City officials have largely attributed those project failures to the difficulty and cost of remediating the land, which was contaminated during its life as a landfill.

It wasn’t until 2018 that hope for the site was renewed when Cam-Carson, LLC, a joint venture under which mall developers Simon Property Group Inc. and Macerich struck a deal with the city to develop a premium outlet mall there.

The project, though, has faced several setbacks since then.

Under the initial deal, for example, the Carson Reclamation Authority was responsible for completing the extensive environmental remediation work to ensure the landfill site was safe to build on.

Construction on the site, though, temporarily stopped in early 2020 after Cam-Carson filed a lawsuit against Carson and the authority, accusing the agencies of financial mismanagement and negligence.

Then, in 2022, Cam-Carson and the city struck a deal to settle all outstanding litigation and amended the development agreement to transfer responsibility for remediation to the developers.

Now, as part of the continued effort to settle that litigation, lure Cam-Carson back to the project and ensure the outlet mall finally gets built, the City Council this week approved a $26 million economic development benefit agreement with the company.

The agreement is being made under a section of Carson’s City Charter that allows the city to provide loans, grants, funds or other economic benefits to developers intended to build projects that eliminate blight, create jobs and provide a general public benefit for residents, according to a staff report.

The outlet mall project — on a portion of the landfill site dubbed “Cell 2,” directly abutting the 405 freeway — is expected to serve as a new major job hub in Carson, generating about 1,500 new permanent jobs alongside 1,000 indirect new employees.

Carson is also expected to receive more than $5 million in sales tax revenue from the outlet mall once it’s open to the public, the staff report said.

“The purpose of this agreement is really to kind of facilitate the settlement of litigation with Cam(-Carson),” Assistant City Manager John Raymond said during this week’s meeting, “but also to create the incentive for them to come back on the site and complete the development of the outlet mall on that on that property.”

A bulk of the money, $21 million, will be transferred to to the Carson Reclamation Authority via an escrow account, from which Cam-Carson will then be able to draw funds to develop the project.

The CRA, which was previously charged with overseeing the site’s remediation, had already undertaken some of that work in 2019 prior to the construction stoppage and litigation, Raymond said.

“This (agreement),” Raymond said, “helps us facilitate that portion of the work and then moves them into the development of the rest of the project.”

Another $5 million subsidy will also be transferred from Carson’s general fund reserves to the CRA. That money will be used to pay for the design, planning and implementation of various infrastructure upgrades that need to be completed on the site.

If Cam-Carson, within six months of the transfer, choose to abandon the project, fail to dismiss its lawsuit against the city and CRA, or are in default in any way, the money will automatically be transferred back to Carson’s reserves, City Attorney Sunny Soltani said during the Tuesday, Dec. 19, meeting.

“I think that’s a critical thing,” Soltani said. “Nobody gets to keep that money unless they come to the project.”

Besides the project on Cell 2, meanwhile, work on other portions of the former landfill site are underway.

Faring, a company that is developing a portion of the landfill site, plans to build a country mart — which will include retail, restaurants, office space, a performance stage, a pavilion, an event lawn and a dog park.

The site also requires various infrastructure improvements — including developing two city streets that bisect the landfill site, Lenardo and Stamps drives; along with various utility lines and buffer zones required as part of the site’s remediation.

The cost to develop Lenardo Drive, Soltani said, is currently estimated to cost about $38 million — though that number is still being finalized.

“The CRA is also working with another developer, Carson Goose Owner, on the other side of Lenardo,” Raymond said, “and Carson Goose will be making a contribution toward the construction of Lenardo as well, and the CRA will actually be constructing that street.”

TCarson Goose has agreed to pay $12.5 million as its fair share toward the road, along with another $7.5 million that can be used for additional infrastructure work if there are additional costs.

The road is a critical portion of the landfill site’s redevelopment, Soltani said, as vertical construction can’t be done without it.

“Cam-Carson will not be contributing any monies towards the road,” she said. “The deal was restructured, (so) now they’re responsible for all of the costs of completing the remedial systems. In exchange for that, they got rid of the responsibility they had for the road.”

The City Council approved the item and conducted a first reading of the ordinance during its Tuesday meeting — but the ordinance still needs a second reading and the CRA’s approval.

The council will have another meeting at 2 p.m. Thursday, Dec. 28, to conduct the ordinance’s second reading. The CRA will also meet that day to OK the document.

The $26 million, meanwhile, isn’t expected to be put to use until March — and if all goes to plan, construction on the various projects, including Cam-Carson’s outlet mall, should get underway in the summer.

That term refers to a second mortgage that seemed to have been forgiven or written off - until years later when a collector reaches out about the unknown, but supposedly unpaid, debt.

Such confusion over mortgages has led to a surprise massive bill that Adaina Brown and her husband can't pay.

Brown said they are living in what was supposed to be her dream home. Now she's worried she might lose it.

"It kind of just broke my heart. I told my husband I can't take another thing," Brown said.

She and her husband bought the house in 2007. They needed a first and second mortgage. When the housing market crashed she said the mortgages were transferred several times to new companies.

