An iconic farm at the intersection of U.S. 29 and Interstate 85 in Wellford will soon be transformed by a $50 million mixed-use project being developed by North Carolina-based Evolve Companies LLC.

Evolve at New Hope Farm will involve construction of 280 one-, two-, and three-bedroom apartments on the 23-acre property and the redevelopment of two existing buildings into commercial spaces aimed at housing a cafe and a brewery.

The development is the first approved under Spartanburg County’s recently revamped mixed-use zoning designation.

According to John McDonald, development manager for Evolve Companies, the project centers on the historic nature of New Hope Farm, with its origins dating back to a royal land grant in 1774 colonial America.

The existing main house dates from 1885, and McDonald says plans envision converting the structure to serve as a cafe or coffee shop. Plans also include converting the existing barn into a brewery or restaurant concept.

But the heart of the project will be a “grand lawn” green space that will include amenities like walking paths, a dog park, fire pits and a stage area to accommodate live music and movie nights. McDonald also says there are plans for a community garden, which in addition to historic markers planned for different locations on the property will honor the site’s more than 200 years of agricultural heritage.

He adds the idea is to create a welcoming space that is a destination, not only for residents but for members of the public.

“We really want to activate that area,” he says. “New Hope Farm is an iconic property on the Highway 29 corridor. We look forward to sharing it with the community.”

Initial site work has begun with an expected completion date for the project in the third quarter of 2023. SeamonWhiteside of Spartanburg is handling civil engineering for the project, and the architectural design is being done by Planworx Architecture out of Raleigh, North Carolina.

Evolve Companies LLC was named one of the top 25 largest builders in 2022 by the National Multifamily Housing Council, and the company has other projects underway in Simpsonville, Mauldin and Greenville.

WELLFORD, S.C. (FOX Carolina) - The Spartanburg County Sheriff’s Office arrested four adults on child abuse charges after a doctor said a young girl’s injuries met the criteria for a medical diagnosis of child torture.

According to the sheriff’s office, on Sept. 2, deputies responded to Waspnest Road to assist the Department of Social Services (DSS) with a detailed child abuse allegation that the agency had received from an anonymous source.

Deputies say, upon arrival, they were informed by a caseworker that DSS had come out to the home on several occasions to investigate, but the four adults at the home had hidden the victim, an 8-year-old girl.

Four children of various ages were found in the home, but the girl had a noticeable limp and temporary tattoos covering multiple visible bruises on both legs, deputies say.

The four adults were identified as the girl’s father 25-year-old Ian Tatro, 24-year-old Tenika Draper, 47-year-old Trina Rae Draper and 28-year-old Ryan Dezotelle, who all recently moved to Spartanburg County from Vermont.

Full bond hearing for suspects:

Tenika Draper admitted to putting makeup on the victim’s leg to cover up the bruising once DSS started coming to the house.

During a bond hearing on Friday, the solicitor’s office said multiple family members made the girl eat cat feces and cat food. The child had scars on her knees from kneeling in a crate and was beaten with boards, cords and a frying pan, according to the solicitor’s office.

The solicitor’s office said the victim’s father gave her laxatives and made her wear pull-ups. He reportedly told the child he “wished he could kill her and get away with it.”

A spokesperson for the solicitor’s office said the victim told investigators when she was rescued, “This is the best day of my life.”

The sheriff’s office said all four children were placed into emergency protective custody with DSS and the victim was taken to the hospital and admitted due to the extent of her bruising and blood loss concerns.

She spent two days in the hospital after she was removed from the home.

Deputies say medical personnel and one of the investigators spoke with the victim at the hospital where more detailed information was discovered.

It was also discovered, after the evaluation of a forensic doctor, that the 8-year-old girl met the criteria for a medical diagnosis of child torture.

A search warrant was also executed at the house which led to the discovery of more evidence that further corroborated the victim’s disclosure.

The four suspects are charged with the following:

During bond hearings on Friday, a judge said none of the suspects can return to the home where the abuse occurred or have contact with any of the children. They were all placed on GPS monitoring and will be on home detention if they bond out of jail.

