A dramatic video shows emergency crews from Delaware County rescuing a man from a tree stranded in an overflowing Marcus Hook Creek Tuesday night.
Joel Bryant, 20, of Upper Chichester, left his home just before 11 p.m. Tuesday when he got stuck in the rising waters of Marcus Hook Creek as it flooded. Bryant climbed a tree to save himself.
Bryant’s phone battery was at just 2% when he called 911, Delaware County emergency services director Timothy Boyce said at a news conference Wednesday. First responders were able to use geolocation data to determine Bryant’s exact location near Riviera Road and Flora Lane. The county’s Water Rescue Task Force — which was established just six months ago — rescued him within minutes.
“Three minutes these first responders were there because they were ready,” Boyce told CBS3.
Crews tied to a life jacket to a rope to pass it to Bryant before rescuing him on a surfboard, said Aston Fire Department Captain Matthew McCormick, who was part of the rescue. Bryant was hospitalized with minor injuries, but went to work Wednesday, according to his brother James.
Boyce called Bryant’s situation “life-threatening” since he would’ve had no way out without calling for help. Crews from Aston, Chester City, Chester Heights, Middletown Township and Upper Chichester Fire Departments aided in the rescue.
The Tuesday-Wednesday storm caused flooding throughout the Philadelphia region and left more than 300,000 without power. Boyce said Delaware County performed 27 water rescues. Others occurred in Montgomery and Burlington Counties, where floodwaters damaged upwards of 50 homes in Delran.

The powerful storm that swept through the Philadelphia region on Tuesday prompted thousands of emergency calls related to flooded waterways in residential areas.
One rescue Tuesday night in Upper Chichester saved a man who had been swept up in floodwaters before finding temporary safety by perching himself in a tree.

Video of his rescue was shared Wednesday as Delaware County officials and rescuers discussed the response during a press conference.
Around 10:55 p.m., a man called 911 to report that he was trapped in Marcus Hook Creek in Upper Chichester. The man said he had left his home to respond to what he thought was an emergency in the community, but he quickly became overwhelmed by the water rushing around him.
"At the time, the water was so strong. He had climbed a tree, and really couldn't tell us much more," Timothy Boyce, Delaware County's emergency services director, said. "He told us he had 2% left on his battery on his phone."

Rescue officials used geolocation data to identify exactly where the man was in the area of Riviera Road and Flora Lane. First responders arrived at the scene within three minutes.
Aston Township Fire Department Capt. Matthew McCormick described how the Delaware County Water Rescue Task Force — created in recent years by county leaders — performed the rescue.
Three members of the task force entered the water and used a rope to pass a life jacket to the stranded man. Other rescuers then tied a rope to a surfboard, which the man used to exit the tree and water. The man, who was not identified, was hospitalized with minor injuries.
"The danger of running water is that it's uncontrollable, so the current that goes with that is sweeping between your legs and everything else," McCormick said. "It could take you and sweep you. It's actually very dangerous to go into the water, but to make this rescue, that was the thought to go (ahead)."
Boyce said it was a life-threatening situation for the man in the tree, who had no way to get out without returning to the water.
Members of Aston, Chester City, Chester Heights, Middletown Township and Upper Chichester Fire Departments assisted in the rescue. Middletown Fire Company No. 1 shared photos on Facebook from the Upper Chichester rescue along with other emergency scenes that occured in Delaware County during he storm and its aftermath.
The Delaware County Emergency Communications hub received 1,964 calls during the storm, the Delaware County Daily Times reported. Boyce said there were 27 water rescues.
The National Weather Service recorded a peak wind gust of 51 mph and measured more than 2 inches of rainfall from Tuesday into Wednesday at Philadelphia International Airport

The call came in for a fire on the 200 block of East 10th Street just before 6 p.m.
The view from Chopper 6 captured the raging fire burning through the building that was set to be demolished to make way for a large distribution warehouse.

