Southern California beach communities are reinforcing their defenses Friday as Hurricane Polo churns off Mexico, where the powerful storm has already brought destructive waves, flooding and heavy rain.
While Polo is not expected to hit California directly, swells generated by the hurricane are forecast to begin reaching the region late Sunday, potentially combining with high tides to produce coastal flooding and significant beach erosion Monday and Tuesday.
In Seal Beach, crews have built up sand berms along the shoreline and are preparing pumps as officials closely watch the forecast.
“We’re reinforcing our berm. We’re making sure that our staff is ready. We’re going to put the pumps in place,” Seal Beach Marine Safety Chief Joe Bailey told KTLA’s Annie Rose Ramos on Friday morning.
The preparations come after the city spent much of the summer contending with repeated rounds of powerful surf and erosion.
Ahead of Polo, Seal Beach officials have also been removing some lifeguard towers from the sand. Bailey told KTLA Thursday that erosion over the past month forced crews to repeatedly move towers farther from the water, and some are now being taken off the beach entirely.
During a previous round of large swells generated by Hurricane Marie, water inundated the beach parking lot in Seal Beach and forced its closure.
“We’re worried about the erosion,” Bailey said Thursday. “We want to save our towers.”
High tides could compound the problem
The National Weather Service has relatively high confidence that southerly swells will affect Southern California, although there remains uncertainty over exactly how large the surf will become and how severe any flooding could be.
Polo is expected to generate a larger southeast swell beginning late Sunday and continuing through Tuesday. High tides approaching 7 feet are forecast during the late morning Monday and Tuesday, increasing the threat along exposed south-facing beaches.
The areas of greatest concern include the Peninsula and Belmont Shore in Long Beach, Avalon and Malibu, according to the weather service.
The most likely impacts are shallow seawater flooding of low-lying walkways, parking lots and roads, along with significant beach erosion. Localized structural damage is also possible in particularly vulnerable areas.
Strong rip currents are another concern, with hazardous swimming conditions expected to persist into early next week.
KTLA meteorologist Henry DiCarlo said the surf, rather than rain, is expected to be Polo’s primary impact on Southern California.
“Our beach areas and our coastal areas are really stressed right now,” DiCarlo said. “They’ve been taking a battering, and they’re going to take more of it.”
Polo already causing damage in Mexico
The threat comes as Polo lashes portions of Mexico’s Pacific coast.
Seawater swept through homes in the port city of Lázaro Cárdenas on Thursday, while powerful waves damaged beachfront businesses. Mexican authorities opened shelters, evacuated people from high-risk areas and deployed thousands of security personnel along the coast.
Polo has fluctuated between Category 4 and Category 5 strength in recent days and was forecast to gradually weaken after Friday.
Another Pacific hurricane, Odalys, could send a smaller southwest swell toward Southern California, although it remains far from land.
The two systems are complicating the forecast, with the National Weather Service noting uncertainty over their tracks and significantly less confidence that tropical moisture will produce rain in Southern California.
DiCarlo said there is currently only an outside chance of showers. Increased humidity and cloud cover are more likely as tropical moisture moves into the region.
For coastal communities, however, the timing of Polo’s swell with high tides is the immediate concern.
The threat follows a summer of severe erosion and coastal damage across Southern California, including local emergency declarations in Long Beach, Laguna Beach, Dana Point and Carlsbad.
Conditions are expected to begin deteriorating Sunday, with the greatest coastal flooding and erosion threat Monday and Tuesday.

But their appearances in front of surprised Southern California beachgoers is a historic first, in an era when the climate is regularly surprising even those who know it best.
“I have been expecting to see subtropical species present off the coast of Southern California, which is typical during El Niños,” said Lindsey Peavey Reeves, a senior scientist with the National Marine Sanctuary Foundation who has studied olive ridleys in the eastern Pacific Ocean for 20 years. “However, I wasn’t expecting to see olive ridley sea turtles nesting in Orange County.”
