WASHINGTON, D.C. – U.S. Rep. Joe Courtney Friday issued the following statement after U.S. Sen. Richard Blumenthal announced his plans to introduce Courtney's Sgt. First Class Michael Clark TRICARE Reserve Parity Act in the Senate.

The bill will extend health care coverage for surviving family members following the death of a National Guard or Reserve member from six months to three years—the same length as active-duty components.

Courtney on April 27 introduced the bill after the family of Sergeant First Class Michael Clark — a resident of Bolton who died during a 30-day training exercise at Fort Gordon — was set to have its TRICARE benefits severely altered.

"Ahead of Memorial Day, I am reminded of the sacrifice of Michael Clark," Courtney said. "Unfortunately, tragic accidents like these often expose gaps in our laws. Soon after Michael Clark's death, his family was notified that the cost of their health care coverage would significantly increase — all because of an inexplicable law."

Courtney said he introduced the legislation in the House "to fix this flaw, not just for the Clarks but for anyone who might be put in this situation in the future. The introduction of this bill in the Senate is another important step in this push."

Under current law, survivors and their families have a six-month window to remain on TRICARE Reserve Select if the service member dies within less than 30 days while on training or weekend drills. The Sergeant First Class Michael Clark TRICARE Reserve Parity Act would amend existing statute and extend that six-month window to three years – bringing what Courtney called "parity for guard and reserve survivor benefits to that of active-duty personnel."

The bill is endorsed by the American Legion, Reserve Officer Association, and National Guard Association of the United States.

Nearly 250 years after 6,000 American and French soldiers marched together through Connecticut to Yorktown to deal the final blow in the Revolutionary War, 29 high school students from both countries are uncovering the remnants of one of their camps at Bolton Heritage Park.

The program, sponsored by the Museum of Connecticut History in the Connecticut State Library, began in 2019 when a group of students traveled to France to dig in World War I-era trenches in the Seicheprey region of France in 2019. Seicheprey was the site of the first American intervention in World War I, a battle that was fought by Connecticut soldiers.

“I had no idea Connecticut troops were the first American soldiers to get into a battle in World War I,” said Joe Viski of Durham, who traveled to France for the first dig in 2019 and returned as a chaperone this year. “And it never really occurred to me that Connecticut ever really had any part to play in the Revolutionary War.”

Juliette Ferville, a French chaperone who was also a student during the 2019 dig, said she also had been unaware of her local history before the program.

“It’s sad,” Ferville said. “When you live somewhere, I think it’s important to be interested in the local history.”

Viski said the original dig gave him an irreplaceable opportunity to experience history firsthand.

“It’s an experience you can’t really get from a textbook or a classroom,” Viski said. “I had read about trench foot, and trenches flooding and having to bail them out with buckets. But when I saw it firsthand, saw just how deep it was — that really stuck with me.”

After the success of the French expedition, a sister dig was planned for Connecticut, but was put on hold because of the COVID-19 pandemic. This year, the museum was able to bring several of those students back along with a crop of new high school students.

Sixteen Connecticut high school students were joined by 13 students from France for the archaeological dig. Christine Pittsley, special projects director for the museum, planned a comprehensive survey of the entire process of an archaeological dig.

Bolton Heritage Farm was identified as the site of a potential encampment in April after a “circular anomaly” was detected via radar. After subsequent work with metal detectors, state archaeologists were able to confirm it was likely an encampment.

“What they’ve been looking for, basically, is a feature — maybe a fireplace, or maybe where some posts were in the ground,” said Ken Beatrice, a volunteer archaeologist who assists primarily with artifact identification.

Despite losing several days of dig time due to inclement weather, students did uncover several artifacts from the site, including a few personal affects from some soldiers.

A pipe stem was the favorite of several students, including Rowan Varney, a rising senior from Bolton.

