After opening up their West Coast run earlier this week in San Diego, Calif., and following up with a Los Angeles appearance on Friday night, moe. traveled up the California coast, arriving at San Francisco’s The Fillmore for night one of two on the celebrated stage. The Jan. 20 concert presented original material and a trickle of covers, including a locationally fitting debut of Led Zeppelin’s “Going to California” and a nod to Bay Area favorites the Grateful Dead later in the night.

Saturday night saw a continuation of moe.’s current delivery of regional odes, which began during the band’s Jan. 18 concert at Observatory North in San Diego, when they landed on a debut of area favorites, Stone Temple Pilots’ “Interstate Love Song.” The New Yorkers continued on Friday at Teragram Ballroom in Los Angeles by adding the Grateful Dead’s “West L.A. Fadeaway” prior to yesterday’s geographically fitting debut.

Last night’s concert at The Fillmore began with the original “Zed Nought Z.” Next, moe. shuffled back to the early aughts on “Crab Eyes” and dove deeper into their discography on the 1998 released “Bearsong.” Bridging the space between the aforementioned number and the show’s debut was “Okayalright,” which, upon its conclusion, saw Nate Wilson take the lyrical lead on the folk-style classic, “Going to California.” The night’s debut elicited imagery of the land of milk and honey, with a reprise of famed Robert Plant sung lyrics.

Following moe.’s debut, the band returned with originals, including “So Long” and a set-ending pairing of “Paper Dragon” into “Rebubula.” After a break, the ensemble returned, cutting into“Hi and Lo,” which segued into “Yodelittle.” A newer song in moe.’s live archive, “Bat Country,” preluded a take on the Grateful Dead’s “Deal,” a thoughtful addition to their Bay Area show. A combo of “McBain” into “Down Boy” and back to “McBain” shut down the second frame.

For the night’s encore, moe. resumed their place on stage, performing “Letter Home” before closing out the concert with a take on Deep Purple’s “Space Truckin.” With night one in the books, moe. will follow up with a final stand at The Fillmore in San Francisco this evening before continuing up the West Coast. Award-winning affordable housing project in Fillmore breaks the mold

Location may be everything when it comes to housing, but aesthetics is a close second. This is doubly true for affordable housing, which is often mired in social stigma. Affordable housing historically had a purposeful, “low budget” look. In other cases, insufficient long-term funding resulted in inadequate or completely nonexistent maintenance.Consequently, many people are now skeptical of new affordable housing projects. Getting these projects approved by the community requires close collaboration between all stakeholder...

Location may be everything when it comes to housing, but aesthetics is a close second. This is doubly true for affordable housing, which is often mired in social stigma. Affordable housing historically had a purposeful, “low budget” look. In other cases, insufficient long-term funding resulted in inadequate or completely nonexistent maintenance.

Consequently, many people are now skeptical of new affordable housing projects. Getting these projects approved by the community requires close collaboration between all stakeholders. The award-winning Mountain View Apartments in Fillmore is an example of that collaboration in action.

The 77-unit community provides affordable homes for over 150 individuals, families, and seniors, as well as people formerly experiencing homelessness. The apartments have a wide range of on-site services, including after-school programs and a community room with Wi-Fi and computer stations, as well as case management and life skill training for residents in need of extra support

“People who don’t know what Mountain View is walk on the site and have one of two reactions,” said Doug Menges, the executive vice president for developer Many Mansions. “Hey, are any of the condos/townhouses available for sale here? Second: This reminds me of a beach community.”

The apartments opened late last year. Rosa was one of the first tenants. A single mother, Rosa worked hard to stabilize her life and is now the assistant manager at Goodwill in Fillmore. However, she could only afford a studio apartment, and her two older children had to live with their grandparents.

“[I am] grateful to Many Mansions for the opportunity to live in an apartment that is the right size for my family,” Rosa said.

Construction projects are usually governed by two truisms. Construction rarely goes smoothly, and vacant land is vacant for good reasons. In this case, the land was an abandoned orchard surrounded by above-ground utilities. There were no curbs or gutters. There was, however, a large gully, and an eight-foot grade difference from the highway.

Competing demands and laws can also slow down construction. “There are no more easy properties in California,” said Kevin McSweeney, the city’s planning and community development director.