WELLFORD — Progress continues on a new Spartanburg School District 5 school in Wellford that’s part of a districtwide plan to increase capacity at current schools and build new ones to accommodate growth.

The Wellford Academy of Science and Technology will be rebuilt by August 2024. The new school will be located on the backside of the existing property that the current school sits on at 684 Syphrit Road.

The original school will be demolished once students are moved into the new school, district Superintendent Randall Gary said.

Once gone, the space where the school currently sits will be used as the school’s carpool and parking loop and as access points for buses.

“We weighed the options of expanding that school versus building a new building, and it just made more sense for us to build an entirely new building,” Gary said.

Gary said the Wellford Academy of Science and Technology is the school district’s oldest elementary school facility. The original part of the building was built in 1961, and over time, the school continued to grow. There were additions in 1984, 1992 and 1998.

Spartanburg Politics

The new 125,000-square-foot school will be two stories, serve around 880 students, and it will have an additional grade level because of the district is changing its grade structure in all of its elementary and middle schools next fall.

In November 2021, voters in District 5 approved a $295 million bond referendum that will allow the school district to expand by building two elementary schools and expand other schools.

The school district serves communities in Lyman, Wellford and Duncan.

As a part of its growth plan, District 5 will no longer have its intermediate school concept once the 2024-25 school year begins.

Elementary schools will house grades K-5, and middle schools will house grades 6-8. Byrnes Freshman Academy will continue to serve ninth-grade students, and Byrnes High School will continue to serve grades 10-12.

SPARTANBURG — Morgan Square’s proposed redesign aims to accentuate the city’s evolving downtown business district while making the space more attractive for programs and events.

As the city continues to grow with new housing, business and office space, the square will continue to be a popular destination. With the redesign expected for final review this spring by City Council, the square’s redesign could be completed by early 2025.

“For the most part, I like everything about the redesign,” Spartanburg Mayor Jerome Rice said. “We are waiting to see the final draft and get ready for it. People are looking for all this to finish up. The work will likely interrupt traffic and business flow. We will work through it to make sure businesses are still accessible to everyone.”

The project would be conducted in phases, city spokesman Christopher George said.

The first phase would include areas along West Main Street from North Church Street to Magnolia Street. The projected cost to complete the first phase is $15 million.

For the past 21 years, Delaney’s Irish Pub on West Main Street near the square has been a popular place to dine and enjoy live music.

Owner Brian Greene is hopeful the square’s redesign will draw more people downtown.

The outdoor dining area on the street closed to vehicle traffic since May 2020 will be moved to the sidewalk. Greene said he expects the outdoor dining area to be smaller with fewer tables. While he supports some of the redesign’s features, he would rather see the square maintain a larger green space for outdoor events.

“I don’t see a great spot out there for a band to play,” Greene said about the proposed redesign. “There is a natural stage there now, but it looks like that is going to be taken out.”

Greene also questioned the plan for public restrooms and how they might be staffed by the city. He expressed concern that restrooms could potentially be a gathering spot for the homeless if left unattended.

It’s been nearly 20 years since the last redesign was completed. City Councilman Jamie Fulmer said change is needed.

“We want to see the square active and vibrant,” Fulmer said. “I think we would miss an opportunity if we didn’t try and create a city center that would be more engaging and more complementary to all the development around it.”

Three redesign options were presented to the public in April. The latest redesign presented to the city in December combines some elements from all three options. Preparation has already started at the site.

“We have some preliminary sitework that will begin taking place on the square over the coming weeks,” George said. “That includes some basic surveying and ground-penetrating radar to assess conditions under the surface.”

The city is also working with New York-based Bierdman Redevelopment Ventures to develop a programming plan for the square to attract more visitors with new events and activities.

OneSpartanburg CEO and President Allen Smith said the square’s redesign should maximize space and work to benefit small businesses while creating a more welcoming place for community events.