“Nails and screws are just pieces of metal,” said Varney. “But when you find a pipe stem, someone actually smoked out of that. I’m touching something from that era that someone also touched and used.”

Varney was introduced to the program by her history teacher, who encouraged her to explore her love of history, particularly the Revolutionary War. But Varney said she had never thought much about archaeology until she actually got to dig for herself.

Students also found musket balls, a fragment from a belt buckle, and pins that identified the soldiers as members of the 41st Regiment.

On rainy days, students participated in other parts of the archaeological process at the University of Connecticut and at the Museum of Connecticut History.

Chiara Lopez, a French high school student, said cleaning 250 years of dirt off the artifacts was her favorite part of the process.

“I like digging and finding stuff, but it’s really exhausting. You have to be really patient,” Lopez said. “But cleaning all these things was super satisfying for me.”

In addition to the archaeology, Pittsley organized a thorough sampling of American culture for the French students, including trips to the state capitol, a drive-in movie, college tours, a clam bake, and a barbecue. But French students said even everyday activities were fascinating experiences.

“Everything is interesting. We discover every day a new thing about America,” Lopez said. “We went to Stop & Shop, and we were like, ‘This is crazy. There is so much stuff we don’t have in France.’ ”

The French students’ fresh eyes, in turn, shed a new light on things the American students took for granted.

Despite the cultural differences, students grew close over the course of the two weeks. Varney, who had never met anyone from another country before, was wearing matching friendship bracelets with her French roommate by the end of the trip, and said she is considering a career in archaeology.

The Office of State Archaeology will continue to look for more artifacts at and around Bolton Heritage Farm.

Now we'd like to ask a few questions about your reasons for running and your general views on politics and government. First, why are you seeking this office?

Feeling a strong need to get involved and give back to my community as a result of the Covid-19 pandemic, in July 2021, I was appointed as an Alternate Commissioner to Westport’s P&Z. It has been a privilege to serve Westport in this capacity, and a pleasure working alongside the capable and professional staff at the P&Z Department. It's about giving back to my community with an eye toward making Westport – “Bestport”.

Please complete this statement: The single most pressing issue facing my constituents is ___, and this is what I intend to do about it.

"Density" as every major issue before the P&Z brings with it this specific issue. Affordable housing; traffic; infrastructure, parking, etc. To this end, I will continue to promote deliberative and responsible economic development that adds to the quality of life for all of us while ensuring Westport’s long term economic stability.

What are the major differences between you and the other candidates seeking this post?

The most significant difference is the pace of development. We need to be more deliberative and plenary when entertaining applications that affect infrastructure, education, traffic, and property rights.

If you are challenging an incumbent, in what way has the current officeholder failed the community?

Regardless of party affiliation, incumbency or otherwise, a zoning commissioner does not get paid (with the notable exception of personal satisfaction) for devoting an enormous amount of time and energy to this most important position. The fact that an incumbent has already served and made the commitment to serve our town - in my opinion - makes it almost virtually impossible to have "failed the community".

What other issues do you intend to address during your campaign?

Traffic, promoting the tax base, infrastructure, affordable housing, and listening as the latter promotes TRANSPARENCY :-)

What accomplishments in your past would you cite as evidence you can handle this job?

As a practicing attorney for 33 years, I have appeared in front of various ZBA, P&Z and Historic Commissions. In every instance I've broadened my perspective and experience in this realm coupled with serving the past 2.5 years as an alternate Commissioner on Westport's P&Z.

What is the best advice anyone ever gave you?

More often than not, people come to me for guidance and representation because something is not going right for them legally. They won't always have party manners or be particularly happy when interacting with me or others because of the strain he/she/they are experiencing from a particular legal issue/controversy. Keep that in mind and be patient.

Is there anything else you would like voters to know about yourself and your positions?

I cannot be an 100% effective Commissioner without input and feedback from my constituents. Every stakeholder in Westport is important to me - regardless of one's economic station in life. I cannot emphasize enough the implied partnership that exists between the electorate and public servants - a partnership that is truly effective with two-way communications and a never ending commitment to remain engaged with the community.

