Teens turned around in a fire chief’s driveway. He pulled a gun on them.

Last year, a South Carolina emergency dispatcher stayed on the line with two teenagers who said they were being chased by two pickup trucks at high speed. On the other end of the call, the voice sounded increasingly desperate.

“They’re making us get out of the car with guns,” one of the teenagers said, according to audio recordings of the 911 call obtained by The Washington Post. “Ma’am, I’m sorry. I’m getting — we’re getting on the ground.”

The teens had, about 10 minutes earlier, told the dispatcher they had turned around in someone’s driveway, prompting the man and another driver — later identified as Townville Fire Chief Billy McAdams and his son — to pursue them, according to the audio. Over the next several minutes, the teenagers said they’d almost been chased off the road and blocked — and by 7:20 p.m., were face down in the middle of a road with a pistol pointing at them.

That Aug. 29 encounter is now at the center of an investigation South Carolina authorities reopened last week. It’s also the basis of a lawsuit filed earlier this year against McAdams and his son, Wyatt, by the mothers of two 17-year-olds identified in court documents as “John Doe” and “Richard Roe.”

The suit accuses the McAdamses of falsely imprisoning the two teens, assaulting them and intentionally inflicting emotional distress. In a court filing, McAdams admitted to chasing the car and pointing his pistol at the boys but denied the charges set forth in the lawsuit.

“First and foremost, Mr. McAdams is extremely concerned about the situation and is committed to addressing any allegations with the utmost sincerity and cooperation,” Amanda Bradley, the McAdamses’ attorney, said in a statement to The Post. “We believe a complete picture of all the facts will validate our client’s position and are confident in the ability of the legal system to deliver justice.”

No one was charged after the incident, and the case was closed soon after. This week, FOX Carolina obtained the reports and 911 recordings. The station reported that the investigation into the 2022 incident had been reopened.

Jimmy Watt, a spokesperson with the Oconee County Sheriff’s Office, confirmed to The Post that the case has been reopened “due to new information.”

The situation began around 7 p.m. one night last summer when Doe and Roe were scouting geese at a nearby lake ahead of the hunting season, the lawsuit alleges.

The teenagers were driving down a road near the rural town of Townville when they realized they had to turn back. They spotted a “large, well-maintained gravel drive that appeared to be suitable for turning around,” the lawsuit states, and decided to do a three-point turn there.

It was McAdams’s driveway. The fire chief, who in 2016 gained national attention after being one of the first responders to the Townville Elementary School shooting, didn’t recognize the car, nor could he see who was inside because of its tinted windows, according to a sheriff’s office incident report. McAdams and his son then jumped into theirtrucks and followed the teenagers — a decision McAdams told an officer he made following “a lot of thefts” at his home, the report states.

Noticing they were being chased, the teenagers called 911.

“They’re yelling and trying to run us off the road,” a teen told the dispatcher. “And all we did was we just made a little quick turn around in their yard, gave them a wave because they were in their garage. We went by, and they’ve just been chasing us ever since.”

“We were going to pull over to just like, tell them what we’re doing, but they were extremely enraged, and we didn’t want to have a gun pulled on us or anything like that,” he added, according to the audio recordings.

During the next 15 minutes, dispatchers from two counties scrambled to make sense of what was going on. While dispatchers from Oconee County talked to the two teenagers who said they’d been pulled into a high-speed chase, McAdams had called the Anderson County Sheriff’s Office to say he “possibly witnessed a robbery and is following a car” into Oconee County, according to recordings of the calls.

When authorities in the two counties realized it was the same incident, the Oconee County dispatcher urged an Anderson County officer to tell McAdams not to exit his vehicle, but the fire chief had already hung up, the audio recordings show.

The teens, meanwhile, had been sandwiched at an intersection by the McAdamses, the lawsuit alleges. The fire chief then screamed at them and urged them to get on the ground. While they did, they kept in contact with the emergency dispatchers, who asked them to pass the phone to the fire chief. McAdams later said in a court filing that he “put away his weapon when he saw how young the two unidentified individuals were.”

“Billy, listen. Listen. Can you get in your vehicle as well and just not talk to them and separate yourself from them? We’ve got people headed that way, okay?” the dispatcher told McAdams, according to the recordings.

“I’m good. I can sit right here. We’re going to pull up to this next driveway … I’m not going anywhere,” he responded. McAdams and the two teenagers then waited for law enforcement in a “random lady’s driveway,” one of the teenagers said.

Officer Patrick Heaton from the Oconee County Sheriff’s Office arrived by 7:28 p.m. He interviewed everyone involved and cleared the scene. A few hours later, the “frustrated” mother of one of the teenagers called the sheriff’s office and said her son “did not understand why a gun had to be involved,” according to an incident report.

