The Oaks mall in Thousand Oaks is expected to change hands by year's end in a $157 million sale.
Longtime owner The Macerich Co. announced the deal in its third-quarter earnings report on Nov. 6. The Santa Monica-based real estate investment trust bought the shopping center at 350 W. Hillcrest Drive in 2002.
Although company CEO Jack Hsieh declined to name the buyer during an earnings conference call, real estate publications later pegged Stockdale Capital Partners, headquartered in Los Angeles, as the incoming owner. Stockdale officials declined to comment for this story and Macerich officials didn't return calls.
Macerich also owns Pacific View mall in Ventura, which it acquired in 1996.
The Oaks shopping center, built in 1978, totals about 1.2 million square feet, with a major renovation done in 2008. Anchor stores include Macy's, JCPenney, Nordstrom, Dick's Sporting Goods and an AMC Theatres. Macerich owed $148 million on The Oaks property at the end of September, according to the company's financial report.
Danielle Borja, president and CEO of the Greater Conejo Valley Chamber of Commerce, said Macerich's sale of The Oaks came as a surprise in light of how long the company has owned the mall.
But the opportunity to add apartments and other housing may be in play after the city's adoption of a new general plan last year that changed the property's land-use designation from commercial to mixed-use, Borja said. In March, the City Council updated its zoning ordinance to reflect the new mixed-used zoning.
Macerich may have seen a window to sell the property to a developer who would be in a better position than Macerich to build housing, Borja said.
“Given the overall retail environment, it’s a very positive sign that a buyer was secured and sees the redevelopment potential of the property with the new mixed-use zoning,” Borja said after recently talking to one of her contacts at Macerich. She added she didn’t have any details beyond what has been announced publicly.
During the company's earnings call, Macerich's chief executive provided some comments on The Oaks sale.
"There were major redevelopment initiatives that we had studied in order to move forward," Hsieh said during the question-and-answer phase. He said it was encouraging the buyer had been able to secure financing.
"It's an asset that needs to be sort of reengineered, especially the retail," Hsieh said. "It's got a development opportunity that has entitlement, that there's still some moves that are required."
Hsieh said the sale provided a "compelling opportunity" as Macerich tries to monetize some of its other assets.
The possibility of a mall makeover that could include residential development wouldn't be a first in Thousand Oaks. Expansion plans at Janss Marketplace could include housing, mall owners said in January. A five-story hotel project at the center had already won approval in November 2023.

The professional women’s soccer club has committed to stay in Thousand Oaks for at least the next four seasons after Thursday’s announcement of a multimillion-dollar remodel of the Rams former training facility.
“This is a major milestone in the history of our club,” said team president Julie Uhrman. “We are committed to building a championship-level experience for our staff and players.”
The nine-acre site on CLU’s north campus will include a full-size pitch and a half and about 50,000 square feet of indoor space.

It will be the largest practice facility dedicated solely to a National Women’s Soccer League club.
“This new dedicated performance center … lives up to our ambitions,” Uhrman said, “setting a new bar for what professional athletes need to become champions on the pitch and support their needs off the pitch.”
The Rams left the site in September, as part of their permanent shift to Woodland Hills. They had been in Thousand Oaks since moving from St. Louis in 2016.
Highlights of the new facility include a 5,400-square-foot gym, areas devoted to hydrotherapy, rehabilitation, recovery nutrition and supplements, private medical staff offices, meeting and film rooms, an on-site media studio, a relaxation lounge, and a children’s playroom.
Angel City expects to move into its new home before the 2025 NWSL season kicks off in March.
“From a sporting perspective, having a performance center that truly meets the unique needs of our athletes is absolutely critical,” said general manager Angela Hucles Mangano. “Our players and staff have long-awaited this training facility and will benefit greatly from brand-new equipment and custom spaces.
“These invaluable resources are essential for performing at the highest level, and a primary need to provide a standard of professional excellence for our athletes.”
Turner & Townsend will manage the project and CBRE Design Collective will design it, according to the team. Champion Construction will renovate the interior of the facility. Longhorn Lockers will produce new player lockers.
Angel City has trained at CLU since its inaugural season in 2022.
“We are thrilled to extend our partnership with Angel City Football Club and support their growth and commitment to building an environment focused on player excellence and development,” said CLU president John Nunes. “Through our multi-year partnership, we will continue to host this world-class sports team as well as provide hands-on learning opportunities for our students with ACFC’s players, coaches, and leadership.”
Angel City finished 12th in the 14-team NWSL this season with 29 points from 26 matches. Sydney Leroux and Claire Emslie led the team with seven goals apiece.
Budding national team prospect Alyssa Thompson, who turned 20 last week, led the team with seven assists.

