(FOX40.COM) — The California Highway Patrol advised people to avoid the area of Walergra Road and PFE Road in Antelope on Tuesday morning following a fatal two car collision.

According to CHP, two vehicles are reported to have collided at around 4:30 a.m. after a road rage incident, causing one of the vehicles to overturn and make contact with a powerpole.

Two people were transported to the hospital in unknown condition and one man has been declared dead.

“Seeing those cars was a sobering sight,” said Antelope Springs Church Pastor Jordan Brown who witnessed the turned-over vehicles near his church. He said he’s witnessed accidents along that road before, however, “this is one of the worst that have happened.”

At 11:28 a.m., the Sacramento County Sheriff’s Office said that all people involved in the crash knew each other and that there was an interaction or conflict on the Sacramento County side of Walerga.

Several different law enforcement agencies responded to the scene.

“Normally a traffic crash isn’t something that the sheriff’s office would be involved in so having us out here -obviously there’s more to it,” said Sacramento County Sheriff’s Office Sgt. Amar Gandhi.

After later developments Gandhi revealed that the crash “stemmed from a shooting that took place somewhere in the county.”

Gandhi added that preliminary findings show that the fatality was a result of the collision and not a homicide shooting. Details of the incident are still under investigation. Placer County Sheriff’s Office and California Highway patrol asked witnesses to the incident to contact them with any information they may have.

Northbound lanes on Walerga Road, north of Old Dairy Drive, to PFE Road were closed for nearly eight hours but have since re-opened.

Elverta Specific Plan development stalled by infrastructure costs

In the late 1980s, plans first began to come together for developing the Elverta area. In the late 1980s, plans first began to come together for developing the Elverta area. That coalesced into a specific plan proposal in the 1990s, and final approvals by Sacramento County in 2007.

But the Elverta Specific Plan is still waiting on its first house, with infrastructure costs, particularly for transportation, keeping developers from going any further.

"My philosophy is that if we can crack the nut on that obligation, the other pieces should fall into place," said Jeff Pemstein of TCS Planning, which acts as the advocate for the developers and homebuilders who own land in the project.

Sacramento County has taken notice of the issue. Earlier this month, supervisors had a workshop with developers and county planners to review what's approved and whether there need to be changes.

The Elverta Specific Plan currently calls for 6,100 single-family homes on a 1,400-acre site in Elverta, an unincorporated area north of Rio Linda and northwest of Antelope.

Chris Pahule, a principal planner for the county, said the developers are obligated to pay to both develop transportation infrastructure within the project and improve streets and roads outside the project that would see more traffic as a result of the development.

But Pemstein said the county's 2007 approvals essentially put all the responsibility for the off-site improvements on Elverta's developers, even if those roads and streets were nearly at their capacity without the project. Those thoroughfares in north Sacramento County are affected not only by traffic from developed areas like Antelope, but increasingly commuters from western Placer County heading to jobs in Sacramento.

As a result, the obligation for Elverta Specific Plan developers is about $200 million of off-site improvements, when it should only be about $20 million, Pemstein said. "You've got this massive disparity that makes the project infeasible," he said, adding if the developers made the $200 million of improvements, homes would have to start at about $800,000 or more to make the costs work.

With some recommendations from county supervisors, planners and transportation officials are discussing possible solutions, with a report on the topic likely in the near future, Pahule said.

The Elverta Specific Plan also has to define a secondary water supply, beyond groundwater. Pahule said the Rio Linda/Elverta Community Water District would likely be that supplier, but the project needs a signed agreement. That in particular is keeping developers from starting on a tentative map application, while the transportation issue is the barrier to actual construction, he said.

Pemstein, who is also a division president with Homes by Towne, said it would develop up to 1,800 homes in Elverta if it could make the numbers work. Homebuilders have to be optimistic to do their job, he said.

"I am increasingly less optimistic that Elverta's going to be built," he said. "I'm just not sure the county has the wherewithal to make it happen."

Jayden Fish-Kessler, 10, went fishing on Sunday with his family in Sacramento County, but what he caught was beyond his wildest imagination.

Fish-Kessler was at Dry Creek, just north of Antelope where he lives, when something in the water grabbed onto his fishing line.

“I pulled it out of the water, I reeled it in and pulled it out. I thought it was a giant blue gill,” Fish-Kessler said.

What he caught was a big fish – with teeth. That led his family to believe he had caught a piranha.

“I was downstream so I couldn’t see, so I ran down, and I was like, ‘That’s a piranha!’ And I was like, ‘What the heck,’” 10-year-old Connor McAyeal said.

KCRA 3 showed pictures of the catch to Patrick Foy with the California Department of Fish and Wildlife. He said it is hard to say for sure what the fish is, especially without closeup footage of it and without experts seeing the animal, because the kids threw the fish back in the water. But Foy made an educated guess.

“The highest probability is that it’s not a piranha, it’s a fish that looks a lot like a piranha. It’s called a pacu,” Foy said.

Foy said pacus are often mistaken for piranhas because they both have teeth. But a big difference is that piranhas have sharp teeth, and pacus have human-like teeth. Piranhas are also categorized as a restricted species in California, meaning they cannot be kept without a permit. Pacus, which are native to South America, are common aquarium fish that can be sold at exotic pet stores. But Foy said, unfortunately, pacus sometimes end up in California waterways because their owners will dump them. He said that is not good for the fish who are supposed to be here.

“Anytime you introduce an exotic species, it might take really well to our environment and really thrive, and when that happens, they tend to out-compete the native fisheries,” Foy said. “It can disrupt that native aquatic ecosystem.”

Foy said if someone comes across a fish like a piranha, they should call the California Department of Fish and Wildlife.

“If they do have a fish that they think is a piranha, don’t throw that back. We would want to take a look at that,” Foy said. “They can take some very detailed, close photographs of the fish. In fact, open up the mouth and take very detailed photographs of the teeth and that would help us differentiate between a pacu and a piranha.”

Foy also mentioned that it is against the law to transport the fish alive, so you should call the experts.