Many Mansions and the city rose to the challenge. The city amended its general plan and changed the site’s zoning from commercial highway to high-density residential. This allowed the developers to build 35 units per acre, making the project financially feasible.

There was also an early disagreement about the building’s façade. “We do a very in-depth review at the very beginning that includes all involved city departments,” McSweeney said. “When you propose something, city staff will respond with a really long letter. You are going to know exactly what we think.”

In this case, Many Mansions proposed a tan, stucco box design typical of inexpensive housing. The city countered with something more unique — the award-winning color and material scheme — which the developers accepted.

“If we want to continue build[ing] affordable units, they have to look nice,” McSweeney said. “The moment we build one that looks like tenement housing in New York or New Jersey, we’ll never be able to build another one.”

For affordable housing, this means that each unit must appear independent and not feel like part of a “complex.” According to McSweeney, this creates a sense of ownership that allows a tenant to say, “That is my unit.” The units should also have porches or balconies that let people “step outside and enjoy [the] fresh air.” Features like this help reduce the social stigma of affordable housing.

After the developers changed the design, the process went smoothly. “The actual permitting process went very quickly once we secured the design,” Menges said. “All throughout the process, they worked hand in hand with us in getting the zoning right. The city was always available, always returned our calls. When we would stop in — which was often — to city hall, they were always [there] to talk to us. There were no surprises.”

The city also helped advertise the apartments, gave Many Mansions a place to interview applicants and conduct outreach, and provided temporary parking for construction workers on city-owned land.

For their part, Many Mansions met with the community often and early, something Menges says is key to getting these projects approved. “The hot topics are always going to revolve around parking, water, trees, followed by traffic,” Menges said. “In terms of Mountain View, we addressed the parking early on because we actually provided more parking than we were required to do. We saw the condition of the street and wanted our residents to walk safely to the elementary school.”

According to both men, residents were thrilled about the project. In the end, the major hurdle was not the land’s unusual slope or the city’s review process. It was funding. It took six years to complete the project. In the end, the housing authority, along with a combination of state funding and tax credits made the project a reality.

“The funding in California is so competitive,” Menges said. “It’s really acquiring the different funding that took the most amount of time.”

The city is working on several other notable housing projects and programs. McSweeney is particularly focused on finding developers willing to build housing for people making just above low-income wages — the area with the greatest demand. At this income level, most people do not qualify for subsidized rent but still have trouble paying market-rate rent.

One possible policy change is specific to a four-block neighborhood near city hall. The homes were built before World War II. When the city adopted its zoning ordinance, it identified the neighborhood as a commercial highway. As a result, homeowners could not receive construction loans and many homes fell into disrepair. Due to the size of the lots, it is unlikely those homes will ever become storefronts.

The city plans to change the zoning to high-density residential. “For a homeowner, they probably won’t realize that until two to three years when they try to get a construction loan,” McSweeney said “It will help them immensely and it will help the city.”

A subdivision of 130 condominiums is also under construction and 222 apartments for people making just above low-income wages are in the development pipeline. More moderate-income projects are on the way.

“For Fillmore, that’s a lot,” McSweeney said.

Like any city, Fillmore has its fair share of challenges going forward. Fillmore is the first city outside Los Angeles County and is surrounded by agriculture and forests. Residents like the “slower pace of life,” which means there is a lot of political pressure to keep the region's character intact.

But there’s also a demand for housing — something McSweeney is confident the city can meet. “We are on target to meet [our housing numbers] … both affordable and moderate, McSweeney said.

Locals who have been waiting for fast-food chain Sonic to open since before the pandemic will get their fix of cherry limeade and tater tots in Fillmore in late 2024.

It will be Ventura County's first Sonic, according to the company's website. The restaurant is planned for Ventura Street and Orange Grove Avenue, said Kevin McSweeney, Fillmore's director of planning and community development.

The Star reported the restaurant was slated to open in summer 2019, but the pandemic waylaid plans, McSweeney said.

"COVID is a major contributor to the delay," McSweeney said.

Despite the original opening timeline, some of the early approvals needed to open the business weren't even granted until June 2019, and the restaurant was not expected to be under construction until 2021, he said. Engineering plans and other agreements over the property also took time to complete, McSweeney said.