The turtles are normally found throughout tropical regions of the Pacific, Indian and Atlantic oceans, with large nesting populations in Mexico, Nicaragua, Costa Rica and Panama.
Upon receiving reports of the turtle sightings, Huntington Beach Fire Department Marine Safety called in the National Oceanic and Atmospheric Administration and the U.S. Fish and Wildlife Service.
Wildlife officials erected small mesh huts around each nest. A wider cordon at both sites keeps the public at a safe distance. The nests will remain fenced and monitored throughout the incubation period, which is typically 45 to 60 days, NOAA said.
After that, the hatchlings will crawl to the ocean, where they will become the first known sea turtles to start their lives in California waters.
Among the smaller of sea turtle species, the olive ridley can grow up to 3 feet long and 100 pounds. It has a heart-shaped, olive-colored shell.
While it is listed as a threatened animal under the Endangered Species Act, the olive ridley is one of the more abundant sea turtles.
Before last week, the farthest known northern nesting ground was in the Mexican state of Baja California Sur, Peavey Reeves said.
“While I wasn’t expecting this nesting event, it’s not outlandish for olive ridley nesting to continue to shift northward as both ocean water temperatures and sand temperatures increase, and some of their usual nesting beaches erode away during periods of strong storms,” Peavey Reeves said.
They are just one of shifting habitats as oceans warm and the climate changes. On Aug. 22, the global average sea-surface temperature measured a , the highest recorded since March 2024.
In California, where the latest El Niño is predicted to be and has disrupted life in the sea and on land, the turtles are just one of the latest signs of climate change.
It’s not clear what will happen to the hatchlings that make it to the ocean. Survival rates for all sea turtle species are very low in the early stages of life.
It’s also not clear if this is a one-off occurrence, or if Orange County beaches may start to see more of these nests in future seasons. Olive ridleys lay eggs both in massive colonies — one nesting beach in La Escobilla, Mexico, hosts an estimated 450,000 nesting female turtles, — and in solitary locales.
“They’re very flexible and adaptable,” said Pamela Plotkin, a retired oceanography professor at Texas A&M University.
“They can sort of go with the flow, if you want to put it in human terms,” she added. “They take advantage of opportunities that many other sea turtles don’t have the capability of doing. They feed on lots of different things out in deep waters, and so they are not tied to just one type of food like some turtles are.”
Last week’s turtles could be the first of many.
“Is this the first girl who is coming up to start putting her eggs in California, and maybe others will follow, and it’ll become a thing, or is this just a one-off?” Plotkin said. “I think time will tell.”

Tropical Storm Rachel brings with it a slew of potential hazards, including damaging coastal flooding.
The National Hurricane Center warned that Rachel could pick up some strength before arriving on the West Coast — an unusual occurrence for storms in the tropical eastern Pacific.
Typically, storms weaken significantly once they enter those cooler waters. But El Niño conditions and an ongoing marine heat wave have pushed ocean temperatures 10 to 13 degrees higher than normal, providing a far-more-conducive environment for Rachel.
“It’s notable that this is an unusual event that’s being made possible by both coincidence of this early arriving low-pressure trough off the coast of California and the record warm — and I do mean record warm — ocean temperatures off the coast of California right now,” UC Agriculture and Natural Resources climate scientist Daniel Swain said during a briefing Friday.
Rachel is expected to make landfall either in northern Baja California or San Diego County as early as Saturday night.
In the modern record, only two storms have passed through the state at tropical-storm strength.
The first — nicknamed El Cordonazo, or the Lash of St. Francis — hit Long Beach and San Pedro in September 1939. It dumped 5.62 inches of rain on L.A. over three days, spawned wind gusts of up to 65 mph and resulted in 45 deaths from flooding, with an additional 48 deaths at sea.
There was also Nora in September 1997, which was briefly at tropical storm strength as its center passed along the California-Arizona border, but California was spared the kind of damage it delivered to Baja California. Street flooding was reported in Imperial County, the Coachella Valley and San Diego, while big waves boosted by Nora and another storm sent breakers crashing into beachfront properties in Seal Beach, seriously damaging three homes and resulting in minor damage to 45 others.
