NEW HAVEN, CT – City officials highlighted a package of new housing legislation Wednesday. The laws would increase tenant protections, expand residents’ ability to join a tenants’ union, and strengthen the city’s housing code enforcement capabilities to help ensure residents are living in affordable, safe, and healthy homes.

More than 70 percent of city residents are renters, and there are over 45,000 rental units in the Elm City.

Mayor Justin Elicker, Fair Rent Commission Executive Director Wildaliz Bermudez, Livable City Initiative Executive Director Liam Brennan, tenants and tenants’ rights advocates, and other city and community leaders gathered for a news briefing.

This week, the Elicker administration communicated new legislation (OR-2024-0033) to the Board of Alders that would expand the city’s landmark ordinance related to tenants’ union, which enables tenants to collectively organize and engage the city regarding potential excessive rent increases and unsafe and unhealthy property conditions, while also recognizing the due process rights of landlords.

The new legislation would expand the number of residents eligible to form a tenants’ union from those living at properties with 10 or more rental units to those with 5 or more rental units, increasing the number of eligible units to over 24,000 citywide. The legislation would also strengthen tenants’ protections against landlord retaliation, such as unfair rent increases and prematurely ending leases, among other proposals.

In addition, legislation previously introduced by the Elicker administration (OR-2024-0018) was unanimously passed by the Board of Alders, which will create a new, improved, and streamlined city citation process for housing code violations and enforcement, while also maintaining due process rights for landlords.

The new city law also increases the potential fines for non-compliant properties with health and safety violations from $250 total by state housing court to up to $2,000 per day by an independent city hearing officer, among other provisions.

NEW HAVEN — Solomon Fiseha and Tigist Desalegn have owned and run restaurants serving the colorful and piquant flavors of their native Ethiopia in their home country, in Dubai and elsewhere in Connecticut, but now the husband-and-wife team is betting on New Haven.

Fiseha and Desalegn opened their newest restaurant, Habesha Ethiopian Restaurant, last week at 46 Whitney Ave. — just opposite Audubon Street — in the space that formerly was Moe's Southwest Grill.

It's a family affair, with their son, Yossias Mulualem, and their daughter, Yeabsira Mulualem, helping out. In fact, Yossias was one of the people who designed the new Habesha space, Fiseha said.

On Wednesday, they all held an opening celebration.

Fiseha said they love the vibrancy and diversity of New Haven and saw the move as a chance to close the distance between their restaurant and their home in Ansonia.

Fiseha and Desalegn formerly ran Abyssinian Ethiopian Restaurant at 100 Main St. in Middletown, which was opened by a relative in 2019 and, after a brief closure, will continue under the guidance of another relative, Fiseha said.

Officials at the celebration Wednesday said Habesha's opening will further diversify what already is one of the most international neighborhoods in New Haven.

"You can basically get the cusine of five continents here in the Whitney/Audubon district," said Alexandra Daum, landlord Yale University's associate vice president for New Haven affairs and university properties.

By opening Habesha, Fiseha and Desalegn are "not just bringing food but spreading the culture," Daum said.

Habesha is New Haven's second currently open Ethiopian restaurant, joining Lalibela Ethiopian Restaurant, which is located a few blocks away at 176 Temple St.

Both restaurants opened in New Haven in the wake of Caffe Adulis, the city's first Ethiopian and Eritrean restaurant, which formerly operated from the mid-1980s until 2008 at College and Crown streets and was considered one of the best restaurants in New Haven of any ethnicity.

Several people at Wednesday's event said Habesha is truly authentic in its representation of Ethiopia's food.

Fiseha came to the United States in 2013 and brought the rest of his family in 2016. He works by day as a clarity and database administrator at Yale University’s Department of Technology Services. He holds a master’s degree in cybersecurity.

He said they chose New Haven for their latest venture "because New Haven is a cultural center and a lot of the Ethiopian community is here."

He agreed that "the food is authentic" and said, "Everybody loves it."

"We are so pleased to serve you the vibrant foods of our country," Fiseha told a few dozen people who gathered for an opening celebration attended by, among others, Lt. Gov. Susan Bysiewicz, Mayor Justin Elicker and Daum.

"I'll let you in on a secret: I LOVE Ethiopian food!" said Bysiewicz. "The governor and I are so thrilled that you've decided to bring the cuisine of your home to Connecticut. I am just so excited and thrilled to welcome you."

Bysiewicz pointed out that one in 10 people in Connecticut came here from another country. "Thank you for bringing your family business to this cool part of New Haven," she said.

"This is really exciting!" said Elicker. "You have traveled a lot, and you have decided to have your business here in New Haven."

Habesha's menu, which offers gluten-free choices, includes several plant-based specialties, such as shiro wat, a chickpea stew, and misir wat, a spicy lentil dish. It also includes traditional Ethiopian meat dishes, including doro wat, a signature Ethiopian chicken stew, and tibs, sautéed meat with spices.

Desalegn takes pride in crafting meals with high-quality, locally sourced ingredients, prepared with dedication to her roots, according to a news release.

“Cooking for me is more than a profession — it’s a way to share my culture with others,” Desalegn said. “We want customers to experience not just the flavors of Ethiopia but also the warmth and hospitality that are central to our way of life.”

Habesha invites diners at the restaurant to partake in an immersive Ethiopian coffee ceremony. The ancient practice involves roasting fresh beans on site, hand-brewing the coffee, and serving it in small, traditional cups.

“This ritual brings people together in a celebration of friendship, hospitality, and, of course, the finest coffee,” Fiseha said in the release. “We are proud to bring the authentic Ethiopian coffee experience to New Haven. It’s an essential part of our culture and something that we believe makes dining at Habesha unique.”

