The bill was introduced in March by Sen. Scott Wiener (D-San Francisco), who stresses that the state needs to take immediate action to address California’s housing shortage. It paves the way for taller, denser housing near transit corridors such as bus stops and train stations: up to nine stories for buildings adjacent to certain transit stops, seven stories for buildings within a quarter-mile, and six stories for buildings within a half-mile.
Single-family neighborhoods within a half-mile of transit stops would be subject to the new zoning rules.
Lawmakers debated the bill for around 40 minutes on Thursday evening, and drew cheers after it was passed.
Supporters say drastic measures are necessary given the state’s affordability crisis. Critics claim the blanket mandate is an overreach, stripping local authorities of their ability to promote responsible growth.
The vote came a few weeks after the Los Angeles City Council , voting 8 to 5 on opposing it.
Councilmember Traci Park, who co-authored the resolution with Councilmember John Lee, called SB 79 a “one-size-fits-all mandate from Sacramento.” Lee called it “chaos.”

Wiener, who has unsuccessfully tried to pass similar legislation twice before, said the deal boosted the bill’s chances.
“The bill is not guaranteed to pass, but we have more momentum today than we did yesterday,” Wiener said.

The cooler conditions continue Friday, but temperatures will start rising during the weekend. Several parts of the region will be back in the 90s by early next week.

Los Angeles Mayor Karen Bass’ bid to rewrite the city’s voter-approved “mansion tax” fell apart on Thursday, with Bass and her allies pulling the state bill hours before its first critical vote.
Bass had worked with Sacramento legislators to draft a last-minute overhaul of Measure ULA, a tax hike on L.A. property sales above $5.3 million, preparing a bill that would reduce taxes charged on the sale of recently built apartment buildings, shopping centers and warehouses.
The bill had been scheduled to go Thursday before the state Assembly’s local government committee, which is chaired by State Assemblymember Juan Carrillo (D-Palmdale). Shortly before that meeting, Bass issued a statement saying she had decided to pull the bill and try again in January.
“Due to a need for additional amendments and further technical changes, I’ve asked both leaders to continue SB 423 so that we can make further improvements this fall and reintroduce in January,” she said.
Because the bill was submitted late in this year’s legislative session, lawmakers were no longer permitted to make technical fixes that “got missed” during the drafting of the bill, said former state Assembly Speaker Bob Hertzberg, who was tapped by Bass to hammer out the details of the ULA overhaul.
“No more changes can be made,” he said. “So she’ll make them in January and get the law into effect immediately thereafter. She’s still committed to it.”
Backers of the the bill had been hoping to address what they described as “unintended consequences” created by Measure ULA, arguing that the higher taxes sparked a slowdown in local housing production.
Supporters of Measure ULA pushed back aggressively on that premise, saying other economic factors are to blame for the slowdown in apartment construction.
Earlier this week, Hertzberg said he hoped that passage of the bill would also achieve a political goal: persuading business leaders, advocacy groups and others to withhold support from a state ballot proposal to place new limits on tax hikes.
That measure, planned for next year’s statewide ballot and backed by the Howard Jarvis Taxpayers Assn., would put new limits on local taxes while also nullifying Measure ULA, depriving the city of hundreds of millions of dollars for programs to address and prevent homelessness.
Jon Coupal, president of the taxpayer group, said his organization has no intention of pulling back its measure.
Backers of Measure ULA immediately voiced outrage over the last-minute bill, saying state lawmakers were trying do an end run around the voters who approved the tax hike in 2022. They warned that a reduction the tax cuts proposed by state lawmakers would cut ULA proceeds by as much as 30%.
Some business leaders also expressed unhappiness with the bill.
On Thursday, the California Business Roundtable sent state Sen. Lena Gonzalez, one of the bill’s authors, a letter saying it did not go far enough.
“While we appreciate your hard work and consideration ... we regret to inform you that SB 423 does not provide the solutions that are critically needed for the Los Angeles economy,” wrote the group’s president, Robert C. Lapsley.
United to House LA, the coalition that put Measure ULA on the ballot, welcomed the pulling of the bill, saying “tens of millions of dollars to fight displacement and homelessness must not be erased.”
“It makes no sense to capitulate to corporate interests who use the cover of flawed research and political threats to benefit themselves at the expense of working-class Angelenos,” the group said. “We should not be giving a tax break to developers with money intended for affordable housing and homelessness prevention.”
The bill’s two co-authors — Gonzalez and Assemblymember Tina McKinnor — said they will bring the proposal back next year.
“We ... look forward to working with the business community, labor partners and housing advocates to get this policy right,” they said in a statement.

Before its renovation, Atlas, located at 1650 Florence Avenue in Los Angeles, was an uninhabited, recently constructed market-rate apartment building. Today it offers 126 one-bedroom homes and one manager's unit, along with a community room with computer stations, case management offices, long-term bicycle parking, outdoor courtyards, and a rooftop deck.
The Housing Authority of the City of Los Angeles (HACLA) worked with the city and state to purchase the building with State Homekey funding and provided project-based Section 8 vouchers that insure rent stability for residents.
"Without rental support, too many Angelenos risk falling into homelessness simply because market rents are out of reach," said Lourdes Castro Ramírez, President & CEO, Housing Authority of the City of Los Angeles (HACLA). "HACLA is proud to be part of this partnership; not only to make sure our most vulnerable neighbors are housed, but also to ensure their security to remain housed long term."
Many residents came to Atlas through the Los Angeles County Coordinated Entry System and the County's Department of Health Services' Housing for Health program, which provides the funding for wraparound services for residents who were homeless. Housing for Health also operates an innovative Homeless Prevention Unit that uses predictive analytics to identify and assist people who are likely to fall into homelessness. About 35 residents were referred to Atlas through this effort.
"It takes far more resources to help someone recover from homelessness than to prevent it in the first place," said Leepi Shimkhada, interim director of Housing for Health at the Los Angeles County Department of Health Services. "Through Atlas, we're doing both: supporting people who have lived on the streets with housing and care, while also preventing others from ever becoming homeless. With strong partnerships across the City of L.A., the state, and organizations like Linc, and guided by a 'whatever it takes' philosophy, we're making sure people not only stay housed but also feel part of a community through on-site wraparound services."
Residents who were chronically homeless receive wraparound services including mental and physical health care, employment counseling and job placement, education, substance use counseling, financial coaching, and community referrals. All residents also benefit from case coordination, health and wellness programs, workforce and financial development workshops, and digital equity initiatives.
For Roderick, a new resident, Atlas has been life-changing. After decades of homelessness and challenges with substance use, he is now stably housed and committed to his health. He also helps care for his mother who is living with dementia nearby at a care facility. "This new home has changed my life tremendously," Roderick said. "I'm stable now, and I get to see my mom every day. I finally feel like I can build a future."
The majority of financing for the initial acquisition came from Project Homekey funds from the State of California Department of Housing and Community Development, administered by the Los Angeles Housing Department (LAHD). LAHD also contributed HOME/American Rescue Plan (ARP) funds, Proposition HHH funds, and funding from the Community Development Block Grant program. Additional HOME/ARP and LAHD reserve funding supported construction.
Renovations on Atlas began in May 2024 with designs by Y&M Architects and construction by T. Morrissey Corporation. The building is now fully occupied with residents moving in since March. All homes are for households at or below 30% of area median income.
