Officials propose to move, expand 2 of Boston’s largest high schools

A new plan will change the high school offerings in Roxbury, expanding the vocational school and moving the traditional high school out of the neighborhood.

The plan, announced Tuesday by Boston Mayor Michelle Wu and Boston Public Schools Superintendent Mary Skipper, would expand Madison Park Technical Vocational High School at its current location outside of Nubian Square. The other high school at the site, the John D. O’Bryant School of Mathematics and Science, would move from Roxbury to West Roxbury, seven miles away.

At a Tuesday morning news conference flanked by community leaders and school officials, Wu described the shared campus as "beloved... but tired" — "it needs some love," she said.

"What we’ve heard directly from students and staff ... is that space constraints have held both schools back," Wu added. “Madison Park [has not offered] all of the pathways that reflect the opportunities of the new economy, whether in climate, green tech, or engineering or animal sciences or other areas of interest."

The announcement comes as part of Wu's Green New Deal for Boston Public Schools plan, which proposes to overhaul Boston's deteriorating and aging school facilities.

It is also one part of the city’s commitment to revamp its high school offerings by stepping up rigor, offering more early college and dual-language coursework and building up community partnerships, officials said.

Officials did not offer a total cost estimate or timetable for the move or expansion, observing only that they have already allocated $63 million to embark on a design phase for the two schools.

Wu drew applause as she announced the plan outside the schools' shared campus on Malcolm X Boulevard, promising "beautiful, modern, fully-resourced buildings" for both school communities at the end of construction.

She also acknowledged that the move would take the O'Bryant — a selective exam school where two-thirds of students are Black or Latino — from near the heart of Black Boston into one of the city's whiter precincts.

But she pledged the city would be "in deep, sustained engagement with all students and many generations of alumni" about the effects of the move.

Officials previewed other changes in their announcement. The Margarita Muñiz Academy, a dual-language high school in Jamaica Plain, will expand into the seventh and eighth grades to comply with the city's favored grade configuration.

And Skipper announced "wall-to-wall" early college programming at Charlestown High School, meaning that every student there will be able to enroll part-time in classes at nearby Bunker Hill Community College. It will be the city's first open-enrollment high school where that is the case.

Madison Park is Boston's only vocational and technical high school, serving nearly 1,100 students. Officials propose adding grades 7 and 8 to nearly double its enrollment, and envision it becoming "a hub for workforce development" in Roxbury, including a new partnership with JetBlue to teach skills related to aviation.

Following the expansion, Wu said she imagined a more “public-facing” school facility that offered, for example, veterinary and mechanical services to community members like other vocational-technical high schools in the state.

At the same time, the district is moving to add an additional layer of student choice at Madison Park. About one-third of its current students are "administratively assigned," meaning they haven't explicitly chosen to attend.

The Boston School Committee recently discussed a new admissions process that would require an application, "an artifact" (a video or essay) demonstrating a desire to pursue technical and vocational education, along with two letters of support.

If the school gets more applications than available seats, school leaders will use a lottery to determine who gets in. Pending a forthcoming vote, the policy will go into effect in the fall of 2024, according to school officials.

But Madison Park is not the only school to suffer from its current physical constraints.

Skipper said the O’Bryant is limited in how many new seventh graders it can admit due to lack of space. It is the smallest of the city’s three exam schools, with just under 1,600 students.

She said the move to the former West Roxbury Education Complex would allow the O’Bryant to grow by 400 seats, to around 2,000. And it would give the O’Bryant access to the complex’s former athletic facilities, which are among the city’s newest and best-maintained.

“The O’Bryant is a very large school,” Skipper said in a media briefing Monday. “There’s only so many spaces that would … get it what it needs: for labs, and 21st-century STEM work.”

The West Roxbury site is suitably massive. It once housed two high schools, West Roxbury Academy and Urban Science Academy. But it was shuttered in 2019, despite protests, due in part to what officials deemed “significantly deteriorating” conditions in its building.

At the time, William "Buddy" Christopher, then-head of Boston’s Inspectional Services Department, told parents that, given the water migration in its concrete, the building would require “Herculean” spending to repair.

Now the city proposes to do just that. A complete renovation of the West Roxbury complex “down to the studs” could begin in early 2025, paving the way for the move, according to Del Stanislaus, BPS’s chief of capital planning.

Wu addressed on Monday potential transportation concerns with the complex's location, which, given its location along the VFW Parkway, is relatively remote. She said there would be a dedicated shuttle from public transit hubs to bring O'Bryant students to the campus.

