WILTON, Calif. – "Leave now," emergency managers warn Wilton, California residents. The next rainmaker is closing in on the state. It's just the latest in the parade of storms fueled by the atmospheric river known as the Pineapple Express. As of Sunday, the parade has knocked out power to nearly half a million California homes and businesses.

Wilton, bordered by the Cosumnes River, is in danger of becoming an island as inches more rain are expected to fall and runoff into the already swollen river.

"Rising water may spill over onto the nearest roadways and cut off access to leave the area," Sacramento County’s Office of Emergency Services posted. "Flooding in Wilton is imminent."

Wilton residents are all too accustomed to fleeing high water. Just last week officials forced many to seek higher ground after a levee failed on the Cosumnes River.

"It was the first of two levees in southern Sacramento County to breach from all that heavy rain, all due to the atmospheric rivers. A stretch of Highway 99 was closed for more than 24 hours during that time," said FOX Weather meteorologist Michael Estime. "The river is also known as a wild river. What that means is that it has no dam to actually control that flooding."

In the Bay Area, utility company Public Gas and Electric says they have a crew of 3,000 working around the clock to restore power as well as trim and clear more trees that could fall on lines with the next storm. That includes crews from 8 neighboring states.

Residents and families dependent on power for life are nervous for another lengthy power outage similar to the one the experienced over New Year's.

"My mom is on 24/7 oxygen," daughter Shikha Hamilton in Foster City told FOX 2 KTVU. "When I heard about the big storm coming, I ordered to fresh tanks because we depleted the ones we had from the power outages before."

Breathing machines require power and the family does not have a backup generator.

The wind and saturated ground combination already proved deadly Saturday evening. The Sacramento Fire Department tried to save a woman after a tree fell on her while she was on a levee. Officials later reported that she succumbed to her traumatic injuries.

Winds also blew trees onto roads. One Amazon truck driving towards the Sacramento International Airport overturned, blocking lanes for hours.

"A direct threat to life and property is expected in California Monday as an extremely impactful and dangerous Atmospheric River lashes the state," said the FOX Forecast Center. "This storm will have an extreme amount of moisture to work with, and it is likely that flooding from this event will be far more serious than previous events. Given the saturated soils, streams and creeks will be quick to flood, and already rising main rivers will go into major flood stage."

Counties already started pre-positioning high water rescue crews in areas likely to flood. These are the scenes that they expect to replay with the next round of rain. Consumnes Fire responded to 259 calls between December 31 and January 1, twice the amount of an average 48-hour period.

The FOX Forecast Center warns that even tornadoes could be a threat with the early week storm.

"The list of expected impacts from this upcoming atmospheric river continues to grow. Widespread major flooding, mudslides, rockslides, rapid rises of area rivers and creeks, avalanches, power outages, closed and blocked roads, damaging winds, downed trees, and dangerous marine conditions are just a few," said a meteorologist with the FOX Forecast Center. "There is a direct threat to life and property with these storms."

Amid the threat of rising water that could spill into local roadways, the Sacramento County Office of Emergency Services has issued an evacuation warning for Wilton.

The warning was issued at 9 a.m. Sunday for areas south of Jackson Road/ Highway 16; north of Arno Road, Alta Mesa Road, Twin Cities Road and Clay Station Road; east of Grant Line Road, Bond Road and Highway 99; and west of Clay Station Road.

An evacuation center has been opened by official at the Sacramento Asian Sports Foundation at 9040 High Tech Court, Elk Grove, CA.

"Rising water may spill over onto the nearest roadways and cut off access to leave the area," the Sacramento County Office of Emergency Services said in its warning. "Last weekend, exit routes flooded quickly for residents leaving Wilton, so we are urging residents to get out now while roads are still clear; don’t wait for an evacuation order."

"Not going to be good"

Some people are already preparing to stay at a nearby shelter after the warning was issued, but others have plans to stick it out.

