Prosper has seen several corporate grocery stores announce new locations coming to the area.
This includes the October opening of Target as well as the announcement of H-E-B and Costco coming to Prosper. With these new major grocers coming to the area, officials look to how these businesses will increase revenue that will go to the town. A Costco is also slated to open on Preston Road in Celina later this year, according to signage at the construction site.
“The increase will allow council to dedicate additional funds to community and public services, infrastructure projects, maintenance, and staff,” said Mary Ann Moon, Prosper Economic Development Corporation executive director, in an email.
The breakdown
Construction will start in March for Costco, which is expected to be completed later this year, according to a Texas Department of Licensing and Regulation document. Ground has not yet been broken for H-E-B, but it is expected to open in 2025.
With proper planning and adherence to development standards, additional tax collection will ensure proper growth. Moon said the town looks to sustainable growth that reflects the vision of Prosper.
“We must stay ahead of the increasing need for services, safety and maintaining a business-friendly environment,” she said. “Our region is experiencing exponential growth.”

The EDC looks beyond big businesses in the downtown development along with growth at The Gates of Prosper, Moon said.
“The Gates of Prosper has added several amenities—La Madeleine, Rally House, Fish City Grill, a bank is under construction—and there are plans for an expansion of dining and entertainment options west of Target,” she said.

PROSPER (CBSNewsTexas.com) — Prosper ISD voters are considering a $2.8 billion bond measure to build new schools, renovate older campuses, and build a new district-wide football stadium among other things.
It is all part of the Nov. 7 election, and Monday marked the first day of early voting.
New houses are continuing to pop up in Prosper ISD, and school district leaders say they need to keep up.
"We're in the middle of hypersonic growth," said Dr. Holly Ferguson, superintendent of the district. "In order to be ready for all the growth impact that is happening here, we have to be ready to build to provide high quality facilities for students and staff."
Ten years ago, the district had 6,413 students. Now, that number has leap-frogged to 28,197.
And 10 years from now, the district is projected to have 45,647 students.
Jim Bloom supports the bond measure and is among the parents who's helped plan for it. "I have a 9-year-old daughter and I would like her to have first class facilities from grade school through high school."
There are four propositions that make-up the bond.
Most of the money is for Prop A ($2.4 billion), which would include building 10 new schools, expanding and modernizing 12 existing campuses, safety and security, and buying land and buses.
If it doesn't pass, Supt. Ferguson told CBS News Texas that it will be devastating to students and teachers. "Right now, we have 134 portable classrooms in the district. There will be more portables that come in the event that voters don't approve this. We'll see teachers start leaving and we'll see families start leaving the area."
The district's communications director, Rachel Trotter, said that the long-term goal is for the district to stop using portable classrooms altogether but that depending on growth, it will take a while before all of them are gone.
Prop B ($140 million) would allow the district to upgrade technology for students and teachers.
Another part of the bond is Prop C, which would include the building of the second district-wide stadium for all the high schools at a cost of $95 million—a record amount for a school district in Texas.
It would seat 8,000 spectators and would be similar to the facility that the district opened in 2019.
Prop C would also spend $7.5 million to renovate the turf and track at the district's other existing stadiums.
Prop D ($125 million) is for a performing arts center.
Aileen Blachowski, who resides in the area, doesn't send her students to the district's schools. "I am opposed to all four measures on the bond."
She told CBS News Texas she believes the costs for the schools are simply too high. "We are growing at an unprecedented pace but so are other areas in Texas and they are able to build schools that provide learning environments that are perfectly suitable and that are at market rate. This is not a market rate. We can do better."
The superintendent said they have to account for inflation. "Prices we've never seen before; we are seeing now, and we have to be prepared for that."
For Jim Bloom, the bond makes sense in more ways than one. "It's going to help your home values, it's going to do the greater good for the community."

