Colleyville housing proposal fails for third time amid push for tree preservation

Speakers at Colleyville’s final City Council meeting of the year could agree on one thing: Much has changed about WillowTree Custom Homes’ development proposal since it was first introduced last year.

The luxury subdivision on the edge of Colleyville and Grapevine would include nine homes rather than the original 19. Traffic would run only through Pool Road rather than the more heavily residential Wilkes Drive. More than 5 acres of native forest would be designated for preservation, about 40% of the 14-acre site.

But, with hundreds of residents expressing concern over green space preservation and construction near Big Bear Creek, one crucial element hasn’t changed. For the third time since February, Colleyville City Council members voted to deny WillowTree’s rezoning of 2417 Wilkes Drive from agricultural and residential estate to higher-density residential.

“This is a vastly superior plan than what they started with,” said council member Chuck Kelley, who voted to deny. “To me, the fact that we’ve had to go through 18 months of gyrations of this shows that this, at the end of the day, is probably a piece of property that shouldn’t be developed.”

The 4-3 vote on Dec. 19 was the closest yet, with Mayor Bobby Lindamood, Mayor Pro Tem Callie Rigney and council member George Bond opposing the denial. Because more than 20% of adjacent land owners registered opposition to the rezoning, the housing proposal needs supermajority approval — or six votes in favor — to pass.

Lindamood raised concerns about how much the city could regulate tree preservation if the land remains zoned as agricultural. He pointed to legal uncertainty surrounding how the city could enforce its ordinances under a new Texas constitutional amendment protecting the right to farm.

If the landowner wanted to, he could begin cutting down trees less than 10 caliper-inches wide tomorrow under the current ordinance, Lindamood said.

“We (would) have over 5 acres of protected area that the city and (homeowners association) can protect,” Lindamood said. “We have teeth. We have the law with this because it will be in the ordinance that we can preserve those trees. For that reason, that’s why I say this is a good idea.”

More than 300 residents submitted letters opposing the revised development proposal. Their ideal solution would see some of the property purchased for permanent public green space, with potential support from the nonprofit Trust for Public Land, said Tim Waterworth, a leader of the Save Colleyville Trees opposition campaign. Remaining acreage could then be developed for housing.

Colleyville’s planning and zoning commission first voted on WillowTree Custom Homes’ zoning change request to build the Bluffs at Colleyville in November 2022. Since then, neighbors like Tim Waterworth have formed the Save Colleyville Trees campaign and rallied hundreds of neighbors to submit opposition letters.

City Council members denied plans from the developer in February, June and December. The February and June decisions were unanimous denials, while three members voted against denial Dec. 19. The denial was without prejudice, meaning WillowTree has no restrictions on when it can return with a new plan.

“I don’t want nine multimillionaires being the only ones that can enjoy this,” said Bob Egan, who lives near the proposed development. “If there’s an opportunity for an extension of Parr Park and we’ve got a walkway behind there, and eventually it can connect over to Kimzey Park, it’s a win for the public.”

Waterworth’s group facilitated conference calls between property owner Mark Goodwin and Trust for Public Land representatives, but those conversations have not resulted in an appraisal or offer, said Curtis Young of Sage Group Inc., a representative for the developers.

“To me, that is just a nonpractical solution here that is not moving forward,” Young told council members. “(Residents) talk about delaying this until it can be worked out. How much longer do we have to delay this? We’ve already been at this for well over a year.”

More than 50% of the property’s trees would likely be preserved because homeowners will want to keep trees on their home lots, too, Young said.

“I’m a little bit surprised that there’s not more support for it from our neighbors,” he said. “It seems to me that we’re doing what they asked us to do, maybe not precisely the way that they asked for it.”

The Trust for Public Land is not at fault when it comes to putting a deal together, Waterworth said. The organization would help facilitate a purchase of the acreage using a mixture of private donations and potential grant funding before giving the deed to the city for parkland.

Colleyville officials have refused to engage with the trust while Goodwin was at least willing to consider a compromise, Waterworth said.

“We’ve tried so hard to get the city to acknowledge the Trust for Public Land and do something with it,” Waterworth said. “Quite frankly, we’ve been stonewalled, and I’m so disappointed in that.”

WillowTree Custom Homes has the chance to return with a revised application in the coming months. The council could have prevented developers from submitting a new proposal for at least a year.

Young and Goodwin did not immediately respond to a request for comment on their future plans.

Waterworth isn’t sure what comes next. But he hopes city leaders, neighbors and developers can come together and find a solution that would benefit community members as well as the landowner.

“I want everybody to win, but winning includes having a significant conservation area where it’s needed most,” Waterworth said.

New ownership

Holly Bullington took ownership of Sit N Stay Petreat, a pet grooming, boarding and day care business, on May 16, according to a news release. She has more than 20 years of experience in the pet care industry with grooming, boarding and pet day care companies. Sit n Stay Pet Retreat, located at 8300 Precinct Line Road, Ste. 110, Colleyville, offers pet boarding, day care, grooming and training programs. Fitness HQ in Southlake was one of one 17 retail stores purchased by Johnson Fitness & Wellness in March. The store, located at 2800 E. Southlake Blvd., has a temporary sign with the new name: Johnson Fitness & Wellness. The Wisconsin-based retailer offers an assortment of fitness and wellness equipment. In addition, Johnson Fitness & Wellness has a team of more than 60 tenured fitness consultants and operations staff to support the expansion into Texas, according to a news release about the purchase. 817-748-8855. www.johnsonfitness.com

Name changes

The Modish Home debuted its brick-and-mortar store’s new name, The Gift Bar, on April 22. Owner Sarah Varney said the store features curated gift boxes. Customers can either create a custom gift box in store or grab a ready-to-go gift box filled with individual items, such as coffee, handmade candles and self-care items. The Modish Home will still sell some of its items in the store, but Varney said most customers purchase the store's personalized items online. Relocations

