IVYLAND BOROUGH, PA —It's a standing joke, Mayor Anthony Judice says.

But it's a joke that has made every borough resident happy over the past 15 years, the last time there was a municipal tax increase.

The mayor said that municipal taxes won't be raised in the 2025 municipal budget, recently approved by the Ivyland Borough Council.

The millage will remain at 13.50: 11.25 is for the real estate tax and 2.25 is for the fire tax.

"As a small borough, we do not have the level of expenses that our large neighboring townships have but we still have to come to grips with the rising costs of all services. These impact Ivyland also," Judice said.

So how has Ivyland managed to maintain its tax base as it is for so long?

There are many reasons, the mayor said.

"We, as a borough, are very fiscally frugal," Judice said. "The two people who are on the finance committee do a tremendous job. They keep a close eye on our investments as well as our expenses."

Janet Pacchioli is the secretary-treasurer, who has managed our finances for many years.

"The standing joke with us is that Janet runs the borough and we just work here," the mayor chuckled.

Councilwoman Christina Finello works with Pacchioli and has done a great job while still serving in the cabinet of Gov. Josh Shapiro, the mayor said.

He said that Finello aggressively pursued grant opportunities, one of which aided in funding two major projects: the demolition of the former U.S. Navy housing on Jacksonville Road and another, which allowed the borough to begin a major stormwater improvement project.

"Their stewardship is a major reason that we are fiscally sound," the mayor said.

The mayor said another reason is the "strong sense of community" in Ivyland.

"Countless projects have been accomplished by volunteers. An example is the 150th Anniversary Celebration of Ivyland. It was run entirely by volunteers. Each member of the Borough Council oversees a committee," he said. "There is, for example, a Parks and Rec Committee. This committee organizes and runs all of the yearly events plus oversees our two parks. Our events are also run by volunteers."

WARMINSTER, PA —An Asian Fusion eatery will fill the space occupied for 40 years by the Perkins restaurant on York Road, township officials said.

Mike Walsh, the township's planning director for the licenses and inspections department, told Patch that Jin Heng Yuan Properties LLC submitted a preliminary plan application for expanding the Perkins property at 705 York Rd.

The applicant proposes renovating and expanding the existing restaurantand adding 1,716 square feet to the building for additional seating on the 1.8-acre parcel that is zoned for commercial usage.

The proposed restaurant is “Asian Fusion,” which will include food such as sushi, hibachi, Korean barbeques, and Chinese fare, Walsh said.

Walsh said the plan was presented to the Warminster Township Planning Commission on Dec. 10, where Jin Heng Yuan Properties LLC discussed the plan, including buffering along the property boundaries, parking, and traffic flow on the site.

The planning commission recommended preliminary/final conditional approval of the plan.

The applicant was asked to update and resubmit their plan based on the feedback they received at PC before presenting the plan to the Warminster Township Board of Supervisors.

Township officials are currently awaiting the plan's resubmission, Walsh said.

Once the township's engineer has completed a review of the submission and if the applicant has met all the conditions of the conditional approval recommendation, the township will place the application on an upcoming Board of Supervisors meeting for consideration of Preliminary/Final Plan approval.

Walsh said the applicant and the township would then need to finalize development and financial security agreements, record the plans, and hold a pre-construction meeting with stakeholders, such as Warminster Municipal Authority, Bucks County Conservation District, etc.

At this point, the applicant would be permitted to submit applications for zoning and building permits to the Township’s Licenses & Inspections Department and begin construction.

"The township does not have a definitive timeline for this entire process as there are several moving parts, some of which are out of the Township’s control," Walsh said. "However, it would be safe to anticipate this project being presented to the Board of Supervisors in the first or second quarter of 2025."

Perkins closed abruptly one day in October 2023 after breakfast was served. The longtime restaurant served the Warminster area for 40 years. In December 2023, the property was sold after going on the market.

WARMINSTER, PA —With the federal holiday on Monday, Dr. Martin Luther King Jr. will be honored at the 12th annual MLK Teen Peace and Social Justice Summit one day earlier.

The summit honoring the life and legacy of Dr. Martin Luther King, Jr. takes place at 4 p.m. Sunday at William Tennent High School at 333 Centennial Rd.

The emcee for the afternoon will be author and international keynote speaker Harry Jones III.

The program serves 9th through 12th grade students (and mature 7th and 8th graders), but is open with sessions for educators, parents, and all members of the community.

The goal of the program is to provide a forum for student discussion on difficult issues and how best to reflect, respond, and manage those issues following the ideologies of the late Dr. Martin Luther King, Jr.