The National Weather Service office in San Diego on Friday issued a rare tropical storm watch for most of San Diego County, including San Diego, Chula Vista, Carlsbad and Oceanside, meaning that tropical storm-force winds are possible over the next 48 hours. It’s only the second time a tropical storm watch has been issued in California.
Coastal flooding will remain the biggest concern for the region in the coming days, particularly for south-facing shores, given the combination of high tides, a higher-than-typical water level and the arriving tropical storm. Swells will not only bring the potential for water intrusion, but also hazardous surf — ranging from 3 to 6 feet in some areas — and rip currents, according to the weather service.
Officials had predicted that tides in Southern California would be 1 foot to 1.5 feet above normal what would ordinarily be expected without the abnormally warm ocean temperatures wrought by El Niño.
Around 9 a.m. Friday, the high tide in San Diego and La Jolla was coming in 17 inches higher than the official prediction, which doesn’t account for hotter-than-normal ocean waters or swells from tropical storms, according to NOAA’s tide forecasts. Tides were coming in 16 inches higher than the official prediction in Santa Monica and 14 inches higher in San Francisco as of Friday morning.
“We’ve got water that’s already high and then we’re going to have periods of high tides each morning and evening and then on top of that we have high surf,” said Miguel Miller, a meteorologist with the National Weather Service in San Diego. “We have all these things stacking up on each other and we’ve already seen in recent weeks how just the high tides, even without the large surf, is putting water into places where it doesn’t usually go.”
A coastal flood advisory for Ventura, Los Angeles, Orange and San Diego counties — warning of the potential for flooding in beach parking lots, boardwalks and roads, with isolated road closures expected, along with minor coastal erosion — is expected to remain in effect through Tuesday afternoon.
Coastal cities including Laguna Beach, Newport Beach and Long Beach have already seen significant flooding. Long Beach issued a mandatory evacuation order for residents of Seaside Walk between 64th and 66th Place.
While tropical moisture from the remnants of Rachel is expected to deliver only light rain to much of Southern California between Sunday morning and Monday night, the Mojave Desert, the Inland Empire and portions of San Diego County could see more significant precipitation.
The weather service is warning that there is a moderate, or 40% chance, of excessive rainfall that could lead to flash flooding in places like San Diego, El Cajon, Chula Vista, Escondido, Palm Springs and Twentynine Palms. A moderate risk means that numerous flash floods are likely, and that many streams may flood. There is a chance that the San Diego River near Fashion Valley could reach minor flood stage.
There’s also a 15% chance of that occurring in Oceanside, San Clemente, Laguna Niguel, Riverside, San Bernardino, Las Vegas and the California-Arizona border; and a 5% chance in places like Huntington Beach, Santa Ana, Long Beach, Anaheim, Pomona, Victorville, Barstow, and most of Arizona and southern Utah.
In Los Angeles County, rain is expected to be light to moderate, ranging from about a quarter of an inch to an inch across much of the region. A bit more rain is expected in the San Gabriel Mountains, according to the weather service office in Oxnard. Rain rates are probably going to be a quarter of an inch per hour or less, making debris flow and landslides unlikely.
A bit more rain is expected in Orange County with coastal areas receiving from half an inch to an inch over the weekend and into early next week. Coastal sections of San Diego County could see between an inch and an inch and a half of precipitation with higher rain levels predicted farther inland.
Nora arrived during a “very strong” El Niño season. That pattern is linked to above-average hurricane activity in the eastern Pacific, and also is usually tied to above-average rainfall for Southern California in the winter.
That climate pattern sees the heating of ocean waters in the central and eastern equatorial Pacific, which spur changes in the atmosphere that can affect weather around the world.
The National Oceanic and Atmospheric Administration’s Climate Prediction Center said Thursday that there is virtually a 100% chance that the El Niño this season will be categorized as “very strong.” There’s also an 83% chance that this El Niño will be the strongest on record, which goes back to 1950, up from a 75% probability forecast last month.