She said her original lender eventually charged off the second loan.

But then it showed up with a new company.

After she spoke with them, that company sent her a letter that said she was not responsible for the debt.

"They said, 'thank you for reaching out. You're absolutely right, this debt has been charged off. You are no longer liable for this debt. We will update your credit.' They sent me a new credit report," Brown said.

But just a few months later that same loan showed up again with yet another company, Specialized Loan Servicing, which said she owed $139,000. Since then,Adaina said the company filed against her property.

"I get a notice of default, and hundreds of realtors called me about my house saying, 'do I want to sell it, it's in pre-foreclosure,'" Brown said.

Back in 2020, the federal government's Consumer Financial Protection Bureau found that Specialized Loan Servicing violated regulatory guidelines by foreclosing against borrowers who were entitled to protection.

"It's illegal for an agency to sue or try to collect debt that's way past the statue of limitations," bureau official Mark McArdle said. "So, your classic zombie foreclosure."

Now that they notified Brown of a default, the loan company could sell the house at any moment. So she's trying to be proactive. She might have to sell the home even though she doesn't want to.

"Ultimately, the goal is to keep it, but I don't have $200,000 to keep this house. I don't have money for a lawyer. And I don't want a foreclosure on my record either, you know, so it's just like we're in a lose-lose situation," Brown said.

"So we do encourage everybody in that situation to make a complaint to the bureau. And especially if they're facing foreclosure, we have a a flag that they can click. That helps us prioritize it so we can intervene," McArdle said.

ABC Los Angeles affiliate KABC tried to contact Specialized Loan Servicing for a statement but no one responded to an email or could be reached by phone.

Dozens of residents of a mobile-home park in Carson say they have nowhere to go as the property is slated for redevelopment.

CARSON, Calif. (KABC) -- Dozens of people living at a Carson mobile home park are working to fight, or least postpone, their eviction as the property is set to be redeveloped.

The residents live at Imperial Avalon Mobile Estates, a property which was bought by a real-estate company four years ago and is slated to become a mixed-use development.

On Tuesday, the tenants asked a judge to stop their evictions. They got a reprieve for at least one more month.

"These are their homes and it's their lives, and they stood up for them," said park resident Jeff Steinman, president of the Imperial Avalon Mobile Estates HOA. "And it has not been easy for any of them."

The park had been set to close Wednesday.

Since it was bought by the developer four years ago, many people have in fact moved out. But some remain. They say they're on fixed incomes and cannot afford to live anywhere else.

"They couldn't deal with the stress," said resident Valerie Porizek. "They didn't know where they would go. I believe there are three or four people who have passed away and we have others that are very ill because of the stress that's being put on them."

Residents own the mobile homes, but not the land they sit on. The homes aren't as mobile as the name implies: They say the homes can't be moved so when they relocate they have to leave them behind.

Tim Tatro, the attorney for the homeowners association, said: "It's not a simple problem because, for example, many places for rent require two to three to four times the monthly rent and income just to qualify. These folks don't make that."

In court Boyd Hill, the attorney for Imperial Avalon DE, LLC, said the company tried to work with the remaining residents for relocation assistance. He said residents refused to cooperate.

In a statement he said in part: "We have tried for more than three years to assist the remaining residents, and today, a judge ruled that those residents are now required to meet with our relocation specialists."

The judge issued a temporary restraining order, stopping the park from closing while the two sides try to work out an agreement

"We're eager to do that so that they can move on with their project and we can move on with our lives," said Tatro.

With the judge's order residents can stay at the park for about a month. They are scheduled to be back in court on Dec. 1.

In unincorporated West Carson, construction is now in progress for a large affordable housing complex just east of the Harbor-UCLA Medical Center complex, general contractor Milender White has announced.

The project from Meta Housing Corp., now taking shape at 800 W. Carson Street, is rising on a property located just west of the I-110 Freeway. Plans call for the construction of a new seven-story complex featuring 230 one-, two-, three-, and four-bedroom dwellings above a two-level subterranean parking garage.

Y&M Architects is designing the project, currently referred to as West Carson. According to the Milender White website, the building will present a red, white, and grey facade accented by black-framed recessed balconies when viewed from the west, and a white, black, and grey facade to the east, highlighted by a four-story mural.

Proposed on-site open spaces include a community center and multiple courtyards.

The apartments, which are to be reserved for households earning between 30 and 70 percent of the area median income level, are on track for completion in 2026, according to a news release by Monarch Private Capital, which provided Low Income Housing financing for the project.

In addition to its location in proximity to the Harbor-UCLA hospital, which is in the midst of a $1.7-billion makeover that includes a new clinic building and bioscience campus, the project joins a handful of other large housing developments now in the works nearby. That includes the West Carson Villas, a new affordable housing from PATH Ventures now rising less than one mile south of the hospital, as well as a proposed 525-unit development from GPI at 22107 S. Vermont Avenue.

West Los Angeles-based Meta Housing is also developing new projects in Westlake and Long Beach, among other locations.