A report from the sheriff’s office documents efforts to call the families as part of the ensuing investigation, but when officers couldn’t make contact after multiple tries, the case was closed.

The teenagers’ mothers filed the lawsuit against McAdams and his son on April 3. Their complaint alleges that his conduct was “utterly intolerable in a civilized community.”

A hearing has not yet been scheduled in the case.

Two people recently arrested in Hart County, Georgia, are persons of interest in a double homicide in Townville, according to the South Carolina Law Enforcement Division.

SLED spokesman Tommy Crosby said Leonard Piercefield and Payton Call are persons of interest in the deaths of Billy Ray Johnson and Amy Jo Lambert.

Johnson and Lambert were found with multiple gunshot wounds after a fire was put out in a camper on Cedar Grove Road in Townville, authorities said.

Hart County Sheriff Mike Cleveland said Piercefield and Call were pulled over while driving a stolen car and while in possession of cocaine and a stolen gun on Sunday in Hart County.

When Hart County deputies ran the serial number on the stolen gun, it showed a link to Saturday's double homicide in Anderson County, according to Cleveland.

"They did have possession of a stolen firearm," said Cleveland. "It is believed that that is the firearm that was in the homicide over there, but we don’t know that for a fact just yet."

The Anderson County Sheriff's Office turned the investigation over to SLED because someone who may be involved in the case is related to an Anderson County Sheriff's Office deputy.

The Anderson County Sheriff's Office released this statement to WYFF News 4:

“During the investigation regarding the double homicide incident in Townville, it was determined that a person that is possibly connected to the case has a family member that works for the Anderson County Sheriff’s Office.

Due to this information, Sheriff McBride has requested that the State Law Enforcement Division handle the investigation."

The Anderson County Solicitor's Office also handed the case to the South Carolina Attorney General's Office due to someone possibly involved with the case being related to an Anderson County employee.

Anderson County Solicitor David Wagner released this statement to WYFF News 4, saying in part:

"It is our practice to refer cases to the Attorney General or to another Circuit Solicitor’s Office to handle any time we identify potential conflicts. We do this to avoid the appearance of impropriety and to keep the public’s confidence and trust in our office."

Anderson County had 33 dairy farms 20 years ago. Now there's only 1 left.

Four M Farm in Townville was one of the last conventional, family-owned dairy farms in Anderson County before it closed earlier this year after 46 years. The last milking day for the Dobbins family was April 3 and the cows were sold off later that week.

Dairy cow numbers dropping

In South Carolina, the number of dairy cows has continued to drop. At its peak, there were about 190,000 cows in 1945, according to Adam Kantrovich, associate professor of agribusiness at the Clemson University Cooperative Extension.

As of July, there were 14,000, according to United States Department of Agriculture estimates.

Twenty years ago, there were 33 dairy farms in Anderson County, according to Kantrovich. By 2012, only seven were still producing and selling milk. Now, there's only one.

Dobbins remembers the day they sold their dairy cows.

“The morning the cows left, we loaded them up on potbelly trucks and you look at the cows you’ve raised from calves, and you think, ‘I hope she knows I tried. I hope she knows that,’” Dobbins said as her voice broke.

Dobbins, 35, said she knew all the cows on the farm, but she had a favorite: a Brown Swiss cow named Candy.

“They were family,” Dobbins said, rolling up her left shirt sleeve to show a tattooed portrait of Candy on the farm. Her right arm bears a tattoo of the farm itself.

The last farm in the county

Experts at the Clemson University Cooperative Extension confirmed that Anderson County's last known operating dairy farm is L.D. Peeler's 41-year-old Milky Way Farm in Starr.

Milky Way Farm sells unpasteurized milk and also sells milk to the public, which is what sets it apart from the pasteurized milk once sold to a co-op by Four M.

In other situations, being the only producer of something might be a positive thing, but Peeler said it's the opposite.

Because so many local dairies have gone out of business, so has the infrastructure needed to maintain them.

He finds himself having to travel to other states to get the replacement parts he needs to keep his equipment running.

“As long as I’ve been in the dairy business, I have never, ever thought about exiting the business, but it has crossed my mind now,” Peeler said.

Rising costs, shrinking demand

Peeler said he’s not making a profit at this point, but he’s able to make ends meet. His son runs the day-to-day operations of the farm and loves doing it, so Peeler keeps the farm going.

The purchase price of milk peaked at $27.30 in 2014 and then plummeted and hasn’t rebounded much since then, Kantrovich said.

The popularity of nut milks has also played a role by causing the demand for cow’s milk to decrease.