Organizers said this year’s Planning Committee is going to build on the success of previous years with an Art and Creative Expression Showcase, where creative and passionate high school students can participate in this meaningful experience, sharing original and unpublished works of poetry and prose, dance, music, and/or art.

The program will begin with an introduction of the theme we are sharing with the King Center:

“Mission Possible: Protecting Freedom, Justice, and Democracy in the Spirit of NonViolence365. Students and the community will gather together in the auditorium to discuss the theme and share the art created by some of our youth. Then, participants will then convene in smaller groups with facilitators for open and safe dialogue. They will listen to each other, and then share what each can do to build bridges and support those who are marginalized in their school or community. The perspectives of the youth this year should be enlightening to us all."

The event will end with pizza for all students.

The event is a partnership of civic and religious organizations and includes school districts from throughout Bucks County.

They include the: Bucks County Commissioners, Jack and Jill (Bucks County Chapter), The Peace Center, NAACP, Second Baptist Church of Doylestown, Temple Judea of Bucks County, The Rainbow Room, The Links, Inc. (Bucks County Chapter), Trinity Episcopal Church, Human Relations Council of Bucks County, Wegmans, Wawa and the YWCA of Bucks County.

From annual check-ups to flu shots, the medical center offers a variety of services to best support residents' health and well-being.

Ann's Choice residents Marguerite and Bob Cohen chose to move to Ann's Choice, an Erickson Senior Living community in Bucks County, Pa., for several reasons. However, it was the on-campus medical center that topped their list.

Moving from Wellington, Fla., the couple wouldn't be able to keep their existing primary care provider, so finding compassionate physicians nearby was a priority. Now, their doctor and specialists are just down the hall!

"Now, Dr. Rita Reichard is our primary care doctor," Marguerite says. "We also see the cardiologist, podiatrist, and almost everyone we can right here at Ann's Choice."

The doctor is in

The medical center is staffed with five full-time physicians, three nurse practitioners (one specializing in behavioral and mental health), a podiatrist, and a social worker, making it easy for residents to receive senior-focused care.

Most providers have medical board certifications for participating in--and successfully completing--geriatric fellowship training. Their specialized training focuses on the multiple domains of senior health and wellness, helping them identify and manage conditions more prevalent in older adults.

"They're very familiar with the senior population's medical issues," Marguerite says.

In addition, a cardiology group, dermatology group, and audiologist routinely see patients at the medical center. Dental and ophthalmology services are available in the adjacent medical suite.

Time for you

From annual check-ups to flu shots, the medical center offers a variety of services to best support residents' health and well-being.

According to Dr. John Marcelis, vice president and regional medical director, approximately 80% of Ann's Choice residents use the medical center for primary care and/or additional services, like lab work and vaccines.

"Residents are seen for routine medical care and acute visits," he says. "We recommend and administer vaccines in the medical center, and we provide vaccine clinics in the fall for the influenza and COVID vaccines, as recommended by the CDC."

Another benefit is appointment durations, which far exceed the standard 10 to 15 minutes offered at most medical offices. Ann's Choice residents enjoy 1-hour new patient appointments and 30-minute routine visits.

"It gives us plenty of time to address residents' questions and concerns," notes Marcelis.

"They definitely don't rush you. They give you the time you need," Marguerite says. "I find that the staff and the doctors are friendly and helpful, and they provide excellent personal attention."

Convenience matters

Marguerite also notes that the convenience of having a full-service medical center within walking distance, or short shuttle bus ride, from their residence is a real benefit.

"I didn't drive for a couple months, so it's such a wonderful thing to be able to use the shuttles to get around if you can't drive. It's very convenient," she says.

Executive Director Chris Donati credits that convenience for increased wellness throughout the Ann's Choice community.

"Without a doubt, having doctors right on-site breaks down the many barriers that prevent people from going to the doctor when they live in a single-family house," says Donati. "No matter what the weather or the situation, residents can be at the medical center in five minutes."

He continues, "We find that residents are much less likely to miss their appointments. And, they can schedule same-day appointments, which are hard to come by in other practices. All of it is just phenomenal."

Continuum of care

As a continuing care retirement community, Ann's Choice also offers additional services to support residents who would benefit from higher levels of care. Rose Garden, the continuing care neighborhood on campus, includes skilled nursing, assisted living, long-term care, and memory care.

Marguerite and Bob find comfort in knowing that, should they ever need additional care, it would be a seamless transition.
