fire City Manager Michael Giardino, just months after he was hired in April, and are now working to bring back former City Manager Michael Mortell.

For Giardino, the vote came as an unexpected turn.

"I was shocked, and my reaction is: I became a political pawn in a game of politics," Giardino said.

Giardino’s removal opens the door for Mortell’s return. Mortell was fired last year following a multi-hour packed meeting, during which Commissioner Sean Reed raised concerns about Mortell’s conduct and called for his resignation. Mortell denied the allegations and defended his record before his dismissal.

Commissioner Campbell Rich, who pushed to rehire Mortell, emphasized that Monday night's firing was not a critique of Giardino’s performance.

Speaking over the phone to WPBF 25 News, Giardino said the decision was ultimately up to the city commission and defended his record during his tenure.

"It's their mess, not my mess. I presented a balanced budget on my first budget workshop. We purchased new fire apparatus. We had new plans for upgrades to water systems. There is nothing on my part. I was doing my job," Giardino said.

At this time, city commissioners have appointed an interim city manager as they work on negotiations to rehire Mortell. Mortell has not yet responded to requests for comment.

STUART, Fla. (CBS12) — A routine Stuart City Commission meeting turned into a sweeping leadership shakeup Monday night, with commissioners removing the mayor, firing the city manager, and taking steps to bring a former city manager back to City Hall.

The moves came near the end of the meeting, after commissioners had completed most of their regular business.

The night began with a swearing-in ceremony. Commissioners Campbell Rich and Eula Clarke were sworn in for new four-year terms after winning reelection, while Merritt Matheson returned to the commission after winning the Group III seat.

But the tone quickly shifted when Rich raised a series of leadership changes.

Rich first nominated Commissioner Laura Giobbi to serve as vice mayor. The commission approved the appointment unanimously.

He then made a motion to remove Sean Reed as mayor and replace him with Clarke.

Giobbi opposed the move, arguing Reed should be allowed to complete a full year as mayor, pointing to what she described as a precedent for other commissioners.

Reed also pushed back, at one point calling the move “childish.”

The motion passed 3-2, with Rich, Matheson and Clarke voting in favor. Reed and Giobbi voted against it.

Clarke then took over as mayor.

The commission's next target was City Manager Mike Giardino.

Rich and Matheson said they wanted to bring back former City Manager Michael Mortell, citing his experience and relationships as Stuart faces major financial and policy challenges.

Reed strongly opposed removing Giardino and read previous complaints and records involving Mortell into the record.

Giobbi left the meeting before the vote.

Clarke supported the move, saying she believed the city should never have parted ways with Mortell.

“We never should have lost Mike,” Clarke said. “The disruption should never have happened. And we need to correct and move forward.”

The commission voted 3-1 to remove Giardino, with Reed voting against the motion.

Commissioners then unanimously appointed longtime city employee James “Jim” Chrulski, the city's Community Services Director, as interim city manager.

The commission later voted to pursue Mortell's return as city manager under terms still to be negotiated, contingent on him accepting the position. That vote also passed 3-1, with Reed opposed.

Mortell previously served as Stuart's city attorney before becoming interim city manager in March 2023. Commissioners unanimously appointed him permanent city manager later that year.

He was fired without cause in 2025.

The leadership changes came during an increasingly contentious meeting.

During public comment, one resident criticized Reed's previous handling of Mortell's removal, describing his behavior as “less than professional.” The comments prompted a reminder from the dais that residents should not directly disparage individual commissioners.

After the commission's final vote involving Mortell, applause broke out in the chambers.

Giobbi said she believes the series of motions appeared “well-coordinated,” pointing in part to Commissioner Campbell Rich saying he had recently spoken with former City Manager Michael Mortell.

“I found it interesting that Commissioner Campbell said that he had spoken to Mr. Mortell the other day,” Giobbi said. “So if that doesn't lead to a coordinated effort, I don't know what does.”

Giobbi also raised questions about whether any discussions involving commissioners took place before the public meeting. CBS12 News is looking into whether any such conversations occurred and, if so, whether they could raise concerns under Florida's Sunshine Law. STUART, Fla. — The future of a Brightline station in downtown Stuart is more uncertain than ever after Martin County was not among the recipients of federal funding through the Intercity Passenger Rail Program.

The railroad bridge project in Stuart — a replacement for the century-old St. Lucie River Bridge — was in federal dollars. However, a train station in Martin County was not included.

U.S. Rep. Brian Mast, R-Fla., who represents District 21 in the U.S. House of Representatives, said additional federal funding for a station is unlikely.

"It's not likely that they see, you know, another $40, $50, $60, $70 million for a station," Mast said.

Mast also raised concerns about the structure of the proposed project.

"It is extremely problematic that the potential Brightline station would be entirely taxpayer-funded at the various levels, from federal all the way down to the local municipalities, with Brightline not putting anything into it and they're looking to build a very expensive station. They had no interest in examining whether they should build something less expensive," Mast said.

Some residents shared those concerns with WPTV on Thursday.

John Dial, a mariner and owner of At the Helm Training, welcomed the bridge funding but expressed reservations about using public money for a private company's station.

"Hooray. Finally, because 100 years is a little old for anything," Dial said of the bridge announcement. "As far as using grant money, which is nothing but general tax money from the federal government, to build a station for a private entity, as a taxpayer, no, I'm not into that."

But not everyone shares that view.

Christopher Vitale, the manager at the Old Colorado Inn, said a Brightline station would benefit the local economy and expressed hope that community leaders find another path forward.

"It is disappointing to hear that," Vitale said. "But I'm hoping that we can still rally together as a community recognizing the overwhelming benefits of having a station."

Residents in downtown Stuart also expressed disappointment. Jenna McGrew, a local resident, said federal dollars should support projects that improve the community.

"Our federal tax dollars should go to things that help better the community, and I think a Brightline station would definitely help better the community," McGrew said.

Fellow resident Tony Scozzafava said he hopes the county finds an alternative approach.

"I hope that the county can augment another way of doing business," Scozzafava said.
