Delaware Governor Matt Meyer has declared a state of emergency to allow him to find state money to fund SNAP benefits on a week-by-week basis.

International authorities have warned the storm will be damaging and that there is potential for a humanitarian crisis with many Jamaicans in need of rescue or assistance. The International Federation of Red Cross and Red Crescent Societies estimated 1.5 million people could see impacts from the storm.

There will be a need for tarps, generators, canned food and personal hygiene items, the consulate says. No used clothing or linens will be accepted. Batteries and flashlights are also in high demand.
You can bring these donations to Besco Shippers at 5425 Baltimore Avenue, Philadelphia, PA 19143. Besco accepts donations Monday through Friday from 12 p.m. to 4 p.m.

Cheltenham High School teacher Candy Manning is also helping collect donations for the country where she was born and raised.
Manning is collecting canned, non-perishable food, diapers, first-aid kits and clothing. She plans to ship these items in barrels to Jamaica.
Items can be dropped off at Cheltenham High School from 7 a.m. to 3 p.m. this week.

According to Global Philadelphia, more than 10,000 Jamaicans live in the city, many of whom still have family on the island. In West Philadelphia, home to one of the largest Jamaican populations in the region, the community is coming together to provide aid and comfort from afar.
At Jamrock Kitchen, a popular restaurant at 63rd Street and Girard Avenue, head chef Horace Williams has been busy preparing classic dishes like jerk chicken and oxtail. But this week, his focus has been split between his kitchen and the television news reports showing Melissa's destruction.
"Pretty worried, but I know they understand what to do," Williams said. "They're all survivors. We just have to keep our fingers crossed and send a prayer."
Williams said about half of his 17 siblings still live in Jamaica.
Community leaders are encouraging Philadelphians to show support by eating at local Jamaican restaurants and donating essential items to relief drives across the city.
"It makes me speechless because I was there for Gilbert, and now they're saying this is worse than Gilbert," said Michelle Tulloch-Neil, the Northeast representative for the Global Jamaica Diaspora Council. "This is something Jamaica has never experienced. We don't even know what to expect."

You need to request your mail ballot by 5 p.m., Oct. 28.
The deadline to register to vote was Oct. 20. If you are not already registered to vote, you cannot vote in the 2025 general election. You can check your voter registration status online.
If you missed the deadline to request a mail ballot and cannot vote in person on Election Day because of an emergency, you can request an emergency absentee ballot.
You can request a mail ballot online. You can also download the application — available in English, Spanish and traditional Chinese — and either mail it or submit it in person to your local county election office.
You’ll need your PennDOT ID number or Pennsylvania driver’s license number, or the last four digits of your Social Security number, to apply. Here’s more information about the identification you’ll need.
Another option: You can go to your county election office and request, fill out and submit your mail ballot all at once. A surge in on-demand mail ballot voting in Bucks County led to long lines and a legal challenge in the 2024 election. The Pennsylvania Department of State released guidance in April specifying that county voter services’ offices should ensure everyone in line to vote by on-demand mail ballot voting by 5 p.m. on Oct. 28 should be accommodated.
Voters with disabilities also have the option of applying for an accessible remote ballot — after first applying for a mail ballot — that can be filled out electronically. This is an option for you to vote privately and securely if you use screen readers or other assistive devices.

Here’s where to find secure mail ballot dropbox locations in Philadelphia and its collar counties:
Pennsylvania law requires that you drop off your own ballot. The only exception is if you have a disability and fill out a designated agent form, which allows another individual to drop off your mail ballot for you.
You can track the status of your mail ballot online after you’ve mailed or submitted it.
If you’re returning your ballot by mail, it must be received by the county election office by 8 p.m. on Nov. 4. A postmark by or even before Nov. 4 does not matter if the ballot has not been received by the county election office by 8 p.m. on Nov. 4.
If you don’t think you have enough time to mail it before Election Day, you have a couple of options:
Most counties in Pennsylvania allow voters to fix issues with their mail ballot to ensure their vote is counted.
Bucks, Delaware, Chester, Montgomery and Philadelphia counties all follow a notice-and-cure process. The counties’ boards of elections notify voters whose mail ballots were filed with errors and allow them to “cure” the ballot.
In addition to mail ballot “curing” options for each county, voters who fill out a mail ballot and who are notified of errors that would prevent it from being counted may choose to cast a provisional ballot at the polls on Election Day.
The state Supreme Court ruled that provisional ballots from voters whose mail ballots have been voided must be counted.

PHILADELPHIA, PA — Eagles franchise legend Brandon Graham is coming out of retirement, the team confirmed on Tuesday after days of rumors and speculation over his future.
The 37-year-old’s return comes after Za'Darius Smith was injured and announced his own retirement last week.
Graham was one of just four players, along with Jake Elliott, Lane Johnson, and Rick Lovato, who was on both the 2018 and 2025 Super Bowl championship teams.
He’s also the Eagles all time leader in games played, with 206.
"Out of retirement he comes," the team said in their statement Tuesday. "Bring on Season 16."
After the Super Bowl win over Kansas City, Graham had said during an emotional press conference that he believed it was time to say goodbye. He said at the time that had been dealing with a torn triceps.
He’ll return to a first place, 5-2 Birds squad that is looking to continue a potential dynasty and win back to back championships.
Graham was the 3th overall pick in 2010 and never looked back, establishing himself as a foundational piece from the final years of Andy Reid's tenure and through the Chip Kelly and Pat Shurmur years.
Graham's defining moment in Philly occurred in the closing minutes of the 2018 Super Bowl. The Eagles were up, 41-33, having just scored on the Philly Special. But the Patriots had been in this moment many times before, and they had the most accomplished quarterback in playoff and NFL history at the helm, with two minutes remaining and the chance to win it all with a touchdown.
But Graham had other ideas. As Tom Brady dropped back the Eagles rushed, and Graham worked himself free and got a hand on Brady, knocking the ball loose. The Birds recovered. And a few days later Graham stood next to Jason Kelce on the Art Museum steps roaring about hungry dogs.
