LAMPASAS COUNTY, Texas — It’s no secret that Central Texas is experiencing an extreme drought right now forcing water supply companies to impose heavy water restrictions because of low lake levels.

Kempner Water supply has been under a Level 4 water restriction for weeks and at the board meeting Wednesday night, customers' frustration was on full display.

Many asking for more transparency and less harsh penalties for breaking rules in place because of the high restriction level.

”Keep this pressure on. Make this board provide the 1,000 minimum gallons a month for every water meter. If you let them off the hook, then it’s your fault,” said a Kempner Water customer speaking at Wednesday’s meeting.

Bruce Sorenson, General Manager of Kempner Water, said most of the concerns raised in the meeting were understandable.

”I think some of the concerns are, we're running out of water, what are we doing about getting more water,” said Sorenson. “I think a lot of people felt like they weren't getting enough information.”

According to Kempner Water, a small percentage of their customers are also upset about harsh crackdowns on water usage leading to water being cut off and even fines.

They said they are only cutting water for people who keep doing things like watering their lawns after being warned not to.

”So, we’ll call them back and say hey, this is what we found,” said Sorenson. “You need to cut your water off. We’ll keep monitoring and watching them and then a week or so later, we’ll just go and cut them off.”

They said the difference is thousands of gallons of water and with smart meters, they can see when and how much water you use.

”If we can see that somebody has used like 3,000 gallons in 2-3 hours, we know their watering,” Sorenson said.

Even with the rules posted on their website, customers are still frustrated with how harsh they are.

”At least give everybody some kind of relief because people have foundation issues, we can’t feed the animals, you have guilt feelings when you flush your toilet,” said Norma Renolds, Kempner Water Supply customer speaking at Wednesday’s meeting.

Kempner Water Supply said they want people to know that they can monitor when and how much water they use and can tell if you’ve been watering your lawn.

If you don’t follow the rules, they said they will cut your water off.

KEMPNER, Texas — Kempner residents are expressing their outrage on social media over their surging water bills as water restrictions have been enforced.

Kempner Water Supply Corporation (KWSC) announced stage four water restrictions in July.

With those restrictions came a lot of changes.

According to KWSC general manager Bruce Sorenson, people exceeding ten thousand gallons of water usage a month will likely see a high water bill, face a fine exceeding $300, or have no water access at all.

"At some point, we did shut some of the water off after we told them what we're gonna do and they continue to water, Sorenson explained. "It's not fair when people are losing their trees, bushes and grass while others continue to water."

Sorenson went on to say if a customer's water is turned off, it is not something unorthodox. People who fail to pay their water bill can face the same consequence.

KWSC is the water source for the Kempner and is not municipal. They do not collect taxes like other municipals. This is why there is a service charge of $75 on customers' water bills each month.

"The $75 that we charge is for getting the water to their house," Sorenson added. "It is the infrastructure, the pipe that runs to the house, the section of pipe, the valve, the meter. Everything that's in front of the house that gets them the water."

The source of water for KWSC is 100% surface water from Stillhouse Hollow Lake. As long as lake levels remain historically low, water restrictions will continue.

Sorenson did share some good news. Restrictions have been a huge help so far this year and water usage has reduced by over 30%.

Sorenson recommends people continue to be mindful of their usage throughout the restriction period, which is expected to last for the next few months.

"It could be a toilet running, a leak or a hose left on," Sorenson said. "All those things, the meter will pick up and we can notify them. We're trying to help them not have to pay a big water bill by letting them know they have a leak. We're trying to do everything we can for members."

Sorenson recommends customers call the KWSC and ask for a water usage report when needed and monitor their water meter at their homes.

If you don't like to idea of tipping, don't go to a place where a server will ask for one. That answer doesn't sit well with a lot of people but it's the best solution. There are two ways people look at tipping, too. One way is a straight up percentage of the check amount. It is suggested that even if you deem the service as poor, you should leave at least a 10 percent tip. However, a standard tipping percentage is usually 15 to 20 percent. The other way is some people solely base their tip on the performance of the server. This is usually frowned upon in the serving community but some people prefer the better-service-bigger-tip approach.

We've seen stories of service workers that depend on tips confronting those who don't leave a tip at all or a very small tip. It always comes across as petty on both sides. Petty would be the proper description of what happened to a woman in Kempner, Texas, located between Killeen and Lampasas in Central Texas. Lacey Purciful had ordered a pizza and another item to be delivered to her home through DoorDash. Upon arrival, the delivery person, identified as Corey, made a smart remark about the size of his tip based on the niceness of the house she lived in.

Lacey's order was around the $20 price point. Add in the $5 and that's a 25 percent tip, well above the normal tipping rate. DoorDash has an option to add an additional tip after the order is delivered, no doubt for someone who feels that their order was delivered with exemplary service. While this "gentleman" won't be receiving that, Lacey did post how she does use it posting the video of a DoorDash delivery interaction from earlier that same day. Watch it below:

This man was respectful and cordial and genuinely enjoys what he does and wanted to have an authentic conversation with Lacey. She rewarded that with an extra tip for that driver which he very much deserved. As for the driver Corey, he has been removed from DoorDash.