Richard O'Bryant, a 1982 graduate from the school and son of its namesake, will chair a planning committee overseeing the redesign process, Wu announced.

In remarks at Tuesday's conference, O'Bryant said the school's current facilities have felt "inadequate" since the move to its current site in 1987.

"This is an effort to put the O'Bryant in a better position for our school and its students to be able to compete ... to have a state-of-the-art facility, cutting-edge research laboratories, and expansive arts and athletics resources," he said.

State education officials will be watching. Under the systemic improvement plan they signed with the state last summer, BPS leaders must complete a “comprehensive, long-term master facilities plan” by the end of 2023.

A pocket of suburbia on the southwestern edge of the city, West Roxbury is an area historically favored by Irish-Americans that's long attracted young families for its (relatively) affordable single-family homes.

It is a point of confusion for many outsiders that West Roxbury and Roxbury are two entirely distinct Boston neighborhoods; in fact, they do not even share a border. But they do share a history: West Roxbury once roughly encompassed the neighborhoods we now know as Jamaica Plain and Roslindale, and seceded from the city of Roxbury in 1851. Roxbury was incorporated into Boston in 1868, with Jamaica Plain, Roslindale and West Roxbury following suit several years later.

In the 1840s, West Roxbury was home to Brook Farm, a transcendentalist utopian commune that famously served as the inspiration for Nathaniel Hawthorne’s novel “The Blithedale Romance.” Irish Catholics flocked to the neighborhood in the 20th century, establishing its reputation as a white, working class enclave that remains to this day even as West Roxbury has become more racially diverse and ever more attractive to Boston residents priced out of other neighborhoods.

Today, the bars that once lined Centre Street have been replaced by Thai, Korean and Middle Eastern restaurants, upscale bakeries and a trendy coffee shop. A former landfill has been transformed into the towering, sprawling Millennium Park.

What locals say about West Roxbury

The back patio at Recreo Coffee & Roasterie, a popular West Roxbury spot, was buzzing on a weekday morning in the summer. Chris Rohrig sat at one of the tile piazza tables taking in the sun as sparrows zipped around the courtyard.

Rohrig, who is in his early 40s, moved to West Roxbury with his wife and kids three years ago from Jamaica Plain. He found it easy to make the case for his newly adopted neighborhood.

“West Roxbury does a really great job of balancing itself on this line of city and suburb, and this combination of public transportation, city feel, traffic, even the noise of the city … with some of the amenities and the pleasures of that suburban life,” he said. “You have a lot of trees, you have a lot of yard, you have a lot of … families, playgrounds, kids walking to school and bumping into friends on their way.”

Rohrig was familiar with West Roxbury’s reputation as insular, white and skeptical of outsiders. He argued the demographics and attitudes of the neighborhood’s inhabitants were shifting. But he admitted feeling frustrated sometimes by some parts of the community’s resistance to new development, public works programs and other changes.

“You get frustrated sometimes when people are like, ‘Don't change anything,’ ” he said. “Part of that, I think, is just people being afraid of change. But I also think part of it is people wanting to keep their little piece of what they feel comfortable in and are nervous about letting other people be part of that. Sometimes that bums me out, because West Roxbury should be shared. Boston should be shared.”

Matthew Minerva was walking his brother’s dog down Centre Street in West Roxbury. The tall, cheerful man in his 50s grew up in the neighborhood but spent three decades away before returning a few years ago to take care of his ailing father.

A lot has changed since his childhood. Property values have ticked up, and new development increased. Strangely, though, the bars that used to line Centre Street are no more.

“It used to be like every corner, there was a bar,” Minerva recalled. “The bars are all gone.”

These days he prefers to spend his time in the many parks accessible on foot. Those, he said, had improved.

“I go up over to Allandale Farm,” he said. “There's this place called Rock Pond. There’s entrances all along the parkway. You can walk in the woods and just get lost.”

Roslyn Pedlar moved to West Roxbury 24 years ago with her husband. They were fresh out of grad school and stood out as young newcomers to the tight-knit neighborhood.

“People were kind of looking a little bit askance and saying, you know, ‘Who are these folks who are moving in?’ ” Pedlar, who is in her early 60s, recalled. “But the neighborhood's gotten way more diverse since I've been here.”