Connecticut cancer patients will soon have access to the most advanced form of radiation therapy, due to a collaboration between Hartford HealthCare and Yale New Haven Health.

On Oct. 24, leaders from Hartford HealthCare and Yale New Haven Health gathered in Wallingford, Connecticut, to break ground on the state’s first proton therapy center. The 25,000-square-foot Connecticut Proton Center will provide proton beam therapy, a precise form of cancer treatment currently only available at a handful of facilities in the Northeast. The center, located at 932 Northrop Rd., is set to open in December 2026, offering Connecticut residents greater access to innovative cancer treatment.

“We are thrilled to break ground on this innovative center that will give our patients access to the most precise and effective cancer treatment available today,” said Christopher O’Connor, CEO of Yale New Haven Health.

The project represents a collaboration between Hartford HealthCare, Yale New Haven Health and Proton International. The latter played a key role in technology selection, financing and operational planning. “The clinical excellence of the physicians at Hartford HealthCare and Yale New Haven Health and their commitment to improving cancer outcomes were key factors in this partnership,” said Chris Chandler, CEO of Proton International.

Recognized as a breakthrough in cancer treatment, proton therapy offers a highly targeted approach that decreases the need for patients to travel long distances for care. The Connecticut Proton Center aims to provide this cutting-edge therapy locally, reducing the burden of travel for patients who currently have to go to Boston or New York for similar treatments, according to Dr. Peter Yu, physician-in-chief at Hartford HealthCare’s Cancer Institute.

Proton therapy is a form of external beam radiation that uses protons — positively charged particles — instead of the X-rays used in conventional radiation therapy. The benefit of proton therapy is its precision. Unlike X-rays, which pass through the body and continue to release radiation beyond the tumor, protons release a concentrated burst of energy directly at the tumor site and stop there, preventing an “exit dose.” This characteristic reduces damage to surrounding healthy tissues, minimizes side effects, and can improve treatment outcomes.

As a result, proton therapy is particularly valuable for treating tumors located near critical structures, such as the brain, eyes, spinal cord and vital organs. It is also beneficial for pediatric patients, whose developing tissues are more sensitive to radiation damage?.

Dr. Peter Glazer, chief of radiation oncology at Smilow Cancer Hospital, noted the advantages of proton therapy. “Proton beam therapy is different from X-rays because protons are charged particles that stop at the tumor, reducing damage to nearby healthy tissue,” he explained.

The Connecticut Proton Center will be built using state-of-the-art technology, including pencil beam scanning, which improves treatment precision. This facility will be unique in the region, dedicated solely to proton therapy, unlike many centers that also include conventional radiation treatment. Hartford HealthCare and Yale New Haven Health are committed to incorporating proton therapy into their existing multidisciplinary approach to cancer care, ensuring integration with ongoing treatment protocols.

The facility will serve not only local patients but also those from neighboring states, enhancing the state’s healthcare access. According to O’Connor, the partnership aligns with the broader missions of both Hartford HealthCare and Yale New Haven Health, which emphasize improved patient outcomes and collaborative efforts.

The introduction of proton therapy is expected to have broader implications for cancer treatment in Connecticut, including potential economic benefits by keeping patients closer to home. The facility will also offer opportunities for research and clinical trials, allowing healthcare providers to develop more personalized treatment strategies.

Yu commented on the center’s potential impact. “Proton therapy aligns with our mission to provide high-quality care close to home,” he said.

Jeffrey Flaks, president and CEO of Hartford HealthCare, underscored the significance of the project.

“This is a historic moment for cancer care in Connecticut. Together, we are transforming healthcare and making Connecticut a world-class hub for cancer treatment,” Flaks told the News.

As of October 2024, there are 45 operational proton therapy centers across the United States.

NEW HAVEN, CT (WFSB) – New Haven has introduced a new package of legislation aimed at strengthening the rights of renters in the city.

With over 70 percent of residents living in rental units, the new measures are designed to empower tenants and hold landlords accountable.

The ordinance enhances existing regulations, making it easier for tenants to join unions and preventing landlords from unfairly raising rents.

Mayor Justin Elicker emphasized the importance of the legislation, stating, “We are confident that this tool will help ensure that those landlords—notably the few who do not take care of their properties and their tenants—will be held accountable.”

Among the key provisions is a significant increase in fines for landlords who fail to comply with health and safety codes.

The new legislation imposes fines of up to $2,000 per day for violations, a substantial increase from the previous penalties.

Alder Eli Sabin highlighted the seriousness of unsafe living conditions, referencing recent incidents that have resulted in tragedies, stating, “Those $250 fines were just not enough to ensure landlords were paying attention to their obligations.”

The legislation also expands the ability of tenants living in buildings with five or more units to form unions, lowering the previous threshold of ten units.

This change opens up approximately 24,000 rental units to collective bargaining for leases and protections against retaliatory actions, such as unjust rent increases.

Hope Vaughn, a member of the Quinnipiac Avenue Tenants Union, expressed her support for the new measures.

“We have a leg to stand on now. Our voices are going to be heard, and we won’t be ignored so easily,” she said. “Those fines will make landlords do what they’re supposed to do.”

Under the new system, when issues are reported, landlords will receive two inspections—down from five.

If they fail both, fines will be imposed by an independent hearing officer, although the city will allow time for landlords to make necessary repairs before penalties are enforced.

The new legislation reflects New Haven’s commitment to improving housing conditions and protecting the rights of its renters, ensuring that residents have a safe and secure place to call home.