BOLTON — National Park Service ranger Johnny Carawan opened his remarks to French and American high school and college students Friday by wishing the French students a Happy Bastille Day.

The revolutionary spirit that connected the old and new worlds in the late 18th century was the focus at a Bolton farm where the Comte de Rochambeau and his French forces camped in June 1781 on their march to join Gen. George Washington's army and ultimately confront the British in Yorktown, Va.

Thirteen French students arrived in Connecticut on Tuesday, joining 16 Connecticut students in a program of the Museum of Connecticut History called Digging into History. All of the students are staying in dormitories at Central Connecticut State University in New Britain until the French group heads to New York City on July 24 and then home two days later.

Their visit centers on an archaeological excavation at the Bolton Heritage Farm, which was Camp No. 5 on Rochambeau's 680-mile march from Newport, R.I. to Yorktown. The visit is a continuation of the program that started with Connecticut students' trip to France in 2019 to help restore a section of World War I trench at Seicheprey, where French and American troops fought against the Germans. Some American and French college students who helped with that project also are taking part in the Bolton dig.

French student Chiara Lopes, 16, said that along with the basics of archaeology, she is learning about Americans and has been struck by the many questions they ask and their interest in her and her fellow students. The Digging Into History program (Crueser dans l'Histoire) "is a way to keep our connection and to keep the flame lighted," Chiara said.

Rochambeau arrived in Newport in July 1780 at the head of an army of 450 officers and 5,300 men. France had supported the American patriots with money and supplies since 1776, and in March 1780, King Louis XVI approved sending troops. At a meeting in Wethersfield in May 1781, Rochambeau and Washington agreed to join forces near New York City.

The Franco-American army would march to Yorktown and compel the surrender of British forces on Oct. 19 of that year. Inspired by the American victory, French people rose up and stormed the Paris prison called the Bastille on July 14, 1789, launching the French Revolution.

Without France's help during the American Revolution, Carawan told students and visitors gathered in a barn Friday morning due to pouring rain, he might well be speaking with a British accent today.

"It's one thing to declare freedom; it's another to win it," the trail administrator for the Washington-Rochambeau Revolutionary Route said.

Much of the National Historic Trail from Newport to Yorktown is built on and paved over, Carawan said, which makes the well preserved Bolton site all the more extraordinary. Digging into History program director Christine Pittsley said that a French soldier from 1781 would instantly recognize the tiered fields off Bolton Center Road, which along with other roads in the area has followed the same line since the French encampment.

In April, a survey of the town-owned farm using metal detectors and ground-penetrating radar unearthed buttons from each of the regiments represented in Rochambeau's force, along with musketballs, part of a wagon and a piece of an iron kettle, said state archaeologist Sarah Sportman, who is directing the current dig. The nascent archaeologists so far have found artifacts that include pieces of clay pipe stems dating to the late 18th century, Sportman said.

The discoveries help students connect to the people of that time, to "get to the individual experience," Sportman said. The French soldiers who marched along what one contemporary called Connecticut's "frightful" roads, each carried a musket and equipment weighing about 60 pounds. They came through Bolton with 250 ox-drawn supply wagons and some of the soldiers' wives and children. Starting on June 21, The Regiment Bourbonnois camped at the farm, followed the next three days by the regiments Royal Deux-Points, Soissonnois and Saintonge.

Some officers above company grade who did not camp with the troops stayed at local taverns, including Oliver White’s tavern across from the campsite at Brandy Street and Bolton Center Road, a red house that still stands. Rochambeau stayed in the parsonage, home of the Rev. George Colton, whose sloping land, locally known as the Minister's Farm, was the site of the camp.