It costs $17 per cow per day to get 100 pounds of milk, Dobbins and Peeler both said. But a co-op buyer would only pay $16 and $14 respectively for the same amount. That doesn't account for the other costs of keeping the farm running.

And, statewide, milk production in 2018 dropped to an annual average below what farmers would need to be financially sustainable, Kantrovich said.

A way of life

The average consumer probably won't notice anything as small family farms die off, Kantrovich said. But it's a life-altering shift for the farmer, whether they switch to another product or shut down the farm altogether.

The decision to close the family farm or change the farm's product is usually especially hard because these farms often go back several generations, Kantrovich said.

"They usually do not want to be the last generation farming, they may feel as if they are letting down themselves, their family and previous generations," he said. "They may feel as if they have somehow failed, but they have not.

"Farming is a business, it is a family business, but it is also a way of life — a hard but good life."

Next steps for Dobbins

There are still some animals living on the land at Four M Farm. Dobbins’ ideal outcome would be to turn the farm into an agritourism destination focused on educating people about farmers and their products.

"For so many kids, you've taken away knowing where the food comes from," she said. "We go to the grocery store and get it, but how does it get to the grocery store?

"If you kill all the farmers off, where's your food gonna come from? Do you want it to be all processed and out of a plant?"

She’s not sure if her dreams of agritourism can happen, but she doesn’t want to see her family’s land sold off.

"With it being so close to the interstate, somebody could come and try to develop it," she said. "You just never know. I would hate to see it all leveled out and be a strip mall."

The Post reports that recordings show that when authorities realized McAdams was one of the pursuers the teens had reported, the Oconee County dispatcher asked Anderson County to tell the fire chief to put his gun away, but he had hung up by that point.

According to the lawsuit, the teens became lost while scouting locations to hunt geese and decided McAdams' "large, well-maintained gravel drive" was a good place to turn around. The lawsuit accuses McAdams and his son of assault and false imprisonment. The fire chief denies the accusations, though a court filing states that he admitted chasing the car, pointing a gun at the teens, and ordering them to lie on the ground. According to a sheriff's office incident report, he told officers that he decided to chase the car because there had been a "lot of thefts" at his home. Tornadoes are confirmed to have struck Piedmont and Townville as crews assess damage in SC

Three tornadoes are confirmed to have touched down in the Upstate during severe weather Saturday night, according to the National Weather Service.

Townville resident Marie Brutzman was in her home on Circle Drive when one struck. She hid in her bathroom while winds battered her house and a tree came down on the house next to hers. She had several trees topple on her property.

"Luckily nothing hit our house," Brutzman said. "The wind was ferocious."

As a severe weather alert came up on her television, Brutzman heard heavy rain, high winds and a loud crack that she believes was the sound of a tree falling.

She grabbed her dog and hid in a bathroom without windows for about 15 minutes until the sound of high winds dissipated.

She was one of thousands in the area who lost power at least temporarily.

By Monday morning, the Weather Service confirmed three tornadoes that hit the Upstate during the storm system's passing. They were all rated EF-0, indicating wind speeds between 65 and 85 mph.

One tornado developed in Piedmont with 85 mph winds around 8:39 p.m. Saturday. The tornado traveled for about .56 miles and had a width of about 160 yards, according to the Weather Service.

The tornado uprooted trees in the area and dislodged and destroyed a carport on Smith Drive, according to the Weather Service.

Crews then surveyed the Townville area and determined two tornadoes developed earlier, around 8 p.m. Saturday. Both of those tornadoes had estimated wind speeds of 85 mph.

The first was reported along Fairplay Road. It brought down trees, tossed furniture off the back porch of a house, destroyed a carport-like barn and impaled a wood board into a tractor. The winds also carried metal sheeting from a barn a quarter-mile away, according to a Weather Service statement.

The second tornado in Townville was the one Brutzman experienced, along Circle Drive and Forest Drive near Lake Hartwell.

"There were two tornadoes that sort of formed in part of the storm. The storm that came through was basically like a line, a long line of thunderstorms for hundreds of miles," said Weather Service meteorologist Jake Wimberley.

Wimberley said crews were still assessing another area in Abbeville Monday to determine whether the damages there were caused by an additional tornado.

Meteorologist Doug Outlaw said the Abbeville County-Greenwood County line and the southern Greenville County area southwest of Fountain Inn appeared to be among the hardest hit.

"There were many trees and power lines down from west to east across our counties," Outlaw said.

In the Midlands, the Weather Service's Columbia forecast office also confirmed tornado damage to North Central High School in Kershaw County. Crews are still evaluating its EF rating and track, according to the Weather Service.
