A Moorestown officials may close both sides of the roadway as drivers continue to disobey the road closures.

MOORESTOWN, NJ — Full road closures may be instituted on Moorestown's Main Street as brazen driving near construction crews raises concerns among township officials.

Since work began in February to replace the township's century-old water main, there have been partial closures at work zones. Up to this point, the eastbound lane has remained open.

But that could change, as too many motorists have been disobeying signs and driving the wrong way up the open lane, according to Township Manager Kevin E. Aberant.

"It's creating a dangerous situation," Aberant said at Monday's Township Council meeting. "The contractor's been very accomodating, keeping all eastbound traffic open. But because that lane is left open, I think it's sort of emboldening some people."

The project is expected to last through much of the calendar year, impacting different stretches of the roadway at different times. This week, crews are working along Kings Highway between Pleasant Valley Avenue and Camden Avenue.

But as the work moves further east into a more congested area, concerns about the wrong-way driving have grown.

The contractor is willing to keep the eastbound lane open for now. But if the trend continues, Aberant says he'll support full road closures.

"If you see language in Moore News that's a little more draconian as to the closure, that is the reason for it," Aberant said, referring to the township's newsletter with project updates.

Several council members expressed support for stricter policing in the area and ticketing wrong-way drivers.

Most of the time, the wrong-way driving isn't an innocent mistake, said Council Member James Barry.

"I think the majority of people driving the wrong way, especially those driving faster as they go the wrong way, are just being entitled lunatics," Barry said. "And there's no sense in accommodating any of that behavior."

The district is once again waiting for answers from the state. Here's how that could impact the planned referendum in the coming months.

MOORESTOWN, NJ — After tinkering with project proposals for Moorestown's school bond referendum, district officials hope to unveil the ballot question — or questions — in the near future.

But once again, that will depend on the state's timeliness, officials said at Tuesday's Board of Education meeting.

The referendum — tentatively set for Sept. 16 — will determine whether the Moorestown School District can issue bonds to fund significant upgrades to all schools and facilities. Although a successful bond referendum typically leads to a local tax hike, it's essentially the only path for New Jersey schools to partially fund those upgrades with money from the state.

The district's overall vision centers around expanding William Allen Middle School so it can support an extra grade, which would decrease class sizes at the elementary levels and offer space for free, full-day kindergarten. But all school facilities would be upgraded under the current plans.

Last month, the district sent eight new proposed projects to the New Jersey Department of Education. Now, the state must determine much it's willing to fund each project.

The school board hopes to receive those answers by June so they can develop and vote on the ballot questions that month, said Board President Mark Villanueva. But if it comes in later, the board will schedule a special, public meeting in July to do so.

Moorestown's school board typically doesn't meet in July. However, board members must approve ballot questions at least 60 days before the referendum.

"We are a little bit handcuffed in finalizing questions to the extent that we need information from the state," Villanueva said. "We hope to get it as soon as possible."

The ballot questions will not only reveal which projects are on the ballot but how much local taxes will increase if the voters approve them in September.

New Proposals

The district already received word from the state about most of the proposed referendum projects.

However, the original plan to hold the referendum in March was put on hold so district officials could have more time to determine which projects should be on the ballot — and whether the community should vote on one or multiple questions.

On top of that, local uproar over one proposal — moving the district's bus lot from Moorestown High School to the back of Moorestown Upper Elementary School — prompted district administrators to consider different options.

So last month, the board sent some of the new projects to the state, including plans to keep the bus depot on Moorestown High School property but move it further from the school.

The district also pitched centralized temperature controls for the HVACs at all schools.

If the state responds with favorable timing, the board will reveal the ballot questions and vote on them at June 17's meeting. But if they come in later, the board may need to plan a special meeting in July.

The state responded to Moorestown's original proposals later than expected, so Villanueva warned that could happen again.

Public Engagement

Despite the ballot questions remaining unknown, school officials will start holding community-outreach events about the referendum in May. There are 18 events scheduled between May 7 and June 11, which are listed on the district's referendum website.

School officials will ramp up public outreach even more as the referendum gets closer, says Superintendent Dr. Courtney McNeely.

Moorestown voters rejected the district's $26 million referendum in 2019, so school officials have emphasized the importance of community engagement to avoid the same result. That also means reaching residents who don't have kids in the school system.

A group of community ambassadors is helping the district identify how to best reach different groups of voters.

"It is a very different form of communication for each kind of group, because we have different interests in the community that we want to tap into," McNeely said.

MOORESTOWN, NJ — The Moorestown School District plans to ban student cellphone use starting next school year.

The policy, introduced at Tuesday's school board meeting, would require elementary and middle school students to keep their phones off and store them in their backpack, cubbie or locker for the entire school day.

High school students would be allowed to use their phones between classes and at lunch. But during class, they would have to turn off or silence their devices and keep them in a backpack, locker or a teacher-designated collection area in the classroom.

The board voted to approve the policy Tuesday on first reading, with a second and final vote expected next month.

A growing number of states and school districts throughout the country have restricted students from using cellphones during school.

In New Jersey, Gov. Phil Murphy has pushed for statewide restrictions during his final year in office. Some districts, like Cherry Hill's, have implemented their own bans.

