Over his 16 years as Lansdowne’s borough manager, Craig Totaro was a well-liked, successful steward of the Delaware County community, colleagues say.

Two days after the borough’s incoming council began its 2024 session, leaders abruptly ended his contract.

The Jan. 3 firing has stirred frustrations in the community of around 11,000, where residents say they were given scant warning that Totaro’s employment would be taken to a vote. His ouster was sealed in a 4-3 decision.

In December, the council posted a meeting agenda giving residents notice that it would take action on “personnel matters.”

But the agenda failed to mention that Totaro was the subject, leading residents like Sarah Van Dyke concerned over a lack of transparency.

“Personnel could be like, a sanitation worker needs to be replaced,” Van Dyke said during the public comment portion of the meeting. “This is a huge position.”

Borough managers carry a litany of responsibilities, from overseeing the budget to supervising municipal services such as public safety. The position had a budgeted salary of $129,000 in 2023.

Council voted that Ellen Lustgarten, a former Lansdowne councilmember and treasurer, would take over for Totaro while they search for a permanent replacement.

Totaro declined to comment.

Robert Curry, president of the borough council, reiterated to The Inquirer on Thursday that Totaro’s firing was a personnel matter and declined to comment further.

In session, leaders were equally vague.

“There have been things that have come up over the years — good and bad,” said Councilmember Jayne Young, referencing Totaro’s history. Totaro’s former colleague, Robert Radich, said the borough manager’s tenure was marked by securing hundreds of thousands in grant dollars for the community.

“That’s the nature of having a job for any length of time,” Young added.

Even some sitting council members felt blindsided by the decision.

Councilmember Benjamin Hover — who voted against ending Totaro’s contract — told The Inquirer that after seeing the December agenda, he asked colleagues who the employee was, but wasn’t given an answer until hours before the vote.

“It seems like this decision was made already — by individuals without any input from the community,” Hover said.

According to Hover, withholding those details was a violation of Pennsylvania’s Sunshine law for open meetings — a point that other councilmembers disputed. Curry added that members had consulted with Lansdowne’s solicitor before acting.

Speaking to an audience of fewer than 10 last week, Young said, “You have to have some confidence that when you voted us in, that we would handle things the best way, and identify problems and try to move forward in finding solutions.”

Adding to the confusion was the fact that Totaro received a bonus in the week before his firing, which Hover said was approved by the outgoing council.

LANSDOWNE, Pa. (CBS) -- As the war escalates between Israel and Hamas, a Delaware County borough weighed in on the international crisis.

And that's caused controversy as the Lansdowne community sounded off at a meeting on Wednesday night.

Residents who showed up to the meeting at the Lansdowne Borough Hall said the borough council is getting involved in matters that fall beyond the scope of its responsibilities.

The residents said they are angry after the council passed what they call a "Pro Israel" resolution on Nov. 15. They said it was one-sided, and they want the violence and antisemitism to stop all around.

"We stand for love, we stand for equality for all," a woman said.

The council adopted the resolution following Hamas' Oct. 7 attack.

"Why does a one-square-mile borough in Pennsylvania have to weigh in on international matters? I don't think it's appropriate -- whenever there's potholes, school issues, children in our neighborhood going hungry," another person said.

Mayor Magda Byrne addressed the crowd about the resolution on Wednesday night.

"I want to express my gratitude to each Lansdowne resident who have shared their insights and perspectives on the complex issues of Israel and Palestine. Your engagement is the cornerstone of our democracy," Byrne said.

Residents were able to express and share their perspectives. They wanted the council to reconsider their position and revoke the resolution. They also called for a more just approach that better reflects the community.

"Residents were not aware that this was something coming into fruition so we weren't able to give our thoughts about it before and we found out after the fact," a woman said.

Lansdowne, PA…When Lansdowne Fire Company officially welcomed Narberth Ambulance EMT staff into building to provide 911 emergency medical services, nobody would have guessed that a mass evacuation at nearby Grace Court would be one of their first major 911 calls. Without pause, the 79-year-old provider of skilled pre-hospital emergency care and medical transportation deployed its Special Services 313 Bus, and the Narberth Ambulance team delivered 23 Grace Court senior citizens – many in wheelchairs – from a gas leak incide...

Lansdowne, PA…When Lansdowne Fire Company officially welcomed Narberth Ambulance EMT staff into building to provide 911 emergency medical services, nobody would have guessed that a mass evacuation at nearby Grace Court would be one of their first major 911 calls. Without pause, the 79-year-old provider of skilled pre-hospital emergency care and medical transportation deployed its Special Services 313 Bus, and the Narberth Ambulance team delivered 23 Grace Court senior citizens – many in wheelchairs – from a gas leak incident to safety.

And that was just one notable 911 call of the 334 received since Narberth Ambulance’s 24/7/365 staffing contract with the fire department commenced on September 17.

Since its physical move into Lansdowne Fire Company’s building and its ambulances, Narberth Ambulance’s EMT team has kept busy with cardiac arrests, baby deliveries, vehicular accidents and a lot more.

While Lansdowne Fire Company’s contract with Narberth Ambulance calls for filling the staffing void for Basic Life Support (BLS) left by its previous BLS provider, Narberth Ambulance’s EMT team brings to its role an Advanced Life Support (ALS) mindset. As a result, EpiPens, albuterol breathing systems, CPAP machines, glucometers and Narcan treatments have been added to Lansdowne Fire Company’s ambulances.

“We now have the best ambulance service in the area and we could not be happier with this partnership,” said Borough Council President Benjamin Hover.

This sentiment is echoed by Lansdowne Fire Company President Michael Boyce. “We are so fortunate that Borough Council made a commitment to the residents of Lansdowne to allow the fire company to bring Narberth Ambulance into our community.”

The decision to contract with Narberth Ambulance was preceded by some tough days for Lansdowne Fire Company. Last year, its longstanding EMS provider- under the new management of a health system - changed the terms of its long-standing relationship to conditions that were untenable.

In March of 2023, Lansdowne Fire Company received further notice from the health system that EMT services would end in 180 days if they did not reach a deal. Surrounding fire companies received the same letter, creating a predicament that left many municipalities struggling.

Lansdowne Fire Company sprung into research mode and “determined that contracting with Narberth Ambulance would be the most responsible choice going forward,” stated a communique from the Borough. Borough Council through its support behind this recommendation and agreed to fund it.

Since then, ambulance calls are exceeding initial projections. In fact, beyond the Borough, citizens in Darby, Clifton Heights, Yeadon and Upper Darby have also received life-saving services from Narberth Ambulance EMTs, who arrive on the scene in Lansdowne Fire Company vehicles. These mutual aid calls offset some of the cost of Lansdowne’s contract with Narberth Ambulance since they yield an additional revenue stream.

“This relationship is truly evolving into a win-win for so many citizens and I am proud that our ambulance company has been selected by Lansdowne Borough and Fire Company to be a part of it,” said Narberth Ambulance Chief Chris Flanagan.
