Stacia Costa wrote it in white on a chalkboard she placed outside her apartment building at 3rd Street and Hermosa Avenue last week.

It was a challenge of sorts.

The Redondo Beach library clerk filled in the first answer: “…be a grandma.” The rest was up to her neighbors and visitors to Fiesta Hermosa over the long Memorial Day weekend.

The people did not disappoint.

Costa’s chalkboard filled up quickly. After an hour or so, she added large poster boards with lines for more answers. People kept posting. Costa added more spaces. Eventually, she was relegated to putting up simple lined notebook paper. Costa estimates she’s received more than 350 responses so far.

“I was shocked at people,” Costa said. “Some of it was kind of deep.”

What people vow to do with their time left on god’s green earth varies.

There are, of course, the materialists: “Be a billionaire!,” “Go on a safari,” “Win the lottery!”

In every crowd, the smart alecks: “Become a K-pop idol!,” “Talk to the dead,” “Watch Gen-Z save democracy.”

But, there is also life-affirming, serious stuff: “I want my mom to get a kidney,” “Get over my fear of heights,” “See my daughter love herself and be truly happy.”

What was most striking for Costa, who had seen a similar thing done at a Ketchikan, Alaska blueberry festival, was how incredibly soulful many of the responses were.

“Sure, some of them have to do with things or money,” she said, “but many are just about how people want to conduct themselves for the rest of their lives.”

What Costa learned about her neighbors is many desire to live a full life and let go of resentments. They want to be the best version of themselves and live in the moment. They want to bless their families with a beautiful life of happiness and find true peace. Some want to forgive themselves. Some want to mend relationships.

In all, said Costa, most of the vows people made gave her hope in humanity.

“Some people get it,” she said. “Their life is not about some big, grand thing. It’s a day-to-day thing.”

When she’d return from playing beach volleyball, Costa said it was gratifying to see how people reacted to the posts. One man, who works nearby, stops by every day just to read what’s been added.

She loves the communal nature of people thinking deeply and sharing with others. She hears passersby exclaim “Me, too!” upon reading a vow and some have posted sticky notes with the same onto the chalkboard.

“Any time people can find connections with others, it’s wonderful,” she said.

What’s next for Costa? Maybe someone wants to “pay it forward,” she said. Come and take the chalkboard and write a new prompt. Get people thinking deeper, acting with good intention.

Perhaps her friend Hermosa Brewing Company chef Aaron DuBois will come reclaim the chalkboard. He gave it to her and is now sort of regretting not putting it outside his restaurant, instead.

Or maybe a journalist will help spread the word and get readers thinking.

“You have to think now about what you want to do before you die,” Costa said. “That should be your tag line.”

Beach Closures A beach is closed anytime there is a known sewage or chemical spill impacting ocean waters. Water contact may cause someone to become ill. When a beach is closed, the Department of Public Health advises beach users to avoid all contact with ocean water in the closure area and where closure signs are posted.
Ocean Water Quality Rain Advisory A rain advisory is issued when there is significant rainfall that may cause bacteria levels in ocean waters to increase. Bacteria levels can increase significantly during and after rainstorms, as contaminants within the runoff enters the ocean. Bacteria levels may remain elevated up to 3 days depending upon the intensity of the rain and the volume of runoff. Elevated bacteria levels in ocean water may cause illness, especially in children and the elderly. The Department of Public Health recommends that beach users avoid contact with ocean water for a period of 3 days after significant rainfall, especially near flowing storm drains, creeks and rivers.

Water Quality Sampling Laboratory results from three local agencies are displayed on the map. The Los Angeles County Department of Public Health (DPH) Environmental Health Recreational Waters Program, collects ocean water samples from the mainland, once a week throughout the year. DPH collects an additional five samples from Avalon on Santa Catalina Island beginning in April through October. The Los Angeles County Sanitation Districts (SD) collects ocean water samples at selected sites on the mainland, once each week throughout the year. The Beach Cities of Redondo Beach, Manhattan Beach and Hermosa Beach, Palos Verdes Estates and Rancho Palos Verdes (BC) jointly collect water samples within their cities, once a week throughout the year. DPH, SD, and BC also resample sites that have exceeded State Standards for bacteria in ocean water. The City of Los Angeles, Environmental Monitoring Division, LA Sanitation (HYP) collects water samples from various sites, one to five times per week, all year round. LA City also collects samples at some DPH sites as required by their State NPDES permit.

The public is notified when a site has exceeded State Standards for bacteria in ocean water on this website, by telephone hotline, and by signs posted at the impacted beaches.

Beach Closures A beach closure is declared when a sewage spill has impacted ocean waters or when a significant potential health hazard has occurred or is suspected to have occurred. Water contact during a beach closure may cause illness especially in children, the elderly and susceptible people. Swimmers should avoid water contact at the posted areas of the beach until the hazardous condition has ended.