Moorestown's proposed policy states, "Research shows that use of personal electronic communication devices or smart devices in schools has negative effects on academic performance, focus, and mental health."

District officials have discussed potential phone restrictions for about a year, said Board Member Claudine Morano.

"It helped to see what other districts have done and even when the state came out with ideas and recommendations," Morano said at Tuesday's school board meeting. "It kind of helped us reform where we were going."

The policy carves out exceptions for students with individualized education or health plans (IEPs or IHPs) who have permission and documentation to use their phones to address a health condition or disability. Students who are first responders can also use them if they have written confirmation that they may need to respond to emergencies during school hours.

Additionally, teachers can allow students to use phones or smart devices for "legitimate instructional purposes," such as recording lessons.

If a student needs to make a call during class, they can do so on a school phone or their own device with permission from school personnel.

Smartwatches must have notifications turned off and can only be used for timekeeping.

Lisa Trapani, a Moorestown High School teacher, said Tuesday that she welcomes the district restricting cellphone use and looked forward to examining the district's proposal.

But the restrictions also need parental support, she says.

"It's a battle that, quite frankly, as educators, we cannot do," Trapani said. "So it has to require more support from parents saying, ‘You do not need the phone. I do not need to contact you.'"

Local parent Jamie Kastner urged the board to give high schoolers the same restrictions as younger students and prohibit them from using their phones at any point in the school day. Kastner organizes local efforts for the Wait Until 8th pledge, a national initiative encouraging parents to delay giving their children a smartphone until they finish eighth grade.

"While I appreciate the intention behind the policy to provide boundaries while still giving students some access to their devices," Kastner said, "I believe we're not going far enough to truly support their academic success and well-being."

Once in effect, the district plans to monitor how it goes and make changes if necessary, says Superintendent Dr. Courtney McNeely.

"We'll have to get the student voice and get feedback from the staff on how the enforcement's going and make sure that we really stay on top of it," McNeely said, "especially in the first year of implementation."

New Jersey’s nursing homes face a looming crisis beyond budgets or buildings—it’s about people. Specifically, it’s about a growing gap where more and more seniors need care, and fewer caregivers are available to support them. This growing imbalance is known as the “workforce cliff.”

It’s a Math Problem

The number of New Jersey residents aged 65 and over increased by 31% between 2010 and 2023, and the US Census Bureau estimates that nearly a quarter of New Jersey's population will be 60 and older by 2030, a 30% increase from 2012.

At the same time, the number of working-age adults—those most likely to serve as caregivers—is flat.

Even today, nursing homes struggle to fill critical roles for direct care positions such as aides and nurses, and demographic trends ahead will only make things worse.

The workforce cliff isn’t a temporary problem. It’s a growing crisis driven by simple math: more people need care, but there aren’t enough caregivers to meet the demand. Solving it requires bold, long-term solutions that rise to the scale of the challenge.

Building the Bridge: What Must Happen

The solutions must be multi-faceted and long-term, including:

Respecting Our Workforce

Caregivers deserve to know that the system values them. This means promoting policies that protect working conditions, fund continuing education, and recognize caregivers as essential health professionals, not just as support staff. The Health Care Association of New Jersey provides ongoing training and collaborates with national organizations like the American Health Care Association and the National Center for Assisted Living to ensure members and staff have the latest tools and knowledge to deliver high-quality care.

Increasing Medicaid Payment Rates

Medicaid is the primary payer for most nursing home residents. Yet Medicaid covers only 82 cents for every $1 nursing homes spend caring for Medicaid recipients — far below the actual cost of care. Without higher rates, we can’t offer competitive wages compared to other healthcare settings, putting nursing homes at a disadvantage and risking the quality of care.

Community Engagement

Every day, skilled nursing facilities find creative ways to build stronger connections with residents and the community. For example, Champion Care launched Champion’s Got Talent, a singing competition that brings residents and staff together to celebrate music, healing, and human connection. Many facilities also host regular activities, classes, birthday and holiday celebrations, and invite community members to join residents for shared meals and events, helping seniors stay engaged, active, and connected.

Embracing Smart Technology and Innovation

Technology should support, not replace, human caregivers. However, technology can lighten the load on staff by reducing burdens like physical tasks and paperwork, giving caregivers more time to focus on what matters most — meaningful, personal care. Our member facilities are already using tools like AI-powered fall detection systems, wearable health monitors, and telehealth platforms that can enhance the quality of care and reduce physical demands on staff.

Growing the Workforce While Working Smarter Together

Attracting, training, and paying caregivers better is essential, but it won’t be enough. We must also innovate to deliver excellent care with the workforce we currently have.

This means making better use of data and technology to maximize staff efficiency, allowing caregivers to spend less time on paperwork and more time with residents. It also means rethinking outdated regulatory structures that burden staff with excessive administrative tasks that take them away from the bedside. And it requires a modernized Medicaid payment system that directs resources to where they are needed most, ensuring that care is both high-quality and sustainable.

Our members are already deploying innovative solutions—from AI-powered fall detection to remote health monitoring—to enhance safety and quality of care while easing staff workloads. But real innovation requires more than industry effort alone.

We are on the front lines of this crisis every day, and we’re ready to lead. What we need now is for our regulatory partners to join us in that effort. With open communication, flexible thinking, and a shared commitment to seniors, we can build a system that works better for everyone.
