KYLE, TX — In an effort to bring local housing policy into closer alignment with the City of Kyle’s broader housing strategy, Mayor Travis Mitchell has initiated a leadership transition at the Kyle Housing Authority. This action follows the Housing Authority’s recent decisions to enter a memorandum of understanding with several multifamily property owners – agreements that will remove approximately $169.2 million in taxable value from the tax rolls of the City, County, School District, and Fire Department (ESD 5), among others.
The City of Kyle strongly opposes these agreements, which risk long-term financial harm to local governments, provide little benefit in terms of actual rent reduction, and had limited legal review to protect the housing authority’s interest and goals. While the City shares the goal of increasing access to affordable housing, it believes that these agreements - typically advanced by for-profit entities - undermine fiscal sustainability and community trust.
“Our housing authority’s Executive Director pushed for these agreements all at once,” said Mayor Mitchell. “After an initial review, we can find no evidence that the millions of dollars in tax savings to the private parties will result in significant rent relief to the residents living there.”
Mayor Mitchell has moved to restructure the board by appointing new members and tasking the board to develop policies that improve transparency and formally align with the City Council’s broader housing strategy. Under Section 392.031 of the Texas Local Government Code, the mayor holds the authority to make these appointments to ensure local oversight and policy alignment. Current members have remained in holdover status well beyond the expiration of their original terms, and their service formally concluded on July 11, 2025.