New regulations could help improve the home insurance issues facing local residents but may not bring a quick fix, officials said earlier this week.
In 2017 and 2018, tens of thousands of homes were destroyed as some of California's largest, most destructive wildfires burned. The list includes the Thomas and Woolsey fires in Ventura County. In the aftermath of those fires and others in recent years, more areas were deemed at high risk and insurance companies raised rates and canceled policies.
State law now requires insurers to look at steps homeowners take to protect against wildfires and hundreds of communities have signed up to be recognized for those efforts. But still, companies were not writing policies and some are leaving the state.
"We know that the insurance crisis is hitting everyone up and down the state," said Julia Juarez, a deputy commissioner for the California Department of Insurance.
Juarez was one of several panelists at this week's home insurance town hall in Thousand Oaks organized by county Supervisor Jeff Gorell. The new regulations should be in place by January, and the changes are expected to prompt companies to write more policies, she said.
State Assemblymember Jacqui Irwin, D-Thousand Oaks, co-hosted the panel discussion along with Gorell. Both called home insurance one of the biggest issues for their constituents, not only in areas at high risk from wildfires but throughout the region.
"Understandably, homeowners are extremely frustrated," Irwin said.
Some have looked for agents out of state. Those lucky enough to find a policy had rates skyrocket. Many turned to California’s FAIR Plan, which offers less coverage, higher costs and was intended as a last resort.
Plans call for developing regulations by the end of the year that would allow insurance companies to use modeling for catastrophic wildfires when developing rates, officials said. Previously, the modeling, described as forward-looking, could not be used in the state.
Officials described the current pricing of insurance policies as looking backward. So, insurance prices jumped up after big fires. Catastrophic modeling looks forward to determine risk and potentially takes other factors into account.
Under the proposed regulations, companies would be allowed to use the catastrophe models if they write more policies in areas with the biggest risk and the most people on the FAIR plan, according to the insurance commissioner’s office. Ventura was included on the state's list of counties with more homes considered at high risk.
Plans call for the state to have everything in place by the end of the year, Juarez said. That would allow insurance companies to start turning in applications for rate reviews as early as January, she said.
But how long it takes companies to turn in applications or for rate reviews to be completed is not yet known. Juarez said officials expect to have applications approved by mid-2025. What will happen to rates also remains to be seen.
"What we need to do is create the market where they are going to then be competing to get your business," Juarez said. "That is what's going to then bring the prices down."
Efforts to harden a home against wildfire or become recognized as a Firewise community can help with insurance policies. The number of those communities countywide has jumped from two to 21 in the past two years, officials said.
People have reported varying degrees of success regarding their insurance rates, said Stephen Watson, executive director of the Ventura Regional Fire Safe Council. The organization provides free wildfire assessments and has worked with communities on the Firewise recognition.
“What we've seen is anywhere from 1% all the way up to 27%,” Watson said during the town hall meeting.
Typically, it is 10% or lower, he said. The biggest reduction was reported by a homeowners' association that did a lot of work after the Firewise recognition, he said, adding that he tells people to be proactive and shop around.
The wildfire assessments help identify ways residents can harden their homes against flames and embers. Fixes will make a home safer, Watson said.
"There are things you can do. There are things your community can do, and we can help you out with that," he said.
Juarez said this week that companies are now required to explain to homeowners the reason for their property's wildfire risk score. People also can reach out to the state department of insurance at 800-927-4357 for assistance, she said.