Even amid a brief lull before the storm, officials say people should take the storm seriously after seeing how quickly things took a turn for the worst during that first storm on New Year's Eve.

Saturday night was a scary one for Kimberly Gohm, who lives in her car.

"The wind was like literally picking up the side of the car, and it was rocking it and picking it up and moving it," said Gohm.

It prompted her to seek shelter at the evacuation center at the Sacramento Asian Sports Foundation in Elk Grove.

"I came here to this evacuation center when I woke up this morning, and I seen the weather report. I just got that sinking, pitted feeling that these storms that were coming in tonight were not going to be good," said Gohm.

Others like Darnel Ferguson don't plan to evacuate the area just yet.

"Monday night, that's when it's supposed to pick up," said Ferguson. So, we're gonna ride it Monday, and then later in the night, see how it's gonna pick up and if we have to evacuate, we'll evacuate."

He said he's taking his chances, but that's because he feels he has the means to make it through. However for people like Gohm, she said she has no option but to take refuge.

The shelter is providing her with safety and gives her peace of mind.

WILTON, Calif. — Residents in the Sacramento County community of Wilton — just east of Elk Grove — are under a shelter-in-place order as rising flood water has made the roads too dangerous for evacuations, Saturday.

The Wackford Community Center in Elk Grove opened as an emergency shelter for flood evacuees and a handful of people are still sheltering-in-place at home.

Dillard Road, just off Highway 99, is one of the main roads through Wilton and surrounding areas. It was absolutely consumed by flood water after a storm wrecked Northern California Saturday.

Some people decided to stay in their homes or try to find their loved ones in theirs.

“My niece lives back in there, and her house is getting flooded. It’s not flooded yet, but I want to try to get back in there to her before it does take on water,” said Eddie Dingler. “[I’m] frustrated. I mean, very frustrated. I can’t even get back and, you know, get my loved out of there, out of this situation.”

He eventually did successfully connect with his niece after wading through dangerous conditions as rain continued to come down.

Another woman says she waited anxiously in her Elk Grove home for her father to return back from delivering groceries in the area. She says his car got stuck and he wasn’t able to get back home.

“He was trying to deliver groceries to the household, and then – unfortunately – his car was stuck in the middle of the water, so, like, he could not get out,” she said. “[I’m feeling] frustrated and worried.”

She too was eventually able to reconnect with her father, safely.

Around 6:45 p.m. California Highway Patrol closed Dillard Road at Highway 99 a few hours after issuing a shelter-in-place order for residents.

A flash flood warning was issued by National Weather Service Sacramento near Wilton in Sacramento County until Jan. 1, 2023. NWS Sacramento says "the levees near Wilton Rd. and bridge on the Cosumnes River Near Wilton are in a state of imminent failure causing flash flooding of immediately surrounding areas."

The Wackford Community Center at 9014 Bruceville Road in Elk Grove will remain open all night for flood evacuees.

"We do have the ability to house many. And so, if they show up, we are ready for them. We have kennels for small pets,” said Jamie Hudson, Elk Grove Emergency Manager.

The Bay Area National Weather Service measured 5.5 inches (14 centimeters) of rain in downtown San Francisco on December 31, 2022, the second wettest day in more than 170 years of record-keeping. This daily total is about half of the city’s expected rainfall for the entire month of December. Toward the northeast in Sacramento County, some areas recorded up to 4 inches (10 centimeters) of rain within 24 hours, according to the National Weather Service.

Near Wilton, levees of the Cosumnes River have been breached. The Sacramento County Office of Emergency Services urged residents of Wilton, California, to evacuate on December 31, 2022, but changed the order a few hours later to shelter-in-place due to treacherous road conditions in the area. Reclamation district officials in Wilton said Tuesday that it will cost $1.5 million to fill a gaping hole the size of a football field in the Cosumnes River levee, one of 11 trouble spots they have identified so far.