A little more than a week after announcing a move from Grapevine to Colleyville, Marshall Grain Co.'s new location has been unveiled. The organic garden center and pet supply store will open at 5311 Colleyville Blvd. in early 2024, according to a news release. June is the last month for the Grapevine location at 3525 William D. Tate Ave., according to previous reporting. A temporary store will be located in Hurst from July to January at 3417 Raider Drive, Ste. 9. 817-416-6600. www.marshallgrain.com

Rally House moved locations within Southlake and opened its new store April 25. The sports boutique sells apparel from professional teams, such as the Dallas Cowboys, the Dallas Stars, FC Dallas, the Texas Rangers and the Dallas Mavericks. Two Southlake Town Square businesses will be moving to a new location later this fall. Chico’s and Soma Intimate will relocate from 300 E. Grand Ave. to the former location of Rally House at 280 State St., according to the Town Square Management Office. According to filings with the Texas Department of Licensing and Regulation, the former Rally House store will be split into two spaces. Soma will occupy 3,000 square feet, while Chico's will be 5,000 square feet. Chico’s is a clothing chain that offers women’s clothes, shoes and accessories, according to its website. Soma offers lingerie, loungewear and beauty products for every body type, according to its website.

North Texas elementary students pull together allowance money, donations to help gift color blind classmate special glasses

When Glenhope Elementary classmates found out that Jaron Casillas is color blind they secretly decided to donate the money needed for a life-changing gift.

COLLEYVILLE, Texas — A 5th grader in Colleyville has an entirely new view of the world today. And, also thanks to his elementary school classmates, he has a pretty sharp focus on the value of some very good friends.

When Jaron Casillas was very young, his parents discovered that he saw the world a bit differently: a Texas sunrise for example.

"I heard his voice in the backseat say, 'Mommy look a the beautiful green sunrise,'" Jaron's mom Lindsay Casillas recalled. "And I looked at it and I thought, oh dear."

Jaron, they discovered that day, is color blind. Purples, greens and blues, for example, he sees as just different shades of gray.

But now in the 5th grade, at Glenhope Elementary in Colleyville, his teacher and classmates were talking about their favorite colors. Jaron revealed to them that certain colors were difficult for him to distinguish: that he just sees the world differently. His teacher asked if he knew about special glasses that could help. Jaron said yes, but that he understood that they were expensive.

Two weeks later, after Jaron's classmates told the teacher they wanted to get him those special glasses, their pool of allowance money and other donations totaled enough to get him two pair, indoor and outdoor, with $88 left over to perhaps help someone else.

On Oct. 19, the teacher and students surprised Jaron with the gift.

"They donated their own allowances, happily, because they love you and they care about you," his teacher Christina Hayes told him.

"Wow," Jaron said as he scanned the classroom with its now sudden change in hue.

"My heart soars to see his face, and he's had a smile on the entire time. He's still smiling," said Hayes.

"I'm just like, is this what everybody else has been seeing the whole time," Jaron said as he looked around the room.

But then, an impromptu recess allowed Jaron to try the second pair of glasses, a darker pair, designed to compensate for bright sunlight.

"Yeah, pretty cool right?" Hayes asked him as they stood outside with his classmates.

"It's very exciting," she said. "That smile won't come off his face he's got a huge smile."

And Jaron's parents Tim and Lindsay Casillas, who attended the classroom presentation, hope their son's vision isn't the only change he will see.

"I think he sees a sense of what true friendship is and caring people around him, and I hope he just carries this with him and he remembers this day for a long time."

"I think today the world sometimes seems a little bleak. And when I got the call that these kids were doing this for Jaron, I think that's what this story is really about," Lindsay Casillas said. "The hearts of these children in a time like this is so inspiring."

"I'm just really excited because I know that my friends are really true friends for doing this for me," said Jaron.

So, whatever color friendship is, in Colleyville that friendship is now about as vibrant as it can be.

Colleyville is looking to expand a park to honor its local heroes.

Council approved a services agreement with Freese and Nichols Inc. for the development of construction documents and bidding assistance to redesign Heroes Park on July 18.

“It’s so important that we pause, reflect and honor our fallen heroes,” Mayor Pro Tem Callie Rigney said.

Heroes Park is located near City Hall on a small property behind the Aristide wedding event center. In January, council approved a citizens committee made up of residents with military backgrounds or relevant experience to create a park space for the community, Assistant City Manager Adrienne Lothery said at the July 18 meeting.

The group worked with design consultants and visited several veteran memorials across the metroplex to create a list of desired elements in a new memorial park, she said.

The details

The city is looking at transforming the park space south of City Hall into the new Heroes Park with space for community events. In its concept plans, the park includes the following:

The project’s price tag is estimated at $6.4 million and will be funded through the city’s capital improvement plan. This is split among costs for site preparation, construction of the Heroes Plaza and event space, road work, and additional project costs. About $500,000 of the project’s cost goes toward the design services with Freese and Nichols, according to city documents.

Lothery said the engineering firm has brought on a subconsultant to the team that designed the Bush Presidential Library.

“We’ve got some really neat experts that are coming to the table to help Colleyville do this in a really excellent fashion,” she said.

Next steps

With a set concept plan, Lothery said the next stage of the process is to do complete design engineering, which is expected to take nine to 12 months. Once the design is finalized, she said the project can be placed out to bid.

Throughout this process, Lothery said work sessions will be held with council once the design team reaches 30%, 60%, 90% and 100% of the design phase.

The city will also hold up to three public open houses throughout the planning process to receive feedback from residents.

“We want to make sure that we engage the community, share the excitement and hear their thoughts too,” Lothery said.