It was tough to make friends in those early years. Pedlar remembers being met by a blank look whenever she tried to greet neighbors on the street. It was disheartening, but Pedlar stuck with it, continuing to say hello whenever she passed someone on the sidewalk with her young daughter.

“And one day I was walking past this woman who was walking toward me with a baby in [a] stroller,” she said. “So I said hello to her and she literally stopped in her tracks. She took her son out of the stroller and she said, ‘I've been saying hello to people for the past year. You're the first person who's answered.’ ”

It turned out the woman lived across the street. Both moms and kids became lifelong friends. And more than two decades later, Pedlar hasn’t left West Roxbury.

“I have wonderful neighbors, some of whom have lived here their whole lives, some of whom have been relocated, transplants like us,” she said. “It's a wonderful, wonderful block to live on.”

Today, Mayor Michelle Wu joined Boston’s Veterans Services Commissioner Robert Santiago, the Mayor’s Office of Arts & Culture, the Community Engagement Cabinet, Massachusetts Secretary of Veterans’ Services Jon Santiago, and West Roxbury community members to unveil a new mural honoring Captain Tom Kelley created by local artist Laura DeDonato Wiatt. The Mayor also proclaimed September 7, 2023 as “Captain Thomas Kelley Day,” highlighting his contributions to his country and local community, including a 30 year career in the U.S. Navy. The mural, located on the Boston Ale House, is the result of local residents reaching out to the City requesting a tribute for Captain Kelley, a Medal of Honor recipient who grew up in West Roxbury.

“Public art helps us highlight the values and achievements of our communities, telling the story of sacrifices and leadership that helped form Boston’s neighborhoods and our country. Commemorating Captain Tom Kelley’s decades of military service adds to the fabric of West Roxbury’s character,” said Mayor Michelle Wu. “I’m grateful to the local artist, community members, and city departments that made this artistic vision a reality, and most of all to Captain Kelley for his example of selfless leadership and dedicated service.”

Captain Kelley was raised in West Roxbury and served in various roles in the U.S. Navy. In 1969 in Vietnam, Captain Kelley was leading eight river assault boats to extract American troops when one craft became disabled. Captain Kelley ordered the remaining seven craft to circle the disabled boat and put his own craft directly in the line of fire, when his boat was struck by a rocket propelled grenade. Captain Kelley was thrown to the deck and suffered head injuries as a result of shrapnel. He was unable to move himself from the deck or speak clearly into a radio, but he relayed orders through his men and successfully moved the boats to a safer area before calling for his own medical assistance.

Captain Kelley was awarded the Medal of Honor by President Nixon at the White House on May 14, 1970. After retiring from the Navy after a 30 year career, Captain Kelley worked for the Department of Defense and then as Secretary of the Massachusetts Department of Veterans’ Services.

“Medal of Honor recipient Captain Kelley is an American hero deserving of this dedication. This mural is a special 'thank you' from the community for his selfless devotion to our country,” said Boston Veterans Services Commissioner Robert Santiago. “As a city we recognize and honor our veterans and their families everyday. As an example of that, Boston has hosted the Medal of Honor convention for an unprecedented four times with the last one being in 2021. Just recently we dedicated the beginning of Route 20 here in Boston as Medal of Honor Highway and had the honor of having Captain Kelley at that dedication.”

“We’re excited to partner with the Office of Neighborhood Services to welcome this new mural to West Roxbury,” said Kara Elliott-Ortega, Chief of Arts & Culture. “Public art plays an important role in preserving public memory, and we’re proud to support a mural that uplifts the legacy of a Boston native and Medal of Honor recipient.”

Funded by the Mayor's Office of Arts and Culture, Roslindale resident and artist Laura DeDonato Wiatt painted the mural located on the side of Boston Ale House, located on the corner of Centre and Hastings Streets in West Roxbury. The mural depicts Captain Kelley and the not-yet-built USS Thomas G. Kelley. Work on the mural began the first week of July, after Dan Hudson, West Roxbury’s Liaison in the Mayor’s Office of Neighborhood Services, was approached by local residents about their desire to tribute Captain Kelley.

“It was great working with Dan Hudson, Boston Ale House, and the people of West Roxbury,” said Laura DeDonato Wiatt, localmuralist. “During the process of creating this painting, I learned so much about Captain Kelley through speaking to people who know and respect him. It was an honor to paint a portrait of a local hero.”