“Whatever we do in the city of Spartanburg, we have to think about economic impact,” Smith said. “Small businesses rise and fall on activities at Morgan Square. Six years ago, we were having conversations that Morgan Square wasn’t what it could be for driving pedestrian traffic.”

Spartanburg City Councilwoman Erica Brown said she doesn’t want to see the clock tower moved. The plan calls for moving the clock tower near West Main and South Spring streets in the plan’s second phase.

“The clock tower had sentimental value to folks,” Brown said. “I am not sold on moving the clock tower.”

The redesign project’s first phase would be funded by the city’s hospitality tax revenue initially, with private funding used to complete additional phases.

WELLFORD — A faith-based nonprofit helping men recover from addiction is expanding with a new facility off U.S. Highway 29.

The 10,000-square-foot building will allow Evans Training Center to more than double its capacity.

“We take a long-term, slow-motion approach to ‘why do you keep doing this’ and ‘how are we going to stop this once and for all,’” said Dave Crooks, executive director of Evans Training Center.

Site work has already began at 601 Spartanburg Highway, but there will be an official groundbreaking ceremony on Sept. 25. Crooks hopes to move into the new space by July or August 2023.

Evans Training Center is based in Spartanburg County and helps up to 12 people at a time. Once the new facility opens, the organization will be able to help an additional 27 people.

The new space will have classrooms, bedrooms, bathrooms, a dining hall, a commercial kitchen, offices, a laundry room, a reception area and recreational space. A chapel is in the middle of the facility.

The nonprofit offers a 40-week residential program for men who are struggling with chemical addictions.

“A lot of times, we’ll end up with guys in our program who have went the medical route and tried psychiatrists, psychologists and medications but still find themselves stuck,” Crooks said.

While in the 40-week program, participants live at the nonprofit’s dormitory. There are classes in the morning. Afternoons are filled with job site training related to residential and commercial painting and landscaping. The program is free but participants have to agree to work around five hours a week.

Evans Training Center was established in 2010 by Robby and Vida Dismukes. Their son Ben went to get help for an addiction at a facility in Florida called Dunklin Memorial Church. The family decided to name the nonprofit in honor of Dunklin founder Mickey Evans.

One year after graduation, 88 percent of Evans Training Center’s graduates are still sober, have a stable living situation and a job, according to Crooks. He said much of the program’s success is due to the organization heavily focusing on character development.

DUNCAN — Construction on a new middle school in Spartanburg School District 5 has begun, on schedule to open for the 2024-25 academic year.

The new construction project along Abner Creek Road is part of a plan to build new schools and upgrade existing school buildings to meet anticipated enrollment growth over the next five years. District 5 serves communities in Duncan, Lyman and Wellford in western Spartanburg County. Student enrollment for the current school year is 9,800 students. The enrollment increased by 700 over last year, which was the district’s largest-ever increase in a single year.

On Nov. 2, voters in District 5 approved a bond referendum to allow the district to borrow $295 million to build two new schools and fund expansions at others. In addition to the middle school in Duncan, a new elementary school will be built behind Wellford Academy of Science and Technology at 684 Syphrit Road in Wellford. The academy students will continue to attend the school, then move into the new elementary school when it is completed.

A groundbreaking ceremony was held on Nov. 29 at Abner Creek Road for the new middle school construction. District 5 Director of Public Relations Melissa Robinette told The Post and Courier a name for the new middle school has not yet been selected.

“We will have a process when it happens that involves the community and future students of that school,” Robinette said. “That is the fun part of giving a school its identity. There will be some redrawing of the lines for the attendance zone of this particular school.”

Byrnes High School, at 150 E. Main St. in Duncan, will be renovated and new additions will be built at the high school to increase its capacity. Reidville Elementary School, at 520 Main St. in Reidville, will also be renovated to increase capacity. District 5 will no longer use the intermediate school concept by converting intermediate schools into new campuses with traditional grades K-5 for elementary schools and grades 6-8 for middle schools.