Sonic fan and Port Hueneme resident Luis Mendez II stops at the chain's Las Vegas location at least once a month to take his younger nieces and nephews.

“It’s like a one-stop shop for your taste buds,” Mendez said on Wednesday.

The restaurant has a great concept, he said. Customers drive and park in a stall to order through a speaker system, and employees bring the items to your car.

“It’s kind of old school, like a drive-in burger place. It has that nostalgic feel to it,” Mendez said. “I’m getting older. I’m in my 40s. I remember the old food drive-ins from back in the days.”

Mendez said his favorite items are the different types of milk shakes.

“I’m a foodie, but I love desserts,” Mendez said. “They’ve got like 30 different options. Whether there’s Oreos, or M&Ms or the Reese’s Pieces, that’s what sugar people like. It’s that variety.”

It's too early in the construction phase to identify the exact date of the grand opening, McSweeney said.

The restaurant's opening date is expected to be the "back half of 2024," said Rachel Russell, a spokesperson for Sonic, on Wednesday via email. The address is 643 Ventura St., she said.

The construction site will have a job posting board later in the construction phase, McSweeney said.

While Mendez is excited for the Sonic to open, he wishes it would be closer to Port Hueneme, where he lives.

“Fillmore’s a small town,” he said. “I’m surprised that Fillmore would be the location in Ventura County for it because it is out there. Obviously, there’s a demand for fast food in (Oxnard/Port Hueneme) area so why wouldn’t they put one in a bigger area where they make more money?”

Fillmore officials voted last week to start the process of moving to district voting, with the first public hearing scheduled for Oct. 24.

The City Council voted 4-1 on Oct. 10 to begin the transition to district-based elections after the city received an attorney's demand letter in August threatening a possible lawsuit under California's Voting Rights Act.

Such letters have prompted many cities, counties, school districts and other elected public bodies around the state to move to district elections in recent years, though some jurisdictions have done so on their own. Proponents say district elections empower traditionally underrepresented voters and candidates.

In Ventura County, only Fillmore and Port Hueneme still have at-large city council elections.

The letter from lawyer Jason Dominguez was sent on behalf of a Fillmore resident identified as a “member of a protected class and registered voter.” The attorney claimed Fillmore's at-large elections violate the state voting rights law.

City legal staff said they were not aware of any city or other jurisdiction in California that has successfully defended itself from a lawsuit under the act. Those that tried have wound up having to pay huge attorney fees, sometimes in the millions of dollars, a staff report said.

The upcoming hearing during the council's Oct. 24 meeting will include a discussion about creating maps with public input.

During the meeting, Mayor Mark Austin voted against the transition to electoral districts after hearing six residents speak against the idea.

He asked City Attorney Tiffany Israel if the city could put district voting to a referendum for local voters.

Israel said the city would have to ask Dominguez for a settlement and pay $34,000. If Fillmore voters didn't approve district voting in the referendum, she said, the city would be sued.

“We’re handcuffed,” the mayor replied.

Fillmore currently has an at-large election system in which all residents vote for council candidates. With districts, they will only vote for a representative within their geographic area. Boundaries will be determined during the upcoming hearings.

The number of districts hasn't been decided. The city could continue with its current five council seats, where the mayor is chosen by fellow council members, said City Manager David Rowlands. Another option would be having four district council seats and an at-large mayor elected by voters citywide.

Fillmore council members serve staggered four-year terms.

During the meeting, resident Annette Sula said the city was being bullied and needed to fight back because there was “nothing wrong” with the current system.

“We care about each other. We know each other. A new person moves into the community, we embrace them and we bring them in,” Sula said. “All of this will go away if we start dividing us. I’m asking, please fight this.”

Councilmember Carrie Broggie said she didn’t want to spend funds the city didn’t have on a legal battle over the state law.

“I think about what a loss like that might cost us,” Broggie said. “Would it be worth the sacrifice of losing our parks, losing some of the programs we have? We’d have to say goodbye to the progress we’ve made to take on this challenge.”

The city will hold five public hearings before it adopts a district map, Israel said.

The City Council also voted 5-0 to hire consulting firm National Demographic Corp. for up to $42,000 to help with the process of establishing council districts.