“As the Mayor's Liaison to West Roxbury, it is my distinct honor and pleasure to help celebrate Captain Kelley with The Offices of Arts and Culture and Veterans Services,” said Dan Hudson, West Roxbury Liaison for the Mayor's Office of Neighborhood Services. "I'm beyond grateful for the patience and care that local artist Laura DeDonato Wiatt put into this piece, and I look forward to this mural being a point of pride in West Roxbury for generations to come."

While they acknowledged the need for more space, they raise concerns about a variety of potential consequences, like a decline in student diversity, the disruption of community partnerships and longer commutes for both students and staff.

Many were especially troubled by what they described as a lack of community engagement ahead of the announcement.

“We were, as a community, blindsided by the decision — which I think was intentional,” O’Bryant parent Rahul Dhanda said in an interview.

Wu said district leaders have explored other potential campus sites, including ones closer to the school's current location in Roxbury. The city's analysis of those alternatives will be shared with the public, she said during an appearance on WBUR's Radio Boston.

"In many of the other sites, you could theoretically find space for 2,000 students, if you just build very high up, right?" Wu said, referring to the number of additional seats a move to West Roxbury would unlock for the O'Bryant.

If the West Roxbury Education Complex doesn't win approval as the new home for the O'Bryant, the site will still be demolished.

"Whether it ends up being the O'Bryant or a different school, what we're doing in the process is taking steps that would have to happen anyways," Wu said. "Demolition of that site is something that's in the budget and that we're preparing for, ripping it down to the studs so that we could accelerate the process later on."

Speaking after a tour of the West Roxbury complex on Monday, Wu said the site holds a lot of potential for the state-of-the-art STEM campus she and Boston Public School leaders envision: a space that can fit a field for football and soccer and a swimming pool, in addition to fully built out science labs and maker spaces.

"For me what is immediately apparent is how much light and space and just the range of facilities that is possible there that in many parts of our much denser, older city you can't find," Wu said.

Limited transportation and the West Roxbury site's remoteness from other parts of the city are among the chief concerns Wu said she's heard from students, families and educators in recent weeks. In response, Wu said she hopes conversations with the MBTA might result in solutions like adding a stop on the commuter rail near the school. A redesign of the BPS shuttle system could also help, she said.

Wu said additional groups like O'Bryant teachers will get a chance to tour the West Roxbury campus in the future. Public meetings on the relocation have also begun, and more are planned to give the community members a chance to provide their feedback.

Boston city officials toured the vacant West Roxbury Educational Complex on Monday to share their vision about the center’s reincarnation as what they expect to be a pillar of advanced learning.

For months, city officials have been touting plans to reinvigorate the campus that was shuttered five years ago despite controversy and pleas from students and staff that it remain open.

In June, Mayor Michelle Wu and Boston Public Schools Superintendent Mary Skipper proposed that the site become the new location for a renovated and improved O’Bryant School of Mathematics and Science. The current O’Bryant School is about 8 miles away on a shared campus with the Madison Park Technical Vocational High School.

“We see the possibility of creating this college type of a campus experience for the students,” said Richard O’Bryant, chair of the alumni steering committee and son of the school’s namesake. “We've had a lot of wonderful alums that have gone on to do great things, and we certainly want to continue that tradition.”

Skipper said Monday that the O’Bryant needs its own facility to be able to expand the student population from 1,600 to 2,000 and make its mark as a state-of-the-art school for science, technology, engineering and mathematics.

“As an exam school of 1,600 students, it's growing, and right now it can't fully complete what it was set out to do in terms of its STEM education,” she said.

The proposed cost for the complex’s demolition and design work is $18 million — and that price tag is expected to grow as the building moves through each phase, according to city officials.

The building’s demolition and reconstruction is expected to begin in 2026 with the school being ready to accept students by 2029. The city also plans to reinvest in the Madison Park school.

But plans have been met with skepticism from some parents, staff and students from the O'Bryant School, particularly around transporation issues and the affects on current partnerships.

Wu said city officials have been working closely with Boston-based Vertex Pharmaceuticals and other life science companies to create a “sustainable year after year pipeline” for students.

“Not only would the facilities and infrastructure be here, but the companies would be right here on site as well,” she said. “Shaping the curriculum, making introductions, having direct internships and programs so that our young people are able to step right into these opportunities.”

She said she also has been speaking with the MBTA and Gov. Maura Healey about putting a transit stop closer to the campus.

“That would completely change what the district would do relative to what would be naturally available through public transportation if this were accessible from Forest Hills, Back Bay and South Station directly,” she said.