The warehouse, which officials say is about 80 years old, had a lot of old timber materials, fueling the flames and making people nearby very nervous.
"Oh it was bad man, it was bad," said neighbor Dave Bernard.
"It's scary, my house is right behind this building," said neighbor Amanda Lavallee.
The fire appeared to be under control Monday evening, but ramped back up late in the night.
"It's actually kind of scary because they're not being able to control it very well right now. It keeps igniting," neighbor Pam Verdi.
The fire was eventually placed under control. However, crews remained on the site early Tuesday morning to put out hot spots.
The cause of the fire is under investigation.

In Delaware County, there's a group of people sleeping at work for nearly a month to make equipment to help keep others safe.
MARCUS HOOK, Pennsylvania (WPVI) -- In Delaware County, Pennsylvania, there's a group of people sleeping at work for nearly a month to make equipment to help keep others safe.
At Braskem America in Marcus Hook, workers are sleeping, eating and working at their plant for 28 days to make equipment for health care workers.
"We're isolated in here, we're staying in here 28 days, 24/7, 12-hour shifts," said Joe Boyce, the shift supervisor at Braskem America.
The group met with managers trying to figure out how they could do something to help in America's battle against COVID-19.
"We found very quickly that our role in this is keeping that plant running safely and securely," said CEO Mark Nikolich.
The group split among two shifts to make polypropylene, a non-woven fabric used to make N95 masks, hospital gowns, hoods and sanitary wipes all critical in the coronavirus battle.
"Everybody is doing their part. We're jelling real well. Great camaraderie, everything is going fantastic," said Boyce.
The company gave them an increase in wages and provided beds, kitchens, groceries, internet access and iPads.

"They all live, eat and sleep at the plant, so you can imagine they had to create living quarters," said Nikolich. "And we're proud of how they are performing and we're proud of how their family and friends are celebrating what they are doing."
Recently, they reached the critical halfway point and their family and friends were allowed to drive by the plant to show their support.
"To our families at home, we just want you to know that we miss you so much, and we're all looking forward to coming home and seeing everybody. We're all in this together," said Boyce.
This Sunday will mark 28 days, the day when they will finally be able to see their families again.

The parent company of Sunoco Pipeline LP on Monday announced $200 million in new projects in Delaware County that will employ as many as 1,200 trade workers over the next two years at the Marcus Hook Industrial Complex, terminus of Sunoco’s contentious Mariner East pipeline project.
Energy Transfer Partners (ETP), the Dallas parent of Sunoco Pipeline, said the construction projects would be scheduled under a recently signed agreement with the Philadelphia Building and Construction Trades Council, the umbrella organization that counts among its members more than 50 unions that work in the construction industry in the region.
Leaders of Steamfitters Local 420, Electricians Local 654, and Laborers Local 413 lauded the project at a ceremony Monday on the Marcus Hook waterfront.
Energy Transfer held the event as a counterweight to its recent clashes with prosecutors and anti-pipeline activists over construction of its pipelines in Delaware and Chester Counties, which has been fined repeatedly by regulators and become the object of criminal investigations.
The Marcus Hook complex, which housed a Sunoco oil refinery that shut down in 2011, was repurposed to store natural gas liquids like propane, produced in western Pennsylvania and Ohio, which are carried across the state in two Mariner East pipelines.
The complex now receives about 200,000 barrels of gas liquids a day, according to Hank Alexander, ETP’s senior vice president of business development, surpassing the amount of petroleum products that were processed daily during its previous life as a refinery.
While some of the propane and butane are sold into local markets, the complex is primarily a terminal for export to Europe. It’s designed to load large vessels such as the Corsair, a 738-foot gas liquids carrier that was berthed Monday, receiving a shipment of propane and butane.
Energy Transfer has invested $5 billion in building the pipelines and upgrading storage and processing facilities in Marcus Hook. New work will involve construction of a 56,000-square-foot warehouse, additional propane and butane chillers to keep the gases liquified, and rerouting the facility’s electrical supply.
Sunoco’s 350-mile Mariner East II pipeline, currently under construction, touches 17 counties across the state, and is a key link in the state’s effort to promote Pennsylvania shale-gas development. Its construction has been opposed by activists concerned about pipelines transporting highly volatile liquid fuel near homes, schools, and nursing homes.