Ocean Water Quality Rain Advisory An ocean water quality rain advisory is declared when there is significant rainfall that may cause run-off from inland to flow to the ocean. Contamination from run-off can cause increased bacterial levels in ocean water especially near storm drains, creeks, and other waterways. Water contact during a rain advisory may cause illness especially in children, the elderly and susceptible people. Bacteria levels may take 72 hours or more to return to normal after heavy rainfall. At all times, beach users are cautioned to avoid water contact near flowing creeks and storm drains.

NowCast Predictive Modeling Los Angeles County is participating in a NowCast project in collaboration with Heal the Bay and Stanford University and University of California Los Angeles. The NowCast is a computer-based model that uses environmental data and previous test results to predict daily bacteriological water quality, much like a daily weather forecast. The project is operating at select beaches within Southern California, including beaches in Los Angeles County. The NowCast will be updated daily, April through October. Early morning parking will no longer be free in Hermosa Beach

Want to have a warm cup of coffee, take a morning walk on the beach or catch a wave? Doing so will now cost you more in Hermosa Beach.The City Council, on a 3-2 vote this week, extended the morning hours of the 1,566 parking meters throughout the beach town, with motorists set to begin paying at 8 a.m. each day rather than 10 a.m. The meters will still stop at 2 a.m.But residents could get a break with a proposed early bird pass that will allow purchasers to park from 8 to 10 a.m. The pass could potentially cost $180 a year, wh...

Want to have a warm cup of coffee, take a morning walk on the beach or catch a wave? Doing so will now cost you more in Hermosa Beach.

The City Council, on a 3-2 vote this week, extended the morning hours of the 1,566 parking meters throughout the beach town, with motorists set to begin paying at 8 a.m. each day rather than 10 a.m. The meters will still stop at 2 a.m.

But residents could get a break with a proposed early bird pass that will allow purchasers to park from 8 to 10 a.m. The pass could potentially cost $180 a year, which averages out to less than 50 cents a day, according to Councilmember Justin Massey, who voted to extend the meter hours and proposed the annual pass for “early birds,” such as surfers and volleyball players or other groups that regularly arrive early to the city.

“We want to encourage people to come down and be active and use our beaches, while at the same time accounting for the fact that visitors do come,” Massey said. “Some of them not are not regular patrons, but it’s important for us to be able to recoup from those users some of the costs of making the city available, by making our public resources available to them.”

Besides Massey, Mayor Raymond Jackson and Councilmember Rob Saemann supported the extension. Councilmembers Mike Detoy and Dean Francois opposed it.

Detoy said he doesn’t believe a change in the hours was needed. He also said he was concerned about the impact on residents who want to visit the beach and don’t have a parking permit, as well as visitors who might have breakfast at Scotty’s on the Strand or grab coffee at Java Man. They might be deterred from visiting, Detoy said.

“Anything we can do to spur the livelihood of our downtown coffee shops and breakfast shops and our salons,” Detoy said, “and you know that 8 to 10 a.m. is a magical time in Hermosa Beach; (walk) around the community and you see all these young families out with dogs or strollers,” Detoy said.

That was also a concern for some business owners and residents who spoke at the Tuesday, March 28, council meeting.

“I do think it has the potential certainly to negatively impact our early morning businesses, and even our later morning businesses,” said resident Raymond Dussault, “if they are those people that are in the habit of coming here because they get that couple hours free, who then stay and patronize our retail establishments.”

The city currently raises $3.9 million in revenue from the parking meters while incurring $4 million in expenses, said Hermosa Finance Director Viki Copeland.

Hermosa Beach, Francois said, is “heavily metered” compared to other cities.

“I think the other cities realize that it’s not an income producing project,” Francois said. “We spend more on enforcing it than we do taking money in.”

But raising the meters to $2 and $2.5 an hour would create an annual revenue increase of more than $1.8 million, according to a staff report, while increase the hours of operation by two hours would result in a revenue increase of more than $815,000.

Coastal access, though, was also a concern for Francois.

“Every time we do something like this, we’re reducing coastal access,” Francois said. “People have the desire to be able to come down early in the morning and (be at the) beach until 10 in the morning without having to pay for it.”

During a previous meeting, the City Council raised parking meter rates to $2 per hour before 8 p.m. and to $2.50 an hour from 8 p.m. to 2 a.m. Previous rates were $1.25 to $1.50 per hour.

The last times rates were changed was in 2016, according to a city staff report, and the hike will bring Hermosa’s rates closer to neighboring cities.

Manhattan Beach charges $2 an hour at its on-street meters and $2.50 for meters in county parking lots, according to a rate comparison of neighboring cities by Hermosa staff.

Redondo Beach charges $1 per 40 minutes on its bike path, North Harbor Drive, George Freeth Way and the Veteran Parks lot, according to a staff report. It also charges 25 cents for every 10 minutes, 10 cents for every four minutes and 5 cents for two minutes.

Redondo Beach’s parking meter permits, which are numbered and require a California license plate, cost $110 annually per vehicle, with a four-hour limit.

In recent months, the Hermosa Beach City Council has been tackling parking issues in the town, including increasing the price of residential parking permits within the coastal zone and limiting how many a single household can have.

Though there is currently no timeline for when the meter hours will change, city staff said in a Wednesday email that they will let residents know before the new pricing goes into effect.