“They’ve got to solidify a road just to get all those heavy trucks in,” said Mark Hite, a trustee for Reclamation District 800 Cosumnes, which manages the levees in the area. “They’ve got trucks bringing in gravel and stuff so that the bigger trucks bringing in the big rock can get access. And they’ve already started to close the gap.”

While there are three breaches among the 11 hot spots, Hite said, there are other types of problems. For instance, he said, the crest of the levee walls crumbled in some places as floodwaters rolled over it and wore away soil, sand, gravel and boulders.

Hite estimated the costs to repair all 11 hotspots will be in the neighborhood of $10 million but that there could be other problem areas they’re not seeing because the water has yet to fully recede.

Even a six-figure repair would be difficult for this tiny district to bear, he said, because the annual budget is roughly $500,000. It depends heavily on federal dollars to maintain levee walls on a stretch of the Cosumnes River that extends from Rancho Murieta to the north down to Freeman Road in the southern area of Wilton.

Hite said they’ll have to go to state and federal officials for help to cover the cost.

The district is waging an unwinnable battle against the river, said Jeffrey Mount, who wrote the seminal book “California Rivers and Streams” in which he argued that the Cosumnes and other state rivers had historically spilled into wide floodplains and could not be contained in narrow channels.

In an interview, Mount said that Wilton residents and others living near the Cosumnes will always be at risk of flooding.

Imagine a funnel cut in half, Mount said, and you’ll begin to understand the challenge. All the water from higher elevations pours into the top of that funnel from along the watershed and then gushes into the Cosumnes, he explained.

The river naturally rises as that volume increases, he said, and those rushing waters will always find weaknesses in planning and construction.

And, Mount added, climate change has increased the number of warm storms, or so-called atmospheric rivers, like the one that inundated Northern California last weekend.

“If you’ve got a weak spot in a levee, it’ll find it,” Mount said. “And, it did – in multiple spots.”

The levees in the Wilton area were designed to meet minimum standards to contain the cost of constructing them, Mount said, and that’s generally true for most levees built in the US.

Since Hurricane Katrina laid waste to New Orleans, leaving hundreds dead in its wake, state and federal leaders have moved to strengthen urban levees. Rural areas like Wilton, however, haven’t gotten that kind of investment.

Consequently, Mount said, Wilton is “not a good place to live, and that’s the challenge. The levees that are built on the land are not in particularly great shape. They’re not robust levees. They are certainly not urban levees. They don’t meet any of the standards — the federal standards and certainly the state standards — for what we call urban levees that protect an area, so everybody who builds out there is at pretty high risk. “

The district’s charge, Hite said, is to provide 10-year flood protection. He recalled one year that the board had estimates done to see how much it would cost to bring the 34-mile stretch of levees they supervise up to 50- or 100-year protection.

While the exact number of years has escaped him, the price tag has not. It was $550 million, he said, so that turned out to be a purely academic exercise.

Hite can see the challenge of managing the Cosumnes just outside the door at his home: “The ground is obviously saturated. ... We have a little manmade creek on our property, and it’s overflowing. The horse paddocks are totally standing water. Inside the barn, the south side stalls have some water in them, but the north side is OK.”

While storms this week are expected to bring violent winds, Hite said forecasts are so far predicting that there won’t be as much rainfall as the north state got in last week’s storms. The water level on the Cosumnes River dropped 4 feet below the 40-foot monitor stage on Wednesday, but the California Nevada River Forecast Center predicts that it will rise at least 2 feet above this stage on Thursday and Friday.

However, forecasters stressed that weather patterns could shift, improving or hurting the situation.

Hite said: “Even though we know that we’ve got more water coming. It’s not going to get as high as it did on New Year’s, and so hopefully, there’s not going to be a lot of further damage.”

Crews are working to place a wall of rock all the way across the widest levee gap, making it at least as high enough to handle what forecasters are predicting, Hite said. If they can’t continue working, he said, they’ll cover it with sandbags and permeable plastic to create a makeshift weir.