“With an event of this magnitude, the chances of experiencing impacts consistent with El Niño are larger, though not guaranteed,” the Climate Prediction Center said Thursday.
There have been only four “very strong” El Niños in the modern record — 1982-83, 1991-92, 1997-98 and 2015-16. Two of them — in 1982-83 and 1997-98 — deluged downtown Los Angeles with more than 30 inches of rain, more than double the area’s average annual rainfall.
The “very strong” El Niño of 2015-16 was a dry one for Southern California, with downtown L.A. getting only half its annual rainfall. But it did coincide with record coastal erosion along many California beaches, according to the state Coastal Commission.

Three days later, a sea turtle was seen on a beach a few miles south. The agency said it is not clear whether it was the same turtle seen in Seal Beach.
A NOAA team and partners plan to monitor the two nest sites during incubation, which typically lasts about 45 to 60 days. Both areas are fenced off and beach visitors were asked to stay away from the area.
Sea turtles are protected under the Endangered Species Act.
The olive ridley is the smallest sea turtle species. They usually grow to weight 100 pounds and are about 2.5 to 3 feet long. A typical lifespan is 30 to 50 years. They are found around the world, but usually in the tropical waters of he Pacific, Indian, and Atlantic oceans.
Nesting areas can be found in Mexico, Nicaragua, Costa Rica, and Panama.
"While occasionally seen in Southern California following warm currents, this species has never been documented to nest in the United States," NOAA said in its post.
The turtle gets its name from the olive green color of its shell, which is shaped like a heart. The species has two nesting strategies -- solitary or arribada, which refers to synchronized mass nesting of thousands, sometimes tens of thousands, of olive ridley turtles.
At one point, an estimated 10 million members of the species were in the Pacific Ocean. Now, there are a handful of beaches that are home to mass nestings.The species' most significant threats include bycatch in fishing gear and the harvesting of turtles and eggs.

SEAL BEACH, CA — Get ready, Seal Beach: strong surf is returning to the city's coastline this week, and flooding may come with it.
According to the National Weather Service, Seal Beach residents can expect powerful tides starting Monday morning.
The strong tides prompted the service to issue a flood advisory from 5 a.m. Monday, Sept. 28 through 5 p.m. Wednesday, Sept. 30 for all Orange County beaches.
According to the service, residents can expect an elevated surf of three to five feet throughout the advisory, with local sets of waves reaching up to seven feet on south-facing beaches.
Residents can expect the roughest conditions Tuesday morning, the service said, and were advised to steer clear of the waves during the advisory.
Residents were also advised to stay off rock walls and jetties, and to remain out of the water due to hazardous swimming conditions.
Forecasters said south-facing beaches should prepare for shallow seawater flooding of low-lying walkways, parking lots and roads, along with the potential for significant beach erosion. Very localized damage to structures is also possible in the most vulnerable areas.
"If travel is required, allow extra time as some roads may be closed," the service said in a statement. "Do not drive around barricades or through water of unknown depth. Take the necessary actions to protect flood-prone property."
The flood advisory comes after tropical storm Hurricane Polo created elevated tides at some southland beaches starting Sunday, bringing warnings of coastal flooding, significant beach erosion and dangerous rip currents through the week.
Hurricane Odalys is also churning off central Mexico, with southerly swells from both hurricanes expected to affect the region through Tuesday, according to the National Weather Service.
The weather service said a "reasonable worst-case scenario" would produce impacts similar to those from Hurricane Marie earlier this month, although the most likely outcome would be less severe. Marie caused significant damage to homes in Dana Point, Long Beach and Malibu.
Avalon could be particularly vulnerable because Polo's swells are expected to arrive from a more southeasterly direction than those from Marie, leaving the area more exposed, according to the NWS.
Forecasters said the situation remains complicated because Polo and Odalys are close to each other and computer models have had difficulty forecasting Odalys. Polo also has a relatively short period during which it is expected to be far enough west for its waves to have a clear path toward Southern California.