The dig is centered on a section of field that ground penetrating radar identified as an anomaly, differing from surrounding soil, perhaps a gathering place for the French soldiers, said Scott Brady, a volunteer and member of Friends of the Office of State Archaeologist. On Friday, several square-shaped holes about a foot deep were covered by a tent, but the steady rain prevented any work.

Students are to return next week, Monday through Thursday, to complete the dig. The group also is headed to a New Britain Bees baseball game, Lake Compounce Amusement & Water Park in Bristol and other "Connecticut fun" sites, translator Amy Albert, a graduate student in public history at CCSU, said.

The American and French students have been enjoying each other's company, organizers said, and were to attend a picnic dinner with hamburgers, hot dogs, chicken and watermelon at the Bolton Congregational Church on Friday night. Six Connecticut students speak French and seven or eight of the French students speak at least some English and most understand English if they don't speak it, Pittlsey said.

The Bolton Heritage Farm is on the National Register of Historic Places. The property also is a state archaeological preserve, where unauthorized metal detecting is prohibited. Informational placards describing Rochambeau's march and the encampment were installed last year by the National Park Service near a barn on the property. The town also owns the large white house on the hillside that served for many years as the Congregational parsonage.

Carawan said his work and the Digging Into History program are centered on getting young people excited about history and "developing a legacy among these kids." Conard High School senior Emma Grimmer-Solem, one of the Connecticut participants, talked to Carawan about volunteer opportunities, which made him smile. The 17-year-old West Hartford resident said she plans to major in history in college.

Emily Borges of Shelton, a college senior who participated in the World War I trench restoration, said the Bolton dig brings the exchange program full circle. The value of the experience, she said, "is getting your hands dirty — feeling the history."

Participants say it's also about connections and gratitude. After Carawan talked about the world-changing result of French aid to the American revolutionaries, Albert provided a short translation for the French students — "Merci, le Francais!" — which was met with spirited applause.

Lower Bolton Lake was previously surveyed by CAES IAPP in 2005. The 2005 survey found sparse vegetation and the presence of one invasive, variable-leaf watermilfoil (Myriophyllum heterophyllum).Our 2011 survey found two invasives: variable-leaf watermilfoil and fanwort (Cabomba caroliniana).They were found growing together in small patches near the dam and in a small narrow cove along the western shore. Fanwort was also found growing in the southeast shore near the causeway. Because fanwort is a new infestation that occurs in a limited area hand removal could prevent a future large infestation.

Nineteen native species were found in 2011 compared to 15 in 2005. Vegetation grew along the majority of the shoreline. Eight native plants were present in water less than one meter deep: water starwort (Callitriche species), waterwort (Elatine species), spikerush (Eleocharis species), mudmat (Glossostigma cleistanthum), golden hedge-hyssop (Gratiola aurea), quillwort (Isoetes species), arrowhead (Sagittaria species), and bur-reed (Sparganium species). Mudmat was most dominant, especially along the eastern shore. Other natives that grew from the shoreline to greater than a meter depth included: coontail (Ceratophyllum demersum), western waterweed (Elodea nuttallii), slender naiad (Najas flexilis), southern naiad (Najas guadalupensis), large-leaf pondweed (Potamogeton amplifolius), snailseed pondweed (Potamogeton bicupulatus), leafy pondweed (Potamogeton foliosus), floating bladderwort (Utricularia radiata), and eelgrass (Vallisneria americana). One floating plant was found, white water lily (Nymphaea odorata).

The most dominant plant in Lower Bolton Lake was southern naiad.It was found growing almost everywhere where the water was less than five meters.Patches became denser when the water depth became greater than two meters.Frequently, the plant grew by itself but western waterweed could be found growing with it as well.In shallower water, thesouthern naiadcould still be found but generally it was less dense.Along 18 transects totaling 180 points, southern naiadwas found at 153 of those points (85%). Southern naiad was not present in our 2005 survey and has now become a nuisance. It possible this apparently aggressive form of southern naiad is actually a hybrid.