Those select seven bought into that mantra, as evidenced by the 11–2 record. Ego management is inherent to becoming an offensive lineman. Defensive guys need one sack a game to garner an all-district selection. Thompson has a running joke that there’s usually one person watching his group - their moms.
"Your dad's watching the whole ball game and seeing what's happening," Thompson said. "Your mom is watching you. She's the only one that knows you're playing… until you give up a sack."
Despite the position's unsung nature, Prosper's five returning linemen have gained notoriety as one of the state's most talented units. And with the recruiting stars comes the responsibility to be the team leaders. It means speaking up. Thompson believes there's no such thing as leading by example. That's just doing your job and hoping others follow.
"A leader is somebody that goes and gets somebody that's not doing what they're supposed to do and pulls them with them," Thompson said. "If you're just leading by example, you're only taking care of yourself."
This is what Mercer, now at North Texas, and Davis, now at Texas Tech, excelled at. Stover credits Mercer with integrating him into the Varsity offensive line family as a sophomore, ensuring he was included in all meetings and workouts. Mercer was the group's captain at center, and now Stover's attempting to be his version of that example as he slides from guard into his mentor's position.
"What you get in the program, you tend to give back," Stover said. "I think it's a great program for that."
Stover's potential transition to center has as much to do with his character as it does the talent that's brought in offers from Oregon, Penn State, Texas Tech and Duke.
"Sean just has natural leadership," Thompson said. "He notices when guys are struggling. He can chew a guy out but do it in such an encouraging way where the guy's like, 'Man, he really cares about me.'"
At the guard spots next to Stover are seniors Carty and Cahill. Carty is the unit's headliner, the No.4-ranked guard in the DCTF Hot 100 with 28 total offers, including Texas A&M, Texas, TCU, Texas Tech and Oklahoma. The first-team all-district selection is one of the state's most talented prospects, but his work ethic sets the tone for Prosper.
"He's a natural freak when it comes to being an offensive lineman," Thompson said. "He's so innately talented, and over this last year, he's figured out how to really work to get really good at it."
Cahill would be the headliner at 99 percent of Texas high schools, yet flies slightly under the radar on Prosper's loaded line. That's because colleges haven't yet measured his mind. Thompson says current Texas center and Prosper alum Jake Majors was the smartest offensive lineman he's coached. By the time he was a senior playing left tackle, Majors knew every position's role on the offensive line. Cahill, ahead of his senior season, is growing towards that. It helps that Cahill's played center in spring ball and rotated between guard and tackle during games. Still, he's intentionally honed his football IQ with a booklet of tendencies on every defensive lineman he's faced.
"Logan comes in with a notebook filled every week of what his guy wants to do and how his guy wants to attack him," Thompson said. "He's just a football junkie. Majors was that way. (Former Rice lineman) Adam Sheriff, the other tackle opposite Majors, was that way."
If Cahill's shown the most mental growth, sophomore Krempin wins the award for physical transformation. The 6-foot-5 tackle hopped on the vertical diet - a caloric surplus consisting of red meat, rice and potatoes - to go from 198 pounds ahead of freshman year to 255 pounds today. And the former basketball player has maintained his athleticism. Prosper's basketball coach borrowed Krempin one morning ahead of a district game so the left tackle could run on the scout team, acting as the opponent's premier post player.
Gilmore, the tackle opposite Krempin, also comes from a basketball background. In fact, he strictly competed on the hardwood until high school, when assistant coach Beau Smith convinced him to come to football strength and conditioning camp.
Gilmore has the size (6-foot-4, 245) and football pedigree (his father, Bryan, was an NFL wide receiver from 2000-07) of a future star, and he might've been the most dominant JV player in Prosper's history as a sophomore. Since Davis had the tackle spot locked down as a senior, the coaches decided to play Gilmore at the sub-varsity level so he could build valuable reps instead of being a reserve on Friday nights. Despite it being just his third year playing football, Gilmore is now prepared to step into the Texas Tech signee's shoes.
"I knew if I was going to be on Varsity in 6A for Prosper, I wasn't going to do as good because I still needed to build up some of my technique and strength aspects," Gilmore said.
He's one of the more intriguing prospects to watch in the state, with offers from Texas Tech, Purdue and Oregon despite little varsity game film.
"I think he has so much untapped potential," Thompson said. "I don't think we've even seen the surface of what he's going to become."
For a program that's graduated numerous offensive linemen to Division I football, the 2024 iteration has the opportunity to be the most talented group. They understand the level of play their predecessors established. They also understand they're expected to break past that.
"There’s always conversations of the standard," Cahill said. "But, every year we've set a new standard."