Tipping will be around whether you like it or not. Even if you don't believe in it, still do it because the person working hard for you depends on that money. For those who work in the service industry, you have to understand that not everyone believes in how you're paid for the work that you do. That doesn't mean you can accost someone for not offering a tip or offering a small tip, it won't change their mind.

KEMPNER/LAMPASAS, Texas (FOX 44) – UPDATE: The Boil Water Notice in the City of Lampasas has been rescinded after a waterline break.

The Texas Commission on Environmental Quality (TCEQ) required the City’s public water system to issue a Boil Water Notice on October 30 to inform customers, individuals and employees about this matter. The water from this public water system was required to be boiled prior to use for drinking or consumption purposes.

As of Friday morning, the City says the public water system has taken the necessary corrective actions to restore the quality of the water and has provided TCEQ with lab test results indicating the water no longer requires boiling prior to use, as of November 3.

The City also said it is reverting to Stage 4 Water Use Restrictions.

As of 5:30 p.m. Wednesday, the City was pressurizing the water system while the Georgetown Tank filled with water. The system continued to equalize throughout Wednesday night. The City began taking water samples once its system was fully pressurized.

The Kempner Water Supply (KWSC) welders completed the water repair on Tuesday night. While its tanks were very low, the water made it to Lampasas.

If there are any residents without water, they can contact City Hall at (512) 556-6831. There is a water tanker with non-potable water available and located at 800 4th Street, behind the Lampasas County Annex Building.

This comes as a waterline break in Kempner has forced the water to be turned off there, and led to a boil water notice being issued for the City of Lampasas.

Lampasas was notified at approximately 8:30 p.m. Monday by the Kempner Water Supply about the leak. The water line was shut down due to pressure. The shutdown means no water for people in Kempner.

The City said the repair is ongoing, but the loss of flow from Kempner requires citizens to boil water until further notice. Some areas of the City saw reduced water pressure, but this should only be temporary due to the Georgetown tank being activated.

Kempner Water Supply, which is not run by the city, said a replacement pipe was on the way, and crews were ready to put it in place as soon as possible. The company expected water service to return on Tuesday evening.

Lampasas told its citizens to boil their water prior to drinking or consumption purposes. The water should be brought to a vigorous rolling boil and then boiled for two minutes. Citizens can also purchase bottled water or get water from some other suitable source.

Children, seniors and those with weakened immune systems are particularly vulnerable to harmful bacteria. When it is no longer necessary to boil the water, officials will notify customers.

KEMPNER, Texas — Five children were playing on the Lampasas river bank on Saturday, March 18 when the unexpected happened.

In a matter of minutes, the river bank collapsed on two brothers, 9-year-old Luke and 15-year-old Hunter Sappenfield.

"The fortunate thing is, it was five boys and only two got trapped," relative of the Sappenfield family Bruce Hansen said.

"The other ones were able to respond very quickly dialing their parents who were just up the road, then dialing 911 and digging those boys out immediately," Hansen added.

A third brother and two friends were still at the scene when emergency crews arrived. They had managed to pull Luke to safety, but Hunter was stuck and had lost feeling below his waist.

"I felt helpless," Bruce's wife Megan Hansen said. "There was nothing that I could personally do, but Bruce was able to go down and actually be on site."

Along with Bruce, Luke and Hunter's sister with the Kempner Volunteer Fire Department responded as well. Alexis Hansen says she always listens to tone out alerts from the department. She happened to be listening and when she heard it, her husband realized it was near her parent's house.

Alexis quickly called her mother. The panic quickly sunk in once her mom confirmed the incident dealt with her brothers.

"Being a firefighter, I've always had it in the back of my mind," Hansen said. "It's a fear I've always had and then it just hit me like a ton of bricks. Like okay, your worst nightmare just came true. I honestly screamed, I was hysterical the entire way there."

Some parents raised concern about how something like this could happen and what their children can look out for. The family says it was all an accident and completely unexpected.

"The first five or six feet of the top of that riverbank is all brown soil," Bruce said. "They were kind of digging in it and being kids, you know playing in it. Unfortunately it fell on top of them."

The road to recovery is going to be long. Luke is expected to make a full recovery, but has several broken bones. His mother Brandie Sappenfield says Luke has three fractures in his pelvis area, a couple of fractured disks in his sacral section, along with one on his spine and lumbar. He has several fractured ribs and bruised lungs, but is currently in physical therapy.

It's a quite different story for Hunter who goes into surgery to stabilize his spine on Wednesday, March 22.

"Our goals from there are going to be learning how to make the best of a new life," Brandie said. "There's little chance that he will walk again. We're clinging to a miracle."

The family says they know what it's like to overcome the longest odds.

"Chad and Brandie are both United States Army veterans," Bruce said. "Chad has actually been blown up and put back together, like he's made out of puzzle pieces. He has been through a lot. He's broken his back, so this is not something they're unfamiliar with. They know exactly what the outcome could be. They fought for our country. It's our turn to fight for them."

They also say they are leaving this in God's hands.

"God works," Brandie said. "God works through everything and I know he has a plan here."

The family is grateful for the support from the community and say they are blown away. Now, they are just asking for prayers with the ongoing road to recovery.