Voters in Prosper ISD sent another warning to school districts around the state Tuesday.
It said, “Spend our money wisely.”
This is Texas, and nothing is bigger than high school football. But the embarrassing excess of school districts spending eye-popping figures on vanity stadiums among other extracurricular baubles is something that voters are rightly examining closely.
In fast-growing Prosper on Tuesday, a solid majority of voters rejected a $94 million football stadium that would have one-upped the spending of other wealthy suburbs on their stadiums. This would have been in addition to the $53 million stadium the district opened in 2019.

That’s part of a pattern of voters more closely examining individual bond propositions after the Legislature wisely required in 2019 that proposed spending be broken out into separate propositions for construction of large stadiums, natatoriums, performing arts facilities, teacher housing and technology improvements.
That means voters can approve necessary funds for the construction of new schools or the improvement of existing ones while saying no thanks to the many extras that school districts are too eager for taxpayers to fund.
Allen voters have become far more skeptical about bond spending in recent years after they approved a $60 million stadium in 2009 and got national attention for the huge expenditure.
In 2020, Dallas voters rejected a proposed $153 million in bonds for a natatorium, a new performing arts center and the upgrading of stadiums around the district.
Voters have shown they are very attentive to how schools want to spend money. Prosper voters understand that the district is growing at a pace that demands serious investment in new facilities. But they are drawing the line at something that is about educating the kids versus spending for the sake of showing off.
To be clear, Prosper voters were generous with the school district. They overwhelmingly approved three out of four bond propositions. That includes some $2.7 billion in spending, a huge amount of money for a district that now includes more than 28,000 students, up from around 21,000 just a couple of years ago. It is expected to include as many as 60,000 students when the area is built out.
In other words, there were good reasons to make sure the district is planning the funds for the schools it will need. And voters did accept a $125 million plan for a new performing arts center.
But they rejected a new 8,000-seat stadium.
The more taxpayers have a say in where their money goes, the more often they make good decisions for their communities. Too many elected officials are too quick to sign off on borrowing against the future for things that are nice to have but that we don’t need to have.
That’s not educating the next generation. It’s burdening them. Prosper voters saw the difference and did the right thing.

MCKINNEY, TEXAS - In a duel for the District 5-6A championship, Prosper got the better of McKinney.
The Eagles got a pair of first-half rushing touchdowns while intercepting a pair of passes in that same span - one of which set up their second TD - as they claimed the outright district championship with a 24-12 win Thursday night at McKinney ISD Stadium.
Prosper (9-1, 7-0) forced the Lions to punt on the opening series and the Eagles then put together a 16-play drive before stalling inside the McKinney 10. Alex McGregor came on to kick a 26-yard field goal to put the Eagles ahead, 3-0, nine minutes in.
McKinney then had to punt again, but on the play, Prosper's Laird Hanson-Felter came through to block it, and the Eagles took over with solid field position near the Lions' 35. They were able to cash in eight plays later when - on the first play of the second quarter - sophomore tailback Bryce Robinson plunged in from 2 yards out as Prosper built its lead to 10-0.
Near the end of the first half, one play after Prosper's Tyson Stiggers picked off a pass in his own territory, the Eagles made it 17-0. Junior back Leo Anguiano broke loose for a 67-yard TD sprint.
The Lions had a last-chance drive in the closing seconds before halftime, but Prosper's defense came through once more, as sophomore Trevor Ellis intercepted a pass near his own 10-yard line.
Prosper then built a 24-0 lead early in the second half on Anguiano's second TD run on the night, a 20-yard burst through the middle.
The Lions finally got on the scoreboard late in the third quarter on a pass from quarterback Jeremiah Daoud. The ball was tipped by his receiver, Khristian Mackintrush, who was able to stay focused and make the catch, as he raced in to complete a 78-yard TD, cutting Prosper's lead to 18, 24-6.
Daoud hooked up with Mackintrush again on a fourth-down TD pass with 8:14 left. A try for two failed, as Prosper held a 12-point advantage, 24-12. The Lions then got the ball back after forcing a punt, but turned it over on downs near their 30 in the closing minutes.
McKinney (8-2, 5-2) opened the season ranked in the Power 25, but is currently in the "next five up" category on the rankings bubble.
No. 11 Prosper squeaked by Allen in Week 10 and has been unblemished on the year, outside of a 47-41 loss to Rockwall in Week 3.
